- Seen the Royal Degree NS/RKM 0699/09 dated June 23, 1999 on the Establishing Ministry
of Land Management, Urban Planning and Construction.
- Seen the Royal Kram NS/RKM/0814/021 of August 04 2014 on Insurance Usage
- Seen the Sub Decree No. 62 ONPrK dated 20 July 1999 on Administration and Procedure
of MoLMUPC
- Seen the Sub Decree No. 86 ONPrK dated December 16, 1997 on Construction License

- Referring to Prakas No. 166 PrK/DNS dated October 08, 2007 on the Amendment on
Article No. 7 and 10 in the Prakas No. 75 PrK/DNS dated September 02, 1999 on the
Planning and Construction Enterprises Management.
- Referring to Joint Prakas No. 655 PrK. SHV. DNS. MT. dated October 16, 2002 on
Responsibility of Construction Site.

 Decision

Article 1-
Approved for Balanced Engineering & Construction (Cambodia) Co., Ltd., which has
Certificate of Incorporation No. 00025757 dated 06 June 2017, address at Suite 28 Hotel
Cambodiana 313, Sisowath Quay, Sangkat Chaktomuk, Khan Daun Penh, Phnom Penh, from now
on is called “License holder” to conduct construction business type 3, which has Mr. LLOYD-
WILLIAMS EDWARD MICHAEL as a director and Mr. Cham Daran as an executive technician
director.
Article 2-
Certificate of License on Construction has three (3) years effective duration starting from
the date of signature onward.
Within thirty (30) days before license is expired, license holder shall apply for renewing it
with Ministry of Land Management, Urban Planning and Construction (“MoLMUPC”).
Article 3-
License holder is obligated to the following:
- Present license at the office.
- Prepare business operating activities report to MoLMUPC before at the end of year.
- Provide notification in written to MoLMUPC if there’s any changing of office, director,
executive technician director and project director.
- Accept only construction project which has licenses for construction and opening of
construction site. Every acceptant of construction and repairing project biding or
managing, company shall apply for insurance for each construction and repairing site.
Construction site shall not be starting if the site has no insurance.
- Shall implement the circulars of MoLMUPC and Cambodian law.
Article 4-
If license holders are not compliance with Article 3 of this Prakas or other regulations,
MoLMUPC has rights to cancel approval of construction license and/or the enterprises are
subjected to punishment as in Sub Degree No 42 ODN Pr.K dated 03 March 2015 on Urban
Planning and Construction.
Article 5-
This Prakas is effective from the day of signature onward.
