1.0 SCOPE
This written practice explains the procedures for control and administration of NDT personnel
training, qualification and certification for OWTSS and personnel employed at sites controlled by
OWTSS for all NDT activities.

2.0 REFERENCINGDOCUMENTS

3. 0 RESPONSIBILITY
 General Manager shall be responsible for the appointment of NDT Level-III.
 Appointed NDT Level-III shall be responsible for the training, qualification and certification of
the NDT Level-I / NDT Level-II personnel of OWTSS.
 Appointed NDT Level-III shall be responsible for the implementation of this written
practice.
 All NDT personnel certificate shall be signed by appointed NDT Level-III and General
Manager in compliance with this written practice.
 ASNT NDT Level – II certificate based on SNT – TC – 1A are acceptable till their first
renewal in OWTSS at the discretion of NDT Level-III.

4.0 DEFINITIONS
 Certification: Written testimony of qualification.
 Certifying authority: the person or persons properly designated in the written practice.
 Certifying agency: the employer of the personnel being certified.
 Closed book Examination: an examination administered without access to reference material
except for materials supplied with or in the examination
 Comparable: being at an equivalent or similar level of NDT responsibility and difficulty as
determined by the employer.
 Documented: the condition of being in written form.
 Employer: the corporate, private, or public entity which employs personnel for wages, salary, fees
or other considerations, specifically OWTSS.
 Experience: work activities accomplished in a specific NDT method under the direction of
qualified supervision, including the performance of the NDT method and related activities, but not
including time spent in organized training programs.
 Limited Certification: nondestructive test methods may be further subdivided into limited
disciplines or techniques to meet OWTSS needs; these are level II certifications, but to a
limited scope.
 Nondestructive testing: a process that involves the inspection, testing, or evaluation of materials,
components and assemblies for materials' discontinuities, properties and
machineproblemswithoutfurtherimpairingordestroyingtheparts'serviceability.

Throughout this document the term NDT applies equally to the NDT inspection methods used for
material inspection, flaw detection or predictive maintenance (PDF) applications.
 Outside agency: a company or individual who provides Level III services and whose
qualifications to provide these services have been reviewed and approved by the employer
engaging the company or individual.
 Qualification: demonstrated skill, demonstrated knowledge, documented training, and
documented experience required for personnel to properly perform the duties of a specific
job.
 Recommended practice: a set of guidelines to assist the employer in developing uniform
procedures for the qualifications and certification of NDT personnel to satisfy the employer's
specific requirements.
 Training: an organized program or in-house training developed to impart the knowledge and skills
necessary for qualification.
 Written practice: A written procedure developed by the employer that details the requirements for
qualification and certification of their employees.

5.0 NON DESTRUCTIVE TESTMETHOD


Qualification and Certification of NDT personnel in accordance with this written practice is applicable to
the following methods

 Ultrasonic Testing (UT)


 Magnetic Particle Testing(MT)
 Penetrant Testing (PT)
 Visual Testing(VT)
 Radiography Testing (RT)
 Ultrasonic Thickness Gauging(UTG)

6.0 LEVEL OFQUALIFICATION

While in the process of initial qualification and certification the individual is considered as the Trainee. He
shall work with the certified individual. He shall not independently conduct test, interpret, evaluate or
report the result of any NDT method.

Following are the basic level of qualification of the NDT personnel at OWTSS.
 Level –I
 Level –II
 Level –III

7.0 RESPONSIBILITY OF EACH NDTLEVEL


7.1 NDT Level -I:
Level I shall be qualified to perform specific calibrations, specific tests, and Specific evaluations and to
record results according to the written instructions. He/She shall receive the necessary guidelines from a
NDT Level II or Level III.

7.2 NDT Level -II:


Level II shall be qualified to set up and calibrate equipment, and to interpret and evaluate test results with
respect to applicable codes, standards and specifications. He/She shall be thoroughly familiar with the
scope and limitations of the methods for which the individual is qualified and shall exercise assigned
responsibility on the job and guidance of trainees and level I personnel. He/She shall be able to organize
and report the results of NDT method in which he has been certified.

7.3 NDT Level -III:


Level III shall be qualified and capable of establishing techniques and procedures interpreting codes,
standards and specifications, designating particular test methods techniques and procedures to be used.
He/She shall be responsible for complete NDT operation; he/she shall be capable of evaluating results in
terms of applicable codes, standards and specifications. He/She shall have sufficient practical background
in applicable method, material, fabrication and product technology to establish technique and to assist in
establishing acceptance criteria. He/She shall have general familiarity with other appropriate NDT
methods. He/She shall be qualified and assigned to train, qualify and examine NDT Level I and Level II
personnel for certification.

8.0 EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS


FORINITIAL QUALIFICATION
8.1 Training and Experience requirements for NDT Level-I and NDTLevel-II
 Prior to being considered for initial certification NDT Level – I and Level – II personnel shall
be trained by NDT Level –III.
 Training and experience for qualification of NDT Level – I and Level – II personnel shall be
as given in Table –1.
 However, all such individuals shall be subjected to examinations described in clause 8.2
 Recommended training course outlines for NDT Levels I, II and III personnel (Note 2 of
Table-1).
 Special Training as per Annexure - 1

8.2 Examination requirements for NDT Level – I and NDT Level – II


NDT LEVEL – I and NDT LEVEL – II personnel shall be qualified and certified on the basis of the
following:

8.2.1 Documentary evidence for successful completion of training described in8.1


8.2.2 Successful completion of examinations described in Para 8.2.3 and obtained grading
described Para 8.3. Previous employer certificate or any other third party certificateof
successful training and examination may be accepted till further specificexamination.

8.2.3 All Level I and II written examinations shall be closed book except that necessary data, such
as graphs, tables, specifications, procedures, Codes, etc., may be provided with or in the
examination. Questions utilizing such reference materials shall require an understanding of
the information rather than merely locating the appropriate answer

The general examination shall be addressed to the basic principles of the applicable NDT method.

Specific Examination:
The specific examination shall be addressed to the equipment, operating procedures and test techniques that
the candidate will encounter during specific assignments with OWTSS. The specific examination shall also
cover various class requirements and code acceptance criteria used during the job performance. The number

Practical Examination:
The Practical examination shall be conducted to demonstrate familiarity with and the ability to operate the
necessary test equipment, record and analyze the information to the degree required by OWTSS procedure.
One or more flawed specimen shall be selected and approved by NDT Level-III for practical examination.
Evaluation of the practical examination shall be done on the basis of number of the actual defects revealed
and reported, the understanding of the procedure & test requirements including calibration and acceptance
criteria for each NDT method by the candidate. The results of the test shall be analyzed by the candidate. The
description of the specimen, the test procedure, including at least 10 checkpoints requiring and understanding
of the test variables and the results of the examination shall be documented.

Vision Examination:
An annual examination to demonstrate physical capabilities shall be administered. The examination
shall be given to assure natural or corrected near distance acuity in at least one eye such that the applicant is
capable of reading a minimum of number 2 letters at a distance of not less than 12 inches (305 mm) on a
standard Jaeger Test Chart or equivalent.

The Examination shall also demonstrate capabilities of distinguishing and differentiating contrast
among colors or shades of gray used in the Testing methods by means of the Ishihara Test Chart or Good
Light Pseudo Isochromatic plates or equivalent.

8.3 Grading for Level – I and Level -II


When an examination is administered for NDT Level -I and Level-II qualification, a composite grade of
80% minimum is required for qualification. In addition, each grade for the general, specific and practical
examinations shall be 70% minimum. For NDT Level-I & Level-II personnel, a composite grade should
be determined by simple averaging of the result of the general, specific and practical examination.

8.4 Re –Examination
Those failing to attain the required grades should wait for at least 30 days and shall receive suitable
additional training as determined by the NDT Level – III for each applicable method.

8.5 Requirements for the Re – Qualification of Qualified, Experienced Personnel Directly Acquired

Personnel employed directly on the basis of his Level I or Level II qualifications and experience with
his previous employer, will be re-certified to his former NDT level by examination as per clause 8.2
when the certificate renewal is due at OWTSS provided the following conditions are satisfied.

The employee has proof of prior certification for Level I or Level II which meets OWTSS requirements.

 The employee was working in capacity which he is certified within six months or termination of earlier
employment.
 The employee is being re – certified within six months of his termination.

8.6 NDT Level –III

General Manager shall be responsible to appoint NDT Level – III. In order to be considered for being appointed as NDT
Level – III an individual shall satisfy the following requirements:

 An ASNT NDT Level – III certificate with valid endorsement in the method (s) he has been appointed.

 Documented evidence of work experience in developing procedures in the method(s) he has been appointed to
the required specifications and evaluation of the test results.

 In the absence of the satisfactorily work experience, OWTSS shall conduct the specific examination outlined
below for applicable method.

 Twenty questions related to applicable method.

 Any outside agency as defined in SNT - TC - 1A may be used for conducting the above-described
examination in accordance with this written practice. The outside agency shall be appointed by General
Manager.

 Actual administration and grading of such examination may be delegated to a qualified representative of
OWTSS as authorized by General Manager.

 In order to pass the examination, the individual shall obtain a minimum grade of 80%.

 Those failing to attain the required grades shall wait at least 30 days or show evidence of having received
suitable additional training before re- examination.

 OWTSS may delete above specific examination, if the individual is able to furnish satisfactory evidence of work
experience outlined in this written practice.

9.0 CERTIFICATION OF NDT LEVEL – I / NDT LEVEL – II / NDT Level -III


9.1 Certification of NDT personnel shall be based on demonstration of satisfactory qualification.
9.2 NDT Level -III shall be responsible for the administration & grading of examinations for Level – I /
Level – II Certification

9.3 The qualification records of Certified Level – I, Level – II and Level – III individuals shall include the
following:

 Name of the Certified individual

 Level of certification and test method, including any restriction for the degree responsibility.

 Educational background and experience of certified individual including training and experience in other
organizations prior to employment in OWTSS.
 Statement indicating satisfactory completion of training in accordance with this written practice.

 Result of physical (vision) examination prescribed

 Evidence of successful completion of examination. (Copies of examination paper).

 Composite Grade(s)

 Signature of the NDT Level – III that verified the qualification of the Candidate.

 Date of Certification and / or date of re-certification & date of assignment to NDT.

 Certification expiry date

 Signature of employer’s certifying authority.

10.0 TECHNICAL PERFORMANCEEVALUATION


Technical Performance of NDT Level – I and Level – II shall be evaluated at the time of renewal or at the discretion of
NDT Level – III and shall be documented. The evaluation and documentation shall be based on the practical examination
as stated in clause 8.2.3.

Certification shall be extended or revoked at any time at the discretion of NDT Level – III / General Manager
based on the evaluation of technical performance.

11.0 RE -CERTIFICATION
All Level of NDT personnel shall be re – certified periodically in accordance with one of the
following criteria.
(a) Evidence of continuous satisfactory performance.
(b) By re-examination in those portions of the examination in paragraphs
described necessary by Company NDT Level III.
Level I and Level II shall be Re-certified once in every 3 years. Re certification for Level III shall
be once in 5years.
Level I and Level II personnel may be re-examined anytime at the discretion of NDT Level III and
have their certification extended or revoked.
Interrupted service of more than six months may require re – certification by examination only.

12.0 TERMINATION
 Certification of NDT personnel shall be deemed revoked when employment is terminated.
 At any time at the discretion of General Manager / NDT Level III

NOTE 1:

For Level II certification, the experience shall consist of time at Level I. If personnel are being qualified directly to
Level II with no time at Level I, the required experience shall consist of the sum of times required for Level I and
Level II and the required training shall consist of the sum of the hours required for Level I & Level II

NOTE 2: Training

Training of NDT Level – I and II shall be carried out in accordance with training course outline for applicable method
given in SNT-TC-1A. In addition to above, training shall cover applicable clauses of ASME Sec. V, any Class
requirements, OWTSS written practice and NDT procedures.

Special Training as per ABS class Requirements Basic Ship


Familiarization - ABS Class
The training shall cover basic awareness on ship and its structures as shown,

 The training shall provide the technician with basic knowledge on ship structures and areas
prone to rapid wastage or having substantial corrosion.

1) Training on Coating Maintenance and Repairs – ABS Class


To provide Training & awareness on coating maintenance and repairs of ballet tanks and rig structures. The
Training provides guidelines to the technicians on how to define the coating condition as per IACS
recommendations. (International Association of classification societies) Training
The training covers recommendations as per IACS for various coating conditions as shown

Good: Condition with only minor Spot rusting
Fair: Condition which local breakdown of coating at edges of stiffeners and weld connections and/or light
rusting over 20% or more of areas under consideration, but less than as defined for POOR condition.

Note:
(1) % is the percentage of the area under consideration or of the “critical structuralare”
(2) % is the percentage of edges or weld lines in the area under consideration or of the “critical structure area”

Area under Consideration


The term “Area under consideration” recognize that different areas in the structure experience different coating
breakdown and corrosion patterns, the intent is to subdivide the planar boundaries of the structure, for evaluation of
coating, into areas small enough to be readily examined and evaluated by the Surveyor, but not so small as to be
structurally insignificant or too numerous to practically report on. The coating condition in each area should be reported
using current practice and terminology (frame nos., longitudinal nos. and/or strakes nos. etc.). Each area is then rated
(GOOD, FAIR or POOR) and the tank rating is then to be not higher than the rating of its "area under consideration"
having the lowest rating.

Special attention should be given to coating in critical structural areas which are defined as location which have been
identified from calculations to require monitoring or from the service history of the subject structure to be sensitive to
cracking, buckling or corrosion which would impair applying table shown above.
