The Project – Taylor’s University Phase II

Taylor's University is a private university in Subang Jaya, Selangor, Malaysia. It was founded in 1969
as a college, awarded university college status in 2006, and awarded university status in 2010. Taylor's
University established its Lakeside Campus in 2010 to accommodate the ever-expanding number of
students. On the grounds of the campus itself lies Syopz, a commercial block with restaurants and shops,
also U Residence - the official accommodation for students.

To cope with growing students’ population, the university management planned and executed Taylor’s
University phase II from 2017. The project status on 1 Jan 2020 was, details design done, all approvals
from authorities secured, project was awarded to CPM Construction Sdn. Bhd. The planned project start
date was 1 April 2021.

Part A – before MCO – do not take MCO into consideration

As an experienced expert in construction industry, write a short report to propose project procurement
method (project delivery method). You may include proposed project organization chart and risk
allocation to illustrate the relationship between parties in this project. Explain your proposal with
justifications and assumptions whenever necessary.

The Pandemic

COVID-19 pandemic is generally believed started in Wuhan, China. Anyway, the contagious viruses
do not constraint themselves from the origin and now has become a worldwide pandemic.

Most countries in the world have issued “lock down” or “movement control” order to break the chain
of infection. These orders have good intention to keep everyone safe “biologically”, but many have
argued that these orders may badly impact the “financial” health, which will silently “kill” a lot of
companies.

Malaysia government announced Movement Control Order (MCO) from 18 March 2020 and this
greatly impact construction projects in the country.
Part B – Project Review (Not directly related to Part A)

As external strategic consultant for Taylor’s University, perform Porter Five Forces Analysis on current
condition of Taylor’s University in the private tertiary education industry. Use your finding to justify
the next step on this project (i.e.: continue as is, downsize, upsize, termination, etc). Support your report
with policies, statistics or assumptions when necessary.

Your report should be around 2,000 – 3,000 words. Please state the word count at the end of your report.
