COMMUNITY OF TIV STUDENTS, UDUS CONSTITUTION

ARTICLE 1: SUPREMACY OF THE CONSTITUTION

1.1 The Constitution is the supreme document of the Community of Tiv Students Usmanu

Danfodiyo University, Sokoto and its provisions shall be binding on the representatives

and members of the community.

1.2 The Students’ Community shall not be governed nor shall any person or group of persons

take control of the community except in accordance with the provisions of this

Constitution.

 ARTICLE 2: NAME

The name of the union shall be Community of Tiv Students Usmanu Danfodiyo University,

Sokoto hereinafter referred to as “CTS UDUS.”

ARTICLE 3: MOTTO, ANTHEM, SLOGAN AND LOGO

Section 1: Motto

The motto of the Community of Tiv Students Usmanu Danfodiyo University Sokoto. shall be

"PROUDLY TIV FOR PROGRESS".

Section 2: Anthem

The Anthem of the Community of Tiv Students Usmanu Danfodiyo University Sokoto shall be

The Tiv Nation Anthem:

"o a ooh"

Section 3: Slogan

The Slogan of the Community of Tiv Students Usmanu Danfodiyo University Sokoto shall be:

“Ayo A Tutu Ka Uno” “Ka Se”

Section 4: Logo/Emblem

The Logo/Emblem of Community of Tiv Students Usmanu Danfodiyo University, Sokoto shall

be: "A SHIELD Containing Black and White stripes, A Hoe and Matchet and Usmano Dafodiyo

University Logo".

ARTICLE 4: AIMS AND OBJECTIVE

4.1 To promote family atmosphere and unity among members of the Community of Tiv

Students Usmanu Danfodiyo University, Sokoto.

4.2 To promote cultural and social values of Tiv tradition.

4.3 To improve and uphold the image of the Tiv Nation and to protect our reputation in the

Usmanu Danfodiyo University Sokoto community.

4.4 To love each other regardless of economic or financial status.

4.5 To organize from time to time social and cultural events in line with the rules and

regulations of the Usmanu Danfodiyo University Sokoto.

4.6 To help in the development and growth of the Tiv Land.

ARTICLE 5: MEMBERSHIP/PATRONS & MATRONS

Section 1: Requirement

5.1.1 All registered students of Usmanu Danfodiyo University Sokoto (Undergraduate and Post

Graduate) of Tiv origin shall be members provided such a student has duly registered as a

student with the University.

5.1.2 Honorary membership and titles shall be conferred on persons who are not of Tiv of

Origin but students and Staffs of the University, who by the interest they have shown in

the affairs of the Union are deemed fit for the honor. This shall be on the

recommendation of the Unions Executive Council and approved by two third members of

the Community.

5.1.3 All non-officials of the community shall pay an annual membership fee of two hundred

(N200) and five Hundred naira (N500) only for old and new members respectively or

such amount that shall be determined or approved from time to time. Which a copy of

this constitution and an Identity card will be issued to new a member.

5.1.4 There shall be Each a Grand Patron and Grand Matron (life) and many patrons and

matrons of the Community. The grand patron, grand matron, patron and matron shall be

elected on the recommendation of the community Executive Council and approved by a

two third majority of the community.

Section 2: Rights and Privileges of Members

5.2.1 All registered members are entitled to all the rights and freedoms as set out in this Article

and the extant laws of the Federal Republic of Nigeria irrespective of, gender, age and

religion, provided that, in enjoying such rights, the rights of other people are not

infringed upon.

5.2.2 Members shall have the right to the Community Identity card and Constitution on

payment of prescribed fees.

5.2.3 Members shall have equal privilege of using the facilities and services of the Community.

5.2.4 Members shall have the right/freedom to seek information leadership of the Union.

5.2.5 Members shall have the right to freedom of expression and opinion.

5.2.6 Members shall have the right to freedom of peaceful association.

5.2.7 Members shall have the right to report all cases of harassment, abuse and intimidation

from fellow members and the University, to the officers of the community.

5.2.8 Members shall have the right to vote and be voted for at the Union’s Elections, except

otherwise stated in this Constitution and subject to Electoral Guidelines.

5.2.9 Members shall have the right to petition any officer of the Union who abuses his/her

office and power at meetings

Section 3: Members Disciplinary Actions

5.3.1 A member found guilty of violating the rules and regulation of the community or

infringing the rights of other members shall be suspended

5.3.2 suspended member shall tend all meeting in the period of his/her suspension but cannot

move or adopt a motion.

ARTICLE 6: GOVERNANCE OF THE UNION

The authority and powers of the union shall be vested in, and exercised by the Executive of the

community established by this Constitution. Though there shall be a Ceremonial Traditional

Council

A. THE EXECUTIVE COUNCIL

B. TRADITIONAL COUNCIL

A.THE EXECUTIVE COUNCIL

The executive shall be elected for a tenure of one session

Section 1. Composition

6.1.1 The Executive Council shall consist of the President, Vice President, General Secretary,

Assistant General Secretary, Treasurer, Director of Finance, Director of Social and

Welfare, Director of Information and Provost.

6.1.2 Officers of the Executive Council shall be elected on the basis of individual candidacy by

all members of the community in a general election of the Congress.

Section2. Quorum

6.2.1 For any meeting of the Executive Council a quorum shall be formed when there are two

third members of the Council present at the meeting.

6.2.2 No motion shall be passed unless by a two third majority of members present.

 Section 3 Duties of Officers

6.3.1 The President

The President shall:

6.3.1.1 Be the Executive head of the community

6.3.1.2 Be responsible for the overall coordination of the activities and efficient functioning of

the community.

6.3.1.3 Have power to form committees to enhance the proper running of the community,

subject to the ratification by two/third majority of the House.

6.3.1.4 Summon, through the Secretary, all meetings of the Executive Council and the congress

meeting over which he shall preside.

6.3.1.5 Be signatory to the community Account.

6.3.1.6 Present the Annual Budget of the community for approval of the house.

6.3.2 Vice President

The Vice President shall:

6.3.2.1 Assist and advice the President in all his/her official duties and shall act in the absence

or incapacitation of the President.

6.3.2.2 Carry out such other activities and functions that may be delegated to him/her from time

to time by the President.

6.3.2.3 Automatically become the President if the post becomes vacant before the expiration of

tenure of the President.

6.3.2.4 Be the Chairman/Chairperson of the Year One (1) Orientation Planning Committee.

6.3.2.5 Be in charge of the academic welfare of the students.

6.3.2.6 Co-ordinate all games and sporting activities of the Union.

6.3.3 General Secretary

The General Secretary shall:

6.3.3.1 Be the head of the community Secretariat

6.3.3.2 Convene, at the instance of the President, all Executive and Congress meetings of the

community.

6.3.3.3 Keep the records of the community.

6.3.3.4 Compile and present report on the activities of the community on a per semester basis to

house. This shall be in consultation with the President and Executive Council.

6.3.3.5 Carry out such duties as may be assigned to him/her from time to time by the

President/Executive Council.

6.3.4 Assistant General Secretary

The Assistant General Secretary shall:

6.3.4.1 Assist the General Secretary in all his/her duties and shall act in his/her absence.

6.3.4.2 Carry out any other duties as may be assigned to him/her by the President/Executive

Council

6.3.4.3 Be the Secretary of the Year One (1) Orientation Planning Committee.

6.3.5 Treasurer

The Treasurer shall:

6.3.5.1 Receive all community collected by the Director of Finance, Secretary or other sources.

6.3.5.2 Deposit all monies so received in the Union's account within 48 hours after such receipt.

6.3.5.3 Be responsible for the disbursement of the approved expenditure of the community.

6.3.5.4 Be a signatory to the Union’s account

6.3.5.5 Be responsible for keeping an impress as may be approved by the Executive Council

from time to time.

6.3.5.6 Submit all receipts, payment vouchers and the account balance of the community to the

Executive Council on monthly basis.

6.3.5.7 Hold the community financial records, and handover same at the expiration of his/her

tenure.

6.3.6 Director of Finance

The Director of Finance shall:

6.3.6.1 Keep record/account of all the income and expenditure of the Union.

6.3.6.2 Collect all monies due to the Union and issue receipts for such monies.

6.3.6.3 Be a signatory to the Unions Account in the absence of either the President or Treasurer.

6.3.7 Director of Socials and Welfare

The Director of Socials shall:

6.3.7.1 Co-ordinate all social and cultural activities of the of the community along with

Traditional council.

6.3.7.2 Be in charge of the various musical and other entertainment instruments such as public

address systems and see to their proper handling.

6.3.7.3 Be the Secretary of the Social Organizing Committee of the community.

6.3.7.4 See to the proper welfare of all members in the community.

6.3.7.5 Maintain a proper inventory of all community properties and hand over same at the

expiration of his/her tenure.

6.3.7.6 Be the Chairman of the Welfare Committee of the Union.

6.3.8 DIRECTOR OF INFORMATION

The Director of Information shall:

6.3.8.1. Be the Chairman/Chairperson of the Publicity Committee and a member of the

community Editorial Board.

6.3.8.2. Make press releases on behalf of the community as approved by the Executive

Council/President; and shall make copies of such release available to the national body

of the community and other relevant authorities.

6.3.8.3. Be responsible for the production of the Student community’s Almanac, Periodicals and

Stickers.

6.3.9 PROVOST

The Provost shall:

6.3.9.1. Be in charge of maintaining peace and order during Executive Council, joint sessions, or

Congress meetings of the Community.

6.3.9.2. Work closely with the Provost of University Union in the discharge of his duties.

6.3.9.3. Be in charge of any property seized or confiscated from any erring officer, member or

other relevant bodies.

Section 4: REMOVAL AND RESIGNATION

6.4.1 The Executive Council or any member of the Council shall not be removed from office

except by the vote of two third majorities of the entire registered members of the

community for stated misbehavior, inefficiency and incapacity.

6.4.2 No Executive Officer of the community shall be removed except on the basis of gross

misconduct that has been established by a Panel of Investigation.

6.4.3 In the case of resignation or removal of the President, the Vice President shall act as

President for two weeks. While a By-election will be conducted with mentioned time.

Same applied all other exco members

6.4.4 Any officer(s) who has resigned or has been removed from office shall handover or

submit all community property in his/her possession within 48hours.

B. Traditional council

Section 1: Composition

6.1.1 The traditional council be of Tor-Kwaor and Inewn Tor-Kwase

Section 2: Duties of council Members

The Traditional Council shall:

6.2.1 Be ceremonial heads of the community.

6.2.2 Together with Director of Socials and Welfare organize Traditional activities of the

community

6.2.3 The Tor-Kwaor and Inewn Tor-Kwase shall be chairman and vice chairperson of the

organizing committee of the community.

ARTICLE 7 ELECTION/BYE ELECTION

Section 1: Election Procedure

7.1.1 The General Election of the community shall hold in every Second Semester in a session

on second to last meeting of the Students’ community or set by the electoral committee

7.1.2 in case where general election could not hold a five (5) man care-taker committee shall

be set with the approval of two third majorities of the entire registered members of the

community present. The committee must conduct election withing the first four weeks

of resumption.

7.1.3 Vacancies occurring in any of the elections shall be filled in a bye election to be

conducted within 3 weeks of the next session.

7.1.4 Subject to the provisions of this section, elections for the community shall be carried out

in the way and manner set down in the electoral regulations and guidelines in section 2

of this Article stated below.

 Section 2: Electoral Regulations/Guidelines

7.2.1 There shall be an Electoral Committee for community which shall consist of Tor-Kwaor

and Inewn Tor-Kwase and the out going President and a member of the executive or the

general house

7.2.2 the university student union representative and dean of student affairs or representative

shall be electoral observers.

7.2.3 The members of the University security personnel shall be in charge of the security

during the elections.

7.2.4 The conduct of the General Election and bye elections of the community shall be vested

in the Electoral Committee.

7.2.5 Officers of the community shall be elected on individual candidacy.

7.2.6 Election shall be by secret ballot executed by the physical casting of the ballot paper or

casting by electronic means. In any election year, the ECM shall decide which of the

method is suitable depending on the exigencies of the time.

7.2.7 Election shall be held within twelve (12) days but not earlier than three (3) days after the

close of purchase of nomination form.

7.2.8 Nomination forms Shall be Purchased at rate of N 1000 for president and N 500 for

other offices.

7.2.9 Election petition shall be filled to the Electoral Committee not later than seven (7) days

after elections.

7.2.10 The Electoral Committee shall have the power to make rules and regulations to ensure

orderliness and good conduct in elections and during electioneering campaigns but not

contrary to the provision of this constitution.

7.2.11 Any candidate who contravenes any section of any rule made under any section(s) of

these regulations and guidelines in this Article shall have his candidacy nullified.

7.2.12 The community shall be responsible for all expenditure pertaining to the conduct of the

election.

Section 3. Eligibility for Election

7.3.1 Any person who wishes to contest for any position of leadership in the Students

community must be a valid registered student in the University. And in the following

year when he/she is expected to handover, a student who does not handover properly

will face a disciplinary action by the University.

7.3.2 No student shall qualify for election as an officer of the Union if such a student Is on

disciplinary suspension by the community, student or the University that is inimical to

the peace and order in the University.

7.3.3 Any person who wishes to contest of president must a Cumulative Grade Point Average

(CGPA) of not less than 3.50, however, for students in College of Health Sciences,

Pharmaceutical Sciences, and other programmes where CGPA is not used, the students

raw result shall be computed to arrive at a CGPA which must not be less than 3.50 and

such students must not have repeated a class on academic grounds of suspension. Must

also be in his/her second to the last year of the programme.

7.3.4 Students who wishes to contest for other offices must have a Cumulative Grade Point

Average (CGPA) of not less than 3.00 and must for other requirement in 7.3.3 above.

ARTICLE 8: MEETING

There shall be two main types of meeting of the general membership of the Association

A. Monthly General Meeting

B. Executive meeting

C. Emergency General Meeting

A. General meeting shall be held every Sunday by 1 pm at Venue approved by the

University Authorities.

B. Executive meetings will be held a day before the general meeting.

C. Emergency General Meeting: The General Secretary in consultation with the President,

shall summon emergency general meeting for any of the following:

Section 1: Reason and Mode of Emergency Meetings.

8.1.1 Urgent matter(s) affecting the affairs of the Association and/or its members that required

the attention of the general membership arise, such that has to be resolved before the next

general meeting

8.1.2 If for any reason no general meeting was held as scheduled, an emergency meeting should

be summoned:

o The President shall call the meeting to order.

o The Secretary shall read the minutes of the last meeting.

o The President shall preside over the meeting.

o There shall be no form of interruption or disturbance whatsoever during the meeting (e.g)

cellular phones, pagers, children, etc.

o A member shall raise his hand to be recognized to speak or address the house.

o A member who is unable to stay for the duration of the meeting shall notify the President

before the start of the meeting.

o All dues shall be collected at the beginning of the meeting and all fines and levies shall

be collected at the end of the meeting.

o All fines will be levied by the President. In the absence of the President, the Vice

President or a designated member will have the authority to do so.

ARTICLE 9 COMMITTEES

Section 1. Ad Hoc Committee: 

The Executive Council shall have powers to set up Ad-hoc Committee and shall be dissolve the

expiration of her task. Such as:

 Finance/Audit

 Social/Welfare

 Games/Sports

 Transport

 Electoral

 Publicity

ARTICLE 10: ASSOCIATION EXPENDITURE

10.1 Expenditures shall be authorized by the President with the approval of the house majority

10.2 Such majority approval for all expenditure shall be documented and audible on demands

by members of the Student community or an independent auditor.

10.3 The Director of finance shall report the status of the community finances at first meeting

of the month and as requested.

10.4 An account shall be opened for the student community with a reputable bank on Campus.

10.5 Registration fees, donations and contributions shall be deposited into the account.

10.6 Expenses incurred on behalf of the student community shall be supported with an official

receipt to ensure full reimbursement by the treasurer.

ARTICLE 11: COMMUNITY FINANCES

Revenue for the Community shall be raised from, but not limited to the following

sources:

11.1 Membership registration fee.

11.2 Special assessments, levies and fines.

11.3 Donations.

11.4 Interest from the bank accounts, and dividends from investments.

11.5 Other sources that may be approved by a majority of the Association.

11.6 The following shall be the signatories to the Students Community Bank Accounts:

o THE PRESIDENT

o THE GENERAL SECRETARY

o THE TREASURER

Any check, regardless of amount must be signed by two officials listed above.

Under no circumstances shall a check be issued without adequate number of signatories and

supporting documentation.

ARTICLE 12: AMENDMENTS

The Executive committee shall not alter or repeal any part of this constitution adopted by the

general house. Addition/Subtraction of Article, Heading and Subtraction shall be amended in

harmony by a majority of the house present at a meeting which the Amendment is presented or

an amendment committee.
