DEVELOPMENT IN CONNECTION WITH RAVI RIVERFRONT URBAN

DEVELOPMENT PROJECT (RIVER TRAINING WORKS & BARRAGE)
Non-Submission of Bid by FWO

Dear Sir,

This is with reference to the failure of the sole bidder to submit the bid, for the captioned
project, even after second extension in deadline for submission. Prior to addressing the
consequence of the same, Reference is made to the correspondence between FWO and
NESPAK pertaining to bid submission for the captioned Project, whereby a brief
chronology of events w.r.t the above is presented below for your information:

a) Bidding documents were provided to FWO through email dated April 20, 2021;
b) The same were issued to FWO vide NESPAK letter No. ________ dated _________;

c) A pre-bid meeting was held in the Committee Room of MD Secretariat, NESPAK

wherein FWO participated via Zoom link. In response to FWO’s request, RUDA &
NESPAK representatives emphasized that the extension in bid submission date (June
23, 2021) would not be possible;

d) However, at the eleventh hour, FWO requested for extension in deadline for
submission of bid for Engineering, Procurement and Construction for Infrastructure
Development In Connection With Ravi Riverfront Urban Development Project (River
Training Works & Barrage) vide their letter No. 444/RUDA/Plans/CS dated June 22,
2021;
e) After due deliberations and in line with instruction of your office, NESPAK through
letter No. 4047/13/JFJ/02/2170 dated June 24, 2021 granted an extension of seven
(07) days in-lieu of submission of aforementioned Bid to FWO, in the best interest of
the Project;
f) Nevertheless, FWO requested for second extension in deadline for submission of
bidding documents vide their letter No. 444/RUDA/Plans/CS dated June 29, 2021;
g) Yet again, FWO’s request was discussed in detail with the Client and subsequently, a
further extension of seven (07) days was accorded to FWO through NESPAK letter
No. 4047/13/JFJ/02/2174 dated June 30, 2021;

h) Subsequent to the above, the revised date for bid submission was determined to be
July 07, 2021;

i) However, FWO has failed to meet the revised deadline for submission of bid yet again
and have not submitted any reason for non-compliance.

Foregoing above, it is apprised that in accordance with IB.19 (Deadline for Submission of
Bids) & IB.20 (Late Bids) of Volume I of Bidding Documents, FWO’s bid cannot be
accepted after expiry of deadline for submission. Moreover, since FWO was the sole
bidder for the captioned Project, the bidding process shall have to be cancelled owing to
the sole bidder’s failure to submit his bidding documents till deadline for submission.
