STATE OF EMERGENCY DECLARED IN THE CITY OF MOUNT VERNON
A State of Emergency is hereby declared in Mount Vernon, New York, effective at 9:00 a.m, on
July 15, 2021, until further notice and may be rescinded or amended by a subsequent order. This
State of Emergency is declared due to a public health and safety crisis that has threatened the
public health of the City of Mount Vernon. Due to the gross negligence and dereliction of duty by
the Comptroller, who has failed to process and pay invoices approximately $500,000 for critical
parts and maintenance of police, fire and public work vehicles. As a result, nearly our entire fleet
of vehicles has been impacted by this crisis.
This decision was not made lightly and to this end we are working with our surrounding
municipalities and government leaders to provide temporary relief to this crisis. This outreach has
involved asking for the following: borrowing & sharing of equipment, supplies and vehicles. At
the same time, we have allocated money within the American Rescue Plan (ARP) towards police,
fire and public works vehicles to prevent a public health crisis from spreading in Mount Vernon.
is understood that the procurement of these. vehicles. may-take-months-to arrive, and we have
identified potential solutions involving rentals until the end of the year.
‘AS Chair Of the Board of Estimate and Contract, I am calling a special meeting to allocate these
emergency funds and to move the ARP budgeting process forward to the council for adoption.
‘As Mayor of the City of Mount Vernon, New York, I Shawyn Patterson-Howard exercise the
authority given me under New York State Executive Law, Article 2-B, to preserve the public health
and hereby renderall required and available assistance vital to the security, well-being, and health
of the-vitizens of this municipality. Under this State of Emergency, As‘ Mayor, and-according to
section 24-5 “any person who knowingly violates any local emergency order of a chief executive
promulgated pursuant to this section is guilty of a class B misdemeanor.” Furthermore, I hereby
direct all departments and agencies of the City of Mount Vernon to take whatever steps necessary
atall affected locations to protect life and property, public infrastructure and to provide other such
