1. Introduction:

Menarche is an important biological milestone in a woman’s life as it marks the onset

of the reproductive phase of her life. In the path of menstrual and personal hygiene
social, cultural, and religious restrictions are big barriers. Very less or no knowledge
and ignorance of menstrual and personal hygiene causes reproductive tract infections
in girls and women which affects the fertility rate. In Andhra Pradesh approximately,
85.1 % of Women aged 15-24 years use hygienic method of menstrual protection
(Urban: 90.6%, Rural: 82.5%). In rural areas, women do not have access to sanitary
products or they know very little about the types and method of using them or are
unable to afford such products due to high cost.
In order to tackle the situation, during the occasion of International Women’s
Day celebrations on 8th March, 2021, Government of Andhra Pradesh (GoAP) has
launched a comprehensive program called “Swechha” supplying Bio Degradable
Sanitary Napkins free of cost to approximately 12 lakh adolescent girls studying in 7th
to 12th classes in all Government Schools, Junior Colleges and Residential Institutions
in the State from next Academic Session (July 2021). Similarly, it is planned to
position quality affordable and branded Sanitary Napkins in approximately 67,000
YSR Cheyutha Stores in Urban and Rural areas across the state for ensuring
accessibility of low cost sanitary napkins on payment basis to women across the state.
The free distribution of Sanitary Napkins to adolescent girls will be done
through Government Schools, Junior Colleges and Residential Institutions by Co-
Branding the name with Andhra Pradesh Government. One lady teacher/lecturer will
be identified in every school/ college by the School Education Department as in-
charge for implementing the “Swechha” Programme.
Further, the Co-branded low cost bio degradable sanitary napkins will also be
positioned in all YSR Cheyutha stores by entering into a MoU with SERP and
MEPMA departments.

In light of this, Government of Andhra Pradesh invite prospective companies

and/or industries to submit their Expression of Interest for supply of Bio Degradable
Sanitary Napkins for a period of one year i.e., from July-2021 to June-2022 across the
state.
The interested parties may submit responses in sealed envelope in prescribed
format to the undersigned latest by 24th March, 2021 up to 17.00 hrs. to

2. Scope of Work:
 Supply of Bio Degradable Sanitary Napkins across the state for a period of one
year from July-2021 to June-2022 to approximately 12 lakh adolescent girls
studying in 7th to 12th classes in all Government Schools, Junior Colleges and
Residential Institutions in the State from next Academic Session (July 2021).
 Positioning of quality affordable and branded Sanitary Napkins in
approximately 67,000 YSR Cheyutha Stores in Urban and Rural areas to be
provided on payment basis to women.

3. Eligibility Criteria:
 Agency should be an Original manufacturer of Bio Degradable Sanitary
Napkins. Resellers/Authorised suppliers are not permitted to participate in this
EOI.
 Valid manufacturing license/Licenses from statutory body of concerned
Central/State Government or any authorized agency.

 Valid import license if the product is imported with authorization certificate

from manufacturer. In case of imported products, scanned copy of valid
manufacturing license of product to be uploaded.
 The Agency should be registered with the GST/PAN/TAN numbers
 The Agency should have an average turnover of 100 Crores in the last three
financial years. (i.e., 2018-19, 2019-20 and 2020-21)
 The Agency should have updated GST return and IT return for the last three
financial years.
 Experience of similar work – Original work orders/Distribution orders or any
similar kind of document to prove authenticity along with the phone number of
client (Preference will be given to the work done with GoI/State
Governments/Government Agency)
 The firm should not been blacklisted by any government or any other donor
/partner organization in the past. (Declaration to be given in the form of
affidavit)
 The agency should have office or branch in Andhra Pradesh. In case of agency
as no presence in Andhra Pradesh shall furnish and undertaking that an office
shall be opened in Andhra Pradesh with sufficient personnel. Copy of
electricity bill, Tax bill, or copy of Agreement to be attached.
 Copy of Power of Attorney in the name of the Authorized signatory.
The authority (WD & CW Dept., GoAP) reserve following rights without any kind
of liability
 To accept or reject any part of any EoI/Entire EoI or all the EoIs without
assigning any reason thereof.
 Not to proceed ahead in the process at any stage without assigning any
reason thereof.

4. General Terms and Conditions:

1. The intending participants shall submit EoI as per following format. Sealed
envelope shall be named as “Eligibility Evaluation: Supply of Bio Degradable
Sanitary Napkins” – Please do not open before 24th March, 2021 And contain
the following documents:
i. Requisite particulars as per Annexure – III
ii. Copy of GST registration
iii. PAN of the legal Entity as well as Authorized Signatory
iv. Average annual turnover certificate, issued by the Chartered Accountant,
with average annual turnover of last three financial years not less than Rs.
100 Crores.
v. Original affidavit, on Rs. 100/- stamp paper, duly attested by 1st Class
Judicial Magistrate with the effect that:-
a. The documents/ catalogues along with authority letter etc. enclosed with
the EoI are genuine and have not been tampered or fabricated
b. The bidder has not been blacklisted in the past by any Govt., / Private
Institution of the country and there is no vigilance/any other
investigating agency, case pending against the bidder
c. If anything is found misleading/ false at any stage, I/we shall be
responsible and deem to any legal action against me/us
vi. Provide Documentary proof of GST returns issued by GST Department
and IT return copy for the last three financial years
vii. Power point presentation of brief operation plan showing specifications of
the Bio Degradable Sanitary Napkins, brief description of proposed
activities to be carried and the cost of the project.
viii. List of Similar work done by the bidder with complete address and details
of contact person of the organization with phone number.
2. Conditional or incomplete application will not be accepted.
3. Women Development and Child Welfare Department will also not be
responsible for misplacement of the EOI document in case it is not properly
superscripted with the words “EOI for supply of Bio Degradable Sanitary

4. In case the specified date of submission of EOI is declared a holiday, the EOI
document will be received till the specified time on next working day.
5. This EOI document is not an agreement and is not an offer or invitation by
Women Development and Child Welfare Department to any parties other than
those who are qualified to submit EOIs respectively. The purpose of this EOI is
to provide the bidders with information to assist the formulation of their
proposals. The EOI does not claim to contain all the information each Bidder
requires.
6. Women Development and Child Welfare Department makes no representation
or warranty and shall incur no liability under any law, statue, rules or
regulations as to the accuracy, reliability or completeness of this EOI.
7. The information contained in this EOI document is selective and is subject to
updating, expansion, revision and amendment. It does not purport to contain all
the information that a bidder requires. Women Development and Child Welfare
Department reserves the right of discretion to change, modify, add to or alter
any or all of the provisions of this EOI and / or the bidding process, without
assigning any reasons whatsoever. Such change will be published on the
website: http://wdcw.ap.gov.in and it will become part and parcel of EOI.
8. Women Development and Child Welfare Department in its absolute discretion,
but without being under any obligation to do so, update, amend or supplement
the information in this EoI. Women Development and Child Welfare
Department reserves the right to reject any or all the Expression of Interest/
Proposals received in response to this EoI document at any stage without
assigning any reason whatsoever.
9. Any proposal receives after the stipulated time and date for the receipt of bids
prescribed in the document will be rejected and be returned unopened to the
agency.
10. In case of any dispute/ difference or doubts, orders of the Women
Development and Child Welfare Department shall be final and binding upon all
the concerned.

11. All other issues that may come up during the course of contract shall be
decided by the Women Development and Child Welfare Department.

ORDER:

In order to ensure affordable access to Health and Menstrual Hygiene to

Adolescent Girls and Women, Government has decided to launch the “Swechha”
Programme with the following 2 components:
1. Free supply of 10 Sanitary Napkins per month per child to every
adolescent girl studying in Classes 7th to 12th in all Government Schools,
Junior Colleges and Residential Institutions in the State from next Academic
Session.
2. Positioning of good quality branded Sanitary Napkins in all YSR
Cheyutha Stores in Urban and Rural areas to be provided on affordable rates
to women.

2. The free distribution of Sanitary Napkins to adolescent girls will be done

through Government Schools, Junior Colleges and Residential Institutions. One lady
teacher/lecturer shall be identified in every school/ college by the School Education
Department as in-charge for implementing the “Swechha” Programme. She will be
responsible for maintaining stocks in the school and distributing to girl students as
per norms. She will also ensure that children are taught methods of safe disposal of
the used napkins and they should implement the same.

3. The Department of Women Development and Child Welfare will be the Nodal
Department for implementation of the programme. The Departments of School
Education, Health & Family Welfare, Social Welfare, Tribal Welfare, Backward
Classes Welfare, Panchayat Raj and Rural Development and Municipal
Administration and Urban Development shall take necessary action accordingly.
