SUBJECT PIPELINE CORRIDOR WORK PERMIT

PURPOSE To safeguard the Pipeline Corridor by regulation access to it. Additionally,


to regulate that work in the Pipeline Corridor which could result in damage
to the property of industries or the Royal Commission.

POLICY Entry to the Pipeline Corridor is only authorized to persons performing


work for which a valid work permit exists, and who are holders of access
permits.

Facilities Security Force shall approve the issuance of permits by signing


the request forms. Accordingly, section concerned of ISD issue permits in
support of the said Facilities Security Force.

A work permit must be obtained for all work performed within the pipeline
corridor.

In emergencies, immediate entry to the Pipeline Corridor shall be


exceptionally permitted to perform the necessary work according to the
applicable safety systems (ATTACHMENT 090102A). High ranking
officials and VIPs shall also be exceptionally permitted to enter for the
purpose of visit or inspection guided by security patrol.

PROCEDURE 1.0 TERMINOLOGY

Pipeline Corridor. The MAJAS Industries Product Piping right-of-way and


is generally defined by a security fence. In the absence of a security fence
as in zone No. 4, the public roads or drainage channels often form the
boundary. When neither of these exists, the corridor is defined as extending
30 meters from the outermost pipe. The laterals to industries and over the
seawater cooling canals are included in the pipeline corridor. Excluded
from the provision of this Procedure is that portion under the control of
King Fahd Industrial Port.

Industries. The Jubail project primary and secondary industries and


SAUDI ARAMCO.

Issuer. ISD of RC project in Jubail is the only entity authorized to issue


permits in support of Facilities Security Force. Government Relations
Section issues access permit while Loss Prevention Section issues work
permits.

Receiver. Supervisor of the work to which the work permit applies.

A Certificate of Attendance to a Safety Course. Issued to Supervisor of the


work and workers to receive the Pipelines Corridor Work Permits
(ATTACHMENT 090102B).

2.0 WORK PERMITS

APPLICANT ENTITY Any entity wishing to work in the Pipeline Corridor must first complete an
application form obtainable from the Loss Prevention Section of ISD which
must be approved by the Facilities Security Force to issue the Work Permits
(ATTACHMENT 090102C).

ISD According to work permit and in order to organize the work to be


performed, the issuer shall issue hot permits for a maximum of seven days.
Hot permits are issued for operations involving a fire hazard and have a red
strip at the top of the form (ATTACHMENT 090102D1).

Cold permits are issued for a maximum of thirty days to cover other work
and have a green strip at the top of the form (ATTACHMENT 090102D2).

Permits carry a restriction on the number of persons authorized to perform


the work, the area(s) for which the permit is valid and specifies safety
requirements in addition to the Safety Rules (ATTACHMENT 090102A).

Work permits receiver must have satisfactorily completed the Royal


Commission course (ATTACHMENT 090102E) and hold a valid
certificate.

Work within the corridor and permits are monitored by the Facilities
Security Force for compliance with the Work Permit requirements. Work
Permits may be withdrawn for noncompliance.

3.0 ACCESS PERMITS/WORK PERMITS

ISD Any persons who wish to apply for permit to work at the pipeline corridor
must first obtain an access permit from the Government Relations Section
of ISD (ATTACHMENTS 090102F and 090102G). Validity of access
permits period shall be determined as follows:

• Access permits issued to Saudi RC, company and contractor personnel


are valid until the expiration of the work period identified in the
previously mentioned permit request. The validity of permit should not
exceed 2 years for the RC personnel and 1 year for company and
contractor personnel..

• Access permits issued to non-Saudi RC, company and contractor


personnel are valid until the expiration of work period identified in the

previously mentioned permit or Iqama booklet whichever is sooner.


The validity of permit should not exceed 1 year.

4.0 SECURITY REQUIREMENTS

The person responsible for receiving work permits must report to the issuer
office within no more than two days after the work is completed for
cancellation of permit.

5.0 OTHER PERMITS

APPLICANT ENTITY/ A Roads Department encroachment permit is required for excavation work
ROADS DEPARTMENT within the corridor.

SWC DEPARTMENT A Seawater Cooling (SWC) Department permit is additionally required for
work within their R.O.W., i.e., where the Pipeline Corridor crosses over the
seawater cooling canals.

SCECO A SCECO permit is required, if intended to work closer than 8.2 meters to
their overhead power lines.

PIPELINE CORRIDOR SAFETY SYSTEMS

Entry to the Pipeline Corridor is strictly prohibited except for authorized persons who are holders of access
permits to perform authorized work for which a valid work permit is issued for work supervisor and
laborers.

Restrictions & Exceptions:

• In emergencies, immediate entry shall be permitted to perform the necessary work under the guidance
of the Security Patrol; provided that the works permit necessary for work continuation shall be issued
once the emergency work is completed.

• The supervisor who receives a work permit shall be present on site always to supervise work
performance and ensure that the work area shall not exceed 300 meters (the distance between pipe
expansion loops). The work area may be increased according to the nature of work and supervision
arrangements. Work permit shall not be issued unless the previously mentioned requirements are
fulfilled. Arrangements shall be made to assign another person who has a Certificate of Attendance to
a Safety Course to supervise the work on site; in case of emergent absence of the supervisor.

• Work permit shall be kept on site always to be produced in case of inspection.

• All accidents resulting in personal injuries and requiring immediate medical care such as fires,
explosions, equipment or pipelines damage, etc., shall be immediately reported to Industrial Security
Department.

• All work equipment specified in the work permit shall be conforming to the currently applicable Saudi
specifications and standards. All personnel specified in the Work Permit shall be skillful enough to
perform the required work efficiently.

• ISD Loss Prevention Section and Facilities Security Force shall have the right to cancel any Work
Permit temporarily in case of violating access, work permits, or safety systems until such violation are
corrected.

• The maximum amount of fuel permitted to be kept within the Pipeline Corridor shall be 20 liters (5
gallons) at a time. Fuel shall be kept in a safe container.

• Equipment shall not be left on site during night time unless the approval of Facilities Security Forces
is obtained.

• Quantities of combustible materials such as paints and thinner permitted within the Pipeline Corridor
shall not exceed immediate work needs which usually equal one day supply.

• Smoking is strictly prohibited within the Pipeline Corridor.

• A mobile fire extinguisher minimumlly 214 BC full of dry chemical powder shall be available on site
always and in good working condition. Laborers must be well aware of using such extinguisher.

• Driveways within the Pipeline Corridor shall always be kept clear of permit holder mobile equipment
and vehicles that may block such ways.

• Maximum speed limit within the Pipeline Corridor is 30 kilometers per hour.

• Drilling at a distance less than (3) meters from any material filled pipes shall be prohibited.

Emergencies Including Pipe Leakage:

• Immediate medical care must be given to injured persons.

• The area must be immediately evacuated.

• The accident must be reported to the Joint Operations Center of Facilities Security Forces on:

1. The plant identification number

2. Pipeline serial number

3. Pipeline content

4. Location of the Key Plan (ATTACHMENT 090102H)

• Individuals and properties must be protected.
