According to the report, one weakness of the Filipino character is lack of analysis and emphasis on form
(porma). The report states that this lack of analysis and emphasis on form are reinforced by an
educational system that is more form than substance.

Question.

1. What is meant by an educational system that is more form than substance?

Educational system that is more form than substance means that it is merely build on rules and
identified program but it is not substantial. An educational system must be outcome based. It
must focus on the efficiency of the teachers and effectiveness of the newly applied learning
strategies.

2. Do you agree that the Philippine education system is more form than substance? If yes, why?

Yes, I agree that the Philippine education system is more form than substance, why? Nowadays,
I see many students that are less motivated to study even though they have technological
advancement in their hands. Many factors have contributed to these. In the form of online class
and modular class, are these really effective? Do student’s really gain knowledge through it?
Students suffer much more distractions than learning.
