Who can join?
All public elementary and high

The Board of Adjudicators Congressional District – 4 groups of
composed of three (3) members adjudicators composed of PSDSs
should not be related by affinity Division Level – 4 groups of 3
or consanguinity to the adjudicators from the members of the
participants in the different Committee on Festival of Teaching –
levels Learning Modalities
One (1) representative for each category and level shall join in
the next level.
Each school and district shall always ensure the safety of the
Board of Adjudicators and participants, observe maximum
health protocols and adherence to the Inter-Agency Task Force
(IATF) guidelines and DepEd policies in the conduct of any
activity involving DepEd personnel, especially during the
production of instructional materials as entries and the
evaluation of these.
Members of the RBI, TVBI, and Project PALM Core Team are
no longer allowed to join in any of the above-mentioned
contests.
For maximum participation, no teacher participant is allowed
to join in two or more contests.
RBI and TVI outputs in the Division Level Development and
Workshops for Division use will be disqualified as entries.
The deadline for the submission of names of congressional
representatives in all contested categories and recorded
entries (Podcast, RBI and TVI only) in all key stages is on
July 16, 2021. Late entries shall not be considered.
Links for submissions are provided in the specific guidelines
of each category.
The congressional entries as Division finalists for Online Teaching in all
categories (K-3, Gr 4-6, JHS and SHS) will undergo online demonstration
teaching during the Division Level.
Teacher participants may select any of the most essential learning
competencies from 1st to 4th Grading Periods and use the medium of
instruction in the subjects they have chosen.
In terms of the effectivity of the recorded TVI, RBI, Podcast and Online
Teaching as entries, it should be attested by the School Head that it
generated at least 80% MPS or Mastery Level on its utilization.
If entries exceeded the time allotment for each category, the entries shall
not be disqualified but 1 point for every excess minute shall be deducted to
the total score.

Instruction

SPECIFIC
GUIDELINES
1.TVI entries should have a length of 20 to 30 minutes with landscape
orientation that consists of the parts of a lesson from motivation to
assessment using any choice of teaching approach.
2.Music and sound effects with no copyright claims that are suitable for
educational purposes and situation presented should be used.
3.The content of the material should be aligned with the specific learning
competencies/objectives of the learning area and grade level for which it is
intended.
4.The content, presentation, and style of delivery should suit the level of the
learners.
5.The entry should employ varied assessment approaches that help the
teacher evaluate progress in mastering the target competencies.
6.The material should not contain factual, grammatical, conceptual,
or computational errors.
7. Language should be informal and conversational.
8. Use of green screen to change the background is optional.
9. Materials and other equipment needed in the production should
be provided by the school/district/congressional district.
10. SDO Cagayan employees in the school/district/congressional
district can assist in the production. However, commercial, or
professional help in the production of the entry is highly
discouraged.
11. The technical specification of the video is 1280 x 720, 30 frames per second
(fps).

14. The criteria for judging of TVI entries are as follows:
a. Learning Competency -5%
b. Instructional Design, Presentation
and Organization - 15 %
c. Delivery and Communication - 15 %
d. Values Integration - 10 %
e. Assessment - 10 %
f. Intellectual Property Rights - 10 %
g. Technical Design - 15 %
h. Appeal to the Audience - 20 %
15. Any breach or violation of the stipulated guidelines shall be valid grounds for
disqualification.
16. The decision of the Board of Adjudicators in all aspects of the contest shall be
deemed final and irrevocable.

Instruction

SPECIFIC
GUIDELINES
1.RBI entries should be a 20 to 30-minute lesson that includes the
fundamental parts of an RBI script, consisting of the parts of a lesson
from motivation to assessment using any choice of teaching approach
and an infomercial, which may depict health, environment, politics and
social issues.
2.Music and sound effects with no copyright claims that are suitable
for educational purposes and situation presented should be used.
3.The content of the material should be aligned with the specific
learning competencies/objectives of the learning area and grade level
for which it is intended.
4.The content, presentation, and style of delivery should suit the level
of the learners.
5.The entry should employ varied assessment approaches that help the teacher evaluate
progress in mastering the target competencies.
6.The material should not contain factual, grammatical, conceptual, or computational
errors.

Spotify or Anchor application for online presentation of the submitted offline audio
version of the podcast.
3.The podcast lesson should not contain grammatical, typographical, conceptual and
computational errors.

Teaching

SPECIFIC
GUIDELINES
1.Each school/division/congressional representative shall use
digital learning platforms like but not limited to google meet and
zoom.
2.The teacher-contestant must assure technology access which
includes functional laptop and stable and strong internet
connection.
3.The teacher-contestant must be operationally proficient in the
use of technology.
4.In the assessment, teacher-contestant must also use apps like
but not limited to google form, quizlet, Edmodo, quizizz, kahoot,
gimkit live, and mentimeter
5.Each participating teacher shall have at least five (5) learners.
6.The involvement of many learners in the online teaching that is well
managed shall be considered as a plus factor in the determination of winners.
7.Online teaching shall not exceed 60 minutes that consists of the parts of a
lesson from motivation to assessment using any choice of teaching approach.
8.In the school level search, the link for online teaching shall be created by the
teacher and the same shall be provided to the learners and Board of
Adjudicators before the actual day of the search.
9.School level participating teachers have to record their online teaching. The
recorded online teaching, exclusive of post conference of the winner in the
school search shall be submitted to the district level. The same shall be done
in the congressional district level.
10.However, in the division level, all congressional winners shall undergo an
actual online teaching with the Division Board of Adjudicators.
11.The link shall be created by the participating teacher, provide the same to the team in charge
of the Search for Best in Online Teaching, Committee Members of the Festival of Teaching –
Learning Modalities and ensure the participation of at least 5 learners.
12.The criteria for the Best in Online Teaching are as follows:
a. Mastery of the Subject Matter – 20 %
b. Delivery and Communication – 20 %
c. Congruence among Objectives, Content,
Strategies and Evaluation – 15 %
d. Appropriateness and Creativity of Strategies
and Instructional Materials – 20 %
e. Values Integration – 10 %
f. Appropriateness of Evaluation Tool – 15 %
13. Any breach or violation of the stipulated guidelines shall be valid grounds for disqualification.
14. The decision of the Board of Adjudicators in all aspects of the contest shall be deemed final
and irrevocable.
