Subject: Regarding Promotions
Dear colleagues,
We hope that this finds you and your family in good health.
Over the past few months, more than 6000 promotions to various stages have been
successfully processed in Departments and Colleges despite the health crisis owing to
the pandemic. This has been possible because of the exemplary work by the senior
teachers on the IQAC Screening Committees, members of Selection Committees and
administrative and non-teaching staff. We also appreciate the institutional help provided
by the University and by Heads, Deans and Principals towards realization of the same.
As you know, the UGC Regulations 2018 clearly states that Options in the cases of
pending promotions can be exercised only till 17.7.2021. The UGC Regulations also use
the “hardship” clause to bring relief to all such cases that may be due within three years
of the date of notification. We are writing to draw your attention to the fact that
despite several representations to the UGC, this deadline has not been furthered as
of now. The DUTA has worked closely with Staff Associations over the past few
months to ensure the completion of the promotion process. The focus has remained on
(i) the pending promotions (i.e. those which were due before 18.7.2018) and (ii) those
which are due after 18.7.2018 but wish to avail CAS 2010 under Clause 6.3 of the UGC
Regulations 2018.
After taking inputs from Staff Associations, the DUTA also wrote letters individually to
several Principals for the completion of the promotions. We are glad that this
intervention has resulted in completion of many cases of promotions in the last one
month.
Further, the DUTA has written to the Vice Chancellor (letter dated 1.7.2021) on the
issue of recommendations of the SoP (dated 5.11.2020) regarding OC-RC. We have
requested the University to revise the deadline of 17.7.2021, as laid down in the SoP, for
the completion of the pending OC-RC-FDP courses. Promotions in the University and
its colleges were held up for many years and the process resumed only after 27 August
2020. The SoP was issued as guidelines on 5.11.2020 to clarify certain processes for
smoothly expediting the promotion process and as a result the deadline was too short for
many teachers to complete their pending courses, especially owing to staggered

However, there is no relief provided as of now.
The DUTA has also repeatedly represented to the MoE and the UGC demanding the
immediate notification of the Anomaly Committee Report. However, there is no
response so far and we will continue to pursue it. The DUTA has also asked the UGC to
extend the relaxation on RCs/OCs beyond 31.12.2018 so that more teachers do not lose
out on their date of eligibility.
We request help from Staff Associations on the following:
1. To ensure that all colleagues, whose promotions have not been processed yet
but who stand to benefit by exercising Options under Clause 6.3, submit their
Option Form and Promotion Proforma by 17.7.2021.
2. To ensure immediate representations by teachers who have not been able to
complete the requisite FDPs because of some adverse conditions. Such
teachers should request for more time for completion of same so that their
date of eligibility is not adversely affected because of a deadline set by the
University.
3. To ensure that colleges initiate and complete the process of seeking approvals
from the respective Governing Bodies followed by the University for the
promotions held so far.
4. To demand that colleges start the fixation process so that the promotions can
be operationalized in terms of increased salaries and disbursement of arrears.
5. To ensure that institutions follow the workload norm of 14 hours of direct
teaching for Associate Professors (and 16 hours for Assistant Professor) as
mandated by the UGC Regulations 2018 and reiterated by the DU
Ordinances notified on 4.10.2019.
We hope that Staff Associations will take initiative on all these above-mentioned matters
and inform the DUTA in case of any unresolved issues so that we can collectively
ensure that no teacher losses on promotions or years of services and that the promotions
are fully operationalized. We request you to send your queries and feedback on the same
