ORDER
As the State needs to move away from just rote learning and
memory-based questions to application-oriented ones besides testing the
problem solving and thinking skills of children and there is an imminent need
to consider Continuous and Comprehensive Evaluation system, Government
has constituted State Level Expert Group for evolving and implementing
Evaluation reforms in the state in the G.O. 1®‘ read above.
The Government of Tamil Nadu have taken radical and positive steps in
the recent past in the direction of child friendly learning. The classroom
transaction envisaged for the Primary and Upper Primary students in Tamil
Nadu reflects a paradigm shift from teacher-centric to learner-centric
pedagogic practice.
The NCF 2005 envisions 'a vastly different system built upon entirely
new foundations that would actually make the teacher the primary evaluator of
her students. It also recommends that a school-based continuous and
comprehensive evaluation system be established in order to (i) reduce stress
on children, (ii) make evaluation comprehensive and regular, (iii) provide
space for the teacher for creative teaching, (iv) provide a tool for diagnosis
and for producing learners with greater skills. The Comprehensive and
Continuous Evaluation scheme should be simple, flexible, and implementable
in any type of school from the elite one to a school located in rural or tribal
areas. Examination Reforms is an important component of NCF to reduce
psychological pressure, particularly on children in class X and XII.
The Right of Children to Free and Compulsory Education Act [2009]
ensures the following
• Building up child’s knowledge, potential and ta le n t;
• Learning through activities, exploration and discovery in a child
friendly and child-centered m anner;
• Making the child free from fear, trauma and anxiety and helping the
child to express views freely ;
• Comprehensive and continuous evaluation [CCE] of the child’s
understanding of knowledge and his or her ability to apply the
same.
Form ative A sse ssm en t [FA] is assessment that happens throughout each
term. It allows scope for use in a diagnostic and remedial manner.
Sum m ative A sse ssm en t [SA] is conducted at the end of every term. It is
blueprint-based, objective, written, individual and graded. Each SA would only
assess the syllabus covered during that Term.
Scholastic Area - Curricular Learning Units
• All Subjects: [Tamil, English, Maths, Science, Social Science]
[Summative Evaluation Questions would include Knowledge and
Understanding Questions, Application-based Questions, Open Ended
Questions, as per the blueprint]
Co S ch ola stic Areas include Life Skills [WHO recommended 10 Life Skills],
Work Experience [SUPW], Visual and Performing Arts Attitudes and Values /
Personality Development and Co curricular Activities like Scouts and Guides,
NSS, Club Activities, Indigenous sports, or any other unique individual skills.
Descriptive
FA (b) - Out of 6 Slip Tests/CATs, the best 4 will be taken and assessed for
20 marks, [Each 5 marks = 20],

Associative/Creative Activities, Summarizing/Organizing Activities, Interactive
Activities, Performance-based Activities Investigative Activities and Remedial

b. Evaluate Cognitive Skills at the end of each unit of the syllabus.
**Note: In Term 2, for Classes VA/I -X, the whole of the 20 marks assigned for
FA [1] would be allocated for a Project/Assignment in any subject/area of the
student’s interest. This is to be done through the 2"'' Term, and evaluated at
the end of Term 2.(Activities for FA a and FA b will be designed in a workshop
and will be distributed to schools as implementation guide lines).

(Abstract)
Award of cash incentive to the Government employees who have rendered 25 years
of unblemished service - Orders Issued.
Read:
ORDER:
In the Government Order read above, orders have been issued to the effect
that the Government employees who have completed 25 years of unblemished
service under the State Government shall be awarded with an Indira Vikas Patra in
the denomination of Rs.1,000/- (Rupees one thousand only) with an initial value of
Rs.500/-(Rupees five hundred only). Subsequently, Kisan Vikas Patra was issued in
lieu of Indira Vikas Patra.
2) In the letter second read above, the Government of India has conveyed its
decision of discontinuing the sale of Kisan Vikas Patra with effect from 1-12-201 1
consequent on rationalization of schemes.

4) The Government also direct that the appointing authorities concerned shall
prepare a list of employees who have completed 25 years of unblemished service
once in every six months i.e. on the 1®‘ January and 1®* July of every year and issue
sanction orders for issue of cash award of Rs.2,000/- (Rupees two thousand only) so
as to enable the Drawing and Disbursing Officers to claim the same and make
payment to the employees concerned. Further, there shall be no change in the
conditions stipulated in para--3 of the Government Order cited and subsequent
clarification issued in this regard.
5) These orders shall also apply to the teaching and non-teaching staff of
local bodies and aided educational institutions.
8) In cases where the sanction for issue of Kisan Vikas Patra has already
been made and the amount drawn and kept in the accounts of the Drawing Officers
for purchase of Kisan Vikas Patra, which has been dispensed such amounts shall be
remitted to the Government account and orders sanctioning Kisan Vikas Patra in
such cases shall be cancelled and fresh orders be issued for sanction of cash award
to such employees.

ORDER:
In the Government Order read above, orders have been issued to the effect
that a cash award of Rs.2,000/- (Rupees two thousand only) shall be sanctioned
to the employees who have rendered twenty five years of unblemished service along
with a Certificate issued on behalf of Government duly recognizing their unblemished
services also directing the appointing authorities concerned to prepare a list of
employees who have completed 25 years of unblemished service once in every six
months i.e. on the 1®* January and 1®’ July of every year and issue sanction orders
for issue of cash award of Rs.2,000/- (Rupees two thousand only) so as to enable
the Drawing and Disbursing Officers to claim the same and make payment to the
employees concerned.
2) In the letter read above, the Director of Co-operative Audit has stated that
the process of preparation of list of employees by calling for the proposal from the
subordinate officers will in turn cause delay for sanction of cash award. Therefore,
the Director of Co-operative Audit has requested the Government to delegate the
powers to the Regional / District Officers to sanction the above cash award for their
immediate subordinate officers working under his control instead of by the
appointing authorities.

In the G overnm ent Orders first to fourth read above orders w ere issued for
the introduction o f Electronic C learance System for paym ents o f m onthly salaries and
other paym ents to G overnm ent em ployees in a phased m anner. As per the orders
contained in para 6(B)(II)(11) o f G .O .M s.N o.5, Finance (Salaries) Departm ent, dated
03.01.2003, the Drawing and Disbursing O fficer has to obtain advance acquittance
from all the non Self Drawing O fficers and attach the acquittance to the office copy of
the respective pay bills and Self Drawing Officers w ere already giving such
acquittance in the salary bills at the tim e of presentation of the bill. A s per the orders
contained in para 6(C)(9) o f the above G overnm ent Order, the credit advice
regarding ECS credit has to be furnished by the PAO / Treasury to the Drawing and
Disbursing Officers.
2. The G overnm ent o f India vide letter sixth read above have furnished a
copy of the extracts o f Receipts and Paym ents Rules as requested in the
G overnm ent letter fifth read above. As per the Correction Slip No.29,
dated 01.06.2000, an exception has been inserted under Rule 92(1) of the Receipts
and Paym ents Rules of the G overnm ent o f India to the effect that no formal
(jx:|uittance is to be obtained from the Banks, O fficers / S taff in case o f paym ents

credited directly to the bani< account o f the O fficers / Staff. The acknowledgem ent of
the bank branches is to be watched by the Drawing and Disbursing O fficer and
confirm ation m ade to Pay and Accounts Office. Under the existing procedure, in our
State paym ents to em ployees are obtained by the Drawing and Disbursing Officers
after the respective bills are advised for ECS credit.
4. N ecessary am endm ents to Sub Rule 4(a) under Treasury Rule 32 read
with Form 88 of Tam il Nadu Treasury Code (V ol-ll) and Article 82 (a) of the Tamil
Nadu Financial Code (Vol-I) shall be issued separately.

concemed. In case, this does not mean that the punishment will be over
after expiry of the period reckoning from the date of receipt of the orders of
punishment. The punishment will continue till the actual period of punishment is
completed. Currency of punishment is therefore continued till the punishment is
over.
3. With a view to make the intention dear, it is hereby clarified that the
cun^ncy of punishn^ent (including withholding of increment) begins when the
punishment order is conr:municated to the concerned Government servant and
concludes wheiPthe actual period of punishment is over.
*For example, an offnial was awarded with a punishment of
stoppage of increment for one year on 10.04.2005 and the order
was communicated to the individual on the same day. Since hts
normal increment is first day of April, the punishment can be
implemented only from 01.04.2006. He is eligible to attain his
next increment only on 01.04.2007. However the currency of
punishment begins on 10.04.2005 and concludes on 31.03.2007’.
4. The above procedure may be followed uniformly in all such cases.

ORDER:
The Right o f Children to Free and C om pulsory Education Act, 2009 was
enacted by the Parliam ent in 2009 to provide for free and com pulsory education
to all children of the age of 6-14 years. The A ct w as published in the G azette of
India on 27*'^ A ugust 2009. Subsequently, the said A ct w as republished by the
G overnm ent o f Tam il Nadu in the Tam il Nadu G overnm ent G azette on 24*^
February 2010. The said A ct cam e into force with effect from 1®* April 2010.
4. However, with the passing o f the RTE Act, it is now m andatory for all
the State G overnm ents to recruit Secondary Grade and BT teachers only by
conducting a T eacher Eligibility Test.
6. In the G overnm ent letter 2"'* read above, the G overnm ent changed the
recruitm ent policy in 2006-07 for recruiting G raduate Assistants, from written
exam ination to S tatew ide registration seniority in Em ploym ent Exchange.
7. The G overnm ent carefully exam ined on the lines o f the orders of
Suprem e Court o f India in SLP(c) N o.18227- 18228 dated 20.8.2008 and
National Council for T eacher Education guidelines and issue the following orders
in respect of change of policy fo r recruitm ent of S econdary Grade and B.T
Teachers.

The im plem entation o f the Right of Children to Free and C om pulsory Education
(RTE) Act, 2009 requires the recruitm ent of a large num ber of teachers across
the country in a tim e bound m anner. Inspite o f the enorm ity o f the task, It is
desirable to ensure that quality requirem ent for recruitm ent of teachers are not
diluted at any cost. It is therefore necessary to ensure that persons recruited as
teachers possess the essential aptitude and ability to m eet the challenges of
teaching at the prim ary and upper prim ary level.
i. It w ould bring national standards and benchm ark o f teacher quality in the
recruitm ent process;
ii. It w ould induce teacher education institutions and students from these
institutions to further im prove their perform ance standards;
iii. It w ould send a positive signal to all stakeholders that the G overnm ent
lays special em phasis on teacher quality
Eligibility
7. There w ill be two papers of the TET. Paper I w ill be for a person who
intends to be a teacher for classes I to V. Paper II w ill be for a person who
intends to be a teacher fo r classes VI to VIII. A person w ho intends to be a
teacher either for classes I to V or for classes VI to VIII will have to appear in
both papers (Paper I and Paper II).
W hile designing and preparing the questions for Paper I, the exam ining body
shall take the following factors into consideration:
• The test items on Child Developm ent and Pedagogy w ill focus on
educational psychology of teaching and learning relevant to the age group of 6
11 years. They w ill focus on understanding the characteristics and needs of
diverse learners, interaction with learners and the attributes and qualities of a
good facilitator o f learning.

• The T est item s for Language I will focus on the proficiencies related to
the nnedium o f instruction, (as chosen from list o f prescribed language options in
the application form).
• The Language II w ill be from among the prescribed options other than
Language I. A candidate m ay choose any one language from the available
language options and will be required to specify the sam e in the application form.
The test item s in Language II w ill also focus on the elem ents o f language,
com m unication and com prehension abilities.
• The test items in M athem atics and Environm ental Studies w ill focus on
the concepts, problem solving abilities and pedagogical understanding of the
subjects. In all these subject areas, the test items shall be evenly distributed over
different divisions of the syllabus o f that subject prescribed for classes l- V by the
appropriate G overnm ent.
• The questions in the tests for Paper I will be based on the topics of the
prescribed syllabus of the State for classes l-V , but their difficulty standard, as
well as linkages, could be upto the secondary stage.

elements of language, communication and comprehension abilities.

• The test items in Mathematics and Science, and Social Studies will focus on the
concepts, problem solving abilities and pedagogical understanding of these
subjects. The test items of Mathematics and Science will be of 30 marks each. The
test items shall be evenly distributed over different divisions of the syllabus of that
subject as prescribed for classes VI-VIII by the appropriate government.
• The questions in the tests for Paper II will be based on the topics of the prescribed
syllabus of the State for classes VI-VIII but their difficulty standard as well as
linkages could be upto the senior secondary stage.
Qualifying marks
9. A person who scores 60% or more in the TET exam w ill be considered
as TET pass. School m anagem ents (G overnm ent, local bodies, governm ent
aided and unaided)
(b) should give w eightage to the TET scores in the recruitm ent
process; however, qualifying the TE T w ould not confer a right on
any person fo r recruitm ent/em ploym ent as it is only one o f the
eligibility criteria for appointm ent.
Applicability

(a) TET conducted by the Central G overnm ent shall apply to all
schools referred to in sub-clause (i) of clause (a) o f section 2 of the
RTE Act.
A school at (i) and (ii) may also consider eligibility o f a candidate who has
obtained TE T Certificate awarded by another State/U T w ith legislature. In case a
sta te G overnm ent/U T with legislature decides not to conduct a TET, a school at
(i) and (ii) in that State/U T would consider the TET conducted by the Central
G overnment.
12. The exam ining body shall form ulate a detailed procedure and lay
down instructions for conduct o f the TET. Candidates should be inform ed that a
very serious view will be taken o f any m alpractice or im personation.
Legal Disputes
14. The appropriate G overnm ent conducting the T est shall award a
TET Certificate to all successful candidates. The certificate should contain the
name and address o f the candidate, date of birth, Registration No. year/m onth of
award of Certificate, m arks obtained in each Paper, class level of its validity
(Class I to V, class VI to VIII or both), and, in case of classes VI to VIII, the
subject area (Science and M athem atics, Social Studies, etc.). The certificate may
be electronically generated with adequate security features. A ppropriate may
consider utilizing the services of specialized agencies for issuing de-m aterialized
(demat) TET certificates as a security feature to avoid any kind o f m alpractice.
Monitoring
15. Follow ing m easures would be taken for m onitoring the quality and
adm inistration o f the TET;

(a) The appropriate G overnm ent shall appoint a Nodal O fficer for the
purpose o f TET.
(b) The NCTE would organize m eetings of the Nodal O fficers at least
once every year.
(c) Every appropriate G overnm ent w ill forw ard a report o f each TET to
the NCTE in a form at to be prescribed by the NCTE.
(d) The NCTE shall maintain data base and be the repository of
experts and resources, including the technological tools for conduct
of the TET, and shall share it with the appropriate G overnm ent.

approved the recruitm ent process for the appointm ent o f the 16549 Part-time

designating the Teachers Recruitment Board as the nodal agency for conducting
the Tamil Nadu Teacher Eligibility Test, In the Government letter second read
above, criteria for conducting the Teacher Eligibility Test has been prescribed. In
the said letter among other things the number of questions and maximum marks
has been fixed at 150 Multiple Choice Questions of 1 mark each for a total of 150
marks for Paper 1 and Paper II respectively. The pass percentage for clearing
the Teacher Eligibility Test was fixed at 60% of the 150 marks (90 marks out of
150 marks).

ORDER:
During July, 2008, the G overnm ent of India have launched a new
Centrally Sponsored Schem e called “Incentive to G irls for Secondary Education” .
As per the Schem e, a sum of Rs.3000/- w ill be deposited in the nam e of each
eligible girl and she would be entitled to w ithdraw it on reaching 18 years of age.
Salient features o f the S chem e:-
(i) All SC /ST G irls who pass Class VIII and enroll in Class IX in State
G overnm ent, G overnm ent Aided or Local Body Schools in the
academ ic year 2008-09 onwards; and
(ii) All girls who pass Class VIII from Kasturba G andhi Balika
V idyalayas (irrespective of w hether from SC /S T or not) and enroll in
Class IX in State G overnm ent, G overnm ent Aided or Local Body
Schools in the academ ic year 2008-09 onw ards; and
(iii) The girl should be unm arried and below 16 years of age (as on 31®'
M arch) on joining Class IX; and
(iv) The girls studying in class IX in private unaided schools and the
schools run by Central G overnm ent are also excluded from the
schem e.
Release o f Funds:-
(i) the G overnm ent o f India will release the funds in two
installm ents every year.
(ii) the first installm ent will be released im m ediately after verifying the
proposal and after obtaining the recom m endation of the Grant-in-
Aid Com m ittee of the M inistry of Human Resource Development.
(iii) the second installm ent will be released after the receipt of the
Utilization of Certificate on 1®* installm ent and progress report from
the State G overnm ent.
(iv) the G rants to State G overnm ents will be remitted through Inter
G overnm ent Adjustm ent Advice or through Banking Channel. This
would include direct transfer of grants to the accounts o f the
beneficiaries through the banking channel.
(v) The H eadm asters o f the schools w here the beneficiary students are
studying should open Zero Balance A ccounts o f all the
beneficiaries with the nearby State Bank o f India or public sector
banks.
2. In the letter 2"^ read above, the G overnm ent o f India have sanctioned a
sum of R s.36,38,76,000/-(R upees Thirty six crores thirty eight lakhs and seventy
six thousand only) to cover 1,21,292 beneficiaries under the C entrally Sponsored
Schem e “ Incentive to G irls for Secondary Education” . The G overnm ent of India
have requested this G overnm ent to deposit the above sanctioned am ount with
the State Bank o f India, Main Branch, Sansad Marg, New Delhi along with the
details of the beneficiaries like the name, father’s name, the name o f the bank
and its address, account num ber etc. so that the State Bank o f India may issue a
Fixed Deposit C ertificate to the beneficiaries of the State under the Scheme.
4. The G overnm ent have carefully exam ined the proposal of the Director
of School Education. Accordingly sanction is accorded to

ORDER:-
The H on’ble C hief M inister has made the following announcem ent in the
Tamil Nadu Legislative Assem bly under rule 110 o f Tam il Nadu Legislative
Assem bly on 26.8.2011.
3. The D irector o f School Education in his letter third read above has
stated that the State Com m on Board of School Education conducted a meeting
on 18.10.2011 and unanim ously decided to introduce “TR IM ES TER PATTERN”
in Classes I to VIII from the academ ic year 2012-2013 in all Schools in Tamil
Nadu and he also subm itted the following proposal to issue necessary orders to
introduce “TR IM E S TE R PA TTE R N ” from the academ ic year 2012-2013 for the
Classes I to VIII.
(i) Books are the tools in the classroom s to bring out the desired changes
in the children besides inculcation of life skills. As per the existing system,
students are forced to carry books which have portions m eant for the w hole year.
Children are literally burdened with books. The enrichm ent of know ledge along
with syllabus revision have resulted in increased volum e and size of the books
and the physical strain the children undergo. A possible w ay out is the
introduction of the trim ester system. The Trim ester System will involve three
term s during one academ ic year as follows
(ii) The rationale fo r introducing the trim ester system is to create a school
w here teaching and learning is valued with an em phasis on learning outcom es
dem onstrated in students perform ance. A w ell designed curriculum through
thinner books along with creative instructional practices will form the key to
success.
(v) T rim ester schedules are a m odel for school im provem ent and not ju st a
schedule change. Balancing the core classes over three term s allow s for less
stress on students. Students will have more tim e to dovote in depth and quality
time to a few er num ber o f lessons. For the part o f teachers also they do not have
to rush up to cover a num ber o f lessons. M oreover, the introduction of trim ester
does not mean only dividing the existing text books into three equal parts. It is
more than that; each lesson unit w ill be followed by a num ber o f activities which
will help to drive hom e the desired skills. The trimester system coupled with
comprehensive and continuous evaluation method will certainly mark a
qualitative leap as far as the education of children is concerned.
4. After exam ination and in the context o f the announcem ent m ade by the
H on’ble C hief M inister and the orders issued fo r the im plem entation of
Continuous C om prehensive Evaluation from the academ ic year 2012-13 for
classes 1 to VIII in the G .O .second read above, the G overnm ent has decided to
accept the proposal o f D irector of School Education in para 3 above and issue
orders to introduce the “Trimester Pattern” in all Schools of Tamil Nadu
from the academic year 2012-13 for classes I to VIII.

In the G overnm ent O rder 1®' read above, the G overnm ent have issued
orders to form the four tier Com m ittees viz.. State, District, Block and Village
levels to im plem ent and m onitor the Sarva Shiksha Abhiyan program m e in Tamil
Nadu. Accordingly, VLCs (Village Level Com m ittees) which had been constituted
and discharging its roles and responsibilities in im plem entation o f Sarva Shiksha
Abhiyan Program m es at the school level have been renam ed as VEC (Village
Education Com m ittee) as per the G overnm ent O rder 2"'^ read above with new
com position.
(vi) To manage its affairs, the School M anagem ent Comm ittee shall
elect a Chairperson and Vice Chairperson from among the parent
m embers. The Head teacher of the school or w here the school does
not have a head teacher, the senior most teacher o f the school shall
be the ex-officio M em ber-Convener of the School Management
Committee.
(vii) W here there are two or more schools in a panchayat, the panchayat
president will be the m em ber of School M anagem ent Comm ittee of
one of the school remaining schools shall have ward m embers as
mem bers o f the School M anagement Committee.
(viii) The School M anagem ent Committee shall m eet at least once a
month and the m inutes and decisions o f the m eetings shall be
properly recorded and made available to the public.

com pleting the elem entary education.
(vii) Identify the needs, prepare a plan, and m onitor the im plem entation
of the provisions, w here a child above six years of age has not
been adm itted in any school or though adm itted, could not
com plete his or her Elem entary Education, then, he or she shall be
adm itted in a class appropriate to his or her age.
(viii) M onitor the identification and enrolm ent o f CW SN and m obilize
facilities for education of children with disability, as per equal
opportunities, protection and full participation A ct 1995 and ensure
their participation in and com pletion of Elem entary Education.
(ix) List out specifications for equitable quality o f education in a school.
(x) M onitor the im plem entation of the mid day meal in the school
(xi) Ensure that no teacher shall engage him self or herself in private
tuition or private teaching activity
B. Preparation, recommendation, implementation and monitoring of the
School Development Plan (SDR)
(i) Every School M anagem ent Com m ittee constituted under sub
section (1)of section 21 shall prepare a School Developm ent Plan
every year in such m anner as m ay be prescribed.
(ii) The School M anagem ent Com m ittee shall prepare a School
D evelopm ent Plan at least three m onths before the end o f the
financial year in which It is first constituted under Act.
(ill) M onitor that teachers are not burdened with non academ ic duties
other than those specified In section 27. No teacher shall be
deployed for any non-educational purposes other than the
decennial population census, disaster relief duties or duties relating
in elections to the local authority or the state legislatures or
parliam ent, as the case may be.
(iv) A ssess financial requirem ent and needs of the RTE Act 2009,
Including for providing special training facility specified in section 4.
Entitlem ents o f children such as free text books and uniform s, and
any other additional requirem ent fo r fulfilling the responsibilities of
the school under Act.
(v) The School D evelopm ent Plan shall be signed by the Chairperson
or vice chairperson and convenor of the School M anagem ent
Com m ittee and subm itted to the local authority before the end of
the financial year in which it is prepared.
(vi) Sub com m ittees and sub groups with co-opted m em bers for
effective im plem entation & m onitoring of the School Developm ent
Plan m ay be form ed as requested / needed by the SM C preferably
with parents. HM, teachers, children, educationalist, BRTEs, Local
Engineers, elected representatives. Civil Society m em bers
supporting the school.
0. Monitoring of utilisation of the grants received from the appropriate
Government or Local authority or any other source.
(i) Prepare an annual account o f receipts and expenditure of the
school. A ny m oney received by the said com m ittee for the
discharge o f its functions under this Act, shall be kept in a separate
account to be audited annually.
(ii) The Annual account should be signed by the chairperson or vice -
chairperson and convener of the said C om m ittee and make
available to the local authority within one month o f their preparation

ORDER:
The Right of Children to Free and C om pulsory Education Act, 2009
(Central A ct 35 o f 2009) has com e into effect from 1®‘ April 2010. The Act
provides for Free and C om pulsory Education to ail children including
disabled children o f the age o f 6 to 14 years. Every child o f the age o f 6 to 14
years shall have a right to free and com pulsory adm ission, attendance and
com pletion of education in a neighbourhood school. The A ct outlines the
various duties and responsibilities of the appropriate G overnm ent, Local
Bodies, Schools and Parents. Section 38 o f the said A ct provides that the
appropriate G overnm ent m ay by notification m ake rules for carrying out the
provisions of the said Act.
2. The draft guidelines have been prepared by the School Education
Departm ent on the lines o f the model guidelines issued by M inistry of Human
Resource Developm ent, G overnm ent of India. The sam e has been approved
by the G overnm ent. It is requested to publish the appended notification in the
Tamil Nadu G overnm ent G azettee at the earliest.

Provided further that in places with high population density, the State
Government shall establish more than one school having regard to the
number of children in the age group of 6-14 years in such places based on
the child census conducted by Sarva Shiksha Abhiyan or the local
authority.
(4) For children from small hamlets, as identified by the State Government
or the local authority, where no school exists within the area or limits of
neighbourhood specified under sub-rule (1), the State Government or the
local authority shall make adequate arrangement such as free
transportation and residential facilities for providing elementary education
in a school, in relaxation of the area or limits specified in sub-rule (1).

(d)the school buildings or other structures or the lands are used only
for the purpose of education and skill development;
(f) the school furnishes such reports and such information as may
be required by the local authority from time to time and complies
with such instructions of the State Government or the local
authority as may be issued to secure the continued fulfillment of
the condition of recognition or the removal of deficiencies in the
working of the school.
(3) The competent authority shall within three months of the receipt
of such self declaration cause on-site inspection of such schools to verify
as to whether the norms and standards and the conditions mentioned in
sub-rule (1) are fulfilled.
(4) After the inspection referred to in sub-rule (3) Is carried out, the
inspection report shall be placed by the competent authority in public
domain and the schools found to be conforming to the norms, standards
and the conditions shall be, granted certificate of recognition by the
competent authority in Form II within a period of 30 days from the date of
inspection.
(5) The schools, which do not conform to the norms, standards and
conditions mentioned in sub-rule (1) shall be listed by the competent
authority through a public order. Such schools may request the competent
authority for an on-site inspection for grant of recognition at any time within
the next three months.
(6) The schools which do not conform to the norms, standards and
conditions mentioned in sub-rule (1) even thereafter,shall cease to
function.
(7) Any person who intends to establish a school shall apply to the
competent authority in Form-1 for obtaining a certificate of recognition. The
applicant shall, in addition to the norms and standards specified in the
Schedule, fulfill the following conditions before making an application for
such recognition;-
(a) Fee Structure.- The applicant shall give a declaration that the
school will collect the fee fixed by the Committee constituted
under the Tamil Nadu Schools (Regulation of Collection of Fee)
Act, 2009 (Tamil Nadu Act 22 of 2009).
(ii) The school shall also comply with the norms and standards
notified by the State Government under any other law regarding
infrastructure facilities including land and buildings.

3. In the G overnm ent O rder read above. O rders have been issued to
notify “a child belonging to D isadvantaged G roup” and “a child belonging to
w eaker section” as follows;
4. The G overnm ent after careful exam ination and have decided to
reim burse expenditure to the unaided schools with respect to the 25% of children
belonging to the disadvantaged group and w eaker section categories at the rate
of the expenditure incurred by the State G overnm ent in G overnm ent Schools for
a child OR the fee fixed by the Com m ittee constituted under the Tam il Nadu
Schools (Regulation of C ollection of Fee) Act, 2009 (Tam il Nadu A ct 22 of 2009)

Chennai-6 Rc. No.5210/A1/2013, dated .03.2013.
ORDER:
As per section 12 (1) (c) of the Right of Children to Free and Compulsory
Education Act 2009 and as per rule 8 & 9 of the Tamil Nadu Right of Children to Free
and Compulsory Education Rules, 2011, it is mandatory to reserve 25% of seats for
Admission at entry level class to the children belonging to Disadvantaged Group /
Weaker Sections following the norms of neighbourhood schooling. According to this
provision, children belonging to the above groups whose residence is within 1 km or
3 km for Primary & Upper Primary classes respectively from the school in which the
children to be admitted are eligible for 25% reservation.
2. In the G.O. 1®' read above, the Director of Matriculation Schools as the
Chief State Nodal Officer alongwith five member were appointed to monitor the
effective implementation of the Right of Children to Free and Compulsory Education
Act, 2009.
(i) 1. Every School shall prepare the details of Entry level class and
intake capacity.
3. The 25% intake seats shall be filled following the procedure laid
down here. The schools shall be informed to reserve these
seats and the sam e may be displayed in the Notice Board of the
school.
10. The children adm itted under 25% Reservation shall not be
discrim inated in any form from other children as contemplated in
the Act.
(ii) The above task should be carried out as per the schedule Annexed.
(iii) In this regard, form ats as for receiving / collecting data from the schools
are Annexed.
(iv) Since the said process of admission has to be com pleted by end of
May, the tim e fram e as mentioned in the Annexure has to be strictly adhered to
towards expediting the process of admission.
