GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS
 AFP Retirement and Separation Benefits System (AFP-RSBS)
- The System was established as a funding mechanism to ensure the
continuous payment of retirement and separation benefits due to the
members of the Armed Forces of the Philippines (AFP).
 Alabang Sto. Tomas Development Incorporated (ASDI)
- Its primary purpose, among others, is to develop, package, structure,
invest in and/or manage investments in infrastructure projects, such as
those involving toll roads, highways, bridges, buildings and structures
of all kinds, steel works, wood masonry, mechanical and electrical,
earth construction and excavation.
 Aurora Special Economic Zone Authority (ASEZA)
- It is designed to be the Philippines' gateway to the Pacific housing an
airport and seaport driven economic center.
 Bases Conversion Development Authority (BCDA)
- Mandated to help strengthen the Armed Forces while building great
cities, BCDA remains as a major force in creating economic
opportunities in the country—through its establishment of integrated
developments, dynamic business centers and vibrant communities.
- BCDA engages in public-private partnerships to push forward vital
public infrastructure such as tollways, airports, seaports, and also
major real estate developments. It is one of the key agencies driving
“Build Build Build,” the national government’s most ambitious
infrastructure plan in Philippine history. This infrastructure plan hopes
to provide bold solutions that will reduce congestion, create jobs and
alleviate costs in the Philippines.
 Cagayan Economic Zone Authority (CEZA)
- It has been tasked to manage and supervise the development of the
Cagayan Special Economic Zone and Freeport (CSEZFP). From 1997
up to the present, CEZA continues to initiate several projects to
promote development in the CSEZFP. As an economic zone, it aims to
develop the whole area into a self-sustaining industrial, commercial
investment, financial and tourism recreational center and, likewise, with
suitable retirement residential areas. As a Freeport, it operates as a
separate customs territory like Hong Kong, Singapore, Lubuan in
Malaysia and Hamburg in Germany. It is envisioned to be a major
transshipment point for trade in the Asia Pacific rim.
 Cebu Port Authority (CPA)
- The CPA's mandate is to administer all ports located in Cebu Province,
thus effectively separating these ports from the Philippine Ports
Authority (PPA) system. The CPA began operations and officially took
over all Cebu ports on January 1, 1996.
 Center for International Trade Expositions and Missions (CITEM)
- is the export promotion arm of the Philippine Department of Trade and
Industry (DTI). CITEM is committed to developing, nurturing, and
promoting globally competitive small and medium enterprises (SMEs),
exporters, designers, and manufacturers by implementing an
Integrated Approach to Export Marketing in partnership with other
government and private entities.
 Civil Aviation Authority of the Philippines (CAAP)
Mandates and Functions
- Establish and prescribe rules and regulations for the inspection and
registration of all aircraft owned and operated in the Philippines and all
air facilities.
- Establish and prescribe the corresponding rules and regulations for the
enforcement of laws governing air transportation.
- Determine, fix and/or prescribe charges and/or rates pertinent to the
operation of public air utility facilities and services.
- Administer and operate the Civil Aviation Training Center (CATC).
- Operate and maintain national airports, air navigation and other similar
facilities in compliance to ICAO.
- Perform such other powers and functions as may be prescribed by law.

 Clark Development Corporation (CDC)


- is a government owned and controlled corporation mandated to
administer the Clark Freeport Zone Philippines to create quality
employment and help in the economic growth of the country. It is now
in its 25 years of existence under the umbrella of Bases Conversion
and Development Authority (BCDA).
- At present CDC is catering to more than 900 locators/companies
engaged in different types of industries such as Electronics, IT/BPO,
Manufacturing, Aviation, Tourism and other services employing a total
of 115, 000 employees/workers as of June 30, 2018.
 Clark International Airport Authority (CIAC)
- is a non-chartered Government-Owned and Controlled Corporation
(GOCC), duly registered with the Securities & Exchange Commission.
It was created primarily to develop, operate, manage and maintain the
Clark Civil Aviation Complex within the Clark Freeport Zone in the
province of Pampanga.
 Cotton Development Administration (CODA)
- provides the necessary support to cotton industry development through
appropriate services in cotton production, research, extension and
training, financial assistance and other support services with the goal
of improving farmers’ income, reducing lint imports, and generating
foreign exchange revenues.
 Cultural Center of the Philippines (CCP)
- is a government owned and controlled corporation established to
preserve, develop and promote arts and culture in the Philippines.The
CCP provides performance and exhibition venues for various local and
international productions at the 62-hectare (150-acre). Its artistic
programs include the production of performances, festivals,
exhibitions, cultural research, outreach, preservation, and publication
of materials on Philippine art and culture.
 DBP Data Center Incorporated (DCI)
- is a wholly owned subsidiary of the Development Bank of the
Philippines (DBP), the country's pre-eminent development bank.
Supporting its role as a major engine of growth for national
development, DCI has, in its 33 years of committed service, evolved
into an integrated IT driven company. DCI provides a wide range of
Information Technology services for Local Government Units and other
government agencies.
 DBP Maritime Leasing Corporation
- A wholly owned subsidiary of the Development Bank of the Philippines,
DBP Leasing Corporation provides financial products and services to
help private enterprises and publicly owned entities acquire new
equipment and other productive capital assets. It offers alternative and
easy lease-to-own financing solutions for the acquisition of new
technology and capital-intensive equipment for transport, logistics,
construction, manufacturing, plant machineries, hospital and medical
equipment, sustainable energy or energy efficiency systems,
warehouses and office buildings.
- As a government financial institution, DBP Leasing Corporation is
committed to assist in the economic growth and development of the
Philippines by providing leasing and other relevant financing services
responsive to the needs of its customers.

 Development Academy of the Philippines (DAP)


- The DAP is a government organisation which aims to assist the
Philippines in its development efforts by acting as a change catalyst
and as capacity-builder. DAP assists in shaping new government
policies, crafting development programmes and modernising the
management of government agencies and private enterprises. Among
the technical services offered by the Academy are:
 training and education
 technical assistance
 consultancy
 research
 advocacy
 publications in the areas of governance, productivity and quality
and management
- The DAP implements projects for government, particularly national line
agencies, local government units, and government corporations. It also
undertakes projects for the private sector, including international donor
agencies, private corporations, non-government organizations, and
academia. DAP offers public training courses and provides information
on research completed through its website.
 Duty Free Philippines (DFP)
- Was established as a sector of Philippine Tourism Authority (PTA) to
exclusively manage and operate duty free stores under Section 1.2 of
Tourism Administrative Order No. 89-04 which granted the exclusive
authority to PTA to operate duty free shops to sell tax- and duty-free
merchandise, goods and articles, among others.
 First Centennial Clark Corporation/Expo Filipino Corporation
- was the Philippine National Centennial Exposition and centerpiece of
the commemoration of the 100th anniversary of the declaration of
Philippine Independence on June 12, 1898. The 60-hectare heritage
and entertainment park in Clark Freeport Zone, Angeles is a
celebration of the Filipino history, culture, and achievements in the past
century and aspirations for the third millennium.
 Food Terminal Incorporated (FTI)
- is a Filipino government owned and controlled corporation,
headquartered at West Bicutan, Taguig, Metro Manila, Republic of the
Philippines; focused on food processing and distribution.
 Government Service Insurance System (GSIS)
- is a government financial institution, organized and created to
administer the System’s funds and implement the laws that govern the
social security and insurance benefits of all government employees.

 Home Development Mutual Fund (Pag-ibig Fund)


- is a government-owned and controlled corporation under the
Department of Human Settlements and Urban Development of the
Philippines responsible for the administration of the national savings
program and affordable shelter financing for Filipinos.
 Intercontinental Broadcasting Corporation (IBC)
- is a Philippine-based media company and VHF television network of
the Government Communications Group under the Presidential
Communications Operations Office (PCOO). IBC TV, along with sister
media companies People's Television Network and Philippine
Broadcasting Service, forms the media arm of the PCOO.
 Laguna Lake Development Authority (LLDA)
- The Laguna Lake Development Authority envisions a Laguna Lake
Region with a balanced ecology, maintained through a science-based
approach in monitoring, management and maintenance of the
ecosystem. It aims to make the Laguna Lake Region a model of
environmental governance in Asia and the focal area of sustainable
development for the region and the whole country.
 Land Bank of the Philippines (LBP)
- often referred to as LandBank, is a universal bank in the Philippines
owned by the Philippine government with a special focus on serving
the needs of farmers and fishermen. While it provides the services of a
universal bank, it is officially classified as a "specialized government
bank" with a universal banking license.
 Light Rail Transit Administration (LRTA)
- is a public transport operator that is responsible for the construction,
operation, maintenance and/or lease of Manila Light Rail Transit
System in the Philippines.
 Local Water Utilities Administration (LWUA)
- is a government-owned and controlled corporation (GOCC) with a
specialized lending function mandated by law to promote and oversee
the development of water supply systems in provincial cities and
municipalities outside of Metropolitan Manila.
 Lung Center of the Philippines (LCP)
- is a government tertiary hospital specializing in the cure and prevention
of lung and other chest diseases, located along Quezon Avenue,
Quezon City. The center receives budgetary support for its operations
from the national government.

 Mactan Cebu International Airport Authority (MCIAA)


- is committed to support the initiatives and programs of the Philippine
government by providing quality and efficient services to its clients in
the civil aviation industry.
 Manila International Airport Authority (MIAA)
- is a government-owned and controlled corporation and agency under
the Department of Transportation of the Philippines responsible for the
management of Ninoy Aquino International Airport.
 Metropolitan Waterworks and Sewerage System (MWSS)
- is the government agency that is in charge of water privatization in
Metro Manila in the Philippines.
 National Broadcasting Network (NBN)
- is the flagship state broadcaster owned by the Government of the
Philippines. Founded in 1974, PTV is the main brand of People's
Television Network, Inc., one of the attached agencies under the
Presidential Communications Operations Office.
 National Development Company (NDC)
- is the Philippine's leading state-owned enterprise investing in diverse
industries, serving as an effective catalyst for inclusive growth.
 National Electrification Administration (NEA)
- is a Philippine government-owned and controlled corporation (GOCC)
attached to the Department of Energy tasked in the full implementation
of the Rural Electrification program (REP) of the Philippine government
and reinforce the technical capability and financial viability of the 121
rural Electric Cooperatives (ECs).
 National Food Authority (NFA)
- is an agency of the Philippine government under the Department of
Agriculture responsible for ensuring the food security of the Philippines
and the stability of supply and price of rice, the Philippines' staple
grain.
 National Housing Authority (NHA)
- is a government agency responsible for public housing in the
Philippines.
 National Irrigation Administration (NIA)
- is a government-owned and controlled corporation primarily
responsible for irrigation development and management.
 National Kidney Transplant Institute (NKTI)
- The National Kidney and Transplant Institute, or NKTI, is a tertiary
medical specialty center for renal health. The hospital also offers
voluntary blood services.

 National Tobacco Administration (NTA)


- To effectively pursue the aforementioned mandates, the NTA has been
entrusted with the powers and functions to:
 Promulgate and enforce rules and regulations on the
production, standardization, classification, grading and trading
of tobacco products as may be necessary to attain its purposes
and objectives;
 Conduct agricultural and industrial research and establish,
operate and maintain research stations;
 Accept and receive financial and other support from private and
other sources for the development and promotion of the
Philippine tobacco industry;
 Provide incentives and other financial assistance to tobacco
growers and associations, directly or in conjunction with
accredited financial institutions; and
 Impose administrative sanctions for violations of the rules and
regulations issued by the NTA.
 National Transmission Corporation (Transco)
- is a government agency created under Republic Act No. 9136,
otherwise known as the Electric Power Industry Reform Act (EPIRA) of
2001. Since March 1, 2003, TransCo operated and managed the
power transmission system that links power plants to the electric
distribution utilities nationwide. The same law mandated the
privatization of TransCo through an outright sale or management
concession agreement.
 Natural Resources Development Corporation (NRDC)
- is a government owned and controlled corporation attached to the
Department of Environment and Natural Resources. It is mandated to
promote natural resource development and conservation through direct
involvement in pioneering but potentially viable projects using
new/innovative technologies and investments in natural resource
based industries by providing financial, technical and management
assistance.
 Nayong Pilipino Foundation Incorporated
- is a non-profit organization based in Manila, Philippines. It is an
autonomous government corporation under the Department of
Tourism.

 North Luzon Railways Corporation (Northrail)


- is a pre-operating subsidiary of the Bases Conversion and
Development Autority (BCDA), whose primary purpose is to develop,
construct, operate and manage a railroad system to serve Metro
Manila, Central Luzon and Northern Luzon. Presently, NORTHRAIL is
an attached agency of the Department of Transportation and
Communications (DOTC).
 Philippine Postal Savings Bank
- The company provides banking services including peso savings
account, postal cash ATM, peso checking account, peso time deposit,
financial assistance to local government units, commercial loans,
rediscounting facility, SME loan, term loan, auto loans, housing loans,
educational loans and other related services.
 Philippine Aerospace Development Corporation (PADC)
- is a state-owned aerospace and defense technological development
corporation integrated to the Department of National Defense through
Executive No. 78 s. 2019.
 Philippine Amusement and Gaming Corporation (PAGCOR)
- is a government-owned and controlled corporation established through
the Presidential Decree 1869. PAGCOR is the Philippines' largest
contributor of revenue to the government after the Bureau of Internal
Revenue and the Bureau of Customs.
 Philippine Carabao Center (PCC)
- an attached agency of the Department of Agriculture, was established
at Science City of Muñoz in Nueva Ecija province in 1992 to breed and
cross carabao based on high-yield Murrah buffalo in the Philippines as
a multi-purpose animal that can be raised for milk, meat, hide, and
draft.
 Philippine Charity Sweepstakes Office (PCSO)
- It is mandated to do fund raising and provide funds for health
programs, medical assistance and services, and charities of national
character. The raised collections go to the President's Presidential
Social Fund to improve the country's social welfare.
 Philippine Coconut Authority (PCA)
- is an agency of the Philippine government under the Department of
Agriculture responsible for developing the coconut and other palm oil
industry to its full potential in line with the new vision of a united,
globally competitive and efficient industry.

 Philippine Crop Insurance Corporation (PCIC)


- is an attached agency of the Department of Agriculture. The PCIC's
principal mandate is to provide insurance protection to farmers against
losses arising from natural calamities, plant diseases and pest
infestations of their palay and corn crops as well as other crops.
 Philippine Deposit Insurance Corporation (PDIC)
- is a government-run Philippine deposit insurance fund. It was
established on June 22, 1963, by Republic Act 3591. It guarantees
deposits up to P500,000. Primary Functions of PDIC is to protect the
small investors/depositors and to build a strong banking confidence.
 Philippine Forest Corporation (PFC)
- is a government-owned and controlled corporation and a wholly-owned
subsidiary of the Natural Resources Development Corporation
(NRDC), both of which are under the supervision of the Department of
Environment and Natural Resources (DENR).
 Philippine Health Insurance Corporation (Philhealth)
- was created in 1995 to implement universal health coverage in the
Philippines. It is a tax-exempt, government-owned and controlled
corporation of the Philippines, and is attached to the Department of
Health.
 Philippine Heart Center (PHC)
- is a hospital in Quezon City, Philippines, specializing in the treatment
of heart ailments.
 Philippine Institute for Development Studies
- is a government-owned and controlled corporation of the Philippine
National Government. It was established in September 1977 to
conduct research to help government planners. Its primary client is the
National Economic and Development Authority.
 Philippine Institute of Traditional and Alternative Health Care (PITAHC)
- advocates for the development and use of traditional and alternative
healthcare in the country. PITAHC was created with the objective of
improving the quality and delivery of health care services to Filipinos
by integrating traditional and alternative health care into the national
health care delivery system.
 Philippine Mining Development Corporation (PMDC)
- the PMDC is primarily tasked to conduct and carry on the business of
exploring, developing, mining, smelting, and producing, transporting,
storing, distributing, exchanging, selling, disposing, importing,
exporting, trading and promotion of gold, silver, copper, iron, and all
kinds of mineral deposits and substances.

- The PMDC has also been specifically tasked by the Philippine


government to implement the program of putting up a world class mine
in Diwalwal, municipality of Monkayo, Compostela Valley province. The
company was created for the purpose of, among others, addressing
the environmental, health, social and economic well-being of the
occupants of the area, and to rationalize the mining and mineral
processing operations in the reservation for greater efficiency, and to
provide for adequate environmental protection and mine rehabilitation
measures.
 Philippine National Construction Corporation (PNCC)
- is a government-owned and controlled corporation in the Philippines. It
is the largest construction company in the Philippines and in Southeast
Asia. It is usually tasked with major construction works, especially in
the field of infrastructure.
 Philippine National Railway (PNR)
- is a state-owned railway company in the Philippines which operates
one commuter rail service between Metro Manila and Laguna, and
local services between Sipocot, Naga City and Legazpi City in the
Bicol Region. It is an attached agency of the Department of
Transportation.
 Philippine Nuclear Research Institute (PNRI)
- is a government agency under the Department of Science and
Technology mandated to undertake research and development
activities in the peaceful uses of nuclear energy, institute regulations
on the said uses, and carry out the enforcement of said regulations to
protect the health and safety of radiation workers and the general
public.
 Philippine Ports Authority (PPA)
- is a government-owned and controlled corporation under the
Department of Transportation as an attached agency. It is responsible
for financing, management and operations of public ports throughout
the Philippines, except the port of Cebu, which is under the Cebu Ports
Authority.
 Philippine Postal Corporation (Philpost)
- is a government-owned and controlled corporation responsible for
providing postal services in the Philippines.

 Philippine Retirement Authority (PRA)


- is a government-owned and -controlled corporation attached to the
Philippine Department of Tourism (DOT) mandated to attract foreign
nationals and former Filipino citizens to invest, reside and retire in the
Philippines with the end-view of accelerating the socio-economic
development of the country, contributing to the foreign currency
reserve of the economy and by providing them the best quality of life in
the most attractive packages.
 Philippine Rice Research Institute (Philrice)
- is a government corporate entity attached to the Department of
Agriculture created through Executive Order 1061 on 5 November
1985 to help develop high-yielding and cost-reducing technologies for
farmers.
 Philippine Tourism Promotions Board (PTPB)
- the Tourism Promotions Board (TPB) exists to market and promote the
Philippines domestically and internationally as a world-class tourism
and MICE destination, in strategic partnership with private and public
stakeholders to deliver a unique high-value experience for visitors,
significantly contributing to increased arrivals, receipts and investments
to the country.
 Phividec Industrial Authority (PIA)
- It is mandated to identify and develop sites in the country as
prospective industrial areas. PHIVIDEC-IA will equip these areas with
the necessary infrastructures to encourage the inflow of domestic and
foreign investments. The development of these sites is in accordance
with the Philippine Government’s policy to disperse industries to the
countryside as a means of equitably distributing resources, and as a
vehicle to catalyze and sustain social and economic development in
the Philippines.
 PITC – Pharma Incorporated
- is a subsidiary of the Philippine International Trading Corporation
(PITC) and an affiliate of the National Development Company (NDC). It
is the only pharmaceutical government owned and controlled
corporation (GOCC) tasked to provide low priced quality ensured
medicines to the Filipino people and to which the pharmaceutical
operation of PITC was transferred to.

 Philppine National Oil Company – Renewable Corporation (PNOC–RC)


- is mandated to pursue and implement projects on new, renewable,
non-conventional and environment-friendly energy sources and
systems to ensure the country’s self-sufficiency in energy, foster allied
activities of national interest for sustained economic growth and for
better quality of life.
 PNOC Shipping and Transport Corporation (PNOC-STC)
- is engaged in the business of shipping, tankering, lighterage, barging,
towing, transport, and shipment of goods, chattels, petroleum and
other products, marine, and maritime commerce in general.
 PNOC-Alternative Fuel Corporation (PNOC-AFC)
- formerly PNOC Petrochemical Development Corporation, was
established in July 2006. Its primary mandate is to explore, develop
and accelerate the utilization and commercialization of alternative fuels
in the country.
 PNOC-Exploration Corporation (PNOC-EC)
- is the upstream oil, gas and coal subsidiary of the state-owned
Philippine National Oil Company.
 Poro Point Management Corporation (PPMC)
- was created as the operating and implementing arm of Bases
Conversion and Development Authority (BCDA) to manage the Poro
Point Freeport Zone (PPFZ). PPMC is mandated to develop the PPFZ
into a self-sustaining and environmentally sound industrial,
commercial, financial, tourism, transshipment, and investment center
with the end view of generating employment opportunities in and
around PPFZ, attracting and promoting productive foreign investments,
accelerating the sound and balanced conversion into alternative
productive uses of the former Wallace Air Station, Voice of America
(VOA) Complex and the City of San Fernando Seaport and Airport,
consistent with the socioeconomic development of Northwestern Luzon
in particular and of the country in general.
 Quedan and Rural Credit Guarantee Corporation (Quedancor)
- is to accelerate the flow of investments and credit resources into the
countryside so as to trigger the vigorous growth and development of
rural productivity, employment and enterprises to generate more
livelihood and income opportunities through the various quedan credit
and guarantee programs.
 Radio Philippines Network (RPN)
- is a Filipino-based television and radio company based in Quezon City.

 Social Housing Finance Corporation (SHFC)


- was created through Executive Order No. 272 (E.O.272), which directs
the transfer of the Community Mortgage Program (CMP), Abot Kaya
Pabahay Fund (AKPF) Program, and other social housing powers and
functions of the National Home Mortgage Finance Corporation to the
SHFC. Under E.O. 272, the SHFC shall be the lead government
agency to undertake social housing programs that will cater to the
formal and informal sectors in the low-income bracket and shall take
charge of developing and administering social housing program
schemes, particularly the CMP and the AKPF Program (amortization
support program and development financing program).

 Subic Bay Metropolitan Authority (SBMA)


- is a governmental agency of the Philippine government.[1][2]
Sometimes abbreviated as SBMA, the agency has played a significant
part in the development of the Subic Bay Freeport and the Special
Economic Zone into a self-sustainable area that promotes the
industrial, commercial, investment, and financial areas of trade in the
zone as well as in the country of the Philippines itself.
 Sugar Regulatory Administration (SRA)
- is an agency of the Philippine government under the Department of
Agriculture responsible for promoting the growth and development of
the sugar industry of the Philippines through greater participation of the
private sector and to improve the working conditions of the laborers.
 Technology Resource Center (TRC)
- Supports utilities in augmenting their Engineering, Technician,
Electrician, Metrology, Programmers, and other staffing requirements
for their newly evolving subsidiaries. TRC has signed a Master
Consulting Services agreement with Southern California Edison
company dated February 4, 2011 to provide Technical Services in
support of their projects in this utility service territory.
 Tourism Infrastructure and Enterprise Zone Authority (TIEZA)
- is an agency of the Philippine national government under the
Department of Tourism responsible for implementing policies and
programs of the department pertaining to the development, promotion,
and supervision of tourism projects in the Philippines.

 Water Districts
- is a local corporate entity that operates and maintains a water supply
system in one or more provincial cities or municipalities. It is
established on a local option basis and, like LWUA, is classified as a
government-owned and controlled corporation or GOCC.
- is a special district given the task of supplying water and sewer needs
to a community.
 Zamboanga City Special Economic Zone Authority
- otherwise known by its corporate name as Zamboanga Freeport
Authority, is a special economic zone located in Zamboanga City in the
province of Zamboanga del Sur in Mindanao, Philippines. It is the only
economic zone located in Western Mindanao.
