TERMS OF REFERENCE

Consultancy Services for the Feasibility Study for ________Treatment Plant

1.0 Introduction

2.0 Scope of Works

The consultant is required to provide professional/expert services to undertake the


timely completion of the following works:

a) Feasibility Study

 Make an assessment on the proposed project site, road, water receiving


bodies (rivers or creeks), topographical/geographical terrains, plant
construction sites, and the other matters related to the project
implementation;

 Determine the capacity and appropriate technology for the septage


treatment plant;

 Established influent septage characteristics and the effluent quality as


stipulated in DAO 2016-08 of the Clean Water Act of the Department of
Environment and Natrural Resources (DENR) and other requlations of the
Department of Health (DOH)

 Determine any obstructions, hampers, and difficulties to be resolved to


implement the project;

 Prepare the feasibility study report.

b) Preliminary Layouts and performance specifications and tender


documents that will be sufficient for a Design and Build Contract

 Preparation of performance specifications,

 Determine the budgetary cost estimate both CAPEX and OPEX;

 Preparation of tender documents.


 Furnishing of one original set of preliminary design drawings, five (5)
set of prints and one (1) electronic version of approved design
drawings and the performance specifications

 Furnishing of complete tender documents.

 Drawings shall be prepared in A3 sheets at appropriate scale using


Autocad.

c) Preparation of Environmental Report

In the preparation of Environmental Report, the Consultant shall


perform the following when needed;

 Conduct Water Sampling


 Air Sampling
 Noise Sampling
 Others

3.0 Reports and Deliverables

1) Inception Report (3 copies) – to be submitted one month after


issuance of NTP and downpayment;

2) Interim/Progress Reports (3 copies) – to be submitted on the second


months after NTP.

3) Environmental Report – To be submitted on the third months after NTP

4) Draft Report (3 copies) – recommended technology, financing plan to


be submitted on the fourth month after NTP;

5) Final Report (10 copies plus soft copy)– Feasibility Study, preliminary
design report to be submitted before the sixth month after NTP;

6) Complete tender documents including preliminary plans.

7) Bid Evaluation Report


4.0 Duration of the Project

The consultant shall commence the feasibility study, and preliminary design of
the treatment plant upon receipt of the Notice to Proceed and shall complete the
study for a period not more than nine (9) months broken down as follows:

Feasibility Study Period - 6 months


Preliminary Design and Tender Document Preparation - 2 months
Bid Evaluation Report - 1 month

7.0 Project Cost

The estimated Project cost for the required consulting services is Five Million
Pesos (Php5,000,000.00).

8.0 Mode of Payment

First Payment 15% Upon Issuance of NTP


Second Payment 15% Upon submission of 1st interim Report
Third Payment 15% Upon submission of Environmental Report
Fourth Payment 15% Upon submission of draft FS Report
Fifth Payment 20% Upon submission of Final FS Report
Sixth Payment 10% Upon submission of Tender Document
Seventh Payment 10% Upon submission of Bid Evaluation Report
