The selected site of 85 acres which is located in Ketethanna Junction, Panawenna next to
A18 – Pelmadulla – Embilipitiya road is currently occupied by the Pelmadulla Estate
corporation as the Zone 05 Tea estate. And also it is comprised of different components
such as Boulders and Different contour levels and especially with 6-7 acres of Solid waste
dumping site. Since the Government and NBRO has a need of developing this site as a
Resettlement housing scheme for refugees of Landslide in May 2017, the prime
requirement for this site would be Housing resettlement. But the availability of waste
dumping site and the marshlands as well as the variety of contour levels makes the
requirement of sensitive spatial planning requirement on this land plot.
For the basic investigation conducted by NBRO, the physical conditions of the land has
been examined. The soil conditions, climatic factors and many aspects was checked in
order to have a settlement in that particular plot. In the above map there are sub divided
plots as A1, A2, A3 & A4, those are the plots which they have recommended for housing.
But with the waste dumping site’s impacts only the A4 is suitable at this condition where
my intention is to manage the solid waste dump in here as more eco-friendly and human
friendly and optimize the site’s potentials while conserving the available tea plantation and
to make it more economically active as well.
As per the observations three phase electricity is available in that area but with the time
limitations still I could not gather any information regarding to the infrastructure
availability on the selected study area.
But from the site surrounding these are the other facilities available for residents’ day to
day requirements.
Land plot is located next to the A18 Pelmadulla – Embilipitiya main road and
Pelmadulla – Borala Road.
It is situated in the Ketethenna Junction where the small scale retail shops and
markets are available for their daily requirements.
Kahawaththa Base Hospital is 4km away from the site.
Kahawaththa Police Station is 300m away.
Hindu Kovil is next to the Site, and the Buddhist temple is 1km away.
Panawenna Dharmarama School and a Zone 05 Tamil medium school is located
within1km from the site.
Need of the Planning Intervention on this Site – Justification for the Site
Selection
With considering all the above factors government is going to acquire this land – tea
plantation from the estate corporation and construct a resettlement housing project in
some selected land plots under the investigation of National Building Research
Organization. My intention is here to manage the land potentials available and make the
resettlement – Housing & the settlements more successful and optimized.
Since the land is occupied with irregular solid waste dump it is required to keep at least
500m buffer before to have residential use. My idea is to manage the dumping waste in
the particular land and plan to optimize them in a better technology such as ‘waste to
energy’ plant where the settlements can ensure their common energy uses are driven with
a sustainable way.
And if the waste dump can be managed in to a human-friendly way, definitely the land can
be utilized for more human-friendly residential space than it have now.
