1.0 INTRODUCTION
This operating manual relates to the facilities indicated on Process Flow Diagram
PR-07-PR32-005 and P&ID’s PR-07-SYPI-012 through PR-07-SYPI-013.
The purpose of the LPG Reinjection Unit is:
• To combine the high purity ethane, propane, butane and isopentane streams
from the Fractionation Unit and re-inject into the Main Cryogenic Heat Exchanger,
15-MC05, as LNG product during the ‘No LPG Extraction’ mode of operation.
• To enhance LPG recovery from the Fractionation Unit by providing a LPG recycle
stream to the Scrub Column, 15-MD01, overheads during the ‘LPG Extraction’ &
‘No LPG Extraction’ modes of operation.
• To control the BTU content of the LNG product

2.0 SYSTEM DESCRIPTION


Butane product from the Fractionation Unit is cooled to -34ºC in the Butane
Reinjection Cooler, 07-MC09, combined with the ethane & propane product streams
and collected in the LPG Reinjection Drum, 07-MD08. A portion of the liquids from
the LPG Reinjection Drum is pumped to the Scrub Column, 15-MD01, overheads by
the LPG Reinjection Pump, 07-MJ04/A, while the remaining liquids are pumped to
the Main Cryogenic Heat Exchanger, 15-MC05. The Main Cryogenic Heat Exchanger
reinjection stream is mixed with isopentane product from the Deisopentanizer,
07-MD11, overheads prior to reinjection.
LPG Reinjection Drum, 07-MD08, pressure is maintained by bringing vapors from the
Demethanizer, 07-MD01, or venting to cold flare as required.
The LPG Reinjection Unit operates under two different modes:
1. LPG Extraction
The high purity LPG streams produced by the Fractionation Unit including ethane,
propane, and butane are either exported to a nearby facility (in case of ethane) or
sent to product storage (in case of propane & butane). Isopentane is the only product
that is re-injected into LNG product stream in the Main Cryogenic Heat Exchanger,
15-MC05, to have the LNG product to meet the BTU requirement.
The butane stream is combined with the overhead vapors from the Scrub Column
and then cooled in the warm bundle of the Main Cryogenic Heat Exchanger.
The butane recycle stream improves component separation in the Scrub Column and
enhances the quality of LPG products recovered from the Fractionation Unit.
2. No LPG extraction
The high purity LPG streams produced by the Fractionation Unit including ethane,
propane, butane, and isopentane are combined in the LPG Reinjection Unit and re-
injected into the Main Cryogenic Heat Exchanger as LNG product.
A small LPG flow from the LPG Reinjection unit to the overhead of the Scrub Column
is provided to enhance the quality of LPG products recovered from the Fractionation
Unit.

3.0 OPERATIONS
3.1 Normal Running
This section provides a description of the operating parameters for the LPG
Reinjection System. Refer to Section 3.2 for a list of typical operating variables for
this system.
3.1.1 Butane Reinjection Cooler, 07-MC09
Butane product from the Fractionation Unit is cooled in the Butane Reinjection
Cooler, 07-MC09, combined with the ethane and propane product streams and
collected in the LPG Reinjection Drum, 07-MD08.
The Butane Reinjection Cooler, 07-MC09, is a kettle-type shell and tube heat
exchanger with LP liquid propane from the external propane refrigeration system is
used as refrigerant. The exchanger receives refrigerant from the MR/MP LPG
Propane Cooler, 20-MC06, and cools the butane to -34ºC before sending to the LPG
Reinjection Drum, 07-MD08. Butane flow to the exchanger is controlled by flow
controller 07-FIC-1352 which throttles valve 07-FV-1352 via low select block 07-FY-
1352.
Propane refrigerant level on the shell side of the exchanger is controlled by 07-LIC-
1134, which adjusts the amount of liquid propane received from the MR/MP LPG
Propane Cooler, 20-MC06, through the valve 07-LV-1134. Cooling in the exchanger
is accomplished by vaporizing liquid propane. Propane vapors from the exchanger
are directed towards the LP Propane Suction Drum, 20-MD01.
3.1.2 LPG Reinjection Drum, 07-MD08
Liquid ethane, propane, and butane streams from the Fractionation Unit are
combined in the LPG Reinjection Drum, 07-MD08, and reinjected into the Main
Cryogenic Heat Exchanger, 15-MC05. Liquid level in the drum is controlled by level
controller 07-LIC-1137 which provides a set-point to flow controller 07-FIC-1140 or
07-FIC-1166 via hand switch 07-HS-1137. Controller 07-FIC-1140 throttles valve 07-
FV-1140 to adjust the LPG reinjection rate to the Main Cryogenic Heat Exchanger,
15-MC05, while controller 07-FIC-1166 throttles valve 07-FV-1166 to vary the LPG
recycle rate to the overheads of the Scrub Column, 15-MD01.
The LPG Reinjection Drum pressure is controlled by dual pressure controllers
07-PIC-1366A and B. The 07-PIC-1366A is a low-range controller which opens valve
07-PV-1366A to bring gas from the Demethanizer, 07-MD01, while high-range
controller 07-PIC-1366B limits system pressure by venting LPG vapors to the cold
flare header via 07-PV-1366B.
3.1.3 LPG Reinjection Pump, 07-MJ04 & 07-MJ04A
There are two LPG Reinjection Pumps, 07-MJ04 & 07-MJ04A; one is on stand-by.
The pumps are provided with a minimum flow bypass line and a discharge flow
controller 07-FIC-1274 which throttles valve 07-FV-1274 to control liquid flow
returned to the LPG Reinjection Drum, 07-MD08.
The first pump is started manually from the DCS while DCS program K-0781
automatically starts the stand-by pump when low pressure is detected by 07-PSL-
1203 in the common discharge line. Both pumps can be stopped manually from the
DCS.

4.0 START-UP
This section outlines the steps necessary to place the LPG Reinjection System in
service. For the purpose of this section of the operating manual, it is assumed that
the following conditions exist: utilities are in service, fractionation unit is available,
downstream units are ready for feed gas, plant dryout and cool down has been
completed, and system is purged and ready for start-up.
4.1 Prior to Start-up
1. Confirm that the External Propane Refrigeration System, Unit 20, is ready to
supply propane refrigerant to the Ethane Reinjection Cooler 07-MC21, Propane
Product Cooler 07-MC15, and Butane Reinjection Cooler, 07-MC09. The
refrigeration load on Unit 20 will increase as the exchanger is brought online.
2. Confirm that normal propane liquid level is established in the Butane Reinjection
Cooler, 07-MC09, and its level controller 07-LIC-1134 placed in automatic.
3. Confirm that the Main Cryogenic Heat Exchanger, 15-MC05, is ready to receive
feed from the LPG Reinjection Drum, 07-MCD08.
4. Confirm that all the Fractionation columns including Demethanizer, Deethanizer,
Depropanizer, Debutanizer, and Deisopentanizer are in stable operating
condition with forward feed flow.
5. Confirm that depressurization valve 07-BDV-1224 at the overhead of the LPG
Reinjection Drum is lined up to the cold flare header and closed.
6. Confirm that the following control valves are placed under manual control, and
fully closed:
07-FV-1049: Ethane product to LPG Reinjection
07-FV-1088: Propane Product to LPG Reinjection
07-FV-1140: LPG Reinjection to Main Cryogenic Heat Exchanger
07-FV-1352: Butane Product to LPG Reinjection
07-FV-1166: LPG Reinjection to Scrub Column, 15-MD01, overheads
07-FV-1569: Isopentane product from 07-MC26
07-PV-1366A: LPG Reinjection Drum 07-MD08
07-PV-1366B: LPG Reinjection Drum 07-MD08 vent to cold flare
07-FV-1274: minimum flow of LPG Reinjection Pumps 07-MJ04/04A.
7. Confirm that the following ESDV valves are in closed position:
07-ESDV-1114: LPG Reinjection to Main Cryogenic Heat Exchanger, 15-MC05
07-ESDV-1209: LPG Reinjection Drum, 07-MD08, bottoms isolation valve
07-ESDV-1223: LPG Reinjection to Scrub Column, 15-MD01, overheads
07-ESDV-1071: Demethanizer overhead to LPG Reinjection Drum 07-MD08

4.2 LPG Reinjection System Start-up


1. After pressurizing the drum by opening 07-ESDV-1071, place LPG Reinjection
Drum, 07-MD08, pressure controllers 07-PIC-1366A/B in automatic. Line up
Butane Product Cooler, 07-MC12, outlet valve 07-FV-1352, open valve in manual
control, and gradually introduce feed to LPG Reinjection Drum, 07-MD08.

2. Monitor butane temperature at the outlet of the Butane Reinjection Cooler,


07-MC09, and watch of liquid build-up in the LPG Reinjection Drum, 07-MD08.
The temperature at 07-TI-1309 is normally -34ºC.
3. Slowly cool down both LPG Reinjection Pumps, 07-MJ04/A to -34°C per supplier
instructions (see Start up manual PP-AAA-PP1-226 for details).
4. When the LPG Reinjection Drum, 07-MD08, liquid level is above the low level
alarm, unblock the bottoms isolation valve 07-ESDV-1209 and flood the suction
of both LPG Reinjection Pumps, 07-MJ04/A. While the pumps are being primed,
the vent line in the pump casing should be used to vent gases to the cold flare
header. If the level in the LPG Reinjection Drum begins to approach high liquid
level, reduce flow from the Butane Product Cooler, 07-MC12.
5. Priming may be considered complete when liquid begins to emerge from the vent
lines. At that time, one of the LPG Reinjection pumps can be selected for service,
while the other is placed on stand-by. Ensure start permisives have been met and
establish minimum recycle flow to the LPG Reinjection Drum, 07-MD08, with
discharge flow controller 07-FIC-1274.
6. When normal flow is established to MCHE, flow controller 07-FIC-1352 can be
placed in automatic receiving set-point from low select block 07-FY-1352.
7. As sufficient level (61.3%) develops in the LPG Reinjection Drum, 07-MD08,
prepare to feed forward to downstream units. Establish LPG recycle flow to Scrub
Column, 15-MD01, overheads by slowly opening 07-FV-1166 on manual control
after unblocking 07-ESDV-1223. When the normal rate is established, place
07-FIC-1166 on automatic control receiving set-point from level controller 07-LIC-
1137 via hand switch 07-HS-1137.
8. During the ‘No LPG Extraction’ mode of operation, LPG flow to the Main
Cryogenic Heat Exchanger, 15-MC05, can be initiated by opening 07-FV-1140 on
manual control after unblocking 07-ESDV-1114. When the normal flowrate is
established, place flow controller 07-FIC-1140 on automatic receiving set-point
from level controller 07-LIC-1137 via hand switch 07-HS-1137. Continue LPG
recycle flow to the overhead of the Scrub Column via flow controller 07-FIC-1166.
9. Ethane product to LPG Reinjection can be initiated by opening Ethane
Reinjection Cooler, 07-MC21, outlet valve 07-FV-1049 on manual control and
gradually increasing feed to the LPG Reinjection Drum, 07-MD08. When the
normal flowrate is established at 14 kg/hr, place 07-FIC-1049 on automatic at set-
point equivalent to flow. Each time an additional new stream is introduced to the
system, 07-FIC-1049 will need to re adjusted.
10. Propane product to the LPG Reinjection Drum, 07-MD08, can be initiated by
opening Propane Product Cooler, 07-MC15, outlet valve 07-FV-1088 on manual
control. When the normal flowrate is established at 3 kg/hr, place 07-FIC-1088 on
automatic at set-point equivalent to flow. Each time an additional new stream is
introduced to the system, 07-FIC-1088 will need to re adjusted.
11. Isopentane product to the Main Cryogenic Heat Exchanger, 15-MC05, can be
initiated by opening Deisopentanizer LPPR Chiller, 07-MC26, outlet valve
07-FV-1569 on manual control. When the normal flow rate is established at 3971
kg/hr, place 07-FIC-1569 on automatic receiving feedback from low select block
07-FY-1569.

5.0 SHUTDOWN
5.1 Normal Shutdown
The following steps are based on a planned shutdown of the LPG Reinjection
System.
A shutdown of Unit 07 will be done by reducing the feed to the unit and is typically
done in conjunction with a planned shut-down of the Liquefaction unit, Unit 15.
1. Reduce LNG production to minimum turndown rate. As the LNG production
decreases, liquid rate from the Fractionation Unit to LPG reinjection will
decrease proportionally.
2. Reduce ethane product flow to the LPG Reinjection Drum, 07-MD08, to zero via
flow controller 07-FIC-1049. Similarly, propane and butane product flow to the
LPG Reinjection Drum is reduced to zero via flow controllers 07-FIC-1088 and
07-FIC-1352, respectively. Reduce isopentane product flow to the Main
Cryogenic Heat Exchanger, 15-MC05, to zero via flow controller 07-FIC-1569.
When the feed flow is reduced to zero, place all flow controllers on manual and
closed.
3. Reduce LPG recycle flow to the Scrub Column, 15-MD01, overheads to zero via
flow controller 07-FIC-1166. Place flow controller on manual and closed.
4. As the feed to the LPG Reinjection Drum, 07-MD08, is reduced to zero, level
controller 07-LIC-1137 will gradually reduce LPG reinjection flow to the Main
Cryogenic Heat Exchanger, 15-MC05, to zero by providing a set-point to flow
controller 07-FIC-1140 via hand switch 07-HS-1137. When the flow is reduced
to zero, place flow controller on manual and closed.
5. The LPG Reinjection Pumps, 07-MJ04/A will eventually be placed on total
recycle with minimum flow to the LPG Reinjection Drum.
6. If the shutdown is only for a short duration, the system can be left in full recycle
so that the subsequent restart can be shortened.
7. If the shutdown is for prolonged period of time, then the LPG Reinjection
Pumps, 07-MJ04/A, can be shut down and the drum contents disposed to flare.
Do not depressure drum until liquid inventory has been removed.
5.2 Process Upsets / Production Loss
In the event of a change in conditions or trips, the process may become upset and
possibly require shutdown. The LPG Reinjection system should be shut down as
outlined above. Below are possible causes for upset and actions to be taken.
1. Loss of Electrical Power
Loss of electrical power to the LPG Reinjection Pump, 07-MJ04/A, will cause the
level in the LPG Reinjection Drum, 07-MD08, to rise until the spare pump is
activated. LPG Reinjection Drum pressure is maintained with controller 07-PIC-
1366B venting to cold flare. If electric power to the spare pump cannot be established
in a short duration, all feeds to the drum including ethane, propane and butane
should be stopped via their respective flow controllers 07-FIC-1049, 07-FIC-1088,
and 07-FIC-1352.

2. Loss of Instrument Air


Loss of instrument air to any one control valve will result in that valve going to its
designated fail safe position. As indicated on each P&ID, FO valves go to a ‘fail open’
position while FC valves go to a ‘fail closed’ position.
The following valves will fail open: 07-FV-1274, 07-PV-1366B
The following valves will fail close: 07-FV-1049, 07-FV-1088, 07-FV-1140, 07-FV-
1166, 07-FV-1352, 07-LV-1134, 07-PV-1366A.
3. Loss of Feed Liquid
On loss of feed, LPG Reinjection Drum, 07-MD08, level will fall. Level controller
07-LIC-1137 will close valve 07-FV-1166 by providing feedback to 07-FIC-1166 via
hand switch 07-HS-1137 to prevent vapor breakthrough and cavitation of the LPG
Reinjection Pumps, 07-MJ04/A. Flow to the MCHE from the reinjection pumps should
be stopped via flow controller 07-FIC-1140. The LPG Reinjection Drum will
eventually be placed on full recycle with minimum return from the LPG Reinjection
Pump, 07-MJ04/A.
If LPG feed cannot be re-established in a short duration, a complete shutdown of the
LPG Reinjection Unit may be required.
4. Loss of Refrigeration
Loss of refrigeration to the Ethane Reinjection Cooler 07-MC21, Propane Product
Cooler 07-MC15, and Butane Reinjection Cooler, 07-MC09, will result in high ethane,
propane, and butane temperature to LPG Reinjection.
Reduce ethane, propane, or butane flow to LPG Reinjection to zero via flow
controller 07-FIC-1049, 07-FIC-1088, or 07-FIC-1352, respectively. Propane and
butane liquids from the Fractionation Unit can be temporarily routed to storage until
refrigeration is restored.

6.0 SAFETY/EMERGENCY SHUTDOWN


6.1 Safety Critical Shutdown Systems
6.1.1 I-0720 – LPG Reinjection Backflow Protection
The LPG Reinjection Backflow Protection Interlock I-0720 isolates the Main
Cryogenic Heat Exchanger, 15-MC05, on loss of LPG Reinjection Pumps,
07-MJ04/A.
On manual initiation with hand switch 07-HZ-1214, low-low liquid level in the LPG
Reinjection Drum, 07-MD08, loss of both LPG Reinjection Pumps, Fractionation ESD
I-0700, or when initiated by MCHE trip interlock I-1550, interlock I-0720 will trip the
Main Cryogenic Heat Exchanger isolation valves 07-ESDV-1114 and 07-ESDV-1223.
6.1.2 I-0780 – 07-MD08 LPG Reinjection Drum Isolation
The LPG Reinjection Drum Isolation Interlock I-0780 isolates the LPG Reinjection
Drum, 07-MD08, bottoms or trips the LPG Reinjection Reflux Pumps, 07-MJ04/A, to
prevent vapor breakthrough and cavitation of pumps.
On low-low liquid level in the LPG Reinjection Drum, interlock I-0780 will trip the LPG
Reinjection Pumps; force valves 07-FV-1140 and 07-FV-1166 to LPG reinjection to
closed. When activated by hand switch 07-HZ-1214 or on Fractionation ESD I-0700,
interlock I-0780 will also trip the LPG Reinjection Drum bottoms isolation valves
07-ESDV-1209 to closed position.
When initiated by high high pump seal gas pressure, interlock I-0780 will trip the
affected LPG Reinjection Pump, 07-MJ04 or 07-MJ04B.
6.1.3 I-0791 – Fractionation Area Depressure
On manual initiation with hand switch 07-HZ-1395 or 20-HZ-1001, or when initiated
