1. PROJECT INTRODUCTION
This quotation covers the requirements for the supply of Non Custody Gas Metering System that
will be installed in the Az Zour Power Station – Kuwait. The quotation is in full compliance with the
client specification and Material Requisition (MR) except for the deviations indicated in this
proposal.
ODS scope includes design, fabrication, supply, assembly, inspection, testing, painting, packing and
delivery of four (4) Non Custody Gas Metering Skids, Common Metering Control Systems (MCS).
They will be delivered fully assembled, complete and operable with all the necessary mechanical,
electrical and instrumentation components and devices ready to be interfaced / connected to the
relevant piping, electrical and instrumentation services.

As an independent system integrator for Fiscal Metering Systems, ODS Metering Systems offers the
unique combination of expertise in mechanical engineering, electrical, instrumentation, software
engineering and process automation (communications).
Testing facilities:
For calibration and gauging purposes, we have several stationary installations in our workshop at
Barendrecht. To perform calibration on site we operate a mobile compact prover. ODS METERING
SYSTEMS B.V. is accredited by the Dutch NMi (internationally recognised Institute of Measurement
and Weights). We issue recognised certificates and authorised for all calibration jobs.

5. PROJECT APPROACH
ODS will appoint a single point contact person called the Project Manager for the Flow Metering Skids
of Az Zour Power Station Project. The Project Manager (PM) is fully responsible for the correct project
execution and communication with HEISCO project team.
The Project Manager is overall responsible for the projects and ensures that the quality of the supplied
metering systems, related documents and subsequent delivery comply with the project requirements
and international standards. The Project Manager is responsible for that the inspections as defined in
the project Inspection & Test Plan (IPT) are strictly followed.
The Project Manager reports to the Operations Manager on quality issues and overall project progress.
All other engineering disciplines (like mechanical, instrumentation and metering control) report directly
to the Project Manager.
The ODS QA/QC engineers are responsible to monitor quality in general, propose improvements and
execute inspections for the project team. The QA/QC engineer reports to the Project Manager with
regards to the daily executed project inspections. The QA/QC engineer reports weekly to the Chief
Operating Officer (COO) on quality related topics in general like Non-Conformities.
The project will be executed by the project team of ODS Middle East, Dubai.
ODS will prepare a Project Execution Plan (PEP) describing all responsibilities, procedures and critical
milestones during project execution.
In the ODS Quality Management System (QMS) a detailed authorization and responsibility matrix per
job position within ODS Middle East is described.

10.1. Mechanical
Skid structure
The metering system will be installed on a rigid skid structure suitable for transportation, lifting and
operation on site. The skid structure will be designed to accommodate the entire metering system
within the skid boundary. The skid will include all piping, manifolds, metering streams, valves,
instruments, flow meters and fittings. It will be supplied as a complete piped, cabled and
instrumented package. Access to the meter runs will be from 1 side only to reduce the skid
dimensions. Platforms and ladders are included where required for normal operation.
All welds underneath the skid will be ground flush to provide a flat surface for mounting on the
supporting structure. The metering skids will be sufficiently ridid to resist all thermal and
mechanical loads (both static and dynamic) which might be generated during shipping, installation
and operation.
Hexagon bolts, nuts and washers for use in structural constructions will be A-193 B7 / A194 2H Hot
dipped galvanised.
Equipment mounted on the skid will not be considered as bracing in the structure. The stresses in
the skid beams, including those generated by the lifting slings during loading and unloading will not
exceed allowable limits.
Lifting lugs will be provided for main line instruments. Dismantling of main line items during
maintenance through chain pulley by contractor.
The skid will be provided with sufficient lifting lugs for the lifting of the skid. Metering skid will be
unloaded with the help of spreader bar. Necessary spreader beam, slings and shackles will be
provided for loading and unloading of the skids.
Anchor bolts for the will be provided as loose supply for installation at site.
Piping
The piping assembled on the skid will be in accordance with pipe specification C35B.
Interface points between pipe and support will be provided with PTFE sheets bolted to the support
after painting. The sheets will be large enough to be bolted down by pipe clamp bolts.
ODS provide Tie in and Tie out connection with suitable reducer and flage for each metering skid
wich will be match for client piping specification.
Vents will be located on all high points in the piping system. Each vents system will be provided
with DBB Ball valve with locking facility.
10.2. E&I
All skid mounted instruments will be wired to junction boxes located near the edge of the skid.
Separate junction boxes will be supplied for different signals and voltage levels as required by the
standards and safe working practices.
The skid cables will be routed and supported on Stainless steel cable trays, which will be mounted
out of the way of possible damage. All cables will be secured at instruments and junction boxes by
means of appropriate glands. The electrical system for all the equipment on the metering skid will
be in compliance with IEC60079-14 & IEC 61892.
• Electrical connections will terminate in skid edge mounted junction boxes. Separate
junction boxes will be supplied for different type electrical signals.
• Junction boxes will be Eexe SS316 or polycarbonate or GRP, with cable glands for
connection to the metering control system (by others).
• A Power distribution board will be provided for the 415VAC/3PH/50Hz actuators.
• All cables are flame retardant.
• SS Sunshade for transmitters and flow meter will provided.
All skid mounted equipment will be suitable for continuous operation in a Zone 1, Gas group IIB,
Temperature class T3 hazardous area. The minimum degree of ingress protection will be IP 65, as
indicated in data sheet.
6 nos of Fluorescent Lights per skid have been considered for skid lighting with 1 nos of On/Off
Switch.
10.3. Coating
All pipework will be coated as per painting specification document number 11802-CMN-SPC-ME-
011.
Currently any insulation for metering skid is not considered and same is not requested in
specifications also.

Fire Proofing has been considered for the valve and actuators only as per the datasheet
requirement. However, fire proofing for the skids are not considered as the same is not specified in
the datasheet.
Each meter run will be provided with inlet and outlet isolation valves. The valves that are solely
used for maintenance purposes will be Motor Operated Full Port Turnnion Mounted Double Block
and Bleed Ball valve (DBB).
Full Bore Turnnion Mounted Double Block and Bleed Valve (DBB)
Upstream & Downstream meter run isolation is performed by using Full Bore
Turnnion Mounted Double Block and Bleed Ball valves DBB (Soft Seated).
These valves will be manufactured in line with API 598 & API 6D
requirements. Flange to flange will be in-line to ASME B16.34. The valves will
be motor operated and also equipped with hand wheel. The isolation valve
Material of Construction (MOC) will be complying with project requirement.

11. INSTRUMENTATION
As an independent Metering System Integrator ODS has several years of experience with
developing Custody Metering Skids based on Ultrasonic Flow Meters (UFM) from small sizes to large
sizes.
ODS did use all meters which is approved for both custody
transfer and non custody transfer applications and can give
an objective advise on the strength and weaknesses of the
individuals design because we are independent. We are not
driven to sell flow meters but to find the best solution and
optimal operational cost for our end users.
Each Ultrasonic Flow Meter (UFM) pulse signals will be connected to Flow Computers (FC).
Each Ultrasonic Flow Meter (UFM) consist of SS tag plate, Material calibration and SS sunshade.
Pressure transmitters will be located at locations where easy maintenance is possible, the
manufacturer and model are standardized across the system. The Pressure measurements will be
made by means of 2-wire HART protocol based, pressure transmitter with accuracy equal to or better
than ±0.04% of the span for a 10 to 100% of flow range. The update time of the pressure transmitter
will be equal or better than 100ms second. For smart pressure transmitters, the stability will be equal
or better than ± 0.1 % of upper range limit for 12 months.
The temperature measurements will be made by means of 2-wire HART protocol temperature
transmitter with accuracy equal to or better than ±0.1% of the span. The update time of the
temperature transmitter will be equal to or better than 1 second. Temperature elements will be
RTD , 3-wire type meeting the requirements of IEC 60751. Thermo well for temperature
instruments will be as per Specification - Instrument Design and Installation.
Pressure gauges will be of bourdon type, bottom entry with shatterproof glass and liquid filled and
blowout disc protection. Range selection will follow project requirements.
12.1. General
We have considered a common Metering Control System (MCS) for all five (5) metering skids
suitable for safe area mounting.
All flow computers are ABB Spirit IT makes. These are proprietary flow computers specifically
designed for custody transfer metering. They employ a high level of data security and validation,
including such features as multiple registers for totals with crosschecking. Flow computers will
provide the facility for the use of multi-point meter calibration curves.
For the flowmeters non-resettable electro-mechanical flow totalisers will be provided (either
integral with the flow computer or external) for standard volume flow.
The flow computers will be rack mounted on a swing frame panel. A see-through Perspex type door
will be provided with a key lock to prevent non-authorized personnel access to the flow computers.
The metering system will be fully operational from the cabinet located inside air conditner control
room. Signal from MCS will be communicated to client system by others.
The unit in the metering panel will be used to enter all configuration data, under access security
control.

All measuring streams will be routed to the Metering Panel. The flow computers will be rack mounted
on a swing frame panel with a see-through Perspex type door will be provided with a key lock to
prevent non-authorised personnel access to the flow computers.

ODS has included Flow Computers (FC’s) make ABB for this project. Each
meter stream will be connected with a flow computer rack, consisting of
stream flow computers. There will be a dedicated flow computer for
each flow meter, therefore a total of 5 flow computers are included.
The PLC will be used for line-up and control of the isolation valves.
The PLC system will communicate with the HMI/supervisory by means of Ethernet connection.
Since the PLC systems functionality is not related to any safety functions SIL class rating is not part of
the scope. Common Standalone PLC system will be consider for all four (4) metering skid.
The supervisory computer will gather data from the flow computers to perform functions requiring
an overall knowledge of the system. It will be the collection point for all measured and calculated
data. It will also provide backup for the configurations of the flow computers.
The supervisory computer will contain the system database. All database points relating to
measured or calculated variables associated with metering will be identified by tag numbers. Access
to the database must be possible on a read-only basis from the HMI of the supervisory system using
standard Microsoft Office facilities, to enable on-going development of reports and spreadsheets,
without the need to resort to specialist software support. It will be possible to measure the flow
and accumulate even if the supervisory computer fails completely.
Software will be provided in the supervisory system to automatically log and track meter factor in a
secure manner to enable statistical analysis to be carried out on the results (control charts).
A dedicated printer will be part of the total system to allow print reports on demand as well as at
predetermined intervals. Report formats will be defined for each project, but will include as a
minimum on-demand and daily summaries of all metered totals.
These features will be accessed and configured using the tag number identifier for each measured
and calculated point. No specialist programming knowledge will be needed to configure these
facilities.
An Operator Interface/HMI will display all entered and computed data, enabling the operator to
monitor each individual metering run. The Operator Interface PC will act only as intelligent display
device, and will not perform any primary metering calculation functions.

As a minimum, the following signals will be made available for display on the HMI for all metering
points:
• Gross flow rate;
• Meter run temperature and pressure;
• Valve positions;
• Meter factors;
• Alarms.
For this project the functionality as described below will be developed based on eXLerate. This
description provides a general overview of the offered functionality. Detailed software functionality
of the HMI software will be described in the Functional Design Specification which will be the first
step of the project realisation.
Typical Features:
• Alarm management
The system will generate automatically alarms and events on the screen, printer, or fax. Both
an alarm summary, with current alarms, as well as an alarm history are available. All events and
alarms will be stored on disk such that historical data are available for analysis later.
• Report generation
All measured and calculated data are available in user definable reports. These reports can be
defined in Excel and the layout is therefore very flexible and familiar. After being
(automatically, or manually) generated, all reports are stored on disk in Excel format, after
which they may be printed on user request, or automatically, on predefined times. The reports
will be stored on the hard-disk of the supervisory system.
• Real-time and historical trending
Powerful real-time and historical trending is also available in eXLerate. Each tag may be
selected for trending. A tag will only be recorded when the change in value exceeds a certain
user-defined value. The operator may select any of the trended tags for display. (S)he can
select spot or average measurements and perform automatic or manual scaling of the pen.
Trends may be zoomed in and out and may be shifted in time.
• Real-time data communication
Various protocols are available, including all versions and dialects of Modbus (RS-232/RS-485
and TCP/IP) to allow communication with most instrument vendors. HART, IEC-870, ASCII and
other drivers are also available to support a wide range of commonly used equipment.
• Application start-up & retentive data
Constants in the application, such as alarm limits or system parameters, may be tagged as
‘retentive’ in the tag database, after which eXLerate stores these constants after any change,
and automatically retrieves these latest stored constants at system start-up.
• System security
Several security levels can be assigned to different users of the system, each user protected
with a personal password. At the lowest level most of the keyboard functions will be disabled
and the computer will be started without any possible access to the Windows operating

system. At the highest level, applications may be altered or user security rights may be
modified.

The calibration of the Gas Ultrasonic Flow Meters (UFM) will be done with natural gas as close as
possible to the real process conditions. Ultrasonic Flow Meters (UFM) will be dry calibration by
manufacture. Wet calibration of Ultrasonic Flow Meters (UFM) including upstream pipe spool will
be performed at accredited calibration facility.
The pressure and temperature transmitters, temperature elements, indicators will be calibrated
against manufacturer’s standards and will be delivered with international traceable certificates.
13.1. NDE
The examination will be performed and the results evaluated in compliance with the standards
specified below, unless otherwise stated on the drawings.

13.2. FAT
The Factory Acceptance Test for the mechanical part will be carried out at HEISCO facility, Kuwait
under the supervision of ODS representative. Before the FAT an internal pre-FAT will be performed
to avoid re-work during full FAT. A FAT procedure and checklist will be submitted at least two
months before the FAT.
All facilities, support, manpower, etc. shall be provided by HEISCO to efficiently carry out all tests.
The FAT of the metering control panel and mechanical skid is separated. The FAT with the metering
control panel will make use of simulated signals for valves, flow, pressure, temperature etc.
IFAT, ODS will submit the Exchange table list as a part of project documentation prior to IFAT.
During IFAT ODS recommend to bring the communication software in a Laptop and perform the
communication test with the DCS Vendor. Avoiding transporting the main server for IFAT is not
recommended.
The FAT of the metering skid and metering control system is separate.
ODS will have completed all internal testing procedures before commencement of the FAT.
No functional wet test are included for the skids as all are gas metering systems. The skid will be
tested by simulation only.
13.4. SAT
After completion of the installation at site (by OTHERS), ODS will perform a Site Acceptance Test.
2 - 3 days will be estimated for the SAT activity for each Metering skid.

Specialised personnel will be made available for assistance during installation, commissioning and
initial start-up. These services will be charged as per enclosed service rates overview.

The mentioned spare part lists are preliminary lists based on the selections of components which
are made during the proposal stage. The lists are subject to change as the final selection of
components is made during the detailed engineering. After the detailed engineering has been
finished ODS will update, complete and submit the requested spare parts lists. As a result the prices
mentioned in it also are subject to change.
Spare Parts necessary to properly perform commissioning and start-up activities. Parts subject to
wearing or that might be lost or damaged during installation and preparation for pre-
commissioning, commissioning and start-up.
Spare Parts required for all types of maintenance activities both preventive or corrective
maintenance of equipment.
These classes of Spare Parts include all parts reasonably expected to be required for maintenance
during the life time of equipment.
One Number of retraction tool for Ultrasonic Flow Meter (UFM) will be provide as per data sheet
general notes.

16. DOCUMENTATION
ODS will provide detail design documents after the contract has been signed within thirty days. The
design document can be carried out after being approved by Owner/Contractor.
During the period of system design, Vendor will not only provide technical documents, but also
some related technical material and parameters to Owner / Contractor, e.g. requirement on
telecommunication, power supply, earth, size of equipment installation, installation environment.
Details of these additional documents will be discussed during the project Kick off Meeting
The drawing will be furnished by AUTOCAD software, if there are some special fonts or line shapes,
they should be provided together with the drawing. Documents will adopt Microsoft Office 2010.
(e.g. Word, Excel, Access). All documentation will be in the English language.
ODS will provide complete documentation for review and approval by the OWNER / CONTRACTOR.

globe. ODS offers all post-commissioning services required to keep your metering system in sound and
accurate shape. For the Liza project ODS can use our Brazilian facilities as first line commissioning and
after sales support.

• Periodic (preventive) maintenance or “Performance Check”;
• Repair of equipment;
• System upgrade consultancy services;
• Evaluation & feasibility studies;
• Flow meter re-calibration services.

during normal working hours. The people are available from Monday till Friday from 8.00 till 17.00

Corrective Maintenance means actions needed to correct defects in hardware or software (Repairs,
Troubleshooting, Callout Support). Examples include the replacement of a failed router in the
network, the replacement of a failed server, or the repair of defects (bugs) in the software.
If possible, ODS immediately offers (helpdesk) support by telephone. When one of our service
engineers is in the office, we will instantly try to solve the system failure by telephone. When this is
not possible we will try to analyse the failure and we will propose further actions.

These are maintenance tasks (not a defect) to maintain an operational system in running condition.
This maintenance will take place to prevent a failure from occurring. Preventive maintenance tasks can
generally be scheduled.
We recommend performing normal mechanical/ electrical maintenance (by your staff) on all parts of
your system. This includes all periodical maintenance as indicated in the manuals.
The additional preventive maintenance ODS offers, is a Performance Check, recommended on a yearly
basis. This is a configuration & diagnostics check with regard to custody transfer metering, mainly
focused on flow calculations, communication and alarm messages of the parts. We herewith check the
performance/ integrity of your metering system, including all issues not covered by normal
maintenance.
ODS provides on-site services (single service trips) in consultation with our service coordinator. The
scope of work could be e.g. troubleshooting, fault rectification, inspection, preventive maintenance,
performance review, on-going training, etc. (To be agreed upon on a case-by-case basis).
In case of special requirements, ODS offers customized agreements (long term maintenance contracts).
A typical service contract includes special agreements on:
• Scope of work;
• Number of site visits per year;
• Duration of the contract;
• Rates;
• Response times;
• Extended helpdesk support;
• Emergency mobilization.

1. The pipeline velocity for the skids AZR-Z-001 and AZR-Z-004 will be less than 25 m/sec as
against the skid requirement of 20 m/sec.
2. For skid AZR-Z-004, we have considered the minimum pressure as 29.5 barg to keep the
velocity below 25 m/sec. For maintaining velocity within 20 m/sec with 6 barg minimum
process pressure, we recommend the total flow to be splitted through two parallel
metering streams.
3. Proposed ultrasonic flow meters are with direct path layout, multi path transducers and
are online retractable type. The transducers are Non-Intrusive which is superior to
intrusive design. The direct path layout minimizes the influence of turbulence,
contamination, moisture, and background noise.
4. Skid roof is not excluded from the current scope of supply. We suggest the skid roof to be
supplied by the main site contractor.
5. We have considered sheet steel enclosure with IP-42 certification for the Metering Control
Panel. As the control panel will be located in a safe area, we suggest SS enclosure is not
required.
6. Flow transmitters will have no SIL certification as flow metering systems are generally not
part of safety system.
8. Flow totalizer is not applicable for Custody transfer application and hence not included.
Totalised output is computed in the flow computer.
11. Fire proofing has been considered only for the MOVs only as specified in the datasheets.
Metering skid is not suitable for fire proof zone.
12. Fire & Gas detectors are not included in the scope of supply. We believe all the required
F&G detectors will be supplied by the main site contractor.
13. EN-10204 3.2 certification is considered for the mainline valves only.
14. Gas Chromatographs are not included in the scope of supply as the supply requirement is
not specified in the datasheet and P&ID.
