PLENARY SESSION - Roadmap for Developing India as a RE Manufacturing Hub

Renewable energy is expected to generate business worth $20 billion a year over the next decade in India.
India is today one of the top foreign direct investment (FDI) destinations in the world. With unprecedented
improvements in ease of doing business, global innovation rankings, and focus and commitment to
intellectual property rights, combined with affordable labour and long-term market visibility, India is
emerging as the ideal manufacturing destination globally. The government can help accelerate the growth
of the renewable manufacturing in 2021 and beyond by ensuring a stable and investor friendly policy
framework, followed both at the centre and the state levels.

This session will focus on discussing the policy, regulatory framework, fiscal support and guaranteed offtake
required to scale up manufacturing in the sector and also ways in the renewable energy sector can become
competitive and all-round self-reliant.

PANEL SESSION - Decentralised Renewable Energy: Livelihood Application

Decentralised Renewable Energy (DRE) -powered livelihood solutions have the potential to reduce and
eventually eliminate the reliance of livelihoods on diesel and can supplement the grid supply. There are
successful pilots and business models of DRE livelihood applications in agriculture, agro-processing, dairy,
poultry, fisheries, tailoring, etc., which have been tested at the field level by various agencies and have the
potential to be replicated in larger quantities. However, this is still only a small fraction of the overall spectrum
of livelihood activities throughout the India. Promotion of DRE livelihoods applications become even more
relevant because of their potential to create sustainable jobs.

This session will deliberate on the ways in which the currently available DRE livelihood applications could
be scaled up, the support needed from the government and various ministries, enable a market-oriented
ecosystem to attract private sector for development and deployment of DRE based livelihood applications
along with easy access to finance.

PARALLEL SESSION 1a - Scaling up Solar Manufacturing in India: Enhancing
India’s energy security

Solar manufacturing in India currently operates largely in the downstream activities of the value chain and
depends on imports of ingots and wafers as raw materials. Heavy reliance on imports of upstream
components results in foreign suppliers having substantial control on the prices, restricting the ability of
domestic manufacturers to cut costs and be price-competitive in the global market. With the emphasis on
creating an AatmaNirbhar Bharat and a focus on manufacturing, certification, and R&D, domestic
companies will be able to grab the opportunity and service not only to meet the domestic demand but
become export competitive too.
This Panel discussion will focus on the short term and long-term interventions required to create a conducive
ecosystem for deployment and manufacturing of next-generation modules like raw material, R&D,
technology etc. Also, challenges on certification, vertical and horizontal integration and limited R&D in the
sector will also be deliberated upon. This session will also lay down the roadmap for the country for solar
manufacturing to become globally competitive including exports

PARALLEL SESSION 1b - Energy Independence: Wind-Solar Hybrid projects
Hybrid Energy is one of the most promising solution for meeting the future energy requirements due to its
more stable and reliable power generation curve. Hybridization of solar and wind energy complement each
other in meeting the demand by addressing the intra-day and seasonal variation in terms of generation
hence resulting in higher availability and higher PLF.

Wind energy, with its generation peak closely matching with the demand peak, when combined with solar
offers a greener alternative to the conventional sources like coal and fossil fuels and drives towards
sustainability. Hybrid also solves the problem of load fluctuation in the grid by compensating for the sudden
drop in solar generation during evening with simultaneous increase in the wind generation hence improving
the health of the grid and decreasing the maintenance expenditure. With technological advancements in
the industry, cost of establishing a hybrid project is expected to decrease further.

This session will allow us to discuss cheaper and sustainable source of power that will boost the growth of
the entire industrial sector, especially MSME players and will help us to build a truly Aatmanirbhar Bharat.

PARALLEL SESSION 2a - Role of Ethanol: Making India Aatmanirbhar
India has preponed the target of achieving 20% ethanol-blending with petrol by five years to 2025 as it looks
to cut dependence on costly oil imports and becoming energy secure. India is 83% dependent on imports
for meeting its oil needs. Doping petrol with ethanol will cut down the import requirement. Also, ethanol
being less polluting fuel, it will cut down carbon emissions. Hon’ble Prime Minister Shri Narendra Modi had
in March 2015 set a target of lowering import dependence in oil by 10 percentage points to 67% by 2022,
when the country will celebrate 75 years of Independence. To meet such an ambitious target, ethanol holds
the key.
This session will deliberate on the scheme recently launched by cabinet for increasing ethanol production
and will debate on the challenges in the implementation of ethanol as a ‘fuel’ in terms of pricing,
procurement, and blending

PARALLEL SESSION 3b - Harnessing India’s Renewable Energy Potential through
Skilling

Renewable energy is playing a vital role in greening the economy, while restructuring of employment will
continue due to the global transition to low carbon economy. The Indian Government’s international
commitments for fighting against climate change and declared target capacity addition of 175GW of
renewable energy (RE) has significantly changed contours of power sector including demand for skilled and
qualified manpower. There is also a pressing need for trained professionals to teach RE courses, to design
and implement efficient policies and to accurately assess renewable energy project proposals.

This session will address the sector specific skill gaps and strategies to create jobs and entrepreneurship
opportunities to promote skilled youth to take care of growing needs of renewable energy.

COUNTRY SESSION: Indo-French perspective on green hydrogen
India and France have a long history of successful partnerships and, in the past decade, renewable energy
has emerged as a core area of our bilateral cooperation. The latter has witnessed many successes. At the
political level, India and France launched the International Solar Alliance in 2015 during COP21 and, on the
operational front, French companies have commissioned or are in the process of developing more than 21
GW of renewable energy projects in India.

India and France also recognize the potential of green hydrogen as a vector for decarbonisation in several
areas of the economy, such as industry or mobility. Green hydrogen could also contribute to increasing
electrical grid stability. In fact, the Hon’ble Prime Minister of India, Shri Narendra Modi, announced the
launch of India’s National Hydrogen Mission in November 2020. Similarly, France published a national
strategy for the development of low-carbon hydrogen in September 2020, with a dedicated budget of more
than 7 billion euros to be spent over the next decade. This includes 2 billion euros to be used before 2022
under the economic recovery plan.

The country webinar aims to deepen Indo-French cooperation on green hydrogen by building on the
success of existing political and economic cooperation between India and France in the domain of
renewable energy.

India’s climate commitments require a significant infusion of capital. Critical and long-term investments are
required to upgrade existing energy systems, retrofit existing carbon intensive infrastructure, and develop
new low-carbon infrastructure. The scale of the financing needed to realize the aspirational goal of
transitioning to clean energy requires the infusion of significant finance at more attractive terms and
therefore, calls for concerted efforts of stakeholders and supportive policy framework that must address the
investment risks perceived by financiers and developers.

This session will deliberate on the perspective with regard to allocation and re-cycling of capital investments,
innovative financial models, plausible innovative finance framework to support India’s clean energy
transition

PARALLEL SESSION 1b - Energy Storage: Paving way for a Renewable Powered
Future
Energy storage is one of the most important technologies today with its wide range of applications in
renewable energy integration. The recent tenders for round-the-clock (RTC) and hybrid power only reiterate
its necessity for making the Indian power systems and the grid sustainable. Looking at the grid as a whole,
hybrid projects, coupled with storage, are changing the game – storage helps reduce variability in the grid,
ensure renewable smoothing, manage peak power needs, and overall, higher utilisation of renewables. In
short, storage is taking renewables towards being the main source of RTC power in the future.

This session will deliberate on three critical aspects of the energy storage ecosystem, i.e., policy and
government initiatives, stationary energy storage and latest innovations and developments in the sector.

PARALLEL SESSION 2a -Solar Energy: Powering Agriculture
Agro-PV offers an opportunity to enable the achievement of both the sustainable agriculture and clean
energy transitions. Decentralised and distributed renewable energy solutions including solar powered
irrigation can significantly contribute towards decarbonising electricity generation without any additional
investment on transmission infrastructure. India’s Pradhan Mantri Kisan Urja Suraksha evam Utthaan
Mahabhiyan (PM-KUSUM), a flagship scheme of the Ministry of New and Renewable Energy (MNRE) is a
transformational initiative and offers central financial to the tune of INR 34,222 Crores with a target
installation of 30.5 GW. KUSUM aims to expand the energy access to marginal farmers, energy
independence for grid connected agricultural consumer and provide an additional source of income to the
farmers.

This Panel discussion will deliberate upon the Kusum Scheme, opportunities, and challenges for unlocking
higher solar farm returns and promotion of Agro-PV among farmers.

PARALLEL SESSION 2b - Vision: Green Hydrogen Economy for India
The potential scale of hydrogen use in India is huge and can increase in a range between 3 to 10 times by
2050, facilitating the transition to a carbon neutral economy. In India, current hydrogen demand is largely
focused in the chemical and petrochemical sectors and the future demand is expected to be driven by
greater use across transport, industry and power. In the recent budget 2021-22, India has announced to
launch a comprehensive National Hydrogen Energy Mission for generating hydrogen from green power
sources. Green Hydrogen Mission will not only help in decarbonizing the heavy industries like steel and
cement, but also holds the key to clean electric mobility that doesn’t depend on rare minerals.

This Panel discussion will deliberate on the likely stages of the planning, implementation, rollout and how
to get involved in the Green Hydrogen Market. It will discuss on the obstacles and bottlenecks both existing
