Establish and maintain a work health and
safety system

Assessment 1-Project

Task 1: Establish and maintain a framework for

health, safety and security.

1.Why do we access and interpret key legislative

documents to ensure WHS system complies
with regulatory requirements, standards and
codes?
:- A Code of Practice provides further
information on the duties referred to in the
Acts and supplementary information on safe
work practices, on how employers may meet
safety requirements and fulfill their duty of
care to workers. This will be affected by the
type of industry they work in and the job they
do.

2. How do we ensure that the WHS

management system is contextualized to suit
characteristics and needs of the organization,
in consultation with appropriate personnel?
 :- General evaluation. The first step of
measuring and evaluating your existing
WHS management system is conduction a
general evaluation.
 Documentation evaluation. In this second
step, you'll be looking at what
documentation your company or
organization has in place.
 Worksite evaluation. At workplace with
the helps of records we can define

3.Detail why it is beneficial to utilize the

financial, human and specialist external
resources to address WHS management
practices?
:-External sources of finance could help to
speed up your growth, acquire new
equipment, purchase property, support
uneven cash flow, release equity, fund
marketing campaigns, replenish supplies,
provide emergency relief and much more.
 Refocuses energy on revenue-generating
tasks.
 Controls costs.
 Saves time and minimizes paperwork.
 Provides reliable, professional compliance
in areas like employment, labor and
immigration law, and payroll.
 Reduces workforce turnover and helps to
attract qualified employees.

4.Nominate two examples of how you could

ensure that WHS policies and procedures are
communicated in a format readily accessible
and understood by all team members?
 :-Be transparent. Hold a staff meeting to
communicate policy updates.
 Provide training, when necessary.
 Get feedback.
 Two-way communication is key.
 Have employees sign off on a new or
changed workplace policy.

5.Why do outline and allocate health, safety and

security responsibilities within relevant job
descriptions?
:- Under health and safety law, the primary
responsibility for this is down to employers.
Worker s have a duty to take care of their
own health and safety and that of others who
may be affected by your actions at work.
Workers must co-operate with employers and
co-workers to help everyone meet their legal
requirements.

6.What are the PCBU’s duty to Consult with key

personnel, and develop and implement a plan
for WHS training requirements?
:- The primary duty of a PCBU is to ensure, so
far as is reasonably practicable that the health
and safety of workers and others is not put at
risk by the work carried out by the business or
undertaking. Accordingly, this duty requires
PCBUs to provide and maintain a safe work
environment.
PCBU key responsibilities:
 Ensure health and safety of Workers
at work.
 Health and safety of those influenced
or directed by the PCBU.
 Ensure the health and safety of other
people on site.
 Ensure they are not put at risk by
work carried out by PCBU.

7.What are the requirements for establishing

and monitoring a system for keeping WHS
records?
:- Keeping records helps maintain an effective
workplace health and safety management
system. Records can help hazards and control
risks before there is an incident which could
cause injury or illness.
Without proper records it can be difficult to
effectively monitor performance and
productivity levels. A lack of such important
information can hinder both the growth of the
business and the development of the
individual employee, so everyone benefits
from accurate and up-to-date records.

8.Provide two methods that may be utilized to

ensure communication of WHS information to
personnel?
:- Communication is the key to a healthy, safe and
productive workplace. It is needed to ensure roles
and directions are understood; to warn against
dangers; to avoid unsafe practices; to promote
critical emergency response and particularly to
learn about the concerns and hazards that
workers encounter.
 Notice or bulletin boards are often used for
items such as health and safety posters.
 Newsletters and magazines provide regular,
changing content and are suitable to highlight
issues, and features relating to health and
safety.
Task 2: Establish and maintain consultative
arrangements for the management of health,
safety and security.

1.How do we maintain appropriate

consultative processes to suit characteristics
and needs of organization?
:- The Consultative Process establishes a basic
philosophy of consulting with a common and
easily understood approach to enable a
consistent client experience. The Consultative
Process introduces a problem-solving mindset
and presents an effective process for
consulting with both internal and external
clients.
Steps to maintain this:
 Identify priority issues and conduct a
stakeholder analysis.
 Prepare a consultation plan.
 Ensure prior information dissemination.
 Incorporate feedback and share results.
 Maintain continuous stakeholder
engagement and easy access to a
grievance mechanism.

2.Why must we plan for and ensure that

consultation is conducted at times
designated by legislation?
:- Consultation can be undertaken in a
number of ways. The most common method
for consultation with workers is through
health and safety committees. Consultation
with other duty holders is usually done
through the use of pre-work meetings.
 Identify priority issues and conduct a
stakeholder analysis.
 Prepare a consultation plan.
 Ensure prior information dissemination.
 Incorporate feedback and share results.
 Maintain continuous stakeholder
engagement and easy access to a
grievance mechanism.

3.Outline why it is best to resolve issues raised

through consultation?
:- Issues raised through consultation
should be dealt with promptly in order to
avoid having to resolve a grievance or
dispute under the jurisdiction of quasi-
judicial bodies and tribunals which's
function is to conciliate or arbitrate the
given matters. Consultation is useful,
constructive exercise in promoting
understanding and problem solving
between management and unions. It does
not diminish the authority of either party
or restrict the ability or the obligation to
make decisions and take required actions.

4.Provide employees with accessible

information on the outcomes of
consultation?
:- The most notable outcome from the
consultation process, relating to
Development Applications, relates to the
approval process, the make-up of the
Development Consent Authority, and the
perceived level of political influence in the
development Process. Workers who are
involved in health and safety consultation
have a positive effect in the workplace on:
Management decisions as there is a wider
source of ideas gathered about the issues
in the workplace. Greater worker
commitment to health & safety through a
better understanding of decisions.

Task 3: Establish and maintain practices for

identifying hazards, and assessing and
controlling risks.

1.Provide an example of a hazard identification

and risk assessment template that
incorporate criteria for assessing risks?
:- Hazard identification is part of the process
used to evaluate if any particular situation,
item, thing, etc. may have the potential to
cause harm. The term often used to describe
the full process is risk assessment: Identify
hazards and risk factors that have the
potential to cause harm. Commonly used
identification systems that help in recognizing
potential chemical hazards are NFPA signage
and DOT package labels.

2.Plan for and ensure systematic hazard

identification at times designated by
legislation?
:- It is important to check the regulations to
determine if the activities that are being
carried out by your employees have hazard
identification requirements. Specific hazards
or risks that the employer must address as per
the Occupational Health and Safety
Regulations. To be sure that all hazards are
found: Look at all aspects of the work and
include non-routine activities such as
maintenance, repair, or cleaning. Look at the
physical work environment, equipment,
materials, products etc.

3.Nominate two procedures for the ongoing

identification of types of hazards designated
by legislation?
:- Hazard identification and control is an
ongoing process. Constant monitoring of
hazard controls will need to be done to
ensure compliance. Ongoing training of staff
may be required when work systems change
or new equipment purchased.
 Identify generic hazards and the controls
required for a job task.
 Assist in formulating relevant and
effective safe work method statements.
 Guide or induct new workers in the typical
hazards for a specific trade.

4.Develop procedures for the assessment and

control of risks associated with identified
hazards?
 :- Identify the hazards.
 Determine who might be harmed and
how.
 Evaluate the risks and take precautions.
 Record your findings.
 Review assessment and update if
necessary.
5.Why must we make sure the team members
comprehend the procedures the roles and
responsibilities for hazard identification, risk
assessment and risk control?
:- This is a legal duty to assess the risks to the
health and safety of your employees and risks
to the health and safety of persons in
employment to which they are exposed while
they are at work. In carrying out a risk
assessment consult employees and health and
safety representatives. Identify hazards and
risk factors that have the potential to cause
harm. Analyze and evaluate the risk
associated with that hazard. Determine
appropriate ways to eliminate the hazard, or
control the risk when the hazard cannot be
eliminated.

6.Explain why it is vital to be proactive in

controlling risks, including implementing
interim or emergency solutions?
:- Proactive risk management improves an
organization's ability to avoid or manage both
existing and emerging risks and helps adapt
quickly to unwanted events or crisis. Being
proactive can help us to be more safe,
prepared, and in control as we are able to
establish precautionary steps for potential
situations. Along with that being proactive as
opposed to reactive to situations is also
correlated to better health and better safety.

7. How do we manage the response to any

incident or accident, and follow legislative
requirements for notifying and cooperating
with WHS government regulators?
 :-Take control at the scene and try to
restore order.
 Assure first aid and call for emergency
services.
 Provide immediate care.
 Control potential secondary accidents.
 Identify people and conditions at the
scene.
 Preserve physical evidence.

Task 4: Evaluate organizational health, safety

and security system.
1.Assess and maintain ongoing compliance
with WHS legislation and regulatory
requirements, standards and codes?
 :-Appoint a health and safety manager.
 Make a commitment to safety.
 Find and fix safety hazards.
 Involve your workers.
 Provide information, instruction, training
or supervision.
 Provide adequate facilities and maintain
the workplace.
 Plan for emergencies.

2.Why do need to consult with a range of

personnel to elicit feedback on WHS policies,
procedures and practices?
:-It helps them see how others perceive them,
and the impact that the style and ways of
working has on others in the team. This can
be particularly insightful for leaders, as it
helps them to see how they may be better
able to engender trust and inspire a better
performance from their team.

3.How do we assess the WHS management

practices, and in response develop,
implement, document and communicate
improvements and changes to the WHS
system?
:-Monitoring and review can include a
quality assurance regular review of all
documented policies and procedures in
consultation with relevant staff but can also
include an WHS audit of your system. This
audit can be conducted by an external WHS
auditor but can also be conducted internally
by relevant staff
