MEMORANDUM CIRCULAR

GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS WITH ORIGINAL
CHARTERS; AND STATE UNIVERSITIES AND COLLEGES

SUBJECT : ACCREDITATION OF LEARNING AND DEVELOPMENT INSTITUTIONS


Re: Amendments to CSC Resolution No. 1600770 dated July 13, 2016

Republic Act (RA) No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery
(EODBEGSD) law was enacted on May 28, 2018 to reduce the processing time of government transactions
to three (3) working days for simple, seven (7) working days for complex, and twenty (20) working days
for highly technical.

Moreover, the Covid 19 Pandemic greatly affected the public service which required the use of digital or
online applications in order to protect the health and safety of the people while continuing with the
government transactions.

The Commission evaluated the proposed Amended Guidelines on the Accreditation of Learning and
Development Institutions (ALDI) and realized the need for the revision of the guidelines provided in CSC
Resolution Number 1600770 promulgated July 13, 2016.

Therefore, the Commission, pursuant to CSC Resolution No. 2100220 dated March 2, 2021, promulgates
the amended guidelines on the Accreditation of Learning and Development Institutions to ensure
compliance with the EODBEGSD law and to make the guidelines more responsive to the Covid 19
Pandemic.

All other previously issued rules, regulations and issuances of the Civil Service Commission which are
inconsistent herewith are hereby repealed, amended or modified accordingly.

This Memorandum Circular shall take effect fifteen (15) days after the publication of CSC Resolution No.
2100220 dated March 2, 2021 in a newspaper of general circulation.
