The Quotation is invited from the Eligible individual professionals/agencies as per the enquiry.

Eligibility Criteria:
1. The GRIHA professional (Individual or representative of the participating agency) should be
an graduate Engineer from any stream and should have registered in the GRIHA Council
under the category of the Certified Professionals/GRIHA Trainers/GRIHA Evaluators/GRIHA
Representatives/Patrons with hand on proficiency in GRIHA LD Module 2015 or latest in the
same category.
And,
2. The firm or individual GRIHA experts registered among the aforesaid category must have
experience of the GRIHA consultancy services for at least one educational or/and institutional
campus or/and Large (mixed–use) townships, Hotels/ resorts and have obtained minimum
four star rating of at least master plan . A self-certified copy of the experience certificate
issued by the employer or GRIHA council for the specific project must be submitted as a
proof.

Here, the institutional campuses means the Medical colleges and Hospital complexes,
commercial buildings, township project, govt campuses and IT parks, Special economic
zones, the meaning of the Large (mixed–use) townships means Housing complex by builders,
Housing complexes by urban development organizations, Housing board, and Public Sector
Undertaking Townships, Plotted developments with part construction by the developer, Hotels/
resorts and have obtained minimum four star rating of at least master plan

And/or (Desirable/Preferable),
3. The Individual and the firm have experience in providing/completed GRIHA consultancy
services for the GRIHA LD project will be given preferences. Here and/or clause shall be
operationalized during the evaluation by the University as per the turnout of the applicants.
4. The University may choose or appoint any other suitable GRIHA experts for the required
scope of work and the aforesaid clauses will not bound to the University.

last date or drop in the tender box of the University. This large envelope.
envelope must be superscribed as “OFFER FOR GRIHA LD
consultancy services” and addressed to The Registrar, Nalanda
University, Rajgir-803116. Failing the receipt of the offer after
the last date, the participant will be solely responsible, and the
University will not entertain the late received offer.

DETAIL GUIDELINES, TERMS, AND CONDITIONS FOR THE GRIHA CONSULTANCY:

The documentation work and consultancy services required for the GRIHA LD Certification (5-
star rating) for the Phase-I Construction and Development of the Permanent Net-Zero Campus
of Nalanda University, Rajgir:

Introduction:

Specific Name of the Campus: Net-Zero Campus of Nalanda University, Rajgir.

Overall Campus Size: 455 Acre

Construction Development Planned in two phases.

Total Site Area = 1,837,860.2 Sqm = 183.78602 Hectare (Approximately)

Phase-1 Development Area = 1,197,887.8 Sqm = 119.78878 Hectare

Phase-2 Development Area = 639,972.4 Sqm = 63.99724 Hectare

(At this stage the consultancy for Phase-2 is not in scope, However, on later if required then
consultancy services may be given on agreement, and the rate shall be dived on unit/prorate
basis of Unit area calculation concerning Phase-I. This clause will not bound to any party for the
engagement in phase-II)

Status:

The project is already registered in the GRIHA Council under GRIHA LD category and planned to
execute in multiple packages/parcel as per the category of works required for the construction and
development of the Net-Zero Campus.

SCOPE OF WORK FOR GRIHA LD COMPLACE:

1.0 OVERALL SCOPE OF WORK

Every scopes and terminology shall be treated in accordance to achieve the five-star rating laid
down in the GRIHA LD Manuals, and CPWD works manual 2014, section 6. However, the
followings are the overall scope of work:

a. Suggestions on master plan and tenders.

b. Site visit and handholding with the project team and consultancy for the fulfillment of the
GRIHA LD compliance, documents checking, expert opinion and rectifications, if required any.

c. Whole Building Energy Simulation, Solar & Day-lighting Simulation

d. ECBC compliance documents preparation

e. Preparation of appropriate Documentation for five stars GRIHA Rating ( For a five-star rating of
the master plan, site visits, co-ordination and liaising with the GRIHA council).

f. Uploading documents to GRIHA online portal.

g. The GRIHA consultant has to ensure evaluation as per the GRIHA LD development in six
different sections as listed below:

Carrying Capacity and Carbon Footprint (only indicative), Site Planning, Energy, Water and
wastewater, Solid waste management, Transport, Social.

2.0 DETAILED SCOPE OF WORK

The consultant shall facilitate to the project team of Nalanda University to achieve the GRIHA five
star rating for Large Developments:-

STAGE –I (Master Plan Rating: Consultation for the five-star rating Certification - Design Stage)

This includes the suggestion with all engineering details for customization in design by the GRIHA
LD guidelines if required for five-star ratings.

The consultant has to ensure the regular visits of the Project site and the followings:

I. Workshop for the project team (at least once in a quarter or commence of the contractors or
new consultants or new project team and as per the University/project requirement until
completion of the Phase-I).
II. Compliance with the GRIHA LD manuals for Large Development, V – 2015, as an applicable
time to time.
III. Energy Modelling, Simulation, and Analysis: As per the project’s design, Develop As-Is
design, Baseline model and simulate to represent the actual energy performance of the
building when compared with Baseline Model Evaluate Energy Conservation Measures (ECM)
to improve the Energy Performance.
IV. Review, Uploading and online documentation in GRIHA tool, If required then in physical form
also.
V. Submission of completed documentation before the GRIHA Council after approval of the
University, and compliance with the comments of the GRIHA council team.
VI. Submission of the revised documentation before the GRIHA Council, if required.
VII. Co-ordination with the External Evaluators by GRIHA Council and documentation and
compliance and revised documentations of the comments of External Evaluators forwarded
to Project team if any. This includes the coordination and necessary steps for the five-star
rating for the Master-plan. The GRIHA consultant has to ensure the achievement of the
maximum points for the five-star rating of the master plan.
VIII. Organize and coordinate the submission of GRIHA documents to GRIHA Council, prepare
declarations for various stages exploring possible options. If required, address all the review
comments provided by reviewer during the review and submit for master plan rating
IX. Assistance to client till the achievement of GRIHA master plan rating.

STAGE –II (Before, during and post construction)

 Workshops to the project team, time to time.


 Details work scope as per the GRIHA LD V-2015, latest amendments by the GRIHA council
and CPWD works manual section 6.
 Consultation and expert opinion to the University for the Suitable Technical Specification
of the concerned tenders (s) to meet the GRIHA LD requirements.
 Co-ordination with the design team to prepare drawings & documents required to submit
for GRIHA five star rating.

 Vetting of the tender documents (draft, floated, published as the case may be) and
corrective suggestion to ensure the tender technical specification meets the GRIHA
requirements.
 Co-ordinate with the design team to prepare drawings & documents required to submit to
for GRIHA five star rating for various stages.
 Customization of Energy modeling by the GRIHA LD, Conservation Measures (ECM).
Majorly, ECM would be evaluated under the Envelope, Lighting, and HVAC [High Side
(conditioning systems) and Low Side Equipment (transferring systems)].
 Certification Consulting – Construction Stage
 Regular site visits, report preparation and its customization for the five-star ratings.
 Design of the waste management stations inside the campus and if required then a Pilot
may be performed before occupancy of the campus.
 Suggestion to the University Project Team and audits of the various tools like Material
management, project management, waste management during and post constriction, etc.
for attracting the maximum points to achieve the five-star rating.
 Organize and coordinate the submission of GRIHA documents to GRIHA Council post
construction.
 Prepare review document in consultation with the design and construction team for
resubmission to GRIHA Council for the award of GRIHA certification for the project. If
required, address all the review comments provided by reviewer during construction stage
review and submit for final certification
 Assistance to client till the achievement of final Five-star certification

DELIVERABLES:
Consultant shall provide the following:
1.1 Solar & Daylight Simulations Report
1.2 Energy simulation Report
1.3 Site visit and compliance report, the consultant, may take reimbursement of the traveling
allowances on an actual basis, Maxim allowed in economic class through train/airway. Before the
visit of the project site, the GRIHA consultant will take approval from the GRIHA In charge of the
University.
1.4 Review on the Monthly GRIHA Report and its customization to ensure the five-star ratings, the
site photographs shall be provided by the PMC/contractors, and if required then GRIHA
consultant may also visit the site with the prior approval of the University. For the collection

copy the printing charge on actual basis shall be reimbursed, no any additional service charge

GENERAL TERMS & CONDITIONS:

1. In addition, for all outstation travel for this specific project, for discussions, design coordination
meetings & negotiations with vendors, return air(economic class)/rail tickets with the accomodation
charge shall be reimbursed by the University on actual basis, and the GRIHA consultant has to seek
approval in advance and prior to the events or as per the request of the University. The employer shall
also reimburse the lodging and boarding bills. The GRIHA consultant may claim these logistics bills
invoice on a monthly basis, and these bills will not be co-related with the stage payments.
2. The GRIHA Professional have maintained the Project Confidentiality.
3. The University reserve rights to cancel this inquiry at any stage without assigning any reason.
4. The University reserve rights to de-scope the consultancy services at any stage especially in case of
the Non-performances or any disputes or breach/violation of any terms and conditions.
5. The decision of the University and its functioning bodies will be final, and the professional will be
bound to obey the same.
6. Nalanda University’s Rights: NALANDA UNIVERSITY reserves the right to accept a quotation other
than the lowest and to accept or reject any quotation in whole or part, or to reject all the quotations
received with or without assigning any reasons.
7. Disputes: All disputes, if any, out of or in respect of this enquiry are to be settled by the arbitrator or
at Rajgir in the competent tribunal/court and Patna High court, if required.
8. Conflicting Association: A firm shall submit only one proposal, either individually or on behalf of the
participating agency. If an individual or on behalf of the firm submits or participates in more than one
proposal, all such proposals shall be disqualified.
