EXECUTIVE ORDER NO. 07

AN ORDER DESIGNATING THE SAFETY OFFICER AND PERSONNEL- IN -

CHARGE FOR MONITORING, MAINTAINING SOCIAL DISTANCING AND
ENSURING COMPLIANCE TO HEALTH PROTOCOLS IN BARANGAY ARTACHO,
BAUTISTA, PANGASINAN PURSUANT TO DOLE-DOH-DILG-DOT-DTI JOINT
MEMORANDUM CIRCULAR NO. 21-01, SERIES OF 2021.

WHEREAS, Section 15 Article II of the 1987 Philippine Constitution mandates that the State
shall protect and promote the right to health of the people and instill health consciousness among
them;

WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases
(IATF) adopted StaySafe.ph as the official digital contact tracing application of the government
and the institution of a Safety Seal Certification Program to ensure compliance with Minimum
Public Health Standards (MPHS);

WHEREAS, the Department of Trade and Industry (DTI), with the Department of Health
(DOH), Department of Labor and Employment (DOLE), Department of the Interior and Local
Government (DILG), Department of Tourism (DOT), and the Department of Transportation
(DOTr) were tasked to issue the necessary joint memorandum circular to detail requirements to
secure a Safety Seal which shall include the adoption of the StaySafe.ph application and
generation of its QR Code to be displayed in all entrances;

WHEREAS, DOLE-DOH-DILG-DOT-DTI JOINT MEMORANDUM CIRCULAR NO. 21-01,

Series of 2021 or IMPLEMENTING GUIDELINES OF THE SAFETY SEAL
CERTIFICATION PROGRAM provides for the designation of Safety Officer and Personnel-In-
Charge for the enforcement of the Minimum Public Health Standards (MPHS) to all private
business establishments, selected public places, and government offices;

NOW, THEREFORE, I, Novel M. Niňo, Punong Barangay of Barangay Artacho, Municipality

of Bautista, Province of Pangasinan, by virtue of the powers vested in me by law, do hereby
order;

SECTION 1. DESIGNATION OF THE BARANGAY SAFETY OFFICER.

SECTION 2. FUNCTIONS OF SAFETY OFFICER.

1. Coordinate with the appropriate bodies for support and referral to community-based
isolation facilities for confirmed cases with mild symptoms, and to health facilities for
severe and critical care;
2. Undertake contact tracing or coordinate the conduct thereof; and
3. Monitor status of employees quarantined or isolated; and
4. Implement return to work policies.

5. Supervise the performance of functions of the herein designated personnel in charge;

6. Other legal functions as may be directed by the Punong Barangay deemed necessary
to help curb Covid19 in the barangay

SECTION 4. FUNCTIONS OF PERSONNEL-IN-CHARGE.

1. Monitor and maintain social distancing;
2. Ensure the compliance of clients/visitors/employees to health protocols and areas in
the establishment where people gather.

SECTION 5. FUNDING. The Sangguniang Barangay shall provide appropriation in the annual
or supplemental budget for the funding of the necessary programs, activities and supplies
needed.

SECTION 6. EFFECTIVITY. This Executive Order shall take effect immediately.
