Emergency Instructions for


Total Power failure

The intent of the instructions is to ensure safe coasting down of all equipments and also to ensure
its healthiness till the normal power supply is restored.

General:

Total Power Failure

1. Total power failure can take place only when

a. The outgoing 110KV lines (both) trip on line protections (either at our end or at
Gummudipoondi
S.S)

b. Tripping of station Transformer

c. Islanding at Gummudipoondi which in turn may lead to tripping of Generator on under


frequency etc.

2. Total power failure will be indicated by both bus voltages (110 KV) at control room becoming
Zero
and the unit has tripped

3. During the grid failure, the following operations are to be dealt with

a. Starting of DC – Lub oil pump if it fails to come on auto

b. Starting of DC – APH – motor if it fails to come on auto

c. Starting of DC – Scanner fan if it fails to come on auto

d. Starting of DG set if it fails to come on auto

e. After starting of DG set, charging of Emergency bus

f. Switching on A/C. Emergency lights if they do not come on auto

g. Starting Turning gear oil pump and then the turning gear motor after Turbine Rotor comes to
rest

h. Turbine / Boiler side operations

i. Switch yard side operation

Role of shift charge engineers / Unit controllers

1. SCE / U.C to be immediately available at control room

2. Coordinating the running of emergency auxiliaries

3. Coordinate from Gummidipoondi – Sub station regarding start up power availability.

4. Once the power is restored, line up cooling water system, Inst. Air supply etc. in the order of
requirement and proceed to light up if TNEB has given clearance for unit synchronization.

NOTE:

1. All site operations are to be done as per instructions of SCE/UC/Desk Engineers as the case
may
be.

2. Whenever total power failure takes place, Electrical maintenance engineer should reach the
control
room to assist the shift staff.

3. Turbine / Boiler / C&I Area maint. Engineers also to reach the control room for any assistance
required.

4. After safe coasting down, equipments are to be monitored as per normal operating instructions.

Responsibility: Turbine-Generator – Desk Engineers / Turbine operators


Activities:
Action by
1. On black out conditions, give trip command from hard wired panel push
button for the turbine immediately and confirm that the throttle valves
and the Governor valve have closed TG Desk Engineer

2. Ensure that A/C supply to lights of control room is available automatically


from UPS. ensure that emergency lights at other areas such as switch gear TG Desk
Engineer
room, 400 KVA DG set area, turbine floor are switch ‘ON’

3. Ensure that the FC-NRV’s of H.P and LP Heaters are closed TG Desk Engineer

4.. Close the MOV of Deaerator Extraction, H.P.H – 4&5 LPH – 1&2. Turbine
operator

5. Check Turbine-DC-Lub oil pump has started on auto and Lub oil Pr. is O.K TG Desk Engineer

6. If D.C Lub oil pump does not come on auto, then start manually from DCS
or old control Desk MCD 001 TG Desk Engineer

7. If D.C Lub oil pump still fails to start, then start it from local (Near MOT-Top) TG Desk Engineer

8. If DC-Lub oil pump is not getting started from locally also, then start turning
gear oil pump after DG set is available TG Desk Engineer

9. In case the lub oil supply is not getting restored, inspite of above action and
the lub oil pr. goes below the tripping value of 0.4 kill the vacuum by opening
vacuum breaker valve immediately. Isolate gland steam supply when vacuum
comes to 100 mm of Hg. (-0.13 Kg./cm2) TG Desk
Engineer

10. Close the oil valve for both TVs and G.V Turbine
operator

11.When DG-set has come and emergency bus is charged, then start AOP and
stop D.C lub oil pump (In case of 110 KVA DG set running AOP is not to be
started and only TGOP to be started) TG Desk Engineer

12.After the rotor has comes to rest, start TGOP and stop AOP. Put the m/c on
barring gear TG Desk Engineer

13. If HP-by pass valve is in service, get the valve closed from DCS
(Hydraulic valve) TG Desk Engineer

14. If main steam line drains are opened to Hotpot, close them manually Turbine operator

15. Isolate steam side of main ejector & add on ejector and charge starting ejector. Turbine
operator

16. Close the inlet Air valves to the Ejector whichever is in service Turbine operator

17. If the lub oil had been restored to bearings, then open the vacuum
breaker valve when Turbine speed is less than 400 rpm and then
isolate gland steam supply at a vacuum of 100mm of Hg. TG Desk Engineer

18. Give trip command to all HT / LT drives TG Desk Engineer

19. Await further instructions from SCE / U.C TG Desk


Engineer

Responsibility – Boiler Desk Engineers / Boiler operator (Firing floor)


Action by
1. On black out, give a direct Boiler trip command from the
Hard wired panel PB SG Desk Engineer

2. Close the manual isolating valve in front of HFO station and LDO station
at Boiler firing floor. Also close isolating valves before oil Nozzle valves. Boiler operator

3. Close atomizing steam main isolating valve to oil system Boiler operator

4. Ensure PA fans, mills and feeders have tripped and also give
Trip command from DCS. SG Desk Engineer

5. Switch off Electric power to HFO & LDO pumps. SG Desk Engineer /
Switch gear operator
6. Check that DC – APH – motor has started automatically SG Desk Engineer

7. If DC – APH motor has not started, then start the motor locally. SG Desk Engineer

8. If it fails to start locally also, then start A/C motor when DG set is started SG Desk
Engineer
Also start L.O pumps for Guide & Support bearing.
9. Check that DC scanner fan has started on auto SG Desk Engineer

10.If it fails to start on auto, then start locally SG Desk


Engineer

11.If it fails to start locally also, then start A/C motor when DG set is started SG Desk
Engineer

12.Close CBD valve Boiler operator

13.Close Soot Blowing valve if it was in operation Boiler operator

14.Close sampling valves & isolate aux.steam supply Boiler operator

15.Close the S/H spray valve Boiler operator

16.When DG set is running and emergency bus is charged, then start A/C –
APH motor and stop DC motor. Start A/C scanner fan and stop D.C
Scanner fan SG Desk Engineer

17.Give stop command to all HT drives / LT drives running earlier SG Desk Engineer

18. Await further instructions from SCE / U.C

Responsibility – UCB Electrical Engineer / Switchgear operation


Note: During station block out the available Electrical engineer in the shift
(either Desk Engineer or Unit Controller) will carry out the following:

1. Check that DG set has started on auto and achieved rated UCB Elect Engr
Voltage within10 seconds of station supply failure.
(DG set voltage indication is available on MMB-700)

- If DG set does not start, on auto, within 10 seconds, instruct SwgrGear Room
Swgr Operator to change the Sel. SW in DG set control panel Operator
to `Manual’ and start the Engine thro’ Local start PB.

- In case, 400KVA DG set does not get started or any problem


arises in power cable from DG set or in Main MCCB,
start 110 KVA DG set. For further details, refer Annexure-A
of this document.

2. Once DG set starts running at rated voltage, confirm that UCB Elect Engr
Emergency SWGR No.1 is live with supply from DG set
with in 10-15 seconds of Supply failure (OCK52G1A
should close after tripping of OCK52I2A)

- In case OCK52G1A does not close, on auto, within 10-15 sec, UCB Elect Engr
the same is to be closed from DCS console.

- In case OCK52G1A does not close, against command from DCS Swgr.operator
Console, the same is to be closed, with the help of Manual close (under instruction
PB located on the Breaker itself, after ensuring OCK52I 2A and from UCB Elect Engr)
OCK52C2 are open

- IN CASE 110KVA DG set is in SERVICE,

i) Do not switch on the following breakers.

a) Bus coupler (OCK 52 C2A) Board No.2.
ii b) OCK 52 I 2A & OCK 52 I 2B in EM. Swgr.
iii c) 1CK52C2A and 1CK52C2B in 380V UAS

ii) Monitor load current to ensure that 110KVA DG set does not get
overloaded (Rated current:167 Amps) by

a) Restricting Lighting load, if necessary,


b) by switching off certain load feeders( MCCBs),
in Lighting Board No.1/2

with the help of manual close PB located on the Breaker, under instruction
after ensuring that 1 CK 52 I 1B, 1CK52C2B and 1CK52C1 are open from UCB Elect Engr.

- In case 1CK52C1 has not closed on AUTO, UCB Elect


Engr.
Close 1CK52C3 from DCS Console.

- In case it still does not close from DCS, close 1CK52C1 Swgr operator
with the help of manual close PB located on the Breaker, under instruction
after ensuring that 1CK52I1A and 1CK52C2A are open from UCB Elect Engr.

4. After Emergency Swgr No.1 is charged from DG set, check that UCB Elect Engr
Sec-B of Lighting Board No.1 got charged through EM.LTG. or Swgr
Operator
TRAFO No.1 (OCK2I 5A should close) on auto. under instruction
from UCB Elect Engr.

- In case, it does not get charged on auto, close OCK52 I 5A Swgr operator after
manually, with the help of lever on the MCCB, confirmation from
after confirming that OCK52I3A is OPEN UCB Elect engr

- In case Bus coupler OCK52C1A of Ltg Board No.1 is not in Swgr operator after
closed condition, the same is to be closed manually, with the help confirmation from
of the lever, located on the Breaker after ENSURING UCB Elect Engr

THAT OCK52I3A is in tripped condition
(This will resume supply to UPS)

5. Close OCK52C2 on EM.SWGR No.1 from DCS Console UCB Elect Engr

- In case it does not close, against the command from DCS console, SWGR operator
close the Breaker with the help of manual CLOSE PB, located under instruction
on the Breaker itself, after ensuring that OCK52I2B is OPEN. from UCB Elect Engr.

MCCB after ensuring that Bus Coupler (OCK52C2A) is OPEN

7. Confirm that Sec-B of HVSS ACDB is Live Swgr Operator


(Supply from EM.Swgr.No.2)

Confirm that MCC B No: 2/1 on Sec-B is ON.


Otherwise,

(a) switch off MCCB No: 1/1 on Sec-A of HVSS Swgr Operator
ACDB Swgr operator (Supply for 110 KV Isolators
from GAS)

(b) Switch on MCCB No: 2/1 on Sec-B of HVSS ACDB Swgr operator
(Alternate supply for 110 KV Isolators)

(c) Check that 110 V DC changer-B is ON and Battery Swgr operator


changing current is positive (Inform UCB after
carrying out the
above)

8. Confirm that both the chargers of 220 V DC, UCB Elect Engr
48 V DC, UPS (NUMERIC & MERLIN) systems are “ON” and Battery
charging current is positive.

9. Check that Diesel level, water level, oil / water temp, oil pr., Swgr Operator.
voltage, current, speed is all normal for the running DG set

10. Confirm Generator breaker & Field breaker is open, UCB Elect Engr
otherwise trip it manually. Open 110 KV GENERATOR Bay Isolators

11. Trip 6 KV Tie Bkr. (1CE52C) from DCS Console UCB Elect Engr

12. Also trip the station transformer line 1&2 breakers.

13. Run and check the readiness of 110 KVA DG set, Swgr Operator
to take load in case of any problem arising in
400 KVA DG set

15. Give a trip command to all Drives, through DCS , to reset any UCB Elect Engr
persisting `AUTO START’ command, to prevent unexpected
starting of any drive, on resumption of supply (Deselect from standby mode)

16. Check whether any Electrical Protections / Relays have operated Swgr. Operator
on any of the 110 KV, 6 KV and 380 V Breakers and inform
UCB Elect. Engr, if any

Annexure-A

OPERATING INSTRUCTIONS FOR TAKING 110 KVA DG SET


INTO SERVICE WHEN MAIN D.G SET FAILURE TO START

NOTE : DO NOT START AOP WHEN LOAD IS ON 110 KVA DG SET

Responsibility

1. PRESS EM STOP on 400 KVA DG set control panel Elect operator of


Swgr Room

2. Switch off main MCCB of 400 KVA Elect operator of


Swgr Room

3. Disconnect power cable (Two runs per phase) at the Bkr. module of Electrical Mtce
OCK 52 GIA in EM Swgr No.1 and insulate each of the leads. Tie in consultation with
Them properly, at a safe distance, from field terminals (A,B,C) of UCB Elect Engr
OCK GIA.

4. Connect Looping leads of 110 KVA DG set, which are kept -do-
disconnected in the same module.

Ensure that R,Y,B phases of 110 KVA side are connected to


A,B,C of OCK52GIA respectively.

5. Ensure that sufficient cooling water is available for Elect operator of


110 KVA DG set . Swgr Room

6. Start 110 KVA DG set. Bring frequency to rated values, Elect operator of
with the help of adjusting screw on Governor (50 Hz/1500 rpm). Swgr Room

7. Switch on Main MCCB of 110 KVA DG set in the control panel, Elect operator of
adjacent to DG set . Swgr Room
