Police Area 1
• Identified trends of shootings, robberies, burglaries,
and homicides were prioritized.
• Developed a 90-Day Crime Plan utilizing all available
resources to include NCPC Chairs and influential
community member input to reduce Part 1 Crimes
and increase public safety.
• As a result of the combined efforts, Part 1 Crimes
were significantly reduced by 32% Year-to-Date.
Police Area 1
• OPD have experienced challenges regarding gang
and group violence, but have worked with Ceasefire
to identify and solve.
• An example of community policing success would be
the collaboration between Area 1 CRO’s and the
beats 6x and 7x NCPC’s. We have worked together
to reduce the open-air drug dealing, loitering, and
abandoned vehicles used for illegal purposes.
• Community walks, communication and compassion
has been a key to success in the area of Brockhurst
St. and San Pablo Ave.

Police Area 2
• Shootings and Homicides were a disturbing 2021 Q1 trend and as a result
became the Area 2 focus:
• Three murders occurred in or around Adams Point
– 15 Jan 21, 1607hrs, Grand & Perkins, I victim, related to MC sideshow
– 6 Mar 21, 0211hrs, Grand & Perkins, 1 victim, related to illegal cabaret
– 9 Mar 21, 0658hrs, 350 Jayne Ave, 1 victim, robbery murder
• March 27th Solidarity Walk in Partnership with Neighborhood Services, great
event, Chief Armstrong attended
• Patrol Squad “Meet and Greet,” spend an hour with your patrol officer, business
walk throughs (KONO, Montclair, Temescal)
• Reduction in CROs and relocation of CRT Officers to VCOC were a challenge but,
we are re-learning how to be effective with less
• CRO Project - Partnership with City Nuisance Abatement / Code Enforcement on
Club Oasis illegal cabaret linked to shootings, successful resolution with
voluntary compliance without need for overt OPD enforcement or involvement.
No shooting activity on Grand since the illegal cabaret was shut down.

Police Area 3
• There has been an increase in robberies and shootings. The city has
experienced a significant reduction in rapes and burglaries,
however homicides are up 400 percent, assault with firearms is up
67 percent and robberies are up 20 percent.
• OPDs focus is to safely reduce gun related violence, human
trafficking, and robberies through collaborative efforts with the Vice
Crimes Unit, Alameda County Sheriff’s Office, United States
Marshals Service, and the Community to conduct intelligence based
policing and an increased presence.
• Special Resource Section 3 conducted an extensive investigation
with community assistance targeting seven illegal gambling shacks
in the area associated with multiple shootings. Search warrants
were served at each location netting multiple arrests, the seizure of
dozens of firearms and the closure of the businesses.
Area 4 — Capt. Jake Bassett

Police Area 4
• Aggravated firearm assaults - 156% increase. Recognizing the distinct
increase, we did the following:

o A significant portion of the violence was being driven by group or gang


conflicts and homeless encampment related circumstances.
o As a result of the data, intelligence reports were provided to Patrol
commanders to direct available resources to those areas most effected
by violent crime.
o Prioritized patrol and supplemental presence during times/days and
locations where offenses were trending.
o The VCOC and stakeholders directed resources to those locations and
those individuals who were most likely driving the violence.
o Prioritized Ceasefire strategies and referrals/requests to and for
assistance, outreach, and prevention.
o Units, when available, were placed on ShotSpotter response details.
o Restoration funding was directed to the areas of Beat 27X and 76th and
Spencer based on shooting related data.
o Ensured thorough preliminary investigations were being completed and
followed up on in partnership with the Criminal Investigations Division.
Police Area 4
Community Project And Our Results
Beat 27X – Illegal Gaming Hall

Beat 27X was the driving Beat for increased violence in the Area. CRO Ofc. Hohn
partnered with community stakeholders and identified an illegal gaming hall in the
5400 block of International Blvd. Illegal gaming halls often are the center of violent
criminal activity to include shootings and armed robberies.

Over several months their investigation led to a search warrant of the premises where
illegal gaming evidence was recovered. CRO officers partnered with the City
Attorney’s office and issued a nuisance abatement letter. The letter was received;
however, the activities did not cease. Ofc Hohn then partnered with Oakland Fire,
Public Works, and PG&E to permanently disable the buildings electrical supply rending
the gaming hall inoperable. Several follow up assessments have been done and the
gaming hall remains closed.

Results

The results of OPDs Command Directive demonstrated two significant results. While
City wide ShotSpotter activations were up year to date across the board, Area 4
showed the second lowest increase in the City. More impressively, the 2020 Vs. 2021
Year to Date homicide rate in Area 4 was decreased by 40%.

Police Area 5
Homicides

• Area 5 has been disproportionately impacted with the majority of murders so


far in 2021; Area 5 murders, as of March 31st, increased by 400% compared to
2020. As a result, the following measures were taken:
o Data and intelligence were reviewed to identify possible groups or gangs
escalating the violence.
o Helped to identify individuals most likely engaged in at-risk circumstances.
o Partnered with Department of Violence Prevention who assisted in
reaching out to involved parties to prevent further violence.
o The Department Violent Crime Operation Center targeted those
individuals who most likely driving the violence and had refused resources.
o Weekly meetings (Shooting Review) were conducted with local
stakeholders and our law enforcement partners were conducted to pool
information, resources, and strategies.
Police Area 5
Assaults with Firearms
• Aggravated firearm assaults increased 110%. Recognizing the distinct
increase, we did the following:
o Prioritized Ceasefire strategies and referrals/requests to and for
assistance, outreach, and prevention.
o ShotSpotter activity and victims of shootings showed concentrations in
areas where groups or gangs were known to loiter in Area 5. As a result
of the data, intelligence reports were provided to Patrol commanders to
direct available resources to those areas most effected by violent crime.
o Prioritized patrol and supplemental presence for prevention and
intelligence-led stops during times/days and locations where offenses
were trending.
o The VCOC and stakeholders directed resources to those locations and
those individuals who were most likely driving the violence.
o Units, when available, were placed on ShotSpotter response details.
o Ensured thorough preliminary investigations were being completed and
followed up on by our Criminal Investigations Division.
Ceasefire
Captain Tony Jones
General operational overview - Ceasefire focuses on gang and group violence in the city of
Oakland through a partnership with community-based organizations. The strategy involves
direct communication with those most prone to being a victim or offender of shootings.
The strategy is data driven and involves coordination with DVP and outside law
enforcement partners

Mission and purpose - The mission of ceasefire is to reduce the number of shootings and
homicides in Oakland, reduce recidivism and increase public trust. A heavy emphasis is
placed on data driving enforcement and direct communication.

Key initiatives and results - Pre-Covid, Ceasefire had been responsible for reducing
shootings and homicide in half. The program has been formally evaluated and its
effectiveness is widely known throughout policing and community-based entities that focus
on intervention.

Challenges and successes - The reduction in staff has created operational challenge. One of
the 4 teams were cut which impacted operations. Attrition has also impacted staffing with
officers leaving the agency. Post Covid, OPD has been able to resume direct communication
with at risk offenders in an attempt to guide them toward services.
