Yes, I don't understand that at all. CJIS reviewed those Participation Options SEVERAL times before we finalized.

Rachel had me send CJIS what our response was to the Lofgren letter just as a FYI so they would be aware of
what ICE sent. Susan Penney was talking to (b)(6) (b)(7)(C) today and he told her to tell me that he would be
responding to my e-mail and providing edits even though I said no response required. He also went into a long
discussion with her where he apparently told her our participation language was wrong and that interoperability is
not mandatory that states are not required to send fingerprints to CJIS which is not what we said. I reminded both
of them that (b)(6) (... reviewed and edited our document before it was made final and he didn’t disagree with it then
