Explaination: NCBC - In the Mandal case judgment (1992), the Supreme Court directed the central
government to constitute a permanent statutory body to examine the complaints of under inclusion,
overinclusion, or non-inclusion of any class of citizens in the list of backward classes. Accordingly, the
National Commission for Backward Classes (NCBC) was established in 1993. • The 102nd
Amendment Act of 2018 conferred a constitutional status on the Commission and inserted a new
Article 338-B specific for NCBC. • The Commission consists of a chairperson, a vice-chairperson, and
three other members. They are appointed by the President. • Their conditions of service and tenure
of office are also determined by the President. • NCBC presents an annual report to the President. It
can also submit a report as and when it thinks necessary. • The main function of the commission is
to investigate and monitor all matters relating to the constitutional and other legal safeguards for
the socially and educationally backward classes (OBCs). • National Commission for SCs (NCSC) has to
investigate all matters relating to the constitutional and other legal safeguards for the Anglo-Indian
Community and report to the President upon their working. • Till 2018, the NCSC was also required
to discharge similar functions with regard to the other backward classes (OBCs). It was relieved from
this responsibility by the 102nd Amendment Act of 2018. Hence option (b) is the correct answer.
