SECTION 3 – SCOPE OF WORK

1. SCOPE OF WORK

1.1. Introduction
The Produced Water System consists of Hydrocyclone, Degasser and associated piping &
instrument. The purpose of the system is to treat the water produced from the 2 nd
Separation Stage to meet the regulatory requirement (Oil in Water ratio < 40mg/L), before
being discharged overboard through Dump Caisson.
The existing Produced Water Treatment (PWT) skid is designed for the capacity of 5,500
bwpd (barrel of water per day) which is equivalent to 36.36 m 3/hr with the following
specification:
 Design Capacity: 36 m3/hr (5,500BWPD)
 Operating Inlet Pressure: 16 – 24 barg
 Operating Inlet Temp.: 34 – 940C
 Maximum Free Oil Content: 2,500 ppm (at Package Feed)
 Maximum Oil in Water: 40 ppm (at Package Water Outlet)
Hydrocyclone pressure drops on oil side and water side are measured and transmitted to
a differential pressure ratio controller that will open/close the valve on the oil side to keep
the ratio of pressure drop constant. Hydrocyclone is protected against overpressure by
relief valves that are designed for fire case.
The liquid level at Degasser is controlled by two (02) sets of 100% LCV-3721A/B to
maintain liquid residence time at Degasser before being discharged to Dump Caisson.

The current flowrate of Produced Water is around 3,500 bwpd. In order to control the level
of Degasser, the valve on-duty (in auto-mode) is opened around 60% and other standby
valve (in manual-mode) is kept opening around 50%. In case just one valve in operation,
the level of Degasser cannot be controlled even though the valve on-duty is 100%
opened. An investigation of the system has been carried out to find out that the operating
pressure at Degasser was almost at the atmospheric pressure as Degasser is directly

connected to the LP Flare through 4-in pipe and there is no pressure built-up inside the LP
Flare system.
As per the original design, Degasser was assumed to operate at 0.4 barg, the LCV-
3721A/B have been sized for the max case with the inlet pressure of 0.4 barg. Therefore,
the existing Degasser must be upgraded/ modified to achieve the operating pressure of
0.4 barg in order to maintain the vessel functioning as per its original design purpose.

1.2. General Information


This document is to define the Scope of Work (SOW) for engineering, procurement,
construction & installation services for modification/ upgrading of the Degasser system on
PQP-HT platform.
The service CONTRACT shall be awarded on an EPCI basis covering full SOW for
upgrading the Degasser system on PQP-HT platform, except procurement of valves which
shall be provided by COMPANY.
CONTRACTOR shall provide PERSONNEL, TOOLS/ EQUIPMENT, MATERIALS/
CONSUMABLES & other required RESOURCES to carry out the SOW as following, but
not necessarily limited to:
 Site survey, detailed engineering and design drawings (P&ID, Isometric, etc.) for
modification of the Degasser system on PQP-HT; liaise with Vietnam Register (VR) to
obtain VR’s approval & certification for the engineering design (if required);
 Procurement of piping components, fittings, materials & consumables for fabrication
and installation (process valves NOT included in this scope);
 Fabrication of process piping components as per approved Isometric drawings at
CONTRACTOR’s onshore workshop;
 Load-out & transportation of tools/equipment, fabricated piping components, fittings &
other consumables to COMPANY’s offshore facility;
 Installation/ hook-up of piping components, valves & fittings to the Degasser system;
 Leak-test, hydrotest & commissioning for the Degasser system upon modification as
per approved procedures;
 Submission of As-built Dossier upon completion of the WORK (Refer to Section 6 for
further details);
 Issuance of the warranty for the upgraded Degasser system for minimum of twelve (12)
months;
CONTRACTOR shall ensure that the modification work required on PQP-HT platform is
fully integrated into the existing facilities. CONTRACTOR shall plan and maintain
schedule such that installation work and testing/ commissioning of process piping and
control system are completed with the minimum interruption to the platform production.
CONTRACTOR shall, for the duration of the work, assign the necessary qualified and
experienced personnel, tools/ equipment, materials/ consumable and other resources
required to fulfill the objectives of this CONTRACT.

CONTRACTOR may propose an equivalent alternative code compliance, in which case,
the CONTRACTOR shall clearly identify the propose alternate in the proposal. However,

3. TECHNICAL REQUIREMENTS
CONTRACTOR is requested to upgrade/ modify the existing Degasser system to meet the
technical requirements as following, but not necessarily limited to:

3.1. Overall Project Objective


Degasser is assumed to operate at 0.4 barg, the LCV-3721A/B have been sized for the
max case with the inlet pressure of 0.4 barg as per the original design. Therefore, the
existing Degasser must be upgraded/ modified to achieve the operating pressure of
0.4 barg in order to maintain the vessel functioning as per its original design
purpose.

3.2. Process Pipework

 The additional process pipework shall be routed/ designed as per marked-up P&ID
drawing of the Produced Water Treatment Skid (Refer to Attachment 1);
 The pipe-stress analysis shall be performed for the designed process pipework to verify
if the design is NOT overstressed (Refer to BD1-00-P-A-0002);
 Piping Isometric drawings & detailed MTO shall be then prepared based on the
approved design of additional process pipework;
 The fabrication materials (pipes, fittings & flanges) and erection materials (flanges,
gaskets, bolts & nuts) must follow BD1 Project – Piping Class Specifications (Refer to
Attachment 6):
 Piping specification Class A for Nitrogen service line;
 Piping specification Cass A6 for other service lines (closed/ open drain, atmospheric
vent, HP flare, etc.);
 Pipe-support materials: ASTM A36 or JIS G3101 SS400;
 CO (copy), CQ (copy) & Mill Cert. must be submitted to COMPANY for review &
approval;
 Valves/ in-line items shall be provided by COMPANY.

3.3. Process Valves

 The process valves shall be provided by COMPANY;


 CONTRACTOR’s responsibility is only to install the process valves to the existing
Degasser system in according to approved P&ID and Piping Isometric drawings.

3.4. Welding Joints (for fabrication)

 All welding joints shall strictly follow Welding Procedure Specification (WPS) proposed
by CONTRACTOR which must been approved & certified by a well-known Certification
Authority (CA);
 All welding joints shall be tested and met requirements as per NDT Matrix (E1001-00-
Q-L-004).

3.5. Bolting Joints (for erection)

 All bolting connections shall be detailed based on the approved design of process
pipework;
 All required consumables (gaskets, stud bolts, nuts) and tension-forces shall follow BD1
Project – Piping Class Specifications (Refer to Attachment 6).

3.6. Surface Preparation & Painting

 External surface shall be prepared as per E1001-00-Q-P-0020-2 or equivalent


procedure proposed by CONTRACTOR;
 External painting system shall follow BD-01 Coating system (BD-00-M-S-0331) and
meet requirements as per Painting Matrix (E1001-00-Q-L-0001).

3.7. Testing & Commissioning

 The fabricated piping components shall be hydrotested as per E1001-00-T-P-0002 or


equivalent procedure proposed by CONTRACTOR;
 The upgraded Degasser system shall be leak-tested as per E1001-00-T-P-0002 or
equivalent procedure proposed by CONTRACTOR.

3.8. Warranty

 The offshore installation/ modification work shall have warranty for at least twelve (12)
months since the work completion certificate (WCC) is signed off by COMPANY’s
representative.

4. PROJECT SCHEDULE REQUIREMENTS


CONTRACTOR shall follow the project schedule as proposed below:
 Estimated start date of service: 15-April-2021
 Duration of engineering work: Three (03) weeks
 Duration of procurement of materials: Ten (10) weeks
 Duration of onshore fabrication: Four (04) weeks
 Duration of offshore installation: Four (04) weeks
 Location to perform the Service: COMPANY’s Offshore Facility (PQP-HT)

5. CONTRACTOR’s REQUIREMENTS AND RESPONSIBILITIES

5.1. CONTRACTOR’s Capability & Experience Requirements


CONTRACTOR is requested to submit the company profile presenting the following
criteria, but not necessarily limited to:
 CONTRACTOR must have a valid business license for engineering, procurement,
construction & installation services in Oil & Gas industry;
 CONTRACTOR must have minimum three (03) similar projects/ service contracts in
offshore engineering & construction;
 CONTRACTOR must have minimum five (05) years of experience in Oil & Gas
industry;
 CONTRACTOR must have HSE policy & Quality management system.

5.2. CONTRACTOR’s Manpower Requirements


CONTRACTOR must submit the Project Organization Chart with a minimum list of
PERSONNEL as below for COMPANY’s review & approval.
CONTRACTOR must provide a list of competent and qualified PERSONNEL to carry out
the WORK with the minimum requirements as follows, but not necessarily limited to:
 At least one (01) Project Manager having minimum certifications & qualifications as
listed in Attachment 7 – Personnel’s Certifications & Qualifications;
 At least one (01) Process Engineer having minimum certifications & qualifications as
listed in Attachment 7 – Personnel’s Certifications & Qualifications;
 At least one (01) Piping Engineer having minimum certifications & qualifications as
listed in Attachment 7 – Personnel’s Certifications & Qualifications;
 At least one (01) Process/ Piping Draftsman having minimum certifications &
qualifications as listed in Attachment 7 – Personnel’s Certifications & Qualifications;
 At least one (01) Project Supervisor having minimum certifications & qualifications as
listed in Attachment 7 – Personnel’s Certifications & Qualifications;
 At least one (01) Welder 6G having minimum certifications & qualifications as listed in
Attachment 7 – Personnel’s Certifications & Qualifications;
 At least one (01) MT/PT Inspector (LV2) having minimum certifications & qualifications
as listed in Attachment 7 – Personnel’s Certifications & Qualifications;
 At least one (01) Scaffolding Supervisor (LV3) having minimum certifications &
qualifications as listed in Attachment 7 – Personnel’s Certifications & Qualifications;
 At least two (02) Mechanical Technician having minimum certifications & qualifications
as listed in Attachment 7 – Personnel’s Certifications & Qualifications;
All PERSONNEL provided by CONTRACTOR to carry out the WORK must have:
 Resume or relevant training certificate for required skill set (required for all personnel);

 Valid Medical certificate fit for offshore work (required for personnel working offshore
only);
 Valid T-BOSIET/BOSIET certificate approved by OPITO (required for personnel
working offshore only).

5.3. CONTRACTOR’s Tools/ Equipment Requirements


CONTRACTOR shall provide a list of TOOLS/ EQUIPMENT and its related validated
certificate to carry out the WORK with the minimum requirements as follows, but not
necessarily limited to:
 At least 200m3 of Scaffolding tower/hanging type meets BS 1139 (including tube, fixed
couple, swivel couple, sleeve couple, beam clamp, deck board, etc…);
 At least two (02) short baskets c/w slings & shackles set for scaffolding transportation;
 At least two (02) long baskets c/w slings & shackles set for materials transportation;
 At least two (02) 10ft-container c/w slings & shackles for materials transportation;
 At least one (01) Blasting equipment c/w completed accessories;
 At least one (01) Painting equipment c/w completed accessories (including airless
spray equipment);
 At least one (01) set of QC painting equipment (thickness gauge, surface temp. gauge);
 At least one (01) Set of Air Compressor, Max. Capacity 130 - 750 CFM;
 At least one (01) Set of RT equipment c/w all accessories and consumables;

 At least two (02) Milling machines;
 At least two (02) Stationary grinding machines;
 At least two (02) Magnetic drilling machines;
 At least two (02) Pneumatic drilling machine;
 At least two (02) Sets of Oxy and Acetylene cutting / heating outfit (torch handle, gas
hoses, pressure regulators etc.);
 At least one (01) Set of Semi-habitat equipment (complete set including air hose 30m,
air blower, ex. lamp, etc.)
 At least one (01) Set of Pressurized habitat equipment (size 2x2x2m) (completed set
including air hose 30m, air blower, ex. Lamp, etc.);
 At least one (01) Set of tools for bolt-tensioning;
 At least one (01) Set of tools for leak-test/ hydrotest.
Equipment used for performing WORK for COMPANY shall be in good condition, suitable
for use on site/ work-place and in hazardous areas (if any) and in compliance with
COMPANY’S requirements and specifications for portable and temporary equipment.

SECTION 3 – SCOPE OF WORK
CONTRACTOR shall refer to BD-OPS-MNR-P-1009 – Temporary Equipment Procedures
for detailed requirement.
The AC power suppliers are available on COMPANY’s offshore facilities:
 415V, 3P, 3P+N+E, 50Hz, 63A Max.
 240V, 1P, 1P+N+E, 50Hz, 13A Max.
There is no DC supply on COMPANY’s offshore facilities; therefore, CONTRACTOR must
provide its own DC service.

6. DOCUMENTATION REQUIREMENTS

6.1. Technical Evaluation Purpose (for all BIDDERs)


CONTRACTOR must submit a list of Attachments to Technical Proposal with the minimum
requirements as follows, but not necessarily limited to:
 Draft P&ID & Piping Isometric drawings (in A3 paper);
 Draft Pipe-stress analysis report (if possible);
 Draft Materials Take-off (MTO);
 Draft Method Statement and Project Execution plan to meet the project milestones as
mentioned in Section 4;
 Weld Procedure Specification (WPS) and list of Welders c/w valid certificates;
 NDT procedures and list of Inspectors c/w valid certificates;
 Blasting & painting procedure;
 Hydrotest & Leak-test procedures;
 Other information to prove BIDDER’ capacity & experience.

6.2. Final Documentation (for successful BIDDER)


CONTRACTOR shall submit the complete set of As-built Dossier with the minimum
requirements as follows, but not necessarily limited to:
 Revised P&ID drawings, Pipe-stress Analysis report, Piping Isometric drawings,
detailed MTO & shop-drawings with COMPANY’s final approval;
 Certificate of Origin (CO), Certificate of Quality (CQ) and Mill Certificates;
 Non-destructive testing (MPI) report;
 Hydrotest & Leak-test report;
 Commissioning report & Form of Acceptance;
 Warranty certificate for at least twelve (12) months from the Date of Completion;
 Work Completion Certificate (WCC).
