Subject: Request for re-engagement in service in respect of Sh. Azad Singh Hooda Sr.
Pharmacist (Retd).

Kindly refer to your office memo no. Ch21/UH/GA-665/Vol-11/L dated 17/6/2021.

1. The event wise brief of CWP No. 19606 of 2017 as under:-

The case was filed against the withdrawal of one
additional increment grant on completion of 8/18 years of service. As per record the
official was appointed on adhoc basis on 10/12/1985. The official Sh. Azad Singh Hooda
has appealed personally to hear his point of view on the basis of circulars/instructions for
the counting of adhoc period followed by regular service which the Haryana Govt.
clarified vide circular no. 9/24/74-4PR(FD) dated 20/8/1996 which was also adopted by
Secretary, HSEB, Panchkula vide memo no. Ch-304/11(435) dated 7/11/1996.
The XEN City (OP) Division, Rohtak has replied the
observations vide memo no. Ch326/PF dated 23/6/2021 which appears to be
contradictory with his earlier reply.
2. The event wise brief of Civil Suit no. CS/893/2018 as under:-
It is intimated that XEN City (OP) division, Rohtak has
sent his reply in response to your office memo no. CH -7/UH/GA-665/Vol 11/L dated
15/3/2021. That the delay in payment of arrears was due to some circumstances as
contained in his office memo no. Ch-319/PF136 dated 7/5/2021 (Copy attached).
Now the XEN City(OP) Division, Rohtak memo no. Ch
326/PF136 dated 23/6/2021 elaborates that undertaking of the official for allowing 3rd
ACP was received on 28/11/2014 and received back from the office of SE/HC-II vide
memo no. Ch 495/UH/HCII/NGE-298 dated 16/12/16 but it was sent to AO Pay
fixation on 17/11/17 i.e after about one year. It is evident that the case kept pending
without any reasons. This shows the negligency on the part of the official i.e Sh. Rajesh
Rohilla D/Accountant copy of reply of XEN City (OP) Division, Rohtak memo no.
Ch326/PF136 dated 23/6/2021 attached for ready reference. Keeping apart for the delay
at different levels and for the delay of Eleven month in the office of XEN City (OP)
Division, Rohtak. They have not given any reason for this delay.
The arrears of AGI & implementation of 7 th Pay
commission Pay fixation appears to be delayed in the office of XEN City (OP) Division,
UHBVNL, Rohtak.
