FOR
SLEEVING MATERIAL FOR USE ON API 5L LINE PIPE

A. SCOPE AND APPLICABLE CODES

1.0 SCOPE

This specification covers the requirements for the manufacturing, inspection and testing
of sleeving material for use in the repair and reinforcement of line pipes made to API 5L
Specification

2.0 APPLICABLE CODES

2.1 Title 49 CFR, Part 195 - Transportation of Hazardous Liquids by Pipelines

195.204 Inspection - general.

Inspection must be provided to ensure the installation of pipe or pipeline systems


in accordance with the requirements of this subpart. No person may be used to
perform inspections unless that person has been trained and is qualified in the
phase of construction he is to inspect.

195.206 Material inspection.

No pipe or other component may be installed in a pipeline system unless is has


been visually inspected at the site of installation to ensure that it is not damaged
in a manner that could impair its strength or reduce its serviceability.

195.214 Welding: General

(a) Welding must be performed by a qualified welder in accordance with


welding procedures qualified to produce welds meeting the requirements
of this subpart. The quality of the test welds used to qualify the procedure
shall be determined by destructive testing.

(b) Each welding procedure must be recorded in detail, including the results
of the qualifying test. This record must be retained and followed
whenever the procedure is used.

195.101 Qualifying Metallic components other than pipe.

Notwithstanding any requirement of the subpart which incorporates by reference


an edition of a document listed in subpart 195.3, a metallic component other than
pipe manufactured in accordance with any other edition of that document is
qualified for use if -

(a) It can be shown through visual inspection of the cleaned component that
no defect exists which might impair the strength or tightness of the
component: and

(b) The edition of the document under which the component was
manufactured has equal or more stringent requirements for the following
as an edition of that document currently or previously listed in subpart
195.3:

(1) Pressure testing;


(2) Materials; and
(3) Pressure and temperature ratings.

195.422 Pipeline repairs

(a) Each operator shall, in repairing its pipeline systems, insure that the
repairs are made so as to prevent damage to persons or property.

(b) No operator may use any pipe, valve, or fitting, for replacement in
repairing pipeline facilities, unless it is designed and constructed as
required by this part.

2.2 ASME B31.4a 1994. Pipeline Transportation for Liquid Hydrocarbons and other
Liquids.

This code covers design; material; dimensional requirements; construction,


welding and assembly: inspection and testing; operation and maintenance; and
corrosion control of pipelines and piping systems in detail but no mention has
been made of pipe sleeves.

2.3 API-2201-Procedures for welding on hot tapping on equipment containing


flammables.

(1) Flow in Lines

In certain cases where there may be insufficient or interrupted flow, such


as a flare line, it may be necessary to continually purge or flood the line
with steam, inert gas or hydrocarbon gas to ensure that the line or
equipment does not contain a flammable mixture during the welding
operation.

Suggested product velocities during welding are:

B. Interpretation of Codes

1.0 DOT Part 195 covers inspection, welding, qualifying metallic components other
than pipe and pipeline repairs.

2.0 ASME B31.4 covers design; material; dimensional requirements; construction,


welding and assembly: inspection and testing; operation and maintenance; and
corrosion control of pipelines and piping systems in detail but no mention has
been made of pipe sleeves.

3.0 API-2201 The suggested product velocities during welding are listed.

4.0 The recommendations outlined in the above codes have been incorporated in
specification BPPL-SP-59.

1.0 SCOPE

This specification covers the requirements for the manufacture, inspection, and testing of
sleeving material for use in the repair and reinforcement of line pipe made to API 5L
specifications, in accordance with the applicable codes and standards and as set forth
herein.

2.0 APPLICABLE CODES

2.1 Title 49 CFR, Part 195 - Transportation of Hazardous Liquids by Pipelines

Sleeves furnished to this specification shall meet all the requirements of the
appropriate ASTM specification as specified in the purchase order and be suitable
for welding to pipe manufactured to ASTM A53, A106, and API Specification
5L.

2.2 ASME B31.4a 1994 - Pipeline Transportation Systems for Liquid Hydrocarbon
and Other Liquids

3.0 GENERAL

3.1 Sleeves furnished to this specification shall meet all the requirements of the
appropriate ASTM Specification as specified in the purchase order and be
suitable for welding to pipe manufactured to ASTM A-53, A-106 and API
Specification 5L.

3.2 In case of conflict between this specification and all other purchase documents,
manufacturer shall inform COMPANY of the conflict and shall obtain resolution.

4.0 MANUFACTURING

4.1 Manufacturers shall submit with their quotation a description of their rolling,
forming, and heat treating practices.

4.2 Manufacturers shall submit with their quotation a detailed description of their
quality control procedures including procedures for material verification and
dimensional checks.

4.3 Sleeves shall be manufactured to the length specified in the purchase order. The
inside curvature of the sleeve shall match the outside curvature of the pipe O.D.
for which the sleeve is intended. Pipe O.D. will be specified in the purchase
order. Sleeves shall be manufactured so that when two halves of the sleeve are
placed on the pipe, their total circumferences shall equal the circumference of the
pipe minus a gap between the grooves on either side of 3/32 inches for welding.

4.4 The edges of the sleeve shall be prepared as follows: Longitudinal sides of the
sleeve shall be machine cut to a standard welding bevel. The bevel shall be 30° +

5° - 0° leaving a 1/16 inch land. The ends of the sleeve shall be machine cut
square for fillet welding.

4.5 Sleeve material, grade, and thickness shall be that specified in the purchase order
designated by its final intended use.

4.6 Manufacture shall trial fit for proper alignment and band in pairs, one (1) set out
of every ten (10) pairs manufactured.

4.7 No welding repairs to sleeve material shall be accepted. Sleeves shall be supplied
for dents, gouges, pits, laminations, hard spots, or grind marks.

5.0 CHEMICAL PROPERTIES AND TESTS

5.1 Chemical requirements for heat and product analyses of the sleeving material
shall meet the requirements of the appropriate ASTM standard with the additional
requirement that the carbon equivalent shall be 0.35 percent maximum as
determined by the formula.

5.2 Phosphorus content shall be 0.20 percent maximum.

5.3 Sulphur content shall be 0.015 percent maximum.

5.4 Manufacturer shall verify the material composition and report the results of all
testing and analysis to COMPANY, in writing, for approval prior to
manufacturing of the sleeving.

6.0 PHYSICAL PROPERTIES AND TESTS

6.1 The sleeving material shall have acceptable mechanical properties in accordance
with the appropriate ASTM standard.

6.2 The manufacture shall guarantee a maximum hardness of RC 22.

6.3 The results of all physical tests shall be reported to COMPANY.

7.0 EXAMINATION

7.1 The sleeves shall be thoroughly inspected visually for defects before shipment.

7.2 All dimensions including end and side preparations shall be measured and
verified.

7.3 Any sleeve not meeting visual inspection requirements of dimensional tolerances
shall be rejected..

8.0 MARKING AND COATING

8.1 Sleeves shall be supplied free of mill scale, grease, primer, or varnish.

8.2 Sleeves shall be clearly marked with the grade and wall thickness.

8.3 All marking shall be permanent and done with paint. No etching or embossing
will be allowed.

9.0 CUSTOMER INSPECTION

Representatives of COMPANY or their designated representatives shall have access to


manufacturer’s facilities during manufacturing, testing, and inspection of the sleeves.
Manufacturer shall notify COMPANY ten days in advance of starting production.

10.0 SHIPPING AND HANDLING

Manufacturer shall be furnished with location (s) for shipment of the sleeves.
Manufacturer is responsible for packing to insure that the sleeves arrive free of damage.
As a minimum, each length of sleeve shall be separated from adjacent sleeves by a
nominal 2-inch x 2-inch piece of softwood, at least one foot long, on each and prior to
banding for shipment. Each length of sleeve shall be separated using a 2 x 2 one foot
long piece of soft wood on each end prior to banding for shipment.

SLEEVE THICKNESS FORMULA DERIVATION

The calculations in the following 10 tables are based on the following Barlow equation derivation.

The assumption at the point is that the sleeving material must be able to hold the same pressure as
the line the sleeve is being installed on. With this assumption, the wall thickness of the sleeve can
also be calculated using Barlow’s equation. The following is the derivation of the equation
necessary to calculate the minimum wall thickness of a sleeve to be installed on a given pipeline.
The equation to be used is:

REPAIR SLEEVE WELDING AND MATERIALS SELECTION

INTRODUCTION

Repair of liquid filled pipelines using fully welded full encirclement split sleeves is a subject
which has, in the past year, received considerable attention by industry and regulatory
authorities, particularly since the SUN PIPELINE sleeve failure in Pennsylvania in 1986 and an
INTERPROVINCIAL PIPELINE sleeve failure in Canada in 1985.

Since that time, much discussion has occurred within COMPANY relating to past and present
procedures and practices. Most Area Managers and PIPELINE Maintenance Foreman generally
follow the requirements for sleeve repair in the OM & ER Manual. These requirements,
however, conflict in many cases with regulatory and code requirements. A need exists to
develop an approach to sleeve repair which resolves the conflicts and which is not only
technically sound but can also be defended through DOT Part 195 regulatory requirements and
ANSI B31.4 Code guidelines for operating and maintaining hazardous liquid pipelines.

Maintenance welding is an extremely important area of operations which, if not properly


performed, can result in serious repercussions if a failure occurs. One need only look at the cost
to SUN with expenditure over $6MM for replacement of all sleeves on their pipeline and to the
incalculable cost to INTERPROVINCIAL with multiple loss of life of their own operating
personnel.

The major focus of this report is in three areas: pressure containing repairs, reinforcement
repairs, and material selection. Along with the guidelines, each section contains a brief
explanation of how it was developed and which specific section (s) of the regulatory and/or code
requirements are applicable.

(1) PRESSURE CONTAINMENT REPAIR REQUIREMENT

There are three different sets of circumstances which would automatically require making
the repair sleeve actually a pressure containing vessel at the time of the repair.

(a) The repair of a pipeline necessitated by a leak.

(b) The repair of a pipeline necessitated by a “Smart Pig” inspection where the
external pit is found to be greater than 80% of the nominal pipe wall removed.

(c) The repair of a pipeline necessitated by a “Smart Pig” inspection where internal
corrosion has been confirmed using ultrasonic or some other method.

With the three above conditions, any sleeve repair must be considered a pressure
containing vessel. The sleeve being a pressure vessel requires the use of specific
materials, and wall thicknesses. As required in DOT 195 and ANSI B31.4-1986 edition,
the sleeve must be capable of withstanding the internal pressure of the pipeline. There
are three acceptable materials (by the codes) for this condition. Those materials are:

(1) ASTM A-285 (Grade C) Yield Strength 30,000 PSI


(2) ASTM A-516 (Class 70) Yield Strength 38,000 PSI
(3) ASTM A-537 (Class 1)

With the pressure vessel requirement comes the requirement for the sleeve to be a
minimum of 1.4141 times the nominal wall thickness of the line pipe being repaired.
This requirement comes from the welding joint geometry and is directly attributable to
the throat thickness of the weld. For required sleeve thicknesses refer to the set of tables
in appendix 1 to meet this minimum requirement.

(1) REINFORCEMENT REPAIR REQUIREMENT

A reinforcement repair may be made for all conditions that do not require a
pressure containing repair. Reinforcement repair sleeves shall have the end fillet
welded to the carrier pipe to prevent water intrusion and subsequent crevice
corrosion, which cannot be mitigated by cathodic protection.

Repair of dents require that the void between the sleeve and pipe be filled with a
hardinable filler material (such as epoxy) to restore the original pipe contour.

All reinforcement sleeve repairs shall consider the pressure and other conditions
of the pipeline. Sleeve thickness guidelines are listed in appendix 1.

The following are definitions of several terms which will be used throughout the
rest of this discussion. The terms defined are those which cause the most
confusion when welding is being discussed.

(1) Temporary Repair

A temporary repair is a repair made to a pipeline when operating or other


conditions preclude a permanent repair. Such a repair is to be made permanent or
replaced within 12 months. A temporary repair shall be made in a safe manner.

(2) Permanent Repair

A permanent repair is a repair made in such a manner that it becomes an integral


part of the operating system. Permanent repairs may be cut outs or sleeve repairs
made such that it insures the long-term reliability of the system.

(3) Hoop Stress

Hoop stress is the stress imposed on the pipe steel in the circumferential direction
due to internal pressure. Strength (specified minimum yield) and thickness can be
used to control hoop stress.

(4) Tensile Strength

The tensile strength of a material is defined as the point of maximum load bearing
capacity. At stresses beyond the tensile strength significant necking (thinning) of
the material occurs, usually quickly followed by rupture.

(5) Yield Strength

Yield strength is the strength level of a material at which significant permanent


deformation (i.e. stretching) of the steel occurs. The yield and tensile strengths of
a steel are a function of the steel chemistry and heat treatment, and are
independent of steel thickness.

(6) Weldability

Weldability is the term which refers to the ability of a material to be welded


without cracking. Carbon Equivalent is the most common method of determining
weldability. Carbon Equivalent (C.E.) is defined by IIW as:

The lower the C.E., the more weldable is the steel. At higher C.E.’s, the steel. At
higher C.E.’s, the steel is more prone to cracking. At higher C.E.’s, preheating is
necessary to prevent cracking. At very high C.E.’s preheating and post weld heat
treating are required.

(7) Stress Concentration

A stress concentration (sometimes called stress raiser) is a geometrical


discontinuity in a body, such as a hole, notch, or crack, that results in a
nonuniform stress distribution in the vicinity of the discontinuity. At some region
near the discontinuity the stress will be higher than the average stress at distances
removed from the discontinuity. Thus, a stress concentration occurs at the
discontinuity.

To think of it in physical terms, is a part if loaded to a bulk stress of 25 ksi, and a


crack exists in the part with a stress concentration factor of 4X, then the stress at
the root of the crack is 100 ksi. While the strength of the material may have been
sufficient to withstand the 25 ksi, the concentrated stress of 100 ksi may be
enough to propagate the crack to component failure.
