Subject: Planned study of publicly owned utilities and Citizens’ Review Committee

Dear Esteemed Councilmembers:

Public Power San Diego is a coalition of local individuals and groups working to promote the
best electric and gas utility service for the City of San Diego.

For that reason, we would like to be notified of all opportunities for public participation or
oversight of the process leading to, launching and conducting the City’s planned study regarding
the potential and viability of publicly owned gas and electric utilities in San Diego.

In addition, Public Power San Diego would like to be notified of all public opportunities for
planning and participating in the Citizens’ Review Committee, which was created by the recently
approved electric and gas utility franchise ordinances.

Please place the PPSD contact information below on all relevant contact and notification lists. In
particular, the concerned citizens within our coalition would like ample notification regarding
any and all actions your office, the Environment Committee or the City Council is taking toward
planning and conducting the public power study, as well as the creation and operation of the
Review Committee.
