The question then is what are the facts that the state looks at to determine if you are a
resident or not?
The following are evidence of residency for purposes of vehicle registration:
(g) Declaration of residency to obtain a license or any other privilege or benefit not ordinarily
extended to a non-resident. Including landed /permanent residence.
(i) Other acts, occurrences, or events that indicate presence in the state is more than
temporary or transient.

Revisiting the 14th Amendment in light of the foregoing we can see that “persons” (generally
those under “contract”) born or naturalized (equality of law), AND subject to the jurisdiction
WHO IS A CITIZEN OF THE UNITED STATES? but pays for a VISA to travel to the
headquarters United States or other states like from Carribean Island to Island. Citizens of
the United States are citizens of the OAS Organization of the American states (and
worldwide nation of States pretending to be countries) of which are:
ALL 35 independent states of the Americas have ratified the OAS Charter and are members
of the Organization.

Venezuela
On April 28, 2017, the Secretary General of the Organization received a note dated April 27,
2017 from the Bolivarian Republic of Venezuela in which that country expressed its decision
to denounce the Charter of the Organization of American States in the terms set forth in the
said note.
In addition, on March 7, 2019, the Secretary General of the Organization received the
enclosed note, dated February 8, 2019.

(1) On June 3, 2009, the Ministers of Foreign Affairs of the Americas adopted resolution
AG/RES. 2438 (XXXIX-O/09), that resolves that the 1962 resolution, which excluded the
Government of Cuba from its participation in the inter-American system, ceases to have
effect in the Organization of American States (OAS). The 2009 resolution states that the
participation of the Republic of Cuba in the OAS will be the result of a process of dialogue
initiated at the request of the Government of Cuba, and in accordance with the practices,
purposes, and principles of the OAS.
Any amendment to the Directory of Permanent Missions must be reported to
protocol@oas.org.
