Invitation To Bid: Albay 3 District Engineering Office
INVITATION TO BID
The DPWH - Albay 3 rd District Engineering Office , thru the Bids and Awards
Committee (BAC), invites contractors to submit bids for the following contract:
The BAC is conducting the public bidding for this Contract in accordance with RA 9184
and its 2016 Revised Implementing Rules and Regulations (IRR), as well as all
applicable procurement-related DPWH Department Orders (DO).
To be eligible to bid for this Contract, a contractor must meet the following major
requirements: (a) Filipino citizen or 60% Filipino-owned partnership/corporation with
PCAB license for Size Range Small B , and (b) Net Financial Contracting Capacity
(NFCC) at least equal to the ABC.
The DPWH will use non-discretionary “pass/fail” criteria in the eligibility check,
preliminary examination of bids, evaluation of bids, post-qualification, and award.
The schedule of key procurement activities for this Contract is shown below:
Bidders shall pay the BAC an applicable fee of Five Thousand Philippine Pesos
(Php 5,000.00) for the Bidding Documents, upon securing hard copies of the
Documents. Bidders that downloaded the Documents from the DPWH/PhilGEPS
website shall pay the fee upon submission of their bids.
Bidders can make payment for the purchase of Bid Documents at any DPWH Field
office. Should they opt to make such payment in our office, they are advised that the
cut-off time for securing the memo for order of payment is at 9:30 AM, and the
order of payment itself from the accounting section for such fee is at 9:45 AM,
respectively, on the deadline date for the receipt by the BAC of bids.
All Bids must be accompanied by a Bid Security in the form of any of the following
schedule:
Prospective bidders shall submit their duly accomplished forms as specified in ITB
Clause 21. The Technical and Financial documents must be paginated,
bounded, tabmarked, and properly sealed. All Bidders are invited to attend the
Pre-Bid Conference as scheduled for new instructions. Contract will be awarded to the
Lowest Calculated Responsive Bid as determined in the bid evaluation and post-
qualification.
Likewise, prospective bidders are advised that this Office will be implementing D.O. 17
series of 2015 - 3-strike policy in the procurement of contracts for
infrastructure works, goods, and consulting services.
Prospective bidders are reminded and emphasis is given that, if at the time of post
qualification procedure, the BAC verifies that any of the deficiencies is due to the
contractor's fault or negligence pursuant to Section 34.3(b)(ii)(c) of the 2016
Revised Implementing Rules and Regulations of Republic Act No. 9184
(2016 RIRR of RA 9184) , the Procuring Entity shall disqualify the contractor from
the award without any right to reimburse fees and incidental cost paid for the
procurement of infrastructure contract subject of the Bid .
Moreover, all concerned are enjoined to comply with all the applicable provisions of
Department Order No. 34 s. 2020 - Basic Hygiene, Workplace Sanitation,
and Social Distancing Measures to be Observed in the Workplace .
Also, prospective bidders are advised to indicate their company/firm's official e-mail
address in their bidding documents. Official communication/s, pertaining to this
procurement after the opening of bids, will be thru the internet on said official e-mail
address as reflected in your submitted bidding documents.
