AFFIDAVIT OF EXPLANATION

I, KASIM A. YUSOP, of legal age, married, Filipino, and with address at Sunset,
Tabuk Barangay, Isabela City, Basilan after being sworn to in accordance with the law
do hereby depose and state that:

1. That, since 2010, I have been working as a security guard for the Terminal
Management Office (TMO) in Isabela City, Basilan;
2. That, a Memorandum was issued by the Philippine Ports Authority on
September 24, 2020 recommending my removal from service;
3. That, as stated in the said Memorandum, the recommendation for my removal
was based on a surveillance report showing that I, along with other security
guards of TMO Basilan, was seen receiving and pocketing money from
pedestrians and vehicles entering and exiting the port premises;
4. That, it is likewise alleged in the Memorandum that no receipt was being
issued by me to the said pedestrians and vehicles;
5. That, the truth of the matter is that in my almost eleven years of service, I
never pocketed the money paid by entering and exiting pedestrians and
vehicles. That I understand that those money rightfully belonged to the PPA.
That, I understand that such an act is illegal and it never crossed my mind to
even attempt to do so.
6. That, nevertheless, there were some very rare instances when a relative,
friend or acquaintance would enter and exit the port, and, in addition to paying
the required fees for the use of our port, gave me coins and at times bills in
the form of tips. I made sure I issued those relatives, friends and
acquaintances the proper receipt of their payments.
7. That, as to the giving of tips by the said relative, friend or acquaintance, I
often told them that I sternly discourage the practice thereof as it may cost me
my job as it does right now. However, some of them were very insistent in
their offer.
8. That, since these relatives, friends and acquaintances were in a hurry
entering and exiting the port, I did not have the time to refuse their offers and
return their tips. They usually passed by me hurriedly as soon as they receive
their receipts;
9. That, I am appealing to the grace and benevolence of the Philippine Port
Authority to excuse and forgive my shortcomings as an employee;
10. That, I am pleading for sympathy and consideration that I be not removed
from service as it would be extremely difficult to seek employment in these
trying times;
11. That, I am praying for another chance to prove my loyalty to my employer,
and that I be allowed to continue in my service.
