IN THE PANDEMIC COVID-19

ESSAY

The answer is yes because the International Organization has a very important
role in the current pandemic crisis. The United Nations is an international / world
organization that was created to create a situation of peace and security, and the part
of this organization is not only to maintain a status of peace and security. Another role
of the UN in issues of global problems is to create a situation in the world that is
dedicated in the form of human development goals, including economy, culture, etc.

One example is the WHO organization under the auspices of the UN was formed
to create the same health situation for all humans in every country and aims to bring
health in the problem of infectious diseases. As we know, the issue that Donald
Trump was going to threaten WHO with a plan to freeze funding from the United
States against to WHO. Of course, the problem is that the United States is the largest
contributor to the UN and WHO, somebody noted that the United States is the number
1 contributor of funds with a total funding contribution of 115.8 USD. Trump argues
in WHO is not transparent on the COVID-19 issue and considered to be inclined to
try to cover up this case, so Trump also assumes that WHO is too protective and
siding with China in this case.

According to the Liberalism theory, the role of the International Organization


(WHO) is needed, especially during the current crisis and pandemic situation.
Because in Liberalism theory, international organizations are encouraged to build
cooperation and stability between countries. In this regard, it is said that international
organizations must play an active role in forming collaboration among nations to
create a stable and safe situation. In this theory, it is mentioned that the state can
actively contribute to safeguarding common interests through IO. In this case, IO
must be able to facilitate a framework to produce a form of cooperation between
countries. At this time, IO has very important role in maintaining the tension between
countries, such as in the case of accusing each other of the origins of COVID-19
which was carried out by China and America in this regard.

Based on the Liberalism theory and refers to the current crisis and pandemic
problems. International Organizations have to create an institutional platform in the
field of regulation in the aspect of protecting a country's freedom by limiting and
monitoring the actions/policies undertaken by the state. In the case of tense relations
between China and America regarding accusations of COVID-19 and the Trade War,
there is a hot issue, namely the security issue of the South China Sea. In this case, the
UN must be able to position itself as a neutral party and must be an instrument in
responding/analyzing individual government policies, and serving as a means of
diplomacy to other sovereign countries. Liberalism in IO must be able to bring/offer
an optimistic outlook for the world in the future by utilizing the concept of limiting
military power by emphasizing military power under civilian control.

In this case, the function of international organizations in the case of the


pandemic is as an instrument in implementing a foreign policy. The active role of an
international organization is very very significant in its existence as a complement to
the policies/systems of its members in influencing the constitution and global
developments in this regard.

An association/community is formed to play a role in formulating the IO concept,


the results of the process in a formation can be determined to functionally which
refers to the normative basis when built the organization. At this case, it can be said
that formed the UN and the instrument based on joint initiatives in alleviating
problems, ensuring political, economic and cultural stability. However, there are
many challenges faced by IO itself, ranging from criticism regarding policies,
bureaucracy, and other matters, especially during the current pandemic situation. An
organization can be said to be inseparable from an inherent political interest, and an
international organization must be able to work as a potential instrument as a world
government in this regard. At the time of this pandemic, IO became a reference in
presenting a policy for countries, as in the example cases of COVID-19 handled
directly by WHO, WHO itself must now be able to embrace all countries in delivering
vaccine solutions for this pandemic situation, and also the importance of IOs in
representing a trustworthy institution in overcoming a problem. IO must be able to
play an essential role in building an intensive and extensive interaction in diplomatic,
bilateral, and multilateral relations between countries.
