Introduksyon:
1. Ang pagkatuto ay napahuhusay kapag ang mga guro ay mapakay na nag-iisip tungkol
sa pagpaplano ng kurikulum. Nakatutulong ang UbD framework sa prosesong ito nang
walang ibinibigay na matibay na proseso o perspektibong sangkap.
5. Ang mga guro ang nagtuturo nang pag-unawa, hindi lamang mga tagabahagi ng mga
nilalaman ng kalaaman, kasanayan, o aktibidad. Sila ay nakapokus sa pagtitiyak na ang
pagkatuto ay naisasagawa, hindi lamang sa pagtuturo (at pag-aakala na ang mga
naituturo ay natutuhan); sila ay may layunin at sinisiyasat ang matagumpay na pagkatuto
ng mga mag-aaral.
6. Ang regular na pagrebyu sa mga yunit at kurikulum laban sa mga disenyong istandard
ay napapahusay ang kalidad at kabisaan ng kurikulum, at nagbibigay ng kahali-halina at
propesyonal na diskusyon.
Susing Tanong:
Ano ang dapat na alam, maunawaan, at kakayahang mayroon ang isang mag-
aaral? Ano ang hantungan sa paglipat nang hinahanap nating resulta sa yunit na
ito?
Ano-ano ang mga matatag na pag-unawa ang ninanais?
Ano ang mga mahahalagang katanungan ang maiging galulugarin at ibibigay na
pokus para sa lahat nang pagkatuto?
Sa unang yugto ng Backward Design, ikokonsidera natin ang ating mga layunin,
nasusuri ang matatag na nilalaman ng pamantayan (Nasyunal, Estado, Probinsya, at
Distrito), at nasisiyasat ang ang mga inaasahan sa kurikulum. Dahil mayroon pang tipikal
na nilalaman kaysa sa maaaring makatwirang pagtugon sa loob ng inilaang oras, kung
saan ang mga guro ay obligadong gumawa ng kanilang mga pagpipilian. Ang unang
yugto sa disenyo ng proseso ay nanawagan para sa kalinawagan ng mga prayoridad.
Ang mga prayoridad nang pagkatuto ay nakaestablisado na sa pamamagitan ng long-
term performance goals – kung ano ang ninanais nating mailipat sa edukasyon. Ang
pinakalayunin ng paaralan ay hindi lamang manguna sa loob ng klase, bagkus ay ang
magkaroon ng kakayahan na magamit ang isang kalaaman sa ibang pang paraan.
Alinsunod sa unang yugto, ito ay nakapokus sa “paglipat ng mga kaalaman”. Ang
mahalagang kasama na katanungan ay ginagamit para mahikayat ang mga mag-aaral
sa pag-iisip na “magbigay kahulugan” upang matulungan silang madebelop at mapalalim
ang kanilang pagkaunawa sa mga mahahalagang ideya at proseso na sumusuporta sa
ibang paglipat. Ang Figure 1 ay ang halimbawa ng mga layunin at ang Figure 2 ay
nagpapakita ng mga halimbawa ng pag-unawa at mahahalagang katanungan.
Paano natin malalaman kung natamo ng mga mag-aaral ang inaasahang bunga?
Ano ang tatanggapin nating ebidensya bilang pag—unawa at abilidad na
magagamit ng mga mag-aaral sa bagong sitwasyon?
Paano natin masusuri ang perpormans ng mga mag-aaral sa patas na
pamamaraan?
Ang Backward design ay naglalayon na maturuan ang mga guro na mag-isip muna
bilang isang tagatasa bago magdesinyo o magplano ng partikular na yunit at aralin. Ang
assessment evidence na ating kailangan ay dapat na sumasalamin sa inaasahang resulta
na makikita sa stage 1. Kaya, kailangan muna nating isa-alang-alang ang assessment
evidence na kailangan para ma-dokumento at mabalido ang target na kaalaman na
nakamit. Sa pamamagitan nito ay nahahasa ang pokus ng pagtuturo ng guro. Sa Stage
2, natukoy natin ang malawak na pagitan ng dalawang uri sa pagtataya—performance
tasks at iba pang mga ebidensya. Ang performance tasks ay naglalayon sa mga mag-
aaral na gamitin nila ang kanilang mga kaalaman sa mga bago at makatotohanang
sitwasyon kagaya ng pagtatasa sa kanilang pag-unawa at abiliad sa paglipat ng kanilang
kaalaman.

2. Mayroon kaming narinig na ang UbD framework ay hindi binibigyang diin ang
pagtuturo ng mga nilalaman at mga kasanayan upang makapagpokus sa

Antas 2: Pagtataya
Ito ang mga inaasahang produkto o pagganap; inaasahang antas ng pag – unawa
at pagganap ng mag – aaral; at mga kraytirya o panukat na gagamitin sa pagtataya
ng inaasahang produkto o pagganap.
Ang Produkto o Pagganap ay ang inaasahang maisasagawa ng mag – aaral
pagkatapos ng isang paksa o markahan.
Ito ang magpapatunay na natutuhan niya ang mahahalagang konseptong
nakapaloob sa isang markahan / asignatura.
Ang Antas ng Pag – unawa ang susukat sa iba’t ibang aspekto ng pag – unawa
ng mag – aaral sa mahalagang konseptong dapat niyang matutuhan.
Masasabing may pag – unawa na ang mag – aaral kung siya’y may kakayahan
nang magpaliwanag, magbigay ng sariling kahulugan, makabuo ng sariling
pananaw, makadama at makaunawa sa damdamin ng iba, makapaglapat, at
makilala ang kanyang sarili.
Antas 3: Mga Plano ng Pagkatuto
Mga gawaing instruksyunal at mga kagamitan na gagamitin ng guro at mag – aaral
sa loob ng klasrum na makatutulong upang matamo ang mga pamantayan.
Inaasahan ang pagiging malikhain ng guro sa pagpapatupad ng antas na ito dahil
dito nakasalalay ang ikapagtatagumpay ng pagtuturo – pagkatuto.
Ang mga Gawaing Instruksyunal ay binubuo ng mga gawaing isasagawa ng guro
at mag – aaral sa loob ng klasrum upang matamo ang mga pamantayan,
matutuhan ang mga kakailanganing pag – unawa at masagot ang mahahalagang
tanong.
Nagkaroon ng mga writeshop at konsultasyon sa mga stakeholder: mga guro,
mag-aaral,punong-guro,superbisor, propesor ng iba’t- ibang
kolehiyo/pamantasan,kawani ng pamahalaang lokal,kinatawan ng piling sektor ng
lipunan,at iba pa upang makatiyak na akma at makatutugon sa pangangailangan
ng mag-aaral sa kasalukuyang panahon ng mga elemento ng isinaayos na
kurikulum.
Sinanay ng mga guro, puno ng kagawaran at punong – guro ng 23 pilot schools
upang maihanda sila kung paano pamamahalaan ang unang pagsubok na
implementasyon ng kurikulum.
Ang mga pilot school ay pinili batay sa sumusunod : lokasyon ( Luzon, Visayas, at
Mindanao), at sa uri ng programang pinatutupad ng paaralan ( halimbawa: regular
na hayskul, espesyal na programa, at iba pa.)
Ang Pakikipagpulong sa mga punong – guro tuwing isang kwarter at
pagmomonitor ng mga pilot teachers ng 23 pilot schools ay regular na isinagawa.
Ang mga feedback mula sa kanila ang naging batayan sa patuloy na pagsasaayos
ng mga elemento ng mga dokumento ng Kurikulum ng Edukasyong Sekondari ng
2010
Isinunod na sinanay ang mga superbisor ng lahat ng asignatura upang mabigyan
ang suportang panginstruksyunal ang mga guro.
May mga kasunod na pagsasanay na isinagawa batay sa pangangailangan ng
mga taong kasangkot sa unang pagsubok ng kurikulum upang matiyak na
magiging maayos at matagumpay ang implementasyon nito.
Resulta
Ang mga feedback mula sa mga pilot teacher ay nakatulong ng malaki sa patuloy
na pagsasaayos ng kurikulum. Mula sa mga ito ay nabuo ang Kurikulum ng
Edukasyong Sekondari ng 2010.
Nanatili pa rin ang prinsipyo ng Kurikulum ng Batayang Edukasyon ng 2002 (tulad
ng Teorya ng Konstruktibo, Pagtuturong Integratibo, at iba pa). Isinanib at
pinagyaman ang iba pang programa ng edukasyong sekondari tulad ng:

Language (SPFL)

Deskripsyon
2. Ang layunin ng isinagawang pag – aaral ay makita ang mga naging suliranin, gayundin
ang magagandang gawi at pamamaraang (best practices) isinasagawa/ipinatupad ng
mga paaralan na nakatulong sa mga puno ng mga kagawaran punong – guro at
superbisor upang maging matagumpay ang implementasyon ng 2002 BEC.
3. Sumasang – ayon ang mga guro, puno ng kagawaran at punong – guro sa mithiin ng
kurikulum na dapat ay makatapos ang mag – aaral sa hayskul na may kapaki –
pakinabang na literasi, may panuring pag – iisip, malikhain at may kakayahang lumutas
ng mga suliranin at maghanapbuhay na MAKA – DIYOS, MAKABAYAN, MAKATAO at
MAKAKALIKASAN.

1. The lessons and findings of various local initiatives and international studies in
basic education have validated the superiority of the use of the learner’s mother
tongue or first language in improving learning outcomes and promoting Education
for All (EFA).
3. The preponderance of local and international research consistent with the Basic
Education Sector Reform Agenda (BESRA) recommendations affirms the benefits
and relevance of MLE. Notable empirical studies like the Lingua Franca Project and
Lubuagan First Language Component show that:
First, learners learn to read more quickly when in their first language (LI);
Second, pupils who have learned to read and write in their first language learn to
speak, read, and write in a second language (L2) and third language (L3) more
quickly than those who are taught in a second or third language first; and
Third, in terms of cognitive development and its effects in other academic areas,
pupils taught to read and write in their first language acquire such competencies
more quickly.
Inilahad ayon sa Basic Education Sector Reform Agenda o BESRA ang mga
benipisyo at kahalagahan ng MLE. Ipinakita rin sa mga pag-aaral gaya ng Lingua Franca
Project at Lubuagan First Language Component na:
Una, ang mga mag-aaral ay mas mabilis matuto kapag gamit ang unang wika sa
pagtuturo.
Pangalawa, ang mga mag-aaral na natutong magbasa at magsulat gamit ang

5. All Regional Directors and Superintendents are hereby enjoined to promote and
encourage local participation in the following essential, support systems of the
MLE within the framework of School-Based Management (SBM) with the support of
the local government units:

7. For all learning programs of the Alternative Learning System (ALS), first
language shall be used as primary medium and thereafter, depending upon the
previous level of functional literacy and pedagogical requirements of accreditation
and equivalency, the Bureau of Alternative Learning System (BALS) shall
determine the suitable second and third languages that will maximize the
educational benefits and competencies of the ALS clients. Enclosed is the
Fundamental Requirements for a Strong Mother Tongue-Based Multilingual
Education (MLE).

8. This Department with the help of MLE specialists shall incorporate an MLE
certification process and retain the privilege of establishing MLE certification
procedures in order to maintain quality MLE programs wherever they may be
implemented.

Mga Layunin:
Alinsunod sa DepEd Memorandum no. 119 s. 2016, ang Executive Order No. 02
ay nilagdaan ng ating Pangulong Rodrigo Duterte sa Lungsod ng Manila noong July 23,
2016. Ang mga sumusunod ay ang mga dapat gawin at sundin ayon sa panukala:
SECTION 1
Definition. For the purpose of this Executive Order, the following terms shall mean:
(a) "Information" shall mean any records, documents, papers, reports, letters,
contracts, minutes and transcripts of official meetings, maps, books, photographs, data,
research materials, films, sound and video recordings, magnetic or other tapes, electronic
data, computer-stored data, or any other like or similar data or materials recorded, stored
or archived in whatever format, whether offline or online, which are made, received, or
kept in or under the control and custody of any government office pursuant to law,
executive order, and rules and regulations or in connection with the performance or
transaction of official business by any government office.
SECTION 2
Coverage. This order shall cover all government offices under the Executive Branch,
including but not limited to the national government and all its offices, departments,
bureaus, and instrumentalities, including government-owned or -controlled corporations,
and state universities and colleges. Local government units (LGUs) are enjoined to
observe and be guided by this Order.
SECTION 3
Access to Information. Every Filipino shall have access to information, official records,
public records, and documents and papers pertaining to official acts, transactions or
decisions, as well as to government research data used as basis for policy development.
SECTION 4
Exception. Access to information shall be denied when the information falls under any of
the exceptions enshrined in the Constitution, existing laws or jurisprudence.
The Department of Justice and the Office of the Solicitor General are hereby
directed to prepare an inventory of such exceptions and submit the same to the Office of
the President within thirty (30) calendar days from the date of effectivity of this Order.
The Office of the President shall thereafter immediately circularize the inventory of
exceptions for the guidance of all government offices and instrumentalities covered by
this Order and the general public.

In making such determination, the Head of the Office or his designated officer shall
exercise reasonable dwgence to ensure that no exception shall be used or availed of to
deny any request for information or access to public records or official records if the denial
is intended primarily and purposely to cover up a crime, wrongdoing, graft or corruption.
SECTION 7
Protection of Privacy. While providing access to information, public records, and official
records, responsible officials shall afford full protection to an individual's right to privacy
as follows:
(a) Each government office per Section 2 hereof shall ensure that personal
information in its custody-or under its control is disclosed or released only if it is material
or relevant to the subject matter of the request and its disclosure is permissible under this
Order or existing laws, rules or regulations;
(b) Each government office must protect personal information in its custody or
control by making reasonable security arrangements against leaks or premature
disclosure of personal information which unduly exposes the individual whose personal
information is requested to vilification, harassment, or any other wrongful acts; and
(c) Any employee or official of a government office per Section 2 hereof who
has access, authorized or unauthorized, to personal information in the custody of the
office must not disclose that information except when authorized under this Order or
pursuant to existing laws, rules or regulations.

SECTION 8
People's Freedom of Information (FOI) Manual. For the effective implementation of this
Order, every government office is directed to prepare within one hundred twenty (120)
calendar days from the effectivity of this Order, its own People's FOI Manual, which shall
include, among others, the following information:
(a) The location and contact information of the head, regional, provincial, and field offices,
and other established places where the public can submit requests to obtain information;
(b) The person or officer responsible for receiving requests for information;
(c) The procedure for the filing and processing of the request, as provided in the
succeeding Section 9 of this Order;
(d) The standard forms for the submission of requests and for the proper acknowledgment
of such requests;
(f) The procedure for administrative appeal of any denial of request for access to
information; and
SECTION 9
Procedure. The following procedure shall govern the filing and processing of requests
for access to information:
(a) Any person who requests access to information shall submit a written request to the
government office concerned. The request shall state the name and contact information
of the requesting party, provide valid proof of his identification or authorization, reasonably
describe the information requested, and the reason for, or purpose of, the request for
information: Provided, that no request shall be denied or refused acceptance unless the
reason for the request is contrary to law, existing rules and regulations, or it is one of the
exceptions contained in the inventory of exceptions as hereinabove provided.
(b) The public official receiving the request shall provide reasonable assistance, free of
charge, to enable all requesting parties, particularly those with special needs, to comply
with the request requirements under this Section.
(c) The request shall be stamped by the government office, indicating the date and time
of receipt and the name, rank, title or position of the receiving public officer or employee
with the corresponding signature, and a copy thereof furnished to the requesting party.
Each government office shall establish a system to trace the status of all requests for
information received by it.
(d) The government office shall respond to a request fully compliant with the requirements
of sub-section (a) hereof as soon as practicable but not exceeding fifteen (15) working
days from the receipt thereof. The response mentioned above refers to the decision of
the office concerned to grant or deny access to the information requested.
(e) The period to respond may be extended whenever the information requested requires
extensive search of the government office's records facilities, examination of voluminous
records, the occurrence of fortuitous events or other analogous cases. The government
office shall notify the person making the request of such extension, setting forth the
reasons for the extension. In no case shall the extension go beyond twenty (20) working
days counted from the end of the original period, unless exceptional circumstances
warrant a longer period.
(f) Once a decision is made to grant the request, the person making the request shall be
notified of such decision and directed to pay any applicable fees.
(c) Bawat papel na hiniling ng mga tao ay dapat na mayroong tatak na nagpapatunay

(e) Ang panahon para sa pagtugon ay maaaring pahabain sa tuwing ang hinihiling na
mga impormasyon ay nagangailangan ng malawakang paghahanap ng mga talaan sa
pasilidad ng tanggapan ng gobyerno, pagsusuri sa napakaraming tala, pagkakaroon ng
mga hindi inaasahang kaganapan o iba pang mga magkatulad na kaso. Bibigyan abiso

Fees. Government offices shall not charge any fee for accepting requests for access to
information. They may, however, charge a reasonable fee to reimburse necessary costs,
including actual costs of reproduction and copying of the information requested, subject
to existing rules and regulations. In no case shall the applicable fees be so onerous as to
defeat the purpose of this Order.

Notice of Denial. If the government office decides to deny the request wholly or partially,
it shall, as soon as practicable and within fifteen (15) working days from the receipt of the
request, notify the requesting party of the denial in writing. The notice shall clearly set
forth the ground or grounds for denial and the circumstances on which the denial is based.
Failure to notify the requesting party of the action taken on the request within the period
herein provided shall be deemed a denial of the request for access to information.

(a) Denial of any request for access to information may be appealed to the person or
office next higher in authority, following the procedure mentioned in Section 8 (f) of this
order. Provided, that the written appeal must be filed by the same person making the
request within fifteen (15) calendar days from the notice of denial or from the lapse of the
relevant period to respond to the request.
(b) The appeal shall be decided by the person or office next higher in authority within
(30) working days from the filing of said written appeal. Failure of such person or office to
decide within the afore-stated period shall be deemed a denial of the appeal.
(c) Upon exhaustion of administrative appeal remedies, the requesting party may file
the appropriate judicial action in accordance with the rules of the Court.

SECTION 14
Keeping of Records. Subject to existing laws, rules, and regulations, government offices
shall create and/or maintain accurate and reasonably complete records of important
information in appropriate formats, and implement a records management system that
facilitates easy identification, retrieval and communication of information to the public
SECTION 15
Administrative Liability. Failure to comply with the provisions of this Order may be a
ground for administrative and disciplinary sanctions against any erring public officer or
employee as provided under existing laws or regulations.
SECTION 16
Implementing Details. All government offices in the Executive Branch are directed to
formulate their respective implementing details taking into consideration their mandates
and the nature of information in their custody or control, within one hundred twenty (120)
days from the effectivity of this Order.
Separability Clause. If any section or part of this Order is held unconstitutional or invalid,
the other sections or provisions not otherwise affected shall remain in full force and effect.
SECTION 18
Repealing Clause. All orders, rules and regulations, issuances or any part thereof
inconsistent with the provisions of this Executive Order are hereby repealed, amended or
modified accordingly: Provided, that the provisions of Memorandum Circular No. 78 (s.
1964), as amended, shall not be deemed repealed pending further review.
SECTION 19
Effectivity. This Order shall take effect immediately upon publication in a newspaper of
general circulation.

antas simula unang baitang. Sinundan ito ng atas ni Pangulong Gloria M. Arroyo, ang
Executive Order 210 na naglalayong palakasin ang Ingles sa pamamagitan ng
pagdaragdag ng mas maraming oras sa paggamit ng Ingles bilang wikang panturo.
