Arkan works as a Project Manager for MCC. MCC carried out Civil, Earthworks, TWall installation, fencing

Engineer ovet· the RCB #115 Diyala Project estimated project value $9 million US dollat·s. Ovet·seen
by the USACE.

When I personally became involved with this project, the project was 6-7 months along in
schedules, and behind schedule. The project was having some difficulties in the demand of meeting
the requirements and guidelines. Mr. Arkan Abd Musleh recognized this, and helped in improving
the required 2 week look ahead schedules and SOV statements required for monthly billings. He
helped set up a complete new table of contents to show where the project was needing impt"Ovement
and repot·ting Percentage complete for each pt"Ogress from each of the subcontractors. Due to his
personal commitment, he quickly identified the coHective actions that needed to be made with each
subcontractor and worked with them daily to improve on this needed schedule of values and
project schedules.

With his stt·ong leadership, he also mentored to 10 other Iraqi Engineers in developing the
necessary oversight required for the project. With the required documents needed for this project
which include but not limited to, All Submittals, complete review of Design issues and completely
identifying the requit·ed drawing that were needed in the field so compliance could be maintained,
covering K-span Design Issues with 2 Enlisted barracks, RRT combined Billeting , Officers
Billeting , NCO billeting , RCC Combined Billeting , RCC Operation center, Operation Center,
RRT offices, Maintenance Building , New DEFAC ,Mission Prep , Medical center, 9 overall site
Latrines, site roads , storm water , potable watet· , site Electrical grid , Mechanical issues, site
Guat·ds towet·s, and site fencing with Burma .

I would recommend Mr. Arkan Abd Musleh fot· further employment if needed for any other
