Background & Context

Established :OBLF Established in 2010 – as a registered non-profit; Registered under Indian Trusts Act

Registrations : 12 AA, 80G, FCRA approved

Area of Work : Primary Education, Women’s Skilling & Empowerment, Community Rehabilitation

Current scope : 80 primary schools in Anekal Taluk currently covering 4500+ children
: Trained more than 250 rural women | currently employ 80 rural women as Community
Teachers
: Adopted a 300 person village of migrant workers from WB, Bihar and Assam who are waste-
pickers; running a comprehensive rehabilitation program for this community since 2020

Covid Care Centre: Plans and Status
Objective: Setup a 50 bed Covid Care Centre (CCC) for (OSC) Oxygen Stabilisation Centre as per Government norms in Jigani, Anekal Taluk
Reason: There is no Oxygen Stabilisation CCC in Anekal Taluk, Jigani. Beds & Challenges Getting ICU beds is a serious challenge. It will buy the family
and volunteers time to try to source a ICU/HDU bed.

Services: Covid positive patients will be referred to this CCC by the local PHCs (Primary Health Care Centers) and the local govt. hospitals. This centre
will be staffed with Doctors and nursing staff 24/7. Apart from providing covid treatment as per standard care protocols, this centre will
be equipped to provide emergency oxygen related support, till the patient is able to find a hospital bed.
Value: Will reduce the load on the local PHCs and local hospitals. Will give the patients additional time to find a location while getting emergency
treatment & oxygen.
Fully operationally managed by an implementation partner with direct oversight from OBLF.
Timeline: Start immediately and run the centre for at 3-5 months, depending on funding.
Status: The location has been identified, with basic infrastructure – with full support from the State. The groundwork to get this place operational has
started. The day-day operations will be managed by our implementation partner. The medical staff is being provided by a local private
hospital. Oxygen tanks to start operation have been procured. Its expected that this CCC will be fully functional by Wednesday, 5 May.
Firm plans to procure 25 Oxygen Concentrators have also been finalised and orders place. Expected by Mid May – this is to reduce the
dependency on Oxygen cylinders and the constant pressure to refill those.
Budget: Capital Expenditure : INR 45 Lakhs /USD 63,000 (incl Oxygen Cylinders, Concentrators, UPS, Power Generator, Medical Equipment)
Opex per Month : INR 40 Lakhs/ USD 55000 per month (Incl Staff Salaries, Consumables, Meals for Patients, Safety
Equipment.
Total Budget : For 3 Months: 1.65 Crores/USD 230K | For 5 Months: 2.40 Crores
