Indeed they are one in their unity

As a scientifically unitary state founded on people’s unity
With 8 geographic countries in the countryside called provinces
And 2 administrative urbansteads known as metropols
All in all the central government reigns supreme

Zimbabwe is a devolved unitary state

It is governed as a single devolved state
Unlike federal overdevolved states which lack proper nationahood
Having complicated overdevolved nationalities in one nation
Where the centre can not properly represent a united nation
Zimbabwean people’s power builds up a united nation

The Zimbabwe constitution recognises 10 administrative divisions

Sub-national units which exercise the powers delegated by government
Such power is delegated through devolution to provinces
By statute the government oversees devolved governments
Through ministers of state for provincial affairs and devolution

Devolved government in Zimbabwe is symmetrical

All sub-national units have the same powers and status
The people possess and exercise checked autonomy
Making their own bylaws which tap from the national laws
Local rules rule according to higher laws of the state
