NOTICE OF INVITATION

Jammu Smart City Limited (JSCL) invites Expressions of Interest (EOI) for implementation of
Smart Poles in Jammu City in phased manner.

This document is an Expression of Interest (EOI) published by Jammu Smart City Limited to
solicit and examine the response of the companies that are capable of implementing Smart
Poles and provide comprehensive onsite maintenance as per the details mentioned in this
document.

The current document is, therefore, published to explore the response from perspective
Concessionaires. The timelines and the quantity of units mentioned in this document are
subject to change and shall be firmed up while the Technical and Commercial Bids i.e.
Request for Proposal (RFP) are called for by JSCL at a later date.

Some of the conditions are briefly mentioned in this document. These are subject to change
based on the review of the response received.

The Documents describing the Scope of Work and the Terms and Conditions for the EOI are
enclosed with this Notice of Invitation.

The evaluation and determination of responsiveness of EOI and subsequently RFP


submission shall solely be carried out by JSCL.

The EOIs for this Contract will be considered only from those companies, that pass the Initial
Eligibility based on submissions with the EOI. Only such eligible Concessionaires will be
allowed to participate in the next stage of the project, i.e. RFP (Request for Proposal).

1. INTRODUCTION
1.1 Introduction and Definition
(i) Jammu Smart City Limited (JSCL) invites proposals from the Concessionaires for
Implementation of Smart Poles in Jammu in a phased manner.

(ii) In this request for Expression of Interest, the words and expressions shall have the
meanings assigned to them, except where the context requires otherwise. Words
indicating persons or parties include corporations and other legal entities except where
the context requires otherwise.

(iii) Throughout these Bidding Documents:

a. The term “in writing” means communicated in written form and delivered against
receipt
b. Except where the context requires otherwise, words indicating the singular also
include the plural and words indicating the plural also include the singular; and
c. “Commencement Date” means the date of Letter of Acceptance.
d. “Concessionaire” means the company submitting the EOI.
e. “Contract Period” means the total contract duration from commencement date
during which the company shall be responsible to execute the Project.
f. “Day” means calendar day.
g. “Engineer” means any person nominated or appointed from time to time by JSCL
to act as the Engineer for purposes of the contract and notified as such in writing
to the Concessionaire.
h. “Project” means
a. Implementation of Smart Poles with hot spots and Ad panels in
Jammu Region; and
b. Execute the Comprehensive Operation and Maintenance of Complete
JSCL system implemented in this project, including back office for the
duration proposed by the company from the date of commissioning of
complete system.
i. “Royalty” means premium paid by service provider to JSCL to get rights to
implementation and O&M of the Project.

1.2 General Description of Work and Services to be covered
1.1.1 General Information
JSCL envisages an integrated solution for installing smart poles with wi-fi hot spots, ad
panels, environment sensors etc and monitored remotely.

While the wi-fi hotspots are envisaged to provide high speed connectivity to citizens in
the hotspot area, ad panels on the Smart Poles shall be used for displaying ads and
messages. Smart poles shall also have the functionality like smart lighting, environment
sensors, EV charging points etc.

All management equipment (both software and hardware) along with accounting
features shall be hosted within ICCC as and when the ICCC is functional. Till such time,
the Concessionaire shall run all operations from its facility and provide a means of
monitoring the implemented solution to JSCL in addition to its own staff.

1.1.2 Services to be covered – Implementation of Smart Poles


Unlike the conventional telecom tower or electricity pole, Smart poles look good and
match with city infrastructure. It has optional Li-ion batteries to eliminate Diesel
generator as secondary power source. It can be connected through wired (Optical Fibre)
and Wireless (RF link)

Smart Poles offers multiple services to the city residents. Some of the features of Smart
Poles are:

 Wi-Fi hotspot services at the location


 Environmental Sensors to monitor Air quality, temperature, pressure and
humidity
 EV charging points to promote use of electric vehicles in the city
 Energy efficient and remotely controllable LED Street Lights
 Ad panels

Smart poles shall be monitored and controlled remotely. Data generated in the field by
the field devices like environmental sensors shall be collected at the ICCC for analytics.

The System should support following minimum basic modules:

 Remotely managed Smart LED Street Light.


 PTZ surveillance camera.
 Dual band concurrent Wi-Fi with self-healing mesh.
 Environmental Sensor (Air Quality).
 SOS (VOIP) communication system over Wi-Fi.

Minimum Technical Specification for Street Light on Smart Pole

 The LED should be chip On Board design.


 The LED luminous efficiency should be ≥140Im/W±3%
 The LED should be of batwing & asymmetrical design
 The total power consumption should be ≥120W
 Operating temperature of the light should be -30ᵒC~105ᵒC
 The colour temperature of the LED should be 4000K
 LED light should be compatible with robotic arm

Minimum Technical Specification for Wi-Fi

 The protocol for the Wi-Fi should be 802.11a/b/g/n & 802.11 ac, MU MIMO
Wave 2
 The equipment should be 4x4 and should have minimum throughput of 1.3Gbps
 The Wi-Fi should support modulation technique OFDM: BPSK, QPSK, 16-QAM,
64-QAM, 256-QAM
 The operation mode should support self-healing mesh
 The operating frequency should be 2.400~2.4835 GHz, 5.15 ~ 5.25 GHz (lower
band), 5.25 ~ 5.35 GHz (middle band) and 5.725 ~ 5.875 GHz (upper band)
 The Wi-Fi configuration should be web-based configuration, AC Management,
SNMP Management v2c
 The Wi-Fi should support firmware update via browser or AC
 The Wi-Fi should support bandwidth 20/40/80MHz
 The Wi-Fi antenna can be built in or external dual polarized
 The security should support WEP 64/128-bits, Wi-Fi Protected Access
(WPA/WPA2), WPA/WPA2 (PSK) over WDS, AES 128/AES 256 bit encryption,
TKIP, IP/MAC filtering, HTTPs, Secure SSH, Telnet, SSL remote management
login, Access Control List, RADIUS authentication
 Wi-Fi should be wi-fi alliance pass point 2 certified

Minimum Technical Specification for SOS communication System

 The SOS box should have panic button


 The SOS box should have video support
 The SOS box video should support Wideband Codec: G.722, Narrowband codec:
G.711μ/A,G.723.1, G.726, G.729AB,iLBC, VAD, CNG, AEC, AGC, Full-duplex
 The SOS box should support operating temperature of -30ᵒC ~60℃

Minimum Technical Specification for Environmental Sensor (Air Quality)

 The sensor should be able to record temperature, pressure and humidity


 The sensor should be able to record data at a minimum for PM2.5, PM10, CO2,
CO and other air quality parameters

1.1.3 Scope of Work for the Concessioner
The Concessioner shall be solely and exclusively responsible to design, implement and
maintain on a BOOT (Build, Own, Operate, and Transfer) model the solution as
mentioned in this EOI and to provide the services as specified.

Design, Develop, Implement, Manage, Operations and Maintenance of following


services to improve JSCL operation and delivers benefits to citizens and provide
seamless integration of smart services and solution inter alia of following:

1.1.3.1 Intelligent Poles


The Concessioner will install Intelligent Poles at the pre-defined locations with following
functionality

 Smart LED lights


 Access points for Wi-Fi
 Surveillance Camera
 Smart Billboards
 Environmental Sensors

1.1.3.1.1 Smart LED light


Electric streetlights are essential elements of a municipal environment and
services. They affect resident sense of safety while influencing a city’s ability to
create an inviting environment for business and tourism. Unfortunately,
outdoor lights are also a major energy draw. Therefore, following are desired
in designing, implementation and O&M of street lightings:

 Reduce energy consumption, cost, and its maintenance


 Enhance situational awareness, real-time collaboration, and decision
making across city
 Add intelligent IT innovations to civic utilities, public safety without
adding significantly more physical infrastructure
 Real-time data communications with low latency (or minimal delay), to
improve safety and security
1.1.3.1.2 Public Wi-Fi
Hot Spot Wi-Fi serves as the foundation for creating a connected city to access
the wireless internet service with ease and convenience. For this purpose JSCL
will identify locations within the Municipal limits of Jammu where these
services has to be provided to Citizens.

City Wi-Fi Hot Spot also helps cities provide citizens with Internet connectivity
and access to a broad range of citywide service which has following benefits:

 More revenue and lower costs from infrastructure management

 Better city planning and development
 E-governance services delivered to citizens, faster, and at a lower
operating expense
 Local economic development
 Improved productivity and service
 Access to city services and Internet connectivity
 Improved quality of life
 Increased access to online services

1.1.3.1.3 Surveillance Cameras and Backend

City Safety and Security solution helps protect cities against crime, terrorism,
and civil unrest, planning events, monitoring of infrastructure, encroachments
etc. It helps law enforcement monitor public areas, analyse patterns, and track
incidents and suspects enabling quicker response.

Keeping the above perspective, JSCL for this purpose is intending to


implement the high definition surveillance cameras installed. The cameras
should be housed on the poles. It shall also be possible to adjust the camera
focus from a remote location. Monitoring Station of the Cameras is to be
implemented in the local police stations. Concessionaire has to plan the
architecture and requirements for local monitoring stations.

1.1.3.1.4 Smart Billboard

As a part of the beautification of certain specific locations in the city of


Jammu, Concessioners are required to implement intelligent poles with smart
billboards housed on it. Revenue earned out of these advertisements shall be
shared between JSCL and Concessioner.

It shall be possible to change the advertisements /Messages in these smart


billboards from a centralized location.

1.1.3.1.5 Environmental Sensors

Concessioners are required to integrate environmental sensor for providing air


quality, temperature, and humidity. These Sensors should be integrated into
the intelligent poles.

1.1.4 Functional and Performance Based specifications


(i) The Concessionaire shall be responsible for maintenance of complete solution provided
in this project
(ii) The Performance requirements of each system shall be detailed in the tender
document

1.1.5 Contract Period


(i) To be suggested by the Concessionaire.
(ii) The Concessionaire will be responsible to meet the specified performance criteria in the
RFP Document.

1.1.6 Concessionaire Liability

(i) The Concessionaire would be liable for all services as per the scope of work to be
detailed out in the RFP document.
(ii) Concessionaire is required to suggest the revenue model with JSCL.
(iii) The Concessionaire would be completely liable for all scope of services pertaining to
the Supply, Installation, Commissioning and Maintenance of open loop smart card and
mobile application system at all locations and related services.

1.1.7 JSCL Liability

(i) JSCL shall support the Concessionaire to get the necessary permissions for the
installation of Smart Poles.

1.1.8 Operating Expenses

(i) The complete cost of Installation and O&M shall be borne by the Concessionaire.

1.1.9 Comprehensive Maintenance of Equipment

 The maintenance and upkeep of the equipment and facilities, over the entire contract
period shall be the responsibility of the Concessionaire.

1.1.10 Performance Criteria


(i) The Concessionaire would be responsible for meeting the laid down Performance
Criteria, which shall be detailed in RFP.
(ii) The Concessionaire shall carry out Integrated Testing and Commissioning of Smart
Poles on the system in co-ordination with the Engineer.
(iii) The Scope of Work for the Concessionaire shall be detailed in the RFP document.

1.3 Eligible Concessionaires

(i) The EOIs for this Contract will be considered only from those entities that pass the
Initial Eligibility criteria based on submissions with the EOI. Only such eligible
Concessionaires will be allowed to participate in the next stage of the project, i.e. RFP.

(ii) Each Concessionaire or any associate is required to confirm and declare with his EOI
that no agent, middleman or any intermediary has been, or will be, engaged to
provide any services, or any other item or work related to the award and performance
of this Contract. They will have to further confirm and declare in the submittal that no
agency commission or any payment which may be construed as an agency commission
has been, or will be, paid and that the quoted prices will not include any such amount.

If the Employer subsequently finds to the contrary, the Employer reserves the right to
declare the Concessionaire as non-compliant and declare any Contract if already
awarded to the Concessionaire to be null and void. Canvassing or offer of an
advantage or any other inducement by any person with a view to influencing
acceptance of an EOI will be an offence under laws of India. Such action will result in
the rejection of the EOI, in addition to other punitive measures.

(iii) There are no restrictions on the country of origin of equipment, materials, and services
to be provided under the Contract. The information regarding all the Equipment,
materials and services included in the Concessionaire’s Proposals and incorporated into
the Contract

1.1.11 Initial Eligibility Criteria

The Concessionaires will be evaluated on the eligibility criteria provided below table.
When responding to the eligibility criteria, Concessionaires should demonstrate their
capabilities, by providing material based on their experience, past performance, their
personnel, equipment and financial resources.

1.1.12 Evaluation of Bids


The bids will be evaluated basis the qualification criteria as mentioned in the section 1.1.11,
various details sought as per Annexure - IV, technical presentation and Proof of Concept as
mentioned in the section 5.1

1.1.12.1 Technical Presentation and Proof of Concept/Client Visit


The Concessioner need to give a detailed technical presentation to JSCL covering the
following;
(i) Details on technical solution envisaged in the project
(ii) Indicative approach to be adopted
(iii) Suggest, with proper justification, the various revenue modes which can be part
of the EOI. JSCL will consider these suggestions while evaluating the EoI. Post the
technical presentation the Concessioner has to do a Proof of Concept (PoC) on
No Cost No Commitment basis and has to demonstrate the solution as per the
following:
o Installation of at least 2 smart poles with all the smart components as
mentioned in the EoI

o The demonstration/presentation should provide a representative


solution to integrate various aspects of the project as per the scope

(iv) JSCL shall facilitate ground space for installation of Gateway, Switches, Routers
etc. and power requirement to each Concessionaire during the entire period of
PoC. Any Civil/Electrical work required will be the responsibility of the
Concessionaire. Internet Connectivity on site shall be provided by
concessionaire.

(v) Post completion of PoC, JSCL will terminate all the facilities given to
Concessioner for PoC

(vi) The learnings from PoC will serve as the basis of designing detailed solution,
scope of work and technical specifications of the RFP

1.4 Site Visits


(i) The Concessionaire is advised to visit existing and proposed JSCL locations and examine
the equipment and facilities available, site and surroundings and obtain for himself on
his own responsibility all information that may be necessary for preparing the EOI for
the proposed Works.

(ii) The costs of visiting the Site shall be borne by the Concessionaire. It shall be deemed
that the Concessionaire has undertaken a visit to the site of Works and is aware of the
site conditions prior to the submission of the EOI.

(iii) The Concessionaire and any of his personnel will be granted permission by the
Employer to enter upon his premises and lands for the purpose of such inspection, but
only upon the express condition that the Concessionaire, and his personnel, will
release and indemnify the JSCL and his personnel from and against all liability in
respect thereof and will be responsible for death or personal injury, loss of or damage
to property and any other loss, damage, costs and expenses incurred as a result of the
inspection.

1.5 Indigenization

(i) For Indigenization (Preference to Make in India), the Concessionaires have to comply
with the Public Procurement Order, 2017 issued by Ministry of Commerce and
Industry, Department of Industrial Policy and Promotion No. P-45021/2/2017-B. E. -II
dated 15th June 2017]

(ii) However, the minimum Local Content shall ordinarily be 50%. The ‘Local Content’
means the amount of value added in India, which shall unless otherwise prescribed by
the Nodal Ministry, be the total value of item procured (excluding net domestic indirect
taxes) minus the value of imported content in the item (including all custom duties) as
a proportion of the total value, in percent.

2. EOI Documents
2.1 Contents of EOI Documents
(i) The EOI Documents, as listed below, have been prepared for the purpose of inviting
EOIs for implementation of Smart Poles as more particularly described in these
documents:

a. Notice of Invitation to EOI (NIE),

b. Instruction to Concessionaires (ITA),

c. Bid Data Sheet (BDS) [Refer Annexure III]

(ii) The Concessionaire is expected to examine carefully the contents of all the above
documents. Failure to comply with the requirements of the EOI Submittal will be at the
Concessionaire’s own risk. EOIs that are not substantially responsive to the
requirements of the EOI Documents will be rejected.

(iii) The Concessionaire shall not make or cause to be made any alteration, erasure or
obliteration to the text of the EOI Documents.

2.2 Clarification of EOI Documents

(i) The Concessionaire shall check the pages of all documents against page numbers given
in indexes and summaries and, in the event of discovery of any discrepancy, the
Concessionaire shall inform in writing to the office of CEO, JSCL forthwith for
clarification.

(ii) Should the Concessionaire for any reason whatsoever, be in doubt about the meaning
of anything contained in the Invitation to EOI or EOI Documents, the Concessionaire
shall seek clarification from the Engineer, not later than the “last date of seeking
clarification” given in the Bid Data Sheet.

(iii)JSCL will respond in writing, to any request for clarification received in writing from
Concessionaires prior to deadline for such clarification or modification in the Bid Data
Sheet.

(iv)The response to queries of the prospective Concessionaires shall be uploaded on the


JSCL Website, without identifying the source of clarifications.

(v) No further clarification questions will be accepted after the “last date of seeking
clarifications”.

(vi)Except for any such written clarification by the office of CEO, JSCL which is expressly
stated to be by way of an addendum to the documents referred to in paragraph B1
above and/or for any other document issued by JSCL which is similarly described, no
written or verbal communication, representation or explanation by any employee of
the JSCL or the Engineer shall be taken to bind.

2.3 Amendment of EOI Documents

Concessionaires are advised that further Instructions to Concessionaires and addenda to


the EOI Documents may be issued during the EOI period. The provisions in any such
addenda shall take priority over the Invitation to EOI and EOI Documents previously issued.
Concessionaires shall confirm receipt of such documents and list them in the EOI Submittal.

3. PREPARATION OF EOI
3.1 EOI Bid Submission Documents

EOI Pro - forma

 The Concessionaire shall submit the specified EOI Pro-forma, duly filled in.

 The Concessionaire shall provide EOI Index (Table of Contents) in his EOI. The EOI
Index should indicate where within the EOI, the Concessionaire has included his
responses/comments to the EOI requirements and conditions elaborated in these
EOI documents. (Refer EOI Pro-forma in ‘Annexure-I’)

 EOIs and all accompanying documents shall be in English. In case any


accompanying printed literature is in other languages, it shall be accompanied by
an English translation duly certified by a registered translator. The English version
shall prevail in matters of interpretation.

Concessionaire Details

 State the structure of the Concessionaire’s organization, i.e. Joint Venture or


Consortium.

Documents supporting Initial Eligibility Criteria

 Documents in support of checklist provided in Initial Eligibility Criteria of this ITA.


Financing structure

 In order to have a sustainable and technically & financially sound proposal, JSCL
shall propose a suitable financial structure for the Concessionaire in detailed RFP
Document.
 EOI documents (including amendments) shall be duly signed. A form of certificate
confirming careful examination of all the contents of EOI documents including EOI
addenda and signing of all pages of the Concessionaire’s proposal shall be
furnished along with the EOI proposal. It should be submitted, as per ‘Annexure-II’.

3.2 Pre - EOI Meeting

 The prospective Concessionaires or their official representatives are invited to attend a


pre-EOI meeting, which will be held on the date, time and location indicated in Bid
Data Sheet.

 The purpose of the meeting will be to clarify issues and to answer questions on any
matter that may be raised with respect to this EOI at that stage.

 The Concessionaires are requested to submit any questions in writing or by email, to


reach JSCL before or during the meeting.

 Minutes of the meeting, including the text of the questions raised and the responses
given, will be transmitted without delay by mail to all such Concessionaires, who either
attend the Pre-EOI meeting or intimate in writing that they would like to receive the
clarifications. Any modification of the EOI documents listed in paragraph B1 which may
become necessary as a result of the pre-EOI meeting shall be made by the JSCL
exclusively through the issue of an Addendum pursuant to paragraph B3 and not
through the minutes of the pre-EOI meeting.

 Non-attendance at the Pre-EOI meeting will not be a cause for disqualification of an


Concessionaire.

4. Submission of EOIs
4.1 Submission Address and Date

All documents corresponding to “Initial Eligibility” shall be annexed in a separate folder,


which shall be a part of the EOI. All the envelopes shall be addressed to the JSCL at the
following address:

noted in Bid Data Sheet.

4.2 Sealing and Marking of EOI

 The Concessionaire shall seal the Original and each copy of the EOI in separate envelopes,
duly marking the envelopes as "Original", "Copy 1" and "Copy 2".
 If the envelope is not sealed and marked as above JSCL will assume no responsibility for the
misplacement or premature opening of the EOI.

4.3 Late or Delayed EOIs

 EOIs must be received by the office of CEO, JSCL, at the address specified above, not
later than the date and time noted in Bid Data Sheet. If the due date is declared to be
a public holiday due to unforeseen reasons, the EOIs shall be submitted and opened
at the same time on the next working day. JSCL may, at its discretion, extend the
deadline for submission of EOIs by issuing an amendment in accordance with
paragraph B3, in which case all rights and obligations of JSCL and the Concessionaire
previously subject to the original deadline will thereafter be subject to the deadline
as extended.

 Any EOI received by the Engineer after the deadline for submission of EOIs stipulated
above will be returned unopened to the Concessionaire.

5. EOI OPENING AND EVALUATION
5.1 EOI Opening
The EOI will be opened at time and date as specified in Bid Data Sheet in the Office of CEO,
JSCL, Jammu. The Concessionaires are allowed to be present at the time of opening. JSCL
shall prepare a record of the opening that shall include, as a minimum: the name of the
Concessionaire. The Concessionaires’ representatives who are present shall be requested
to sign the record. The omission of a Concessionaire’s signature on the record shall not
invalidate the contents and effect of the record. A copy of the record shall be distributed to
all Concessionaires.

5.2 Clarification of EOIs from Concessionaires

To assist in the examination, evaluation and comparison of EOIs, JSCL may, at his discretion,
ask any Concessionaire for clarification of his EOI. The request for clarification and the
response shall be in writing or by facsimile, but no change in the substance of the EOI shall
be sought, offered or permitted. JSCL may call for a meeting with the Concessionaires in
this regard. The minutes of the meeting, if held, with any Concessionaire shall be recorded
and acknowledgement obtained from the concerned Concessionaire.

5.3 Determination of Responsiveness

JSCL will determine whether each EOI:

(i) Has been properly signed; and


(ii) Meets the Initial Eligibility Criteria – JSCL will evaluate the eligibility and
acceptability based on Initial Eligibility criteria indicated in these documents.

A ‘NO’ answer to any of the above item will disqualify the EOI.

5.4 Intimation of Evaluation of EOI

RFP document shall be issued to only such Concessionaires, who qualify based on 1.3.1
above.

Concessionaires may note that pursuant to their qualification in the ‘Initial Eligibility
Criteria’, in case the Concessionaire is debarred/blacklisted by Government of India/State
Government / Government undertaking after the due date of submission of EOI but before
the evaluation of RFP document to be issued separately. They shall inform the same to JSCL
in writing within 5 working days of issue of such debarment, failing which it will be
considered that the Concessionaire has wilfully concealed the information and the
Concessionaire shall be solely responsible for all implications that may arise in accordance

with the conditions of this EOI. Any such debarment will result in disqualification of the
Concessionaire and the RFP document of such Concessionaire shall be returned unopened.
