27CALL-TO-ORDER: The 30th Regular Session of the Sangguniang Bayan of San Jose, Batangas started
28with a call to order from the Presiding Officer at 09:30 AM, Monday, February 17, 2020;

30ROLL CALL: The Presiding Officer instructed the Secretary to call the roll and it was recorded that all the
31Members of the Sangguniang Bayan in attendance. Noting the presence of a quorum, the Presiding Officer
32declared the session open to transact official business.

34READING AND CONSIDERATION OF THE MINUTES OF THE PREVIOUS SESSION: As copies of the
35Minutes of the previous session had been furnished beforehand, the Members moved to dispensed with the
36reading of the foregoing. Noting some minor corrections, the Minutes of the 29 th Regular Session was
37considered ratified on motion of Hon. Armida A. De Roxas and seconded by Hon. Ruel F. Ilao.

90 7. Request for authority for the transfer of assets from the account of the Municipal Government to the
91 books of Barangay Government of Lumil; and

93 8. Revenue Ordinance of Barangay Poblacion Barangay I.

96BUSINESS FOR THE DAY:
97  Hon. Jerick P. Mercado, Chairman of the Sangguniang Bayan Ad Hoc Committee rendered the
98 Decision on the Administrative Case No. 2019-04 filed by Hon. __________, Punong Barangay of
99 Barangay Bigain South, San Jose, Batangas against Hon. __________, Barangay Kagawad of the
100 same Barangay. The Investigating/Disciplining Authority ruled that the Respondent is found guilty of
101 the offense charged and shall be meted with a penalty of three (3) months. The foregoing Decision
102 was adopted by the Sanggunian on motion of Hon. Jerick P. Mercado and seconded by Hon. Ruel
103 F. Ilao. (A copy of the Decision is attached herewith and the original copy is on file in the Office of
104 the Secretary to the Sanggunian);

106  Next in the Agenda is the Proposed Ordinance of Hon. Godfrey A. Umali, entitled: AN ORDINANCE
107 INSTITUTIONALIZING, PROMOTING AND DEVELOPING NATURAL ORGANIC FARMING
108 AGRICULTURE IN THE MUNICIPALITY OF SAN JOSE, BATANGAS, PROVIDING FUNDS
109 THEREFOR AND FOR OTHER PURPOSES, which was submitted for Second Reading in the
110 previous session. The same was subjected to a period and debate and deliberation wherein the
111 following were discussed:

113  On Section 12 of Chapter 3, Hon. Rue F. Ilao sought clarification about the Natural and
114 Organic Agriculture Management Council. Under its composition, the designated Chairman
115 is the Municipal Mayor, while under the provision of Section 12, it states that: “The Municipal
116 Government may institute the formation of a Natural and Organic Agriculture Management
117 Council, headed by the Municipal Agriculturist. Clearly, there are inconsistencies therein,
118 hence, the Municipal Agriculturist was replaced with the Local Chief Executive to head the
119 said council;

121  On the Natural and Organic Agricultural Zones under Section 5, Hon. Philip O. Ona asked
122 the proponent if there are already predetermined areas in the locality based on the
123 Comprehensive Land Use Map.

125 As there are still some items that should be clarified and considered, it was moved without
126 objection from the Body that the proposed measure be referred to the Committee on Agriculture for
127 further review and study.

129  And lastly under Business for the Day is the Proposed Ordinance, entitled: AN ORDINANCE FOR
130 AN EFFICIENT AND EFFECTIVE IMPLEMENTATION OF THE MNCHN STRATEGY IN THE
131 MUNICIPALITY OF SAN JOSE, BATANGAS, which was likewise subjected to a period and debate

132 and deliberation. After some minor changes and modification on the premises of the resolution in
133 pages 1 and 2, Hon. Ruel F. Ilao moved that the deliberation on the said matter be deferred. The
134 motion was seconded by Hon. Armida A. De Roxas and the discussion relative thereto will resume
135 in the succeeding session.

138UNASSIGNED BUSINESS: The lone item under Unassigned Business, the request of Mrs. Yolanda H.
139Umali, Operator of EC Sports Complex (Cockpit Arena) for authority to hold cockfights every Wednesday,
140Thursday, Friday and Saturday of the month of March 2020, 1-Cock Timbangan on March 14 and 24, 2020
141and 2-Cock Derby on March 21, 2020 was referred to the Committee on Games and Amusement.

168QUESTION HOUR:
169  Hon. Ruel F. Ilao: as the renewal of tricycle franchise has ended, he asked for the possibility, thru
170 the Office of the Municipal Mayor, to convene the Municipal Tricycle Franchising and Regulatory
171 Board;
172  Hon. Alex A. Mendoza raised his concern anent the road widening construction in the area of
173 Taysan – Palanca road as there is no sidewalk which brings hazard and inconvenience to
174 pedestrians. The said concern will be escalated to the Engineering Office;
175  Hon. Godfrey A. Umali:
176  As regard water rates of residential apartments wherein commercial rate is being imposed
177 thereto of which the amount is almost doubled as compared with the residential rate , the
178 Hon. Godfrey A. Umali asked for possible legislative measure affecting change in such
179 classification of fees;
180  Reiterated the matter in connection with the garbage collection in Poblacion area wherein
181 segregated waste are not being collected for disposal. The Presiding Officer instructed the
182 Secretary to invite Mr. Sherwin Mercado to attend in the succeeding session for some
183 inquires and clarifications regarding to the issue at hand; Further, he requested Hon.
184 Timoteo H. Quizon to discussion the matter in their LMB Meeting;
185  Status of installation of directional signages;
186  Hon. Pepito M. Nitro: asked the status of his sponsored resolution addressed to the Land
187 Transportation Office if the same had been forwarded to the requestee; The Secretariat replied that
188 the same was transmitted immediately after approval and signing; In connection hereto, Hon.
189 Godfrey A. Umali apprised the Sanggunian that the Office of the Senator Ronald responded to his
190 sponsored resolution thru text message.

193ANNOUNCEMENTS:
194  Hon. Armida A. De Roxas reminded the Body about the schedule of Medical Examination which is
195 on February 19 and 20, 2020;

197 Games and Amusement and Committee on Agriculture is on Thursday, February 20, 2020, 9:00 AM

201ADJOURNMENT: As all items in the Calendar of Business had been taken up, the 30 th Regular Session of
