Phil joined the Cheshire Constabulary in 1981, Cheshire is a County of approximately one million
residents and borders Liverpool and Manchester in the Northwest of England. After serving two years
in uniform Phil transferred to the Criminal Investigation Division (CID) and worked at various ranks in
the following departments, General Crime investigation, Drug Squad, Serious Crime Squad.

In 1997 Phil went on a secondment as Detective Inspector to the Regional and then National Crime
Squads – responsible for managing cross border, national and international organised crime. He
returned to Cheshire Police on promotion, and worked as Detective Chief Inspector and then as
Detective Superintendent Crime Operations, covering all the specialist crime units, including Murder
Investigation, Kidnap and Blackmail, Surveillance, Undercover Operations and Financial crime.

He was also a qualified Senior Investigating Officer for Counter Terrorism Offences and worked on a
number of Terrorist related offences in the Northwest of England.

In 2005 Phil became Head of the force Professional Standards Department responsible for
investigating all criminal and misconduct allegations against serving officers.

For the last four years of his police service Phil performed the role of Detective Chief Superintendent,
Head of Crime for the force. With 1,300 staff and a budget of £26 million Phil oversaw all aspects of
Crime Investigation and policy, and was a member of the Force Senior Command Team.

Following his retirement in 2011 Phil established a UK Private Investigation Company before joining
Japan Tobacco International (JTI) in 2013. Since that time he has been the Anti-Illicit Trade Operations
(AITO) Manager for Western Europe and then additionally Central Europe.

On February 6th 2017 Phil will move to Canada for 6 to 9 months, as Temporary Director (AITO), he
will be responsible for establishing a JTI AITO footprint across the entire Americas Region.
