MUNICIPALITY OF CAVINTI

WHEREAS, Section 11, Article XIII of the 1987 Philippine Constitution declares
that the State shall adopt an integrated and comprehensive approach to health
development which shall endeavor to make essential good health and other social
services available to all people at affordable cost. Priority for the needs of the
underprivileged sick, elderly, disabled, women and children shall be recognized.
Likewise, it shall be the policy of the State to provide free medical care to paupers;
WHEREAS, consistent with the vision and objectives on the State, as mandated
in NHIP’s mandate and in local government autonomy statutes, the Sangguniang Bayan
acknowledges its joint responsibility with the Philippine Health Insurance Corporation to
provide access to basic package of needed personal health services for the social and
economic well-being of the people of the Municipality of Cavinti, specifically the
marginalized and underprivileged through the implementation of the Sponsored
Program;
WHEREAS, the creation and maintenance of the Philhealth Trust Fund for the
Per Family Payment Rate (PFPR) to be released by Philhealth is necessary to attain the
purpose and objectives of the Primary Care Benefit(PCB)
NOW THEREFORE:
SECTION 1. TITLE. This ordinance shall be known as the “Philhealth Trust Fund
for the Per Family Payment Rate”.
The Per Family Payment Rate (PFPR) shall be released on a quarterly basis by
Philhealth under the following conditions:
3.1. Eighty per cent (80%) of PFPR is for operation cost and shall be divided as
follows:
a. Asthma
b. Acute Gastro-enteritis and
c. Pneumonia
b. Maximum of forty per cent (40%) for reagent, medical supplies, equipment
(i.e. ambulance, ambubag, stretchers, etc.) information technology (IT
equipment specific for facility use, needed to facilitate reporting and database
build-up) capacity building for staff, infrastructure or any other use related
necessary for the delivery of required service including referral fees for
diagnostic services if not able in the facility.
3.2. The remaining twenty per cent (20%) shall be exclusively utilized and
honoraria of the staff of the PCBI facility and for the improvement of their
capabilities would enable them to provide better health services:
SECTION 5. EFFECTIVITY. This ordinance shall take effect immediately upon its
approval.

OLIVEROS, Municipal Mayor, Cavinti, Laguna, and DR. EDUARDO P. BANZON for
