1.0 INTRODUCTION
This operating manual relates to the facilities indicated on Process Flow Diagram
PR-07-PR32-003 and P&ID’s PR-07-SYPI-005 through PR-07-SYPI-007A.
The Depropanizer, 07-MD04, is the third distillation column in the Fractionation Unit
and its primary purpose is to produce refrigerant grade propane and to limit propane
content in the bottoms product in order to meet quality specifications of the butane
product leaving the overhead of the Debutanizer Column.
Refer to sketch on the next page for a simplified process flow diagram of the
Depropanizer System and its associated equipment.

2.0 SYSTEM DESCRIPTION


The Depropanizer, 07-MD04, receives feed from the Deethanizer, 07-MD02.
Deethanizer liquids at 24 barg and 101ºC are let-down in pressure to 13 barg and
approximately 74ºC and introduced above tray 16 of the Depropanizer column. The
Depropanizer is a distillation column with 37 sieve trays to improve separation
between the lighter and heavier components. Reboiling is required to limit the
propane content in the Depropanizer bottoms product in order to meet quality
specifications of the butane product leaving the overhead of the Debutanizer.
The Depropanizer Reboiler, 07-MC04, is a kettle-type shell and tube heat exchanger
with hot oil as the heating medium. The Depropanizer is arranged with a liquid draw-
off pan at the bottom to direct the liquid to the Depropanizer Reboiler. A weir plate in
the reboiler shell ensures that the tubes are flooded, but with sufficient vapor space
to allow for vapor to flow back into the column. Vapor enters the column below the
draw-off pan and rises through the sieve trays. Liquid overflowing the weir flows by
gravity from the bottom of the reboiler shell back to the bottom section of the
Depropanizer column.
In order to ensure the proper separation between the components, the Depropanizer
tower bottom temperature is controlled at 98ºC by adjusting the hot oil flow to
Depropanizer Reboiler, 07-MC04.
Depropanizer overhead vapors are condensed in the Depropanizer Condenser,
07-MC05, an induced draft air-cooled exchanger, and collected in the Depropanizer
Reflux Drum, 07-MD05. A portion of the liquids from the Depropanizer Reflux Drum is
pumped back to the column as reflux by the Depropanizer Reflux Pumps,
07-MJ02/A, while the remaining liquids are pumped to the Propane Product Cooler,
07-MC15. Refluxing ensures that the overhead product specifications are met.
The Propane Product Cooler, 07-MC15, is a kettle-type shell and tube heat
exchanger with LP propane liquid from the external propane refrigeration system as
the refrigerant. Propane liquids are cooled to -36ºC in this exchanger before sending
to the LPG Reinjection Drum, 07-MD08, or Propane Storage Tank, 76-MF01. Normal
propane make-up to Refrigeration, Unit 16, and External Propane Refrigeration, Unit
20, is taken from downstream of the Propane Product Cooler.
Provisions are given to send off-spec propane from upstream of the Propane Product
Cooler to the Startup LNG/Bupro Flash Drum, 65-MD05, for disposal. Similarly,
provisions are given to send off-spec propane from downstream of the Propane
Product Cooler to the off-spec storage tank 67-B-03 in the existing facilities.

3.0 OPERATIONS
3.1 Normal Running
This section provides a description of the operating parameters for the Depropanizer
System. Refer to Section 3.2 for a list of typical operating variables for this system.
3.1.1 Depropanizer, 07-MD04
Hydrocarbon liquids from the Deethanizer, 07-MD02, bottoms are introduced above
tray 16 of the Depropanizer, 07-MD04, a reboiled distillation column.
Tray 37 temperature of the Depropanizer is controlled by 07-TIC-1375, which is
cascaded to the Depropanizer Reboiler hot oil flow controller 07-FIC-1068. Controller
07-FIC-1068 throttles valve 07-FV-1068 to control hot oil flow to the Depropanizer
Reboiler, 07-MC04.
Reflux flow to the Depropanizer column is controlled by flow controller, 07-FIC-1086,
which throttles valve 07-FV-1086 to vary the reflux rate.
The Depropanizer overhead pressure is controlled by pressure controllers 07-PIC-
1061A and 07-PIC-1061B. Controller 07-PIC-1061A adjusts Depropanizer
Condenser, 07-MC05, fan speed and propane export rate to storage via low select
block 07-FY-1087, while controller 07-PIC-1061B relieves excess pressure in the
system by venting vapors through valve 07-PV-1061 from the Depropanizer Reflux
Drum, 07-MD05, overheads to the Cold Flare Header.
Liquid level in the Depropanizer is controlled by 07-LIC-1070, which is cascaded to
Depropanizer bottoms flow controller 07-FIC-1073. Controller 07-FIC-1073 throttles
valve 07-FV-1073, which feeds hydrocarbon liquids to the Debutanizer, 07-MD06.
Pressure drop in the top and bottoms sections of the Depropanizer is monitored by
07-PDI-1319 and 07-PDI-1318, respectively.
Product quality at the top and bottom of the Depropanizer is a function of the
operating pressure and the temperature of the column. Therefore, it is imperative to
maintain the condenser & reboiler outlet temperatures and the column pressure to
ensure desired separation of the components.
3.1.2 Depropanizer Reboiler, 07-MC04
Hydrocarbon liquids from the Depropanizer, 07-MD04, draw-off pan gravity-flow to
the shell side of the Depropanizer Reboiler, 07-MC04. The Depropanizer Reboiler is
a kettle-type heat exchanger with hot oil as heating medium. Level gauge 07-LG-
1241 is used to monitor hydrocarbon liquid level in the shell side of the exchanger. A
high liquid level indicates that the reboiler is not adequately vaporizing hydrocarbons.
Vapors from the reboiler are returned below the Depropanizer draw-off plan, while
liquid overflowing the weir is returned to the bottom section of the Depropanizer.
Hot oil flow to the tube-side of the exchanger is controlled by cascade controller
07-FIC-1068, through valve 07-FV-1068, with the set point provided by Depropanizer
temperature controller 07-TIC-1375.
3.1.3 Depropanizer Condenser, 07-MC05
Vapors from the overhead of the Depropanizer, 07-MD04, are condensed in the
Depropanizer Condenser, 07-MC05, and collected in the Depropanizer Reflux Drum,
07-MD05. The Depropanizer Condenser is an induced draft air-cooled exchanger

with three bays and three fans / bay. One fan / bay is equipped with a variable speed
motor, which receives a speed set-point from the Depropanizer pressure controller
07-PIC-1061A through signal converters, 07-PY-1061A3/A6/A9. Controller 07-PIC-
1061A increases fan speed to condense additional vapors in case of high pressure,
while fan speed is reduced to condense less vapors in case of low pressure in the
Depropanizer system.
3.1.4 Depropanizer Reflux Drum, 07-MD05
Condensed liquids from the Depropanizer Condenser, 07-MC05, are collected in the
Depropanizer Reflux Drum, 07-MD05. A portion of the liquids from the Depropanizer
Reflux Drum is returned above tray 1 of the column as reflux by the Depropanizer
Reflux Pumps, 07-MJ02/A, while the remaining liquids are pumped to the Propane
Product Cooler, 07-MC15.
Liquid level in the drum is controlled by level controller 07-LIC-1083 which controls
the propane export rate to storage via low select block 07-FY-1087. Block 07-FY-
1087 provides a set-point to the 07-FIC-1087 which opens valve 07-FV-1087 to vary
export rate to Propane Storage Tank, 76-MF01. Block 07-FY-1087 also receives
input from Depropanizer pressure controller 07-PIC-1061A.
During high system pressure, controller 07-LIC-1083 becomes the master controller,
increasing the propane export rate via 07-FY-1087 while controller 07-PIC-1061A
increases the Depropanizer Condenser, 07-MC05, fan speed to condense additional
liquids.
During low system pressure, controller 07-PIC-1061A becomes the master controller,
decreasing Depropanizer Condenser, 07-MC05, fan speed and closing valve 07-FV-
1087 via 07-FY-1087 to bring the pressure back to normal operating condition.
3.1.5 Depropanizer Reflux Pumps 07-MJ02/A
There are two Depropanizer Reflux Pumps, 07-MJ02/A; one is on stand-by. The
pumps are provided with a minimum flow bypass line and a flow controller 07-FIC-
1085 which throttles valve 07-FV-1085 to control liquid flow returned to the
Depropanizer Reflux Drum, 07-MD05.
Provisions are given upstream of the Propane Product Cooler, 07-MC15, to send off-
spec propane product to the Startup LNG/Bupro Flash Drum, 65-MD05, for disposal.
3.1.6 Propane Product Cooler 07-MC15
The Propane Product Cooler, 07-MC15, is a kettle-type shell and tube heat
exchanger with LP liquid propane as refrigerant. The exchanger receives refrigerant
from the MR/MP LPG Propane Cooler, 20-MC06, and cools the propane to -36ºC
before sending to the LPG Reinjection Drum, 07-MD08, or Propane Storage Tank,
76-MF01. Flow to the LPG Reinjection Drum is controlled by flow controller 07-FIC-
1088 which throttles valve 07-FV-1088. Flow to the Propane Storage Tank is
controlled by flow controller 07-FIC-1087, which throttles valve 07-FV-1087.
Controller 07-FIC-1087 receives set-point from low select block 07-FY-1087.
Propane make-up to Refrigeration, Unit 16, is taken from downstream of Propane
Product Cooler, 07-MC15. Hand controller 16-HIC-1379 is used to manually control
the liquid flowrate to the MR/HHP Propane Cooler, 16-MC04. Similarly, hand

controller 16-HIC-1377 is used to manually control refrigerant flowrate to the Propane


Accumulator, 20-MD05, in External Propane Refrigeration, Unit 20.
Off-spec product from the Propane Product Cooler, 07-MC15, can be directed to the
off-spec storage tank 67-B-03 in the existing facilities via flow controller 07-FIC-1285.
Controller 07-FIC-1285 throttles valve 07-FV-1285 to vary the off-spec product flow
rate.
Propane refrigerant level on the shell side of the exchanger is controlled by 07-LIC-
1534, which adjusts the amount of liquid propane received from the MR/MP LPG
Propane Cooler, 20-MC06, through the valve 07-LV-1534. Cooling in the exchanger
is accomplished by vaporizing liquid propane. Propane vapors from the exchanger
are directed towards the LP Propane Suction Drum, 20-MD01.
3.2 Typical Operating Parameters

3.3 Temporary Operation


Provisions are given to send off-spec propane from upstream of the Propane Product
Cooler, 07-MC15, to the Startup LNG/Bupro Flash Drum, 65-MD05, for disposal.
Similarly, provisions are given to send off-spec propane from downstream of the
Propane Product Cooler to the off-spec storage tank 67-B-03 in the existing facilities.

4.0 START-UP
This section describes the procedure necessary to place the Depropanizer System in
service. For the purpose of this section of the operating manual, it is assumed that
the following conditions exist: utilities are in service, feed gas is available,
downstream units are ready for feed gas, plant dryout and cool down has been
completed, and system is purged and ready for start-up.
4.1 Prior to Start-up
1. Confirm that the Fractionation Hot Oil System, Unit 58, is ready to supply hot oil
to the Depropanizer Reboiler, 07-MC04. The heat load on Unit 58 will increase as
the exchanger is brought online.
2. Confirm that the External Propane Refrigeration System, Unit 20, is ready to
supply propane refrigerant to the Propane Product Cooler, 07-MC15. The
refrigeration load on Unit 20 will increase as the exchanger is brought online.
3. Confirm that normal propane liquid level is established in the Propane Product
Cooler, 07-MC15, and its level controller 07-LIC-1534 placed in automatic.
4. Confirm that the LPG Reinjection Drum, 07-MD08, and Propane Storage Tank,
76-MF01, are ready to receive propane from the Propane Product Cooler,
07-MC15.
5. Confirm that Deethanizer, 07-MD02, is in operating condition with forward feed
flow. Ensure that Deethanizer liquid level is above the low level alarm, and ready
to feed bottoms liquid to the Depropanizer, 07-MD04.
6. Confirm that the Depropanizer Condenser, 07-MC05, fans are placed in
operation.
7. Confirm that depressurization valve 07-BDV-1147 at the overhead of the
Depropanizer is lined up to the Cold Flare header and closed.
8. Confirm 07-PV-1061, Depropanizer Reflux Drum, 07-MD05, overheads to cold
flare pressure control valve is in auto.
9. Confirm that the following control valves are placed under manual control, and
fully closed:
07-FV-1035: Depropanizer, 07-MD04, feed control valve
07-FV-1068: Depropanizer Reboiler, 07-MC02, hot oil return line
07-FV-1073: Depropanizer, 07-MD04, bottoms control valve
07-FV-1086: Depropanizer Reflux Pump, 07-MJ02/A flow control valve
07-FV-1087: Propane product to Propane Storage Tank, 76-MF01
07-FV-1088: Propane product to LPG Reinjection, 07-MD08
07-FV-1285: Off-spec propane product to 67-B-03
10. Confirm that the following isolation valves are in closed position:
07-ESDV-1059: Depropanizer bottoms to the Debutanizer, 07-MD06

4.2 Depropanizer Start-up


1. Line up Depropanizer, 07-MD04, feed valve 07-FV-1035, open valve in manual
control, and gradually introduce feed to 07-MD04.
2. When liquid level is established in Depropanizer, 07-MD04, place Deethanizer,
07-MD02, level controller 07-LIC-1036 on automatic cascade providing a set-
point to feed controller 07-FIC-1035.
3. Depropanizer pressure is controlled by varying Depropanizer Condenser, 07-
MC05, fan speed, and venting to cold flare until the Propane Product Cooler, 07-
MC15, is placed in service.
4. Line up hot oil to 07-FV-1068, open valve in manual control, and gradually
introduce hot oil to the tube-side of the Depropanizer Reboiler, 07-MC04. Hot oil
should be introduced slowly to prevent thermal shock to the reboiler. As the
reboiler outlet temperature increases, place tower cascade temperature controller
07-TIC-1375 on automatic providing a set-point to the hot oil flow controller
07-FIC-1068.
5. As the tower bottoms temperature is increased, watch for liquid level build-up in
Depropanizer Reflux Drum, 07-MD05. The normal condenser outlet temperature
at 07-TI-1081 is 39ºC.
6. Once the Depropanizer Reflux Drum, 07-MD05, liquid level is above the low level
alarm, unblock the drum isolation valve 07-ESDV-1089 and flood the suction of
both Depropanizer Reflux Pumps, 07-MJ02/A. While the pumps are being
primed, the vent line in the pump casing should be used to vent gases to the
Depropanizer Reflux Drum, 07-MD05. If the level in the Depropanizer Reflux
Drum begins to approach high liquid level, reduce the heating to the
Depropanizer Reboiler, 07-MC04.
7. Priming may be considered complete when liquid begins to emerge from the vent
lines. At that time, one of the Depropanizer Reflux pumps can be selected for
service while the other is placed on stand-by. Establish minimum recycle flow to
the Depropanizer Reflux Drum, 07-MD05, with discharge flow controller 07-FIC-
1085.
8. Establish reflux flow to Depropanizer, 07-MD04, by slowly opening 07-FV-1086
on manual control. Once the reflux flow is established, place 07-FIC-1086 on
automatic control at a set-point equivalent to the flow.
9. As the temperature and pressure profiles are established in the Depropanizer,
samples of the overhead product should be taken for composition, to confirm on
specification products and that the tower is operating normally and stable.
10. Once sufficient liquid level develops in the Depropanizer Reflux Drum, 07-MD05,
prepare to feed forward to the Propane Storage Tank, 76-MF01. Unblock 07-
ESDV-1236 and gradually increase liquid flow through 07-FV-1087 to the normal
rate via flow controller 07-FIC-1087. Place the 07-FIC-1087 on automatic
receiving set-point from the 07-FY-1087.
11. Propane flow to LPG reinjection can be initiated by opening valve 07-FV-1088 via
flow controller 07-FIC-1088.

12. Propane make-up to Refrigeration, Unit 16, and External Propane Refrigeration,
Unit 20, can be initiated manually by opening hand controllers 07-HIC-1379 and
07-HIC-1377, respectively.
13. Provisions are given to send off-spec propane produced during start-up to the off-
spec storage tank 67-B-03 in the existing facilities via flow controller 07-FIC-1285
after unblocking 07-ESDV-1239. Prior to operation, notify existing facilities and
ensure that 67-B-03 is ready to receive feed.
14. As sufficient level (53.8%) develops in the Depropanizer, 07-MD04, prepare to
feed tower bottoms forward to the Debutanizer, 07-MD06, through 07-ESDV-

5.0 SHUTDOWN
5.1 Normal Shutdown
The following steps describe the procedure for a planned shutdown of the
Depropanizer System.
A shutdown of Unit 07 will be done by reducing the feed to the unit and is typically
done in conjunction with a planned shut-down of the Liquefaction unit, Unit 15.
1. Reduce LNG production to minimum turndown rate. As the LNG production
decreases, liquid rate from the Deethanizer, 07-MD02, will decrease
proportionally.
2. As the feed to the Deethanizer, 07-MD02, decreases, feed flow to the
Depropanizer, 07-MD04, is reduced by cascade controller 07-FIC-1035 and this
consequently reduces feed to all the downstream distillation columns.
3. The reduction in feed flow will cause the Depropanizer column to get warmer
and the hot oil flow will be reduced by cascade controller 07-FIC-1068 to
maintain the column temperature.
4. As the reboiler hot oil flow is decreased, the Depropanizer overhead vapors are
reduced. Propane liquid flow to the LPG Reinjection Drum, 07-MD08, should be
gradually reduced to zero via flow controller 07-FIC-1088.
5. As the column pressure falls, controller 07-PIC-1061A will gradually reduce
propane flow to the Propane Storage Tank, 76-MF01, to zero by providing a set-
point to flow controller 07-FIC-1087 via low select block 07-FY-1087. Once the
propane export rate is reduced to zero, place 07-FIC-1087 in manual and
closed.
6. Ensure that hand controllers 07-HIC-1379 and 07-HIC-1377 supplying propane
refrigerant to MR/HHP Propane Cooler, 16-MC04, and the Propane
Accumulator, 20-MD05, are closed.
7. When the Depropanizer feed is reduced to zero, place feed flow controller
07-FIC-1035 in manual and closed. The column will be placed on total recycle
with a minimum return from the Depropanizer Reboiler, 07-MC04.
8. If the shutdown is only for a short duration, the tower can be left in full recycle
so that the subsequent restart can be shortened.
9. If the shutdown is for prolonged period of time, then the Depropanizer Reflux
Pump, 07-MJ02/A, and hot oil flow to the Depropanizer Reboiler, 07-MC04, can
be shut down and the Depropanizer contents disposed to flare. Do not
depressure tower until liquid inventory has been removed.
5.2 Process Upsets and Production Loss
In the event of a change in conditions or trips, the process may become upset and
possibly require shutdown. In the event of an emergency requiring a shutdown of the
Depropanizer System the system should be shut down as outlined above. Below are
possible causes for upset and actions to be taken.

Loss of electrical power to the Depropanizer Reflux Pump, 07-MJ02/A, will cause the
level in the Depropanizer Reflux Drum, 07-MD05, to rise until the spare pump is
activated. Loss of reflux flow to the Depropanizer, 07-MD04, will tend to make the
column warmer. Hot oil flow is reduced by cascade controller 07-FIC-1068 to
maintain column temperature. Depropanizer column pressure is maintained with
controller 07-PIC-1061B venting to cold flare from the Depropanizer Reflux Drum, 07-
MD05, overheads.
Loss of electric power to the Depropanizer Condenser, 07-MC05, fans will result in
reduction of cooling and possible loss of reflux.
Loss of column reflux will result in loss of overhead product quality to storage,
refrigerant make-up, and LPG reinjection. If reflux cannot be re-established in a short
duration, a complete Unit 07 shutdown may be required.
2. Loss of Instrument Air
Loss of instrument air to any one control valve will result in that valve going to its
designated fail safe position. As indicated on each P&ID, FO valves go to a ‘fail open’
position while FC valves go to a ‘fail closed’ position.
The following valves will fail open: 07-FV-1085, 07-FV-1086. Both valves are FO to
prevent shut in head from causing damage to line and equipment,
The following valves will fail close: 07-FV-1068, 07-FV-1073, 07-FV-1087, 07-FV-
1088, 07-FV-1285, 07-LV-1534, and 07-PV-1061.
3. Loss of Feed Gas
On loss of feed, Depropanizer, 07-MD04, bottoms tend to flash up resulting in loss of
liquid level and increase in column temperature. Depropanizer Reboiler, 07-MC04,
hot oil flow is reduced by cascade controller 07-FIC-1068 to maintain column
temperature. The operator should discontinue the flow of propane to storage and
reinjection via 07-FIC-1087 and 07-FIC-1088 respectively to maintain system
inventory. The Depropanizer will eventually be placed on full recycle with minimum
return from the Depropanizer Reboiler, 07-MC04. If Depropanizer feed cannot be re-
established in a short duration, a complete Unit 07 shutdown may be required.
4. Loss of Hot Oil
Loss of hot oil to the Depropanizer Reboiler, 07-MC04, will result in loss of heating
and loss of Depropanizer, 07-MD04, bottoms purity. This ultimately affects the quality
of butane product leaving the overhead of the Debutanizer, 07-MD06. A controlled
manual shutdown of Unit 07 should be initiated if hot oil can not be re-established.
5. Loss of Refrigeration
Loss of refrigeration to the Propane Product Cooler, 07-MC15, will result in high
temperature overhead product to storage, LPG reinjection, and refrigerant make-up.
Reduce propane liquid flow to storage & LPG Reinjection to zero via flow controllers
07-FIC-1087 & 07-FIC-1088 respectively. If product cooling cannot be re-established
in a short duration, a complete Unit 07 shutdown may be required.

6.0 SAFETY/EMERGENCY SHUTDOWN


6.1 Safety Critical Shutdown Systems
6.1.1 I-0700 – Fractionation, Unit 07 ESD
The Fractionation Unit 07 ESD Interlock I-0700 is activated by the Plant ESD
Interlock I-0000. The Fractionation Unit 07 ESD Interlock I-0700 takes action to
isolate the Depropanizer System by isolating the Depropanizer, 07-MD04, bottoms
through Interlock I-0740; isolating the Depropanizer Reflux Drum, 07-MD05, through
Interlock I-0750; stopping the flow of Depropanizer Reboiler, 07-MC04, hot oil
through 07-FV-1068; tripping the Depropanizer Condenser, 07-MC05, fan motors;
stopping the flow of off-spec product to existing facilities by closing 07-ESDV-1239;
stopping the flow of propane to storage by closing 07-ESDV-1236.
6.1.2 I-0740 – 07-MD04 Depropanizer Vapor Breakthrough Protection
On manual initiation with hand switch 07-HZ-1242, Fractionation Train ESD I-0700,
or low-low liquid level in the Depropanizer, 07-MD04, Depropanizer Vapor
Breakthrough Protection Interlock I-0740 will close the Depropanizer bottoms
isolation valve 07-ESDV-1059 and force the 07-FV-1073 bottoms outlet valve to
manual and closed.
6.1.3 I-0750 – 07-MD05 Depropanizer Reflux Drum Isolation
The Depropanizer Reflux Drum Isolation Interlock I-0750 isolates the Depropanizer
Reflux Drum, 07-MD05, bottoms or trips the Depropanizer Reflux Pump, 07-MJ02/A,
to prevent vapor breakthrough and cavitation of the Depropanizer Reflux Pumps.
On low-low liquid level in the Depropanizer Reflux Drum, interlock I-0750 will trip the
Depropanizer Reflux Pumps, 07-MJ02/A; force valves 07-FV-1087, 07-FV-1088, and
07-FV-1285 to product storage, LPG reinjection, and off-spec product storage to
closed.
When activated by hand switch 07-HZ-1090 or on Fractionation ESD I-0700, interlock
I-0750 will also trip the Depropanizer Reflux Drum bottoms isolation valve 07-ESDV-
1089 to closed position, and trip the Depropanizer Reflux Pump, 07-MJ02/A.
6.1.4 I-0791 – Fractionation Area Depressure
On manual initiation with hand switch 07-HZ-1395, Fractionation Area Depressure
Interlock I-0791 will open the Depropanizer, 07-MD04, blowdown valve 07-BDV-1147
and depressure the tower to the cold flare header.
6.1.5 I-7630 – Propane Storage Isolation
On manual initiation with hand switch 76-HZ-1479/A, or high-high liquid level or high-
high pressure in the Propane Storage Tank, 76MF01, Interlock I-7630 isolates
propane feed to Unit 76 by closing 07-ESDV-1236.
