26CALL-TO-ORDER: The Presiding Officer, Hon. Noel J. Virtucio called the session to order at 09:28 AM,
27Monday, March 9, 2020;

29ROLL CALL: The roll called followed and it was recorded all Members of the Sangguniang Bayan in
30attendance as attested by the Secretary. Thereby, the Presiding Officer declared the session open to
31transact official business;

33INVOCATION: The prayer was led by Hon. Godfrey A. Umali;

35READING AND CONSIDERATION OF THE MINUTES OF THE PREVIOUS SESSION: Having the
36Members of the Sanggunian furnished with copies of the Minutes of the previous session, the Body
37dispensed with the reading thereof. After some minor corrections on lines 260 and 361 which was raised by
38Hon. Jerick P. Mercado, the Minutes of the 32 nd Regular Session was considered RATIFIED with
39corrections, on motion of Hon. Godfrey A. Umali and seconded by Hon. Ronald I. Apritado;
40
41SUSPENSION OF THE RULES OF THE SANGGUNIAN: At this point, the rules of the Sanggunian was
42suspended on motion of Hon. Ruel F. Ilao and seconded by Hon. Alex A. Mendoza. This is to allow the
43inclusion of the following matters in Order and Calendar of Business of this Session. There being no
44objection, the following were entered therein, to wit:

46  Request from the Office of the Municipal Mayor for authority to enter, for and in behalf of the Local
47 Government Unit of San Jose, Batangas into a Deed of Sale for the acquisition of lot; and
48  Proposed Resolution sponsored by Hon. Alex A. Mendoza, entitled: A Resolution Requesting the
49 Municipal Social Welfare and Development Officer to provide Psychological Support and
50 Intervention Program for Individuals having suicidal ideation and suffering from depression.

52 The Suspension of the Rules was then lifted on motion of Hon. Ruel F. Ilao and seconded by Hon. Alex
53A. Mendoza.

55UNFINISHED BUSINESS:
56  On Item Nos. 1, and 2, the following various appropriation ordinances and budgets will be reported
57 to the plenary once the review and recommendation of the Local Finance Committee thru the
58 Municipal Budget Office have been forwarded to the Committee on Finance, Budget and
59 Appropriations, to wit:

61  Annual Budget for Calendar Year 2020 of:

81 under review by the Committee on Ordinances and Legal Matters;

83  The request for the formulation of Ordinance or adoption of national laws or updating of existing
84 ordinance pertaining to the following:
85 a. Republic Act No. 11148;
86 b. Republic Act No. 10821;
87 c. Republic Act No. 10410;
88 d. Republic Act No. 11037;
89 e. Republic Act No. 7277;
90 f. Republic Act No. 9344; and
91 g. Existing Ordinances related to the road clearing operations per mandate of the National
92 Government;
93 is likewise for further review by the Committee on Ordinances and Legal Matters;

96  The draft of the Proposed Ordinance, entitled: An Ordinance mandating industrial structures of
97 businesses in the Municipality of San Jose, Batangas, to considered the installation of ROAD for
98 Rio, Marking for Maximino and Devices for Darwin for safety purposes, will be presented to the Body
99 in the succeeding session by the proponent, Hon. Jerick P. Mercado;
100
101  Hon. Ruel F. Ilao gave some updates relative to the Proposed Ordinance: An Ordinance Revising
102 the Market Code of the Municipality of San Jose, Batangas, Regulating the Classification, Operation
103 and Administration Thereof and All Other Market-Related Activities. The said Ordinance was
104 recently subjected to a Public Hearing last March 4, 2020 wherein there were some issues and
105 concerns that relative thereto that need to be discussed by the Sanggunian. Further, the Committee
106 on Market and Slaughterhouse will convene this week to deliberate the matter.

109BUSINESS FOR THE DAY:
110  The Body of the Proposed Ordinance: An Ordinance Providing for the Speed Limits for All Kinds of
111 Motor Vehicles within the Territorial Jurisdiction of the Municipality of San Jose, Batangas, Providing
112 Penalties for the Violation Thereof, Collection of Road Crash Data and Appropriating Funds for this
113 Purpose was read by the proponent, Hon. Godfrey A. Umali. Hon. Armida A. De Roxas moved to
114 dispensed with the reading thereof and asked for copies of the draft of the ordinance as the same
115 will be subjected to deliberation and a period of debate. As copies of the same were not readily
116 available, Hon. Armida A. De Roxas then moved for the deferment of discussion and the proposed
117 measure will be discussed in the next session. The motion was seconded by Hon. Philip O. Ona
118 and the proponent assented to the said motion and copies thereof will be provided to every Member
119 of the Sanggunian;

121  The following two Proposed Ordinances, to wit:
122 o An Ordinance Institutionalizing, Promoting and Developing Natural Organic Farming
123 Agriculture in the Municipality of San Jose, Batangas and for Other Purposes; and
124 o An Ordinance Enjoining All Parents, Guardians and Applicants in the Registration of Live
125 Birth to Plant a Tree for Mother Earth and the New Born Child of which the proponent read
126 all the provision of the proposal to the Body and was subjected to a period and debate and
127 deliberation;

129 After all inquiries and recommendations relative to the above mentioned ordinances were
130 clarified and considered by its respective proponents, both ordinances were referred to the

131 Committee on Ordinances and Legal Matters for final review and subsequent endorsement for
132 enactment.

135UNASSIGNED BUSINESS:
136  Item No. 3.1.1, The request of the Municipal Mayor for authority to enter into a Memorandum of
137 Agreement with the Barangay Nutrition Scholars of various barangays for the enhancement of
138 Nutrition Services to the barangay level, was referred to the Committee on Market and
139 Slaughterhouse;

141  Item No. 3.1.2, the request for the adoption of the Local Disaster Risk Reduction and Management
142 Fund Investment Plan – Special Trust Fund (LDRRMFIP-Special Trust Fund) for the utilization of
143 appropriated funds for the proposed projects, was referred to the Committee on Ordinances and
144 Legal Matters;

146  Item No. 3.1.3, the request for the transfer of funds from General Fund (Account No. 1602-1035-16)
147 to Trust Fund (Account No. 1602-1035-40) representing cash requirement for LGU for the
148 implementation of Priority Programs and Projects chargeable against the FY 2019 Local
149 Government Support Fund (LGSF) – Other Financial Assistance (FA) amounting Php
150 22,000,000.00, was referred to the Committee on Finance, Budget and Appropriations;

152  Item No. 3.1.4, request from Ms. Nalaine M. Quintain, Head Teacher I of Dr. Bonifacio A.
153 Masilungan National High School for a resolution supporting the renaming of the said High School
154 into Dr. Bonifacio A. Masilungan Integrated National High School, was referred to the Committee on
155 Education ________ and Committee on Ordinances and Legal Matters;

157  Item No. 3.1.5, the request from the Office of the Municipal Mayor for authority to enter, for and in
158 behalf of the Local Government Unit of San Jose, Batangas into a Deed of Sale for the acquisition of
159 lot was referred to the Committee on Ordinances and Legal Matters;

161  Item No. 3.2, the Annual Budget of Sangguniang Kabataan of Barangay Anus for FY 2020 was
162 referred to the Committee on Youth and Sports and Committee on Finance, Budget and
163 Appropriations;

165  Item No. 3.3, the resubmitted Sangguniang Barangay of Barangay Poblacion I, San Jose, Batangas,
166 the New Revenue Code (2019) was referred to the Committee on Ordinances and Legal Matters;

168  Item No. 3.4, the Proposed Resolution sponsored by Hon. Alex A. Mendoza, entitled: A Resolution

203QUESTION HOUR:
204  Hon. Godfrey A. Umali: asked about the status of the acquisition of lot of the Local Government for
205 the new site of the auditorium; The Presiding Officer apprised the Honorable Umali that the
206 Executive Department has already forwarded the request for authority for such acquisition;

208  Hon. Ruel F. inquired if the Peace and Order Council of the LGU had been convened for the traffic
209 rerouting plan for the forthcoming fiesta as the Church is requesting for assistance in connection
210 hereof. Hon. Godfrey A. Umali, as member of the said council, answered that the old rerouting plan
211 will be used this coming fiesta. In addition, he informed that the Peace and Order Council and the
212 Traffic Management Division is yet to convene;

214  Hon. Armida A. De Roxas: as the President has declared a state of public health emergency over
215 the covid19 outbreak, she asked if there are any prevention plan or strategies to mitigate the
216 transmission of this virus.

221  Hon. Alex A. Mendoza: reiterated his concern anent the line post of the PLDT which is nearing
222 collapse in the area beside the Old Municipal Building;
223  Hon. Armida A. De Roxas: scheduled of concelebrated mass is on March 19, 2020 at 9:30 AM,
224 Dress Code: Barong;
225  Schedule of Committee Meetings/Hearings:

232the Sangguniang Bayan of San Jose, Batangas adjourned at 10:55 AM on motion of Hon. Armida A. De
