1.0 INTRODUCTION
This operating manual relates to the Unit 64 Effluent and Waste Water treatment oily
water drain system facilities indicated on Process Flow Diagram PR-64-PR32-001,
PR-64-PR32-002, P&ID’s PR-64-SYPI-003, PR-64-SYPI-005 through to PR-64-
SYPI-005G, and PR-64-SYPI-006 through PR-64-SYPI-008, 008A, 009, 011 and
0012.
The effluent and waste water treatment oily water drain system facilities collects
potentially contaminated runoff water from the process and utility areas of the plant
into six Storm Water Basins, 64-CV02, 64-CV03, 64-CV04, 64-CV05, 64-CV06, and
64-CV07. The basins have two compartments, the potentially oily water side and the
storm water side. This is accomplished by high and low baffles to keep oil from
flowing from the oily side to water side.
Oily water is pumped by Oily Water Pumps from the oily water side of the Storm
Water Basins to CPI Separator Package 64-ML02. Storm water is pumped by Storm
Water Pumps from the Storm Water side of the Storm Water Basin to the closest
open trench and routed to the clean Water Storm Water Basin where it is pumped to
Pole 2 outfall canal.
The CPI Separator Package 64-ML02 receives Oily Water from Unit 10, in addition to
the potentially contaminated water from the Storm Water Basins. Free oil is removed
from the water and the oil is pumped to the Warm Flare Knock Out Drum 65-MD01.
Treated CPI Separator water is sent to the Clean Water Storm Water Basin.

2.0 SYSTEM DESCRIPTION


2.1 Oily Water Sewer and Storm Drains
Six Storm Water Basins are provided in the Oily Water and Storm Drains facilities to
collect and separate potentially contaminated runoff water from process and utility
areas from the following areas:
• Power Generation Storm Water Basin 64-CV02 collects water from the Power
Generating area. Basin 64-CV02 has a rated capacity (peak inflow) of 681.0
m3/hr. There are two (2) 100% Power Generation Oily Water Pumps 64-MJ02/A
that pump the oily water from the oily water side of the Storm-water Basin to the
CPI Separator 64-ML02/A. The pumps have a rated capacity of 5.0 m3/hr each.
There are two (2) 100% Power Generation Storm Water Pumps 64-MJ04/A which
pump excess clean storm water from the storm water side of the Storm Water
Basin to an open ditch and to the clean water runoff line to the Clean Water
Storm Water Basin 64-CV09. The pumps have a rated capacity of 20 m3/hr each.
• Metering Area Storm Water Basin 64-CV03 collects water from the Metering
area. Basin 64-CV03 has a rated capacity (peak inflow) of 455 m3/hr. There are
two (2) 100% Metering Area Oily Water Pumps, 64-MJ05/A that pump the oily
water from the oily water side of the Storm Water Basin to the CPI Separator 64-
ML02/A. The pumps have a rated capacity of 5.0 m3/hr. There are two (2) 100%
Metering Area Storm Water Pumps 64-MJ06/A which pump excess clean storm
water from the storm water side of the Storm Water Basin to an open ditch and to
the clean water runoff line to the Clean Water Storm Water Basin 64-CV09. The
pumps have a rated capacity of 5.0 m3/hr each.
• Storage Area Storm Water Basin 64-CV04 collects water from the Storage Area.
Basin 64-CV04 has a rated capacity (peak inflow) of 1371.0 m3/hr. There are two
(2) 100% Storage Area Oily Water Pumps, 64-MJ07/A that pumps the oily water
from the oily water side of the Storm Water Basin to the CPI Separator, 64-
ML02/A. The pumps have a rated capacity of 5.0 m3/hr each. There are two (2)
100% Storage area Storm Water Pumps, 64-MJ08/A which pump excess clean
storm water from the storm water side of the Storm Water Basin to an open ditch
and to the clean water runoff line to the Clean Water Storm Water Basin 64-
CV09. The pumps have a rated capacity of 20.1 m3/hr each.
• LNG Train Storm Water Basin No.1 64-CV05 collects water from the LNG Train
East Area No.1 Basin 64-CV05 has rated capacity (peak inflow) of 885.0m3hr.
There are two (2) 100% LNG Train Oily Water Pumps 64-MJ09/A that pump the
oily water from the oil water side of the Storm Water Basin to the CPI Separator
64-ML02/A. The pumps have a rated capacity of 5.0 m3/hr each. There are two
(2) 100% LNG Train Storm Water Pumps 64-MJ10/A which pump excess clean
storm water from the storm water side of the Storm Water Basin to an open ditch
and to the clean water runoff line to the Clean Water Storm Water Basin 64-
CV09. The pumps have a rated capacity of 20.1 m3/hr each.
• LNG Train Storm Water Basin No.2 64-CV06 collects water from the LNG Train
West Area. Basin 64-CV06 has a rated capacity (peak inflow) of 885.0 m3/hr.
There are two (2) 100% LNG Train Oily Water Pumps 64-MJ11/A that pump the
oily water from the oily water side of the Storm Water Basin to the CPI Separator,
64-ML02/A. The pumps have a rated capacity of 5.0 m3/hr, each. There are two
(2) 100% LNG Train Storm Water Pumps 64-MJ12/A which pump excess clean
storm water from the storm water side of the Storm Water Basin to an open ditch

and to the clean water runoff line to the Clean Water Storm Water Basin 64-
CV09. The pumps have a rated capacity of 20.1 m3/hr each.
• Fractionation Area Storm Water Basin 64-CV07 collects water from the
Fractionation North and West area. Basin 64-CV07 has a rated capacity (peak
inflow) of 823.0 m3/hr. There are two (2) 100% Fractionation Area Oily Water
Pumps 64-MJ13/A that pump the oily water from the oily water side of the Storm
Water Basin to the CPI Separator 64-ML02/A. The pumps have a rated capacity
of 5.0 m3/hr each. There are two (2) 100% Fractionation Area Storm Water
Pumps 64-MJ14/A which pumps excess clean storm water from the storm water
side of the Storm Water Basin to an open ditch to the clean water runoff line to the
Clean Water Storm Water Basin 64-CV09. The pumps have a rated capacity of
35.2 m3/hr each.
• Clean Water Storm Water Basin 64-CV09 receives surface and non-
contaminated runoff water from all areas as well as treated sanitary wastewater
from Sanitary Treatment Package 64-ML01 via Treated Sanitary effluent pumps
64-ML01-MJ10/A. Treated CPI Separator Water from CPI Separator Package,
64-ML02 is also pumped to 64-CV09 by CPI Separator Effluent Pumps, 64-ML02-
MJ08/A. Clean Water Storm Water Basin 64-CV09 has a rated capacity (peak
inflow) of 1371.0 m3/hr. There are two (2) 100% Clean Water Storm Water
Pumps, 64-MJ17A/B that pump the clean water storm water to the Pole 2 Outfall
Canal. The pumps have a rated capacity of 4715.0 m3/hr each.
• CPI Separator Package 64-ML02 receives potentially contaminated water via the
Oily Water Pumps from the oily water side of each of the Storm Water Basins.
Oily Water from Unit 10 is sent to Unit 10 Oily Water Basin P-802 and Unit 10
Oily Water Pump 64-MJ18 pumps it into the line from the Storm Water Basins to
the CPI Separator 64-ML02/A. The CPI Separator Package, 64-ML02 contains
two (2) 100% Separator Units (one is a spare) which process the oily water to
separate the free oil from the water.
CPI Separator Effluent Pumps, 64-ML02-MJ08/A pump the treated effluent from
the CPI Separator to Clean Water Storm Water Basin 64-CV09. There are two
(2) 100% pumps each with a capacity of 40 m3/hr each. CPI Skim Oil Pumps 64-
ML02-MJ09/A pump the separated oil from the CPI Separator to the Warm Flare
Knockout Drum 65-MD01. The two (2) 100% pumps each have a capacity of
7.95 m3/hr.

3.0 OPERATIONS
3.1 Normal Running
This section provides a description of the operating parameters for the Oily Water
Sewer and Storm Drains. The most common time for activity is during a rain storm or
if an area is being washed down. Typical operating variables for this system are
listed below for each Storm Water Basin.
3.1.1 Power Generation Storm Water Basin 64-CV02
Basin 64-CV02 is a sump for potentially contaminated runoff water from the power
generation area. The pump operation is based on the “first flush” concept for the
handling and treatment of contaminated runoff. The first 25mm of rainfall, which may
have the highest level of hydrocarbon contaminants, are pumped to the CPI
separator with Power Generation Oily Water Pumps 64-MJ02/A. Runoff from rainfall
in excess of 25mm is considered clean and is collected in the storm water side of the
basin. This liquid is pumped by Power Generation Storm Water Pumps 64-MJ04/A to
the closest ditch en route to the clean water runoff line to the Clean Water Storm
Water Basin 64-CV09 where it is pumped to the Pole 2 outfall canal.
The 64-MJ02/A pumps can be manually started and stopped from the DCS as long
as the level is above 15%. In Remote mode DCS logic K-6460 starts and stops them
automatically based on level transmitter 64-LT-1012.
Similarly, the 64-MJ04/A pumps can be manually started and stopped from the DCS
as long as the level is above 15%. In Remote mode DCS logic K-6470 starts and
stops them automatically based on level transmitter 64-LT-1007.

3.1.2 Metering Area Storm Water Basin 64-CV03


Basin 64-CV03 is a sump for potentially contaminated runoff from the metering area.
The pump operation is based on the “first flush” concept for the handling and
treatment of contaminated runoff. The first 25mm of rainfall, which may have the
highest level of hydrocarbon contaminants, are pumped to the CPI separator via the
oily water pump 64-MJ05/A. Runoff from rainfall in excess of 25mm is considered
clean and is collected in the storm water side of the basin. This liquid is pumped by
64-MJ06/A to the closest ditch en route to the clean water runoff line to the Clean
Water Storm Water Basin 64-CV09 where it is pumped to the Pole 2 outfall canal.
The 64-MJ05/A pumps can be manually started and stopped from the DCS as long
as the level is above 15%. In Remote mode DCS logic K-6461 starts and stops them
automatically based on level transmitter 64-LT-1100.
Similarly, the 64-MJ06/A pumps can be manually started and stopped from the DCS
as long as the level is above 15%. In Remote mode DCS logic K-6471 starts and
stops them automatically based on level transmitter 64-LT-1112.

In the event of an amine spill in Unit 2 and/or Unit 12, and amine is found in the
Warm Flare KO Drum 65-MD01, the operator will need to drain it to the Metering
Area Storm Water Basin. Additionally, the operator will need to disable 64-MJ05/A
and 64-MJ06/A to avoid contamination with the Stormwater. Once the amine is
drained into the basin, it will have to be drained with a vacuum truck and disposed
of. If the amine / water mix is clean enough, it can be put back into 12-MD30 for
restoration back into the AGRU.
Note: Amines should not be discharged to Clean Water Storm Water Basin 64-
CV09. It should be pH neutralized and then taken offsite for disposal. Amines
have high Total Kjeldahl Nitrogen (TKN) values and also contribute to the Total

Organic Carbon (TOC) of the wastewater. Algerian regulations for effluent


discharge limits for TKN is 30 mg/L and for TOC is 120 mg/L.
3.1.3 Storage Area Storm Water Basin 64-CV04
Basin 64-CV04 is a sump for potentially contaminated runoff from the storage area.
The pump operation is based on the “first flush” concept for the handling and
treatment of contaminated runoff. The first 25mm of rainfall, which may have the
highest level of hydrocarbon contaminants are pumped to the CPI separator via the
oily water pump 64-MJ07/A. Runoff from rainfall in excess of 25mm is considered
clean and is collected in the storm water side of the basin. This liquid is pumped by
64-MJ08/A to the closest ditch en route to the clean water runoff line to the Clean
Water Storm Water Basin 64-CV09 where it is pumped to the Pole 2 outfall canal.
The 64-MJ07/A pumps can be manually started and stopped from the DCS as long
as the level is above 15%. In Remote mode DCS logic K-6462 starts and stops them
automatically based on level transmitter 64-LT-1120.
Similarly, the 64-MJ08/A pumps can be manually started and stopped from the DCS
as long as the level is above 15%. In Remote mode DCS logic K-6472 starts and
stops them automatically based on level transmitter 64-LT-1132.

3.1.4 LNG Train Storm Water Basin No.1 64-CV05


Basin 64-CV05 is a sump for potentially contaminated runoff from the LNG train area.
The pump operation is based on the “first flush” concept for the handling and
treatment of contaminated runoff. The first 25mm of rainfall, which may have the
highest level of hydrocarbon contaminants, are pumped to the CPI separator via the
oily water pump 64-MJ09/A. Runoff from rainfall in excess of 25mm is considered
clean and is collected in the storm water side of the basin. This liquid is pumped by
64-MJ10/A to the closest ditch en route to the clean water runoff line to the Clean
Water Storm Water Basin 64-CV09 where it is pumped to the Pole 2 outfall canal.
The 64-MJ09/A pumps can be manually started and stopped from the DCS as long
as the level is above 15%. In Remote mode DCS logic K-6463 starts and stops them
automatically based on level transmitter 64-LT-1140.
Similarly, the 64-MJ10/A pumps can be manually started and stopped from the DCS
as long as the level is above 15%. In Remote mode DCS logic K-6473 starts and
stops them automatically based on level transmitter 64-LT-1152.

3.1.5 LNG Train Storm Water Basin No.2 64-CV06


Basin, 64-CV06 is a sump for potentially contaminated runoff from the LNG train
area. The pump operation is based on the “first flush” concept for the handling and
treatment of contaminated runoff. The first 25mm of rainfall, which may have the
highest level of hydrocarbon contaminants, are pumped to the CPI separator via the
oily water pump 64-MJ11/A. Runoff from rainfall in excess of 25mm is considered
clean and is collected in the storm water side of the basin. This liquid is pumped by
64-MJ12/A to the closest ditch en route to the clean water runoff line to the Clean
Water Storm Water Basin 64-CV09 where it is pumped to the Pole 2 outfall canal.
The 64-MJ11/A pumps can be manually started and stopped from the DCS as long
as the level is above 15%. In Remote mode DCS logic K-6464 starts and stops them
automatically based on level transmitter 64-LT-1160.
Similarly, the 64-MJ12/A pumps can be manually started and stopped from the DCS
as long as the level is above 15%. In Remote mode DCS logic K-6474 starts and
stops them automatically based on level transmitter 64-LT-1172.

3.1.6 Fractionation Area Storm Water Basin 64-CV07


Basin 64-CV07 is a sump for potentially contaminated runoff from the fractionation
area. The pump operation is based on the “first flush” concept for the handling and
treatment of contaminated runoff. The first 25mm of rainfall, which may have the
highest level of hydrocarbon contaminants, are pumped to the CPI separator via the
oily water pump 64-MJ13/A. Runoff from rainfall in excess of 25mm is considered
clean and is collected in the storm water side of the basin. This liquid is pumped by
64-MJ14/A to the closest ditch en route to the clean water runoff line to the Clean
Water Storm Water Basin 64-CV09 where it is pumped to the Pole 2 outfall canal.
The 64-MJ13/A pumps can be manually started and stopped from the DCS as long
as the level is above 15%. In Remote mode DCS logic K-6465 starts and stops them
automatically based on level transmitter 64-LT-1180.
Similarly, the 64-MJ14/A pumps can be manually started and stopped from the DCS
as long as the level is above 15%. In Remote mode DCS logic K-6475 starts and
stops them automatically based on level transmitter 64-LT-1192.

3.1.7 Clean Water Storm Water Basin 64-CV09


Basin 64-CV09 is a clean water sump for surface and non-contaminated runoff from
all areas. Water from 64-CV09 is pumped to the Pole 2 Outfall Canal. Clean Water
Storm Water Pumps 64-MJ17A and 64-MJ17B can be started and stopped manually
from the DCS and also started and stopped automatically by DCS Logic K-6476.
They are interlocked with discharge valve open limit switches (see Section 3.1 of
Document IC-64-135-001).

The primary element for the sump level control is ultrasonic transmitter 64-LT-1201.

Because the pump capacities are so large compared to the size of the sump a
minimum quantity of water is a re-circulated from each discharge back into the sump

through valves 64-XV-1211 (for pump A) and 64-XV-1213 (for pump B). This
prevents frequent starting of these pumps when the sump level falls too fast.
The following safeguards have been implemented for these pumps:
• A permissive prevents a pump from starting unless the outflow valve is closed
and the recycle valve is open.
• 64-MJ17A/B operate in a lead / lag configuration to minimize restarts.
• To prevent water hammer on closing of the outflow and recycle valves the
operating travel time has been increased to greater than 25 seconds.
• With both the recycle valve and the outflow valve closed the capacity is less
than the minimum flow of the pump, so the pump will be stopped if this
occurs.
• With both the recycle valve and the outflow valve open the capacity is greater
than the over current trip of the pump, so the pump will be stopped if this
occurs.
• To prevent crossflow between the pumps, the outflow valve is closed when
the pump is not operating.
3.1.8 Unit-10 Oily Water Pump 64-MJ18
This pumps water to CPI Separator Package 64-ML02. The pump is locally controlled
with float switch 64-LS-1186. There is no indication or control from the DCS.
3.1.9 CPI Separator Package 64-ML02
Oily water from the stormwater basins is pumped for treatment in the CPI Separator.
It consists of two units; one is a spare. Water and skimmed oil are pumped out
separately from each unit.
The water is pumped by Effluent Water Sump Pumps 64-ML02-MJ08/A to Clean
Water Storm Water Basin 64-CV09. The pumps are started and stopped from the
DCS. DCS logic K-6420 turns these pumps ON when the level is high and OFF when
the level is low, when they are in Remote mode.

Skimmed oil is pumped by Recovered Oil Sump Pumps 64-ML02-MJ09/A to the


Warm Flare Knockout Drum 65-MD01. These pumps are air-operated and they are
turned on by operation of solenoid valves. The pumps are started and stopped from
the DCS. DCS logic K-6421 controls these solenoids based on level in the recovered
Oil Sumps. The logic signals the switch to open the valve when the appropriate level
is high (>60%) and close the valve when low (<20%). There are no local/remote
switches for these two pumps and they cannot be started locally.

3.2 Typical Operating Parameters


The typical operating variables for the Oily Water Sewer and Storm Drains were
included under each Storm Water Basin in Section 3.1
3.3 Temporary Operation
There is normally no flow to the Storm Water Basins, the CPI Separator, Clean Water
Storm Water Basin or Oily Water from Unit 10. Temporary Operation is the time that
a flow is going into the Basins or the CPI Separator and the water and oil are being
separated. The most common time for activity is during a rain storm or if an area is
being washed down.

4.0 START-UP
This section outlines the steps necessary to place the Oily Water Sewer and Storm
Drains in service. For the purpose of this section of the operating manual, it is
assumed that the following conditions exist: the systems and equipment have been
pre-commissioned, tested, commissioning has been completed and the system is
ready for start-up.
Startup of the Oily Water Sewer and Storm Drains System does not require much
operator action if valves are lined up properly and instrumentation is placed in
automatic service.
4.1 CPI Separator Package 64-ML02
1. The operator should ensure all valves are in the proper positions prior to
startup. Only one of the two CPI Separators will be placed in service and the
other one will be isolated as a spare.
2. The inlet nozzle to the CPI Separator being placed in service should be
closed until the position of all other valves are checked.
3. The crossover valve to the CPI Separator not being placed in service should
be closed.
4. The Oily Water outlet nozzle should be open.
5. The crossover valve from 64-MJ09 suction header to 64-MJ09A should be
closed.
6. The Effluent Water outlet nozzle should be open.
7. The crossover valve from 64-MJ08 suction header to 64-MJ08A should be
closed.
8. Ensure that the suction and discharge valves are lined up in the open position
for recovered oil sump pump 64-ML02-MJ09/A to pump skimmed oil to the
Warm Flare Knockout Drum 65-MD01. These pumps are air operated and are
turned on and stopped by operation of solenoid valves to verify instrumental
air is supplied. DCS logic K-6421 controls these solenoids based on level
transmitters 64-LT-1250/1255.
9. Ensure that the suction and discharge valves are open for CPI Separator
Effluent Pump 64-ML02-MJ08/A to send the treated effluent to Clean Water
Storm Water Basin 64-CV09.
10. Verify that the pumps have the proper oil.
11. After valves, pumps and controls have been checked out, open process inlet
valve.
12. Ensure that initial water introduction to the CPI Separator is Clean Water.
This is crucial to a successful start-up. If contaminated fluid is used for
startup, the clean water effluent sump will be contaminated.
13. Place all instrumentation in service where pumps can be started and stopped
automatically based on the levels (64-LT1250/1255) in the recovered oil sump
and (64-KT1251/1256) in the Effluent Water Sump.
14. After the system operation has been checked out with clean water Oily Water
from the Storm Water Basins can be sent to the CPI Separator 64-ML-02-
ML02/02-A.

15. The operator should observe the operation for awhile to verify all is operating
well.
4.2 Storm Water Basins
Startup of each of the six Storm Water Basins will be the same and will be started up
based on the Oily Water and Surface Water runoff from the area which the Storm
Water Basin services.
4.2.1 Power Generation Storm Water Basin 64-CV02
1. Verify that all instrumentation has been checked out and is ready to be placed
in service.
2. Ensure that Power Generation Oily Water Pumps 64-MJ02/A have proper
lubrication.
3. Ensure that Power Generation Storm Water Pumps 64-MJ04/A have proper
lubrication.
4. Place level transmitter 64-LT-1012 and associated instrumentation in service
where pumps 64-MJ02/A, when in remote mode, the DCS logic K-6460 starts
and stops them automatically based on the level in the oily side of Storm
Water Basin 64-CV02. The control will normally be in automatic mode.
5. A potentially contaminated runoff water level above 15% must be established
in 64-CV02 before pumps 64-MJ02/A can be manually started.
6. Ensure that pumps discharge valves are open.
7. Verify that valves are open from pump discharge all the way to the CPI
Separator 64-ML02-ML02/A.
8. When a runoff water level increases in the Basin the Oily Water Pumps 64-
MJ02/A will come on as necessary to pump the level down to a low level and
the pump will stop.
9. Observe pump operation for high vibration levels and bearing temperature,
and excessive noise.
10. Place level transmitters 64-LT-1007 and associated instrumentation in service
where pumps 64-MJ04/A, when in remote mode, the DCS logic K-6470 starts
and stops them automatically based on the level in the clean storm water side
of Storm Water Basin 64-CV02.
11. A clean storm water level above 15% must be established in the Storm water
side of 64-CV02 before pumps 64-MJ04/A can be manually started.
12. Ensure that pump discharge valves are open to pump clean storm-water to
the open ditch then to the clean water runoff line to the Clean Water Storm-
Water Basin 64-CV09.
13. When a clean storm water level increase in the Storm Water Basin the Storm
Water pump 64-MJ04/A will startup as necessary to pump the level down to a
low level and the pump will stop.
14. Follow the above steps to put the following Storm Water Basins in service:
• Metering Area Storm Water Basin, 64-CV03
• Storage Area Storm Water Basin, 64-CV04
• LNG Train Storm Water Basin No.1, 64-CV05

4.2.2 Unit 10 Oily Water Sump P-802
1. Verify that level switch 64-LS-1186 has been checked out and is ready to
be put in service.
2. Ensure that Unit 10 Oily Water Pump, 64-MJ18 has proper lubrication.
3. Open valves in Unit 10 Oily Water Pump 64-MJ18 discharge line to the
contaminated oily water line the CPI Separator 64-ML02-ML02/02-A.
4. Place level switch 64-LS-1186 in service to start pump 64-MJ18 when a
high level occurs in Oil Water Basin, P-802 and stop pump on a low level
in P-802.
4.2.3 Clean Water Storm Water Basin 64-CV09
1. Verify that all instrumentation has been checked out and is ready to be
placed in service.
2. Ensure that Clean Water Storm Water Pumps 64-MJ17-A/B have proper
lubrication.
3. Ensure that discharge gate valves are open where Clean Water Storm
Water Pump can pump the water to the Pole 2 outfall canal.
4. Place level transmitter 64-LT-1200 and associated instrumentation in
service where pumps, 64-MJ17-A/B, when in remote mode the DCS logic
K-6476 starts and stops them automatically based on the level in the
Clean Water Storm Water Basin 64-CV09.
5. Clean Water Storm Water Pumps 64-MJ17-A/B can be started and
stopped manually.

5.0 SHUTDOWN
5.1 Normal Shutdown
The Oily Water Sewer and Storm Drains System needs to remain in service during a
plant shut down to take care of treating all the water that is drained to sewers during
flushing operation as well as rain water runoff.
1. Pumps may be taken out of service for maintenance but the spare should
be available for service.
2. Ensure that the Lock out Tag out System is in operation for pumps that
are having maintenance activity on them.
3. One of the CPI Separators may be taken out of service for maintenance
but ensure that the spare is available for service.
4. Ensure that the CPI Separator 64-ML02/ML02/02-A having maintenance
work performed on it is isolated including the Recovered Oil Pumps 64-
ML02-MJ09/A and the Effluent Water Pumps 64-ML02-MJ08/A are
isolated using the Lock Out Tag Out System.
5.2 Process Upsets and Production Loss
In the event of an emergency requiring a shutdown of the Oily Water Sewer and
Storm Drains, the system should be shut down as outlined above in normal
shutdown. In the event of causes and actions listed below only process upsets or
production loss may occur and not necessarily require the Oily Water Sewer and
Storm Drains to be shutdown.
5.2.1 Loss of Electrical Power
On loss of electrical power the Effluent Water Sump Pump 64-ML02-MJ08/A will stop
resulting in the loss of water flow from the CPI Separator. If power cannot be restored
or the spare CPI Separator and 64-ML02-MJ08/A cannot be started then oily water
treatment from the Storm Water Basins will have to be stopped. Electrical power will
not stop Recovered Oil Sump Pump 64-ML02-MJ09/A because these pumps are air
operated, not electrical motor driven.
In addition the following pumps will stop if they were running and will not be able to
re-start until power has been restored:

• Power Generator Storm Water Pumps 64-MJ04/A
• Metering area Oily Water Pump 64-MJ05/A
• Metering Area Storm Water Pump 64-MJ06/A

Loss of electrical power to Clean Water Storm Water Pump 64-MJ17-A/B will cause
the pump to stop if it is running and will not be able to start until power is restored.
Clean Water Storm Water flow from the Clean Water Storm Water Basin to the Pole
2 outfall canal will be stopped. This is not likely because Essential Power to the
pumps is supplied from Diesel Generating sets.
5.2.2 Loss of Instrument Air
Loss of Instrument air to any one control valve will result in that valve going to its
designated fail safe position. As indicated on each P&ID, FO valves go to a ‘fail
open’ position while FC valves go to a ‘fail closed’ position.
The following valves will fail open: 64-XV-1210, 64-XV-1211, 64-XV-1212 and 64-XV-
1213.
Loss instrument air to air operated Recovered Oil Pump 64-ML02-MJ09/A will cause
the pump to stop if it is running and will not be able to start if it is down until
instrument air is restored. Recovered Oil can not be pumped to the Warm Flare
Knock Out Drum 65-MD01.
