1.0 INTRODUCTION
This operating manual relates to the facilities indicated on Fire and Gas Detector
locations shown on Plot Plans SE-AAA-ZF4-002 thru SE-DNM-ZF4-004.
1.1 General
1.1.1 Objectives
The overall objectives of the Fire & Gas Detection System are:
• Provide early detection of gas releases in required areas and implement
appropriate executive action.
• Provide early detection of fire to allow automatic or manual extinguishing and
implement appropriate executive action.
• Provide timely warning to all personnel of the existence of the hazard.
• Provide supplementary means for personnel to manually initiate fire alarms.
• Provide indication at the SCR (Safety Control Room) located in the Central
Control Building of abnormal conditions.
• To take executive action (if required), to minimize the risk from these events.
• Provide a printed historical record of all fire and gas system alarms and actions

1.1.3 Alarms
The alarm objectives are:
• To alert the operators, located at the SCR (Safety Control Room) in the Central
Control Building to the detection of any fire or gas release.
• To identify the location of the fire or gas release.

• To provide a means for the SCR operator to quickly alert all personnel on site
to a hazard and advise them of the action to be taken.
• To automatically initiate site wide alarms on a confirmed fire or gas detection.
1.1.4 Fire Areas
The plant is divided into a number of Fire Areas. A cause and effect matrix is
produced for each area, defining F&G detection, protection and alarming.
The overall plot plans of the plant indicate the different fire areas.

1.1.5 Uninterruptible Power Supply


The Fire & Gas system is fed from a high availability, high reliability, and redundant
uninterruptible power supply (UPS) which ensures availability of alternative power
supplies for a minimum of 12 hours.

2.0 SYSTEM DESCRIPTION


2.1 Fire and Gas System (FGS)
The Fire & Gas System (FGS) is an independent and distributed system, linked by a
high integrity redundant safeguarding network. System logic and marshalling panels
are located in the Field Instrument Rooms (FIR). The FGS is completely
independent of the SIS, but communicates on a common safeguarding network.
The FGS detects hazardous environmental conditions and interfaces with other
subsystems to initiate required protective actions. Appropriate flammable gas, toxic
gas, smoke and fire detectors are installed in strategic locations throughout the plant
for immediate detection of specific hazards. The Fire and Gas detectors incorporate
integral signal processing and switching capability to provide signal inputs to the F&G
logic system.
FGS logic and controls resides on dedicated redundant PLCs located in the
appropriate FIRs.
A dedicated FGS Operator Console is located in the Safety Control Room (SCR) in
the Central Control Building. Alarm summaries, plant overviews and individual Fire
Area (FA) graphics are provided.
A hardwired mimic panel is installed in the SCR, as part of the F&G console.
2.2 Fire, Smoke and Gas Detection Equipment
Gas detector locations are determined by probable leakage areas, as well as
proximity to potential ignition sources and plant personnel.
Fire detection is a combination of manual call in (break glass auto release) and fire
detectors. Rate compensated heat detectors are used in areas such as battery
rooms, laboratories, workshops and engine enclosures to detect a rise in
temperature. Manual call stations and detectors for a Fire Area are combined into
loops. Activation of a call station in a loop initiates a fire alarm in the central control
room.
The plant design ensures that leakages of flammable gases and vapors are normally
dispersed to below the Lower Explosive Limit (LEL) of the material before
encountering an ignition source. This is achieved by keeping ignition sources outside
of the electrically classified areas and by using equipment certified for use in such
areas. However, it is possible that leaks larger than accounted for in the
classification of hazardous zones may occasionally occur and it is for these situations
that flammable gas detection is provided. Line of Sight (LoS) open path IR beam
detectors are located in conjunction with point IR gas detectors in areas of high gas
leak potential, primarily in the process and storage areas. The Line of Site detectors
are used for perimeter monitoring since there is a possibility that for high pressure
leaks, the jet streams may pass the point IR detector and form a gas cloud outside
the detection zone of the point IR detector.
2.2.1 Infrared Open Path Gas Detector
IR Open–Path Gas Detector consists of a transmitter unit that sends an infrared
beam to a receiver 40 – 120 meters away, and is located where a flammable
hydrocarbon gas cloud is likely to occur.
The gas detectors operate on the principle of infrared (IR) absorption. Hydrocarbon
gases absorb in the infrared region of the spectrum. If a cloud of hydrocarbon gas is

present, part of the infrared light is absorbed by the gas, causing a reduction in the
signal received that is proportional to the amount of gas in the beam.
IR beam monitoring is particularly beneficial when protecting the process perimeter
and has the ability to detect leaks that point detectors may miss due to prevailing or
changing wind directions and can provide early warning of dilute gas cloud when the
point detectors man not register any gas presence.

There are 33 Line of Sight gas detectors provided for the LNG train.
2.2.2 IR Point HC Gas Detectors
IR point HC detectors are designed for use in potentially hazard areas where it
provides gas and vapor detection which is independent of the presence of oxygen.

There are 151 IR Point HC Gas Detectors provided for the LNG train.
2.2.3 Triple–IR Fire and Flame Detector
Multi–spectrum infrared Fire and Flame Detectors sense the wideband radiant
energy emitted by fire’s combustion processes that include flames’ molecular
emissions and hot particulate emissions. Detectors sense 110 Degrees cone of
vision. Flame Detectors. They incorporate automatic optical integrity self-checking,
raising a fault alarm on the FGS if there is a fault.

• The Blue LED flashes once every ten (10) seconds to indicate a Normal safe
operational condition. The Blue LED is OFF when no external 24 VDC input
power applied to the Detector.
• The RED LED turns ON when a fire is alarmed.
• The YELLOW LED flashes when the built–in Self–Test fails or when obscuration
of the window lens occurs. For all other fault conditions the Yellow LED will turn
ON.
There are 76 Triple–IR Fire and Flame Detectors in the LNG plant.
2.2.4 Low temperature Detector (LTD)
Low temperature Detectors are sealed stainless steel Resistance Temperature
Detector (RTD) elements for detection of LNG spills.
There are 2 Low temperature Detectors (LTD) in the LNG plant.
2.2.5 Heat Detector (Fixed Temperature)
Heat Detectors are used in the plant to detect fire by high temperature.

There are 15 heat detectors in the new LNG plant.


2.2.6 Oxygen Detectors
Low Oxygen detection systems consist of a Transmitter Unit with LCD screen and a
certified gas sensor. The sensor uses intrinsically safe circuits to drive the
cartridges. Cartridges may therefore be exchanged without powering down even in
the presence of an explosive gas atmosphere.
Alarm levels set at: 19% v/v decreasing low alarm, 16% v/v decreasing low-low
alarm.

2.2.7 Manual Call Point
Manual pushbuttons, which require breaking of the glass cover to operate. Use of a
hammer is not required as the operator is protected from the broken glass by the
vinyl glass label.

There are 68 manual call points in the LNG plant.


2.3 Audio and Visual Alarms
The FGS provides audible and visual annunciation of hazardous conditions for all
plant areas and buildings, including gas detection at HVAC inlets and in battery
rooms. Alarm beacons and horns are located in strategic areas throughout the
facilities.
2-Way Combo units have of one horn and one RED (Fire) strobe light. 3-Way Combo
units have one horn, one RED (Fire) and one BLUE (Gas) strobe light.

There are 49 Audio Alarm point locations in the LNG plant.


There are 49 Visual Alarm (Red Strobe Light) locations in the LNG plant.
There are 45 Visual Alarm (Blue Strobe Light) locations in the LNG plant.
2.4 Fire and Gas System Display and Control
A dedicated F&G Operator Console is located in the Safety Control Room (SCR).
The console communicates with the Fire and Gas system via a redundant serial
communications link. The operator console visual display units (VDU) are the same
type as the DCS. Alarm summaries, plant overviews and individual Fire Area (FA)
graphics are provided. Wind direction and velocity are also displayed. A dedicated
printer is integrated with the F&G console.
A hardwired mimic panel is installed in the SCR, as part of the F&G console. The
mimic provides a geographical layout of the plant, with alarms grouped per Fire Area
to allow rapid identification of hazard location and type.
Functional features of the Fire & Gas systems include:
• In general, ‘fail-safe’ inputs are provided. Outputs are de-energized to trip.
(Exception: Firewater Deluge release is energize to initiate. Continuous line
monitoring of these output signals are provided).
• DCS to FGS communications via redundant network link.
• Fire and gas detectors interface directly to the FGS, and can be bypassed from
the FGS console for maintenance purposes (follow plant procedures for override
of any of the fire and gas detectors).

• Hardwired hand switches to initiate plant general alarms and activate fire fighting
systems.
• Plant audible and visual alarms (horns, beacons, and general alarm).
• Fire & Gas events and alarms recorded and time stamped on the DCS.
2.5 Building Fire and Gas Systems
Plant buildings are equipped with heat and smoke detectors, manual call stations and
fire panels. Common alarms from fire panels are hardwired to the plant FGS System
for buildings such as the Main Control Room, FIRs and substations. Where toxic or
combustible gas detection provided in a building, these detectors interface directly
with the plant Fire & Gas system.

2.5.1 Fire Alarm Control panels


Each Building is fitted with a Fire Alarm Control Panel which provides the following
functions:
• Receive signals from smoke detectors, gas detectors and Manual call points
inside the building.
• Receive smoke detected signals from Very Early Smoke Detection Apparatus
(VESDA) in FIR and CCR buildings.
• Provide information display of fire, gas and fault conditions.
• Initiate the building visual and audible alarms.
• Interface with the plant FGS to advise the CCR Safety Control Room of the
building common fire, gas or fault condition.
• Interface with the building HVAC system to operate dampers or shutdown HVAC
systems automatically.

2.5.2 Very Early Smoke Detection Apparatus (VESDA)


Very Early Smoke Detection Apparatus (VESDA) is installed in FIR and CCR
buildings.
VESDA aspirating smoke detection is an early warning system that detects fire in the
incipient stages - before flames are visible – by detecting the products of pre-
combustion in the air around the area about to ignite. It detects fire at the earliest
possible stage and reliably measures very low to extremely high concentrations of
smoke.
The system samples air from a fire zone for the presence of smoke. The air sampling
system transports air from a fire zone to the detector trough PVC tubing. The air
sampling system continuously draws in air samples by means of an integral pump.
Smoke detected will input alarm to building FACP and activate inert gas IG-55
extinguishing systems.
2.5.3 Inert Gas IG-55 fire extinguishing systems
Inert Gas IG-55 fire extinguishing systems are installed in FIR and CCR buildings.
The systems extinguish fires by flooding protected rooms with IG-55, a combination
of Nitrogen and Argon, thus lowering the oxygen content to below a level that
supports combustion (<15%). Gas volume is calculated to achieve 12.5% oxygen
level which still allows personnel to safely evacuate rooms during a discharge.
The systems consists of pressurized cylinders of inert gas IG-55, a solenoid release
valve, pressure reducing unit, direction control valves and distribution piping and
nozzles.
2.6 Gas Turbine Enclosures
Fire & gas detection, logic and fire suppression systems for gas turbine driven
equipment are provided by the equipment supplier. Common alarms are hardwired
to the plant F&G system.

2.6.1 CO2 Cylinder Fire Fighting Systems


The CO2 cylinder fire protection system is an Off-Base skid containing liquid carbon
dioxide in 2 100% banks of high-pressure cylinders. The Off-Base skid is connected
to the gas turbine compartments by two separate CO2 distribution circuits, one for
initial discharge and one for extended discharge. Within a few seconds after
actuation, sufficient CO2 flows from the initial (1minute) discharge system into the gas
turbine compartments to rapidity build up an extinguishing concentration (37%). A
CO2 concentration (30%) is then maintained by the gradual addition of more CO2
from the extended (30 minutes) discharge system compensating for compartment
leakage. CO2 flow rate is controlled by the size of the orifices in the discharge
nozzles in each compartment. A fire protection system control panel is mounted in
the Off-Base skid.
Emergency Manual release levers are provided at the CO2 skid cabinets.
2.6.2 CO2 Tank Fire Fighting Systems
The CO2 tank fire protection system is an Off-Base skid containing liquid carbon
dioxide in a tank. The Off-Base skid is connected to the gas turbine compartments by
three separate CO2 distribution circuits, one for initial (1minute) discharge, one for
extended discharge to turbine enclosure and one for extended discharge to no.3
bearing tunnel. Within a few seconds after actuation, sufficient CO2 flows from the
initial discharge system into the gas turbine compartments to rapidity build up an
extinguishing concentration (37%). A CO2 concentration (30%) is then maintained by
the gradual addition of more CO2 from the extended discharge system compensating
for compartment leakage. CO2 flow rate is controlled by the size of the orifices in the
discharge nozzles in each compartment. A fire protection system control panel is
mounted in the Off-Base skid.
Each tank includes a refrigeration unit.
2.6.3 Turbine Enclosure CO2 controls
Gas turbine enclosures are fitted with heat rise, UV/IR and UV fire detection sensors,
which provide automatic alarm, GT trip, ventilation cut-out and CO2 discharge
functions on a confirmed fire detection.
CO2 Control panels are positioned near enclosure doors. These panels contain, an
AUTO/INHIBIT key switch, a manual CO2 release push button and status indication
lamps. GREEN indicates AUTO, AMBER indicates INHIBIT, RED indicates

2.6.4 Turbine Enclosure Ventilation Systems


The Enclosure has a ventilation system to cool its internal room divided in three
compartments (Accessory, Turbine and Load Gear Box).
Two ventilation fans driven by the electric motors (main and stand-by), installed near
at inlet silencer, suck the air from the air turbine filter and blow it through a ducting
system, to the accessory, turbine and gearbox compartments. The exhaust air flows
out through the openings in the compartments to atmosphere.
Each inlet and outlet opening of all compartments is equipped with dampers.
Gas detectors are provided in air inlet filter houses to protect the enclosures from
explosion risks, provoked by gas entering from outside with the inlet air.
Gas detectors are provided in compartments and ventilation outlet ducts to protect
enclosures from flammable fuel gas leaks.
Enclosures are monitored for by internal temperature sensors.
2.6.5 Deluge systems
Deluge systems protect large compressors, pumps and storage tanks.

3.0 OPERATIONS
This section provides a description of the operation of the Fire and Gas System.
3.1 Plant Fire & Gas detection
The detection of a fire in its earliest stages of development is essential if remedial
actions are to be effective. There are two basic forms of detection that are
employed:
• Visual observation by operating personnel in the area detecting a fire and raising
the alarm by Manual Call Points (MACs).
• Automatically by the use of fire detectors.
MACs are positioned in such a way that they are clearly visible from a distance.
They are located near lamp posts and close to logical entrance/escape routes and
mounted such that they are not susceptible to accidental damage or inadvertent
operation.
The early detection of flammable gas is important in preventing explosions or
potentially hazardous conditions. Should potentially explosive or hazardous
conditions develop, personnel in the area are warned so appropriate action can be
taken.
Oxygen (O2) deficient detectors are installed in areas where CO2 poses a potential
hazard (AGRU and Analyzer houses).
The table below shows what types of detectors are located in each fire Area.

The FGS logic is implemented in accordance with the FGS Cause and Effects for
each Fire Area. Refer to 5.2Attachment II: Cause and Effect Diagrams for detail.
3.3 Fire and Gas System Display and Control
A dedicated FGS Operator Console of the DCS is provided in the Safety Control
Room (SCR) in the Central Control Building for continuous monitoring and alarm
display purposes. This system is linked to the FGS, via serial links, to receive status
of all the plant-wide detection inputs. This operator console includes display alarm
graphics, plant overview and individual FA graphics to allow quick identification of the
location of the hazards. For recording of alarms and events, a dedicated printer is
provided with the operator HMI console.
Hardwired switches are provided on the CCR FGS console for remote manual
activation of fire protection systems (such as deluge water spray systems) and
initiation/resetting of the plant alarms. Resetting of the fire protection systems
release is performed local at the field equipment.
For all Fire and Gas detected cases further action is required by operators.
A plant shutdown may be initiated by the operator, in a specific area, when there is a
confirmed alarm. No automatic plant shutdowns are initiated by the FGS.
3.4 Building Fire and Gas Systems
3.4.1 Fire Alarm Control panels
On actuation of a building common fire, gas or fault alarm in the Safety Control Room
(SCR), operators should check locally relevant building Fire Alarm Control Panel to
identify specific detector/fault information.
Fire detected causes Air Handling Units to shutdown and control dampers to close
automatically.
Gas detected at fresh air inlet duct 25%LEL 2oo2 or 50%LEL 1oo1 with other
detector in fault causes inlet dampers to close and HVAC system is recycled
automatically.
3.4.2 Very Early Smoke Detection Apparatus (VESDA)
Very Early Smoke Detection Apparatus (VESDA) installed in FIR and CCR buildings
are continuously in operation.
Smoke detected will alarm at building Fire Alarm Control Panel and in the Safety
Control Room (SCR).
Smoke detected will cause Inert gas extinguishing system IG-55 to activate after 20
seconds of alarm level 2.
3.4.3 Inert Gas IG-55 fire extinguishing systems
Inert Gas IG-55 fire extinguishing systems in FIR and CCR buildings activation will
alarm at the Safety Control Room (SCR), building Fire Alarm Control Panel and at
the room audio/visible alarm device.
Personnel should evacuate rooms in which a discharge occurs.
3.4.4 Analyser houses
Fire alarm inside analyzer house causes trip of non certified equipment.

3.5 Gas Turbine Enclosures


3.5.1 CO2 Cylinder Fire Fighting Systems
One bank of cylinders is lined up for operation. The second bank provides a 100%
spare. Cylinders are monitored for leakage by counterweights which provide alarm
to Mark VI. If leakage occurs then cylinder banks can be swapped over to allow
refilling of cylinders on out of service bank while maintaining CO2 protection.
Discharge isolation valves are to be locked open during operating conditions. These
valves are provided for isolation to prevent unwanted CO2 discharge during
maintenance periods.
3.5.2 CO2 Tank Fire Fighting Systems

maintenance periods.
Tank refrigeration units automatically start and stop by pressure switches connected
to the CO2 tank.
A weight measurement system provides alarm in case of any leakage. Liquid and
vapor filling connections are provided.
3.5.3 Turbine Enclosures
Doors should be closed and CO2 control panels AUTO/INHIBIT key switch should be
in AUTO position during operation of GT. If required to enter enclosure during GT
operation then key should be switched to INHIBIT position. Time that INHIBIT is
selected should be minimized and personnel should not leave the area until all doors
have been closed and switch returned to AUTO.
Heat and fire detection sensors cause automatic alarm, GT trip, ventilation cut-out
and CO2 discharge in case of a fire.
3.5.4 Ventilation Systems
One ventilation fan operates continuously during GT operation. The second is
selected to AUTO and will start automatically if required.
Inlet and outlet dampers automatically close by the fire extinguishing gas (CO2) in
case of fire. Manual reset is required.
Gas detectors in air inlet filter houses, inside enclosures and ventilation outlet ducts
cause automatic alarm and GT trip.
3.6 Deluge Systems operation
Deluge systems are automatically activated only by fusible polyethylene tube loops.
They can be manually actuated by operators from the Central Control Room FGS
console or in local.
Sprays are stopped by isolating and resetting deluge valves locally.
3.7 Temporary By-Pass Operation
The FGS provide a maintenance override facility with the ability to inhibit individual
I/O to enable testing and maintenance of the field devices, without initiating plant
wide alarm. The individual inhibit is a software function initiated from the FGS
operator console, with a hardwired key-operated ‘master’ enable switch, mounted on

the console, to enable maintenance override on a per "Detector" basis. A hardwired


indication that the enable is on is also be provided on the FGS console. This
override should be only done following the New LNG Train safety procedures and
proper authorization.
Any use of safety interlock bypasses is under the strict control and authorization of
the Operations and HSE Managers. The ability to inhibit safety system inputs, force
or bypass logic, and apply hydraulic or mechanical locks exist to allow essential
maintenance work and for periodic testing of functionality.
The amount of time that safety system inhibits are applied must be minimized.
The application and removal of any and all inhibits shall be recorded in an Inhibit
Register. For other than exceptional operational requirements, the application of any
inhibit will always be associated with a Permit to Work. Applying any inhibit must be
adequately risk assessed.
A thorough shift handover process requires that the Inhibit Register be updated and
reviewed at least every 12 hours, and long term inhibits are minimized.

4.0 SHUTDOWN
4.1 Normal Shutdown
The Fire and Gas System (FGS) should remain in service at all times.
4.2 Process Upsets and Production Loss
1. Loss of Electrical Power
All Fire and Gas equipment is supplied from essential switchboards with diesel
backup and by UPS battery backed power supplies.
2. Loss of Instrument Air supply
Loss of instrument air has no effect on the Fire and Gas detection system.
