A work permit must be obtained for all work performed within the pipeline
corridor.
APPLICANT ENTITY Any entity wishing to work in the Pipeline Corridor must first complete an
application form obtainable from the Loss Prevention Section of ISD which
must be approved by the Facilities Security Force to issue the Work Permits
(ATTACHMENT 090102C).
Cold permits are issued for a maximum of thirty days to cover other work
and have a green strip at the top of the form (ATTACHMENT 090102D2).
Work within the corridor and permits are monitored by the Facilities
Security Force for compliance with the Work Permit requirements. Work
Permits may be withdrawn for noncompliance.
ISD Any persons who wish to apply for permit to work at the pipeline corridor
must first obtain an access permit from the Government Relations Section
of ISD (ATTACHMENTS 090102F and 090102G). Validity of access
permits period shall be determined as follows:
The person responsible for receiving work permits must report to the issuer
office within no more than two days after the work is completed for
cancellation of permit.
APPLICANT ENTITY/ A Roads Department encroachment permit is required for excavation work
ROADS DEPARTMENT within the corridor.
SWC DEPARTMENT A Seawater Cooling (SWC) Department permit is additionally required for
work within their R.O.W., i.e., where the Pipeline Corridor crosses over the
seawater cooling canals.
SCECO A SCECO permit is required, if intended to work closer than 8.2 meters to
their overhead power lines.

Entry to the Pipeline Corridor is strictly prohibited except for authorized persons who are holders of access
permits to perform authorized work for which a valid work permit is issued for work supervisor and
laborers.
• In emergencies, immediate entry shall be permitted to perform the necessary work under the guidance
of the Security Patrol; provided that the works permit necessary for work continuation shall be issued
once the emergency work is completed.
• The supervisor who receives a work permit shall be present on site always to supervise work
performance and ensure that the work area shall not exceed 300 meters (the distance between pipe
expansion loops). The work area may be increased according to the nature of work and supervision
arrangements. Work permit shall not be issued unless the previously mentioned requirements are
fulfilled. Arrangements shall be made to assign another person who has a Certificate of Attendance to
a Safety Course to supervise the work on site; in case of emergent absence of the supervisor.
• All accidents resulting in personal injuries and requiring immediate medical care such as fires,
explosions, equipment or pipelines damage, etc., shall be immediately reported to Industrial Security
Department.
• All work equipment specified in the work permit shall be conforming to the currently applicable Saudi
specifications and standards. All personnel specified in the Work Permit shall be skillful enough to
perform the required work efficiently.
• ISD Loss Prevention Section and Facilities Security Force shall have the right to cancel any Work
Permit temporarily in case of violating access, work permits, or safety systems until such violation are
corrected.
• The maximum amount of fuel permitted to be kept within the Pipeline Corridor shall be 20 liters (5
gallons) at a time. Fuel shall be kept in a safe container.
• Equipment shall not be left on site during night time unless the approval of Facilities Security Forces
is obtained.

• Quantities of combustible materials such as paints and thinner permitted within the Pipeline Corridor
shall not exceed immediate work needs which usually equal one day supply.
• A mobile fire extinguisher minimumlly 214 BC full of dry chemical powder shall be available on site
always and in good working condition. Laborers must be well aware of using such extinguisher.
• Driveways within the Pipeline Corridor shall always be kept clear of permit holder mobile equipment
and vehicles that may block such ways.
• Maximum speed limit within the Pipeline Corridor is 30 kilometers per hour.
• Drilling at a distance less than (3) meters from any material filled pipes shall be prohibited.
