RESOLUTION ADOPTING THE BARANGAY EXCUTIVE NO. ___ SERIES OF

2018. RECREATING DISASTER RISK REDUCTION MANAGEMENT COUNCIL
( BDRRMC ) TO BE IMPLEMENTED IN TALACOGON CENTRAL ELEMENTARY
SCHOOL SPED CENTER.

WHEREAS, Talacogon Central Elementary School SPED Center wants to adopt the
Baranagay Disaster Risk Reduction Management Council ( BDRRMC ) of Barangay
San Sisidro, Talacogon, Agusan del Sur.

WHEREAS, Presidential Decree No. 1566 mandates the adoption of Disaster

Coordinating Council now named Disaster Risk Reduction Management Council at
all levels.

WHEREAS, there is need to adopt the Barangay Disaster Risk Reduction

Management Council that shall serve as the emergency response group in time of
calamities.

THEREFORE, Upon motion of Resley B. Torralba, the President of Teachers

Association, duly seconded by, Ronita T. Otaza be it,

RESOLVED TO ADOPT THE BARANGAY ORDINANCE NO.___ SERIES 2018,

RECREATING DISATER RISK REDUCTION MANAGEMENT COUNCIL TO BE
ADOPTED IN OUR SCHOOL, TALACOGON CENTRAL ELEMENTARY SCHOOL
SPED CENTER.

RESOLVED FURTHER, to let copies of this resolution, be furnished to the Office of

the School Principal, Barangay Council of Barangay San Isidro, Talacogon, Agusan
del Sur, the School Disaster Risk Reduction Management Team for their information
and guidance.
THEREFORE, the composition of the School Disaster Risk Reduction Team are the

2018. RECREATING OF BARANGAY ECOLOGICAL SOLID WASTE
MANAGEMENT COMMITTEE ( BESWMC ) TO BE IMPLEMENTED IN
TALACOGON CENTRAL ELEMENTARY SCHOOL SPED CENTER.

WHEREAS, The General Parents Teachers Association ( GPTA ) of Talacogon

Central Elementary School SPED Center wants to adopt the Barangay Ecological
Solid Waste Management Committee ( BESWMC ) of Barangay San Sisidro,
Talacogon, Agusan del Sur.

WHEREAS, the increasing volume of garbage is posing a serious threat to the

general welfare and health of the people, as well as to the integrity of the
environment.

WHEREAS, this health and environment problems have become everybody’s

concern and requires utmost attention and cooperation amomg all the sectors of the
society.

WHEREAS, DILG Memorandum Circular No. 2001-38 mandates the creation of

Baranagay Ecological Solid Waste Management Committee to oversee the
implementation of Ecological Solid Wastes Management of the Barangay level;

THEREFORE, Upon motion of Jocelyn D. Goyo, the Grade IV Teacher , duly

seconded by Flordeliza T. Corton be it,

RESOLVED TO ADOPT THE BARANGAY ORDINANCE NO.___ SERIES 2018,

RECREATING OF BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT
COMMITTEE TO BE ADOPTED IN OUR SCHOOL, TALACOGON CENTRAL

NARRATIVE REPORT

Disaster Risk Reduction Management is a program of our government in

terms of disaster preparedness. It aims to save lives for everyone. Relevant to this
program, the Talacogon Central Elementary School SPED Center does its part. The
School adopted Municipal and Barangay Ordinances as basis for its implementation.
These ordinances are Comprehensive Solid Waste Management, Tree Planting, Do
Clean and Green, and Prohibiting all owners of Carabaos to Pass or Wallow within
the
school premises.

Narrative on Dissemination of the School

Environmental Policy and Rules and Regulations

In relevant to the Gawad ” Kalamidad at Sakuna Labanan, Sariling Galing

ang Kaligtasan ( KALASAG ) the school constantly disseminate the School
Environment Policy and the Rules and Regulations to the Stakeholders specifically
the pupils. This was done yearly. posting

In order to instill always in the mind of the pupils all about the policy and
the rules and regulations, the said policy and regulations were disseminated through
posting on the Bulletin Board accessible to all, by convention, announcement during
flag ceremony, and in their own classroom.

In such a way, all the pupils were knowledgeable enough about their
responsibilities at home, in the community, and in school promoting wholesome and
safe environment to live in.

WHEREAS, Talacogon Central Elementary School SPED Center has a growing up

population of learners;

WHEREAS, school aims to promote learners safety from Fire Incidents or

Calamities, calamities are unpredictable as the weather such as : Earthquakes,
Floods,and Typhoons resulting from Climate Change:

WHEREAS, recently calamities are unpredictable as the weather, while incidents of

fire are also difficult to predict :

WHEREAS, the above-mentioned Municipal Ordinances help our learners to cope

the aggravating situation resulting from either incidents of fire or calamities due to
Climate Change;

NOW THEREFORE, it is RESOLVED to adopt Municipal Ordinance of Talacogon,

specifically; Municipal Ordinance No. ______ ,s. 2018, “ An Ordinance Imposing the
Mandatory Planting of Trees Among The Constituents and Individuals Engaging in
Various Enterprises and Local Policies Towards Strengthening the Implementation
of Tree Planting for Legacy Program in the Municipality of Talacogon and Municipal
Ordinance No. _______. An Ordinance Enacting the Disaster Risk Management,
Emergency Response, Relief and Resiliency Procedures and Policies, and Climate
Change Adoptation Mechanisms of the Municipality of Talacogon.

RESOLVED further that Talacogon Central Elementary School SPED Center

teaching staff will assure the implementation of the said adopted ordinance in their

known as the Climate Change Act of 2009 declares that the policy of the state is to
afford full protection and advancement of the right of the people to a healthy ecology
in accord with the rhythm and harmony of nature.

WHEREAS, scientifically established that Talacogon Central Elementary School

SPED Center is part of the community that serve as model of making the
environment clean and green. This is an effective measures lessen the effects of
global warming and climate change.
