3The meeting started with a prayer.

7The CSWMB Secretariat declared a quorum with the presence of the majority of the
8committee members. Hence, CSWMB is well represented.

12The meeting was called to order at 9:30 am by the City Mayor, Atty. Jefferson P.
13Soriano.

15IV. Opening of the CSWMB Meeting

17City ENRO, Atty. Noel Mora acknowledged the presence of CSU President, Dr.
18Urdujah Tejada, Engr. Arthur Ibanez, Engr. Dennis Policar, Dr. Ramelo Ramirez and all
19the members of the Ecological Solid Waste Management Board for their valuable
20presence in the regular meeting because there is really a need to address vital issues on
21the solid waste management of the city.

23Atty. Mora informed the body that a draft resolution on Biomass Technology has
24already been prepared for the approval of ESWM board and shall be endorsed to the
25City Development Council for their appropriate action. Atty. Mora will inform the CDC
26for the enforcement of the proposed project and include it in their main agenda to be
27discussed on the first City Development Council regular meeting to be held early next
28year.

30V. Meeting Proper / Business of the Day

32Atty. Noel Mora took advantage of the presence of the CSU President to discuss the
33significance of their project proposal in transforming waste into more economic and
34beneficial uses.

36CSU President, Ms. Urdujah Tejada thanked the City Government for giving CSU the
37chance to work with the LGU for a project that is so important because of its purpose
38that is to have a cleaner environment. CSU president introduced the members of the
39team and their respective roles on the proposed project.

41Dr. Ramelo Ramirez mentioned to the body that what he is presenting is in
42collaboration with the City Government and Cagayan State University, what they offer
43are their expertise, trainings, laboratories and the resources of the City Government.
44Hence, the cooperating agencies will be the Department of Science and Technology,
45Office of the City Mayor, CENRO and if possible, DENR-EMB.

47He also mentioned that Tuguegarao City experiences urbanization due to migration,
48and increase in population is commensurate to increase in the volume of waste. He
49likewise explained that the conceptual framework of the proposed project is to create a
50livelihood program for the poor people of Tuguegarao, its objective is to protect the
51environment, lessen waste generation, prevent pollution, public awareness, and to
52maintain sustainable development.

54Dr. Ramirez emphasized to the body that CSU has a mission for Tuguegarao City to be
55awarded as a Model City on Waste Management. Furthermore, he mentioned that we
56can alleviate poverty by making use of solid waste as a source of income for the poor.
57He discussed in his presentation that waste from coconut husk is used as enrichment of
58soil, ground coconut husk mixed with cement can produce cement boards and
59biodegradable chairs, rice hull can prevent soil erosion, and corncobs can be beddings
60of rats while peanut shells are adsorbentof hazardous waste.

62City Mayor, Atty. Jefferson P. Soriano mentioned to the body that a scheme for the
63planting of bamboo propagules was already discussed with Atty. Mora, fifty (50) meters
64shall be provided to different institutions where they can plant bamboo propagules. He
65reiterated that for sustainability of the program, schools have to maintain their planted
66bamboos, otherwise we will have to write to the department heads.

68Dr. Urduja Tejada proposed to the City Mayor that a resolution be prepared and CSU
69will lead in the re-greening of the stretch of the Pinacanauan River particularly the
70Planting of Bamboos.

72City Mayor, Atty. Jefferson P. Soriano asked the body for a motion for the preparation
73of the said resolution. Mr. Eddie Talosig made a motion for the preparation of the said
74resolution and was seconded by the body. The Mayor also explained that he will talk to
75all the farmers who are lot owners along the stretch of the Pinacanauan Riverbanks to
76provide 20 meters easement , the area shall be fenced and four rows shall be planted
77with bamboo propagules.

79Dr. Ramelo Ramirez continued his discussion that solid waste management can
80alleviate poverty and can be a source of livelihood. There should be involvement of the
81people of Tuguegarao for the success of the project. He reiterated what Atty. Noel Mora
82had mentioned that an inventory was made for the number of establishments of
83panciterias, there are 250 panciterias here in Tuguegarao which can produce a
84minimum of 6 trays of egg shells a day.

86Dr. Ramirez also said that through the CSU extension program, a team called solid
87waste managers shall be formed and shall be handled by the barangay. The team shall
88produce pamphlets for awareness of the people, conduct small scale trials of waste until
89it will have a good result. After mastering the drying procedure and the beneficial uses
90of waste materials then we can transfer the technology to the barangay.

92He then explained to the City Mayor that an overall budget of P 30.9 million (excluding
93budget for research) shall be needed for the said waste management program.

95Mayor Soriano mentioned that for the implementation of the project, the City needs to
96procure two (2) new dump trucks while the other two (2) shall come from the existing
97dumptrucks of the city.

99Atty. Mora requested for the City Mayor that a resolution be made for the above-
100mentioned project, and the City Mayor requested the secretariat to prepare the same.

102Pastor Bunzo made the motion for its approval and was seconded by the body.

104The City Mayor also requested the secretariat to prepare a resolution for the
105Establishment of Materials Recovery Facility in all schools and endorse the resolution to
106the 8th City Council so they can come up with an Ordinance.

108Pastor Bunzo moved a motion on the preparation of the draft resolution and was
109seconded by the body.

111City Mayor then requested CSU to prepare a design of MRF for schools.

113Atty. Noel Mora then discussed that the city has a total of twenty two (22) dump trucks
114with eight (8) of which are under repair. Due to the typhoon, drivers and collectors are
115rendering overtime just to collect all wastes that are scattered and piled at the sides of
116the roads. He then informed the body that for the meantime, all wastes which are not
117segregated are also collected. The collection of unsegregated wasted shall only be done
118until December 16, 2016.

120Recycling Industry representative, Ms. Evelyn De la Fuente confirmed that the “No
121Segregation, No Collection” Policy is very effective so we have to be very strict on the
122deadline for the collection of unsegregated wastes generated during the typhoon.

124Forester Juana Mansibang, representative of the Environment Management Bureau,
125requested for a house-to-house campaign for the Punong Barangays to inform all their
126constituents that the collection of scattered unsegregated wastes shall only be done until
127December 16, 2019 and there should be a passage of a resolution for the “No
128Segregation No Collection Policy”.

130Atty. Mora mentioned that there is a pending motion on the passage of resolution for
131the said policy.

133Pastor Bunzo made a motion on the above resolution and seconded by the body.

135Atty. Mora also informed the body that during barangay assemblies, city officials are
136invited and CENRO employees are assigned to different barangays to talk about Solid
137Waste Management. He also then mentioned that shredded money are collected twice a
138month at Bangko Sentral ng Pilipinas and such waste are placed in the City Materials
139Recovery Facility.

141Atty. Noel Mora requested for a resolution for establishments of MRF to schools and
142government agencies and be forwarded to Regional Development Council.

144The Department of Science and Technology was requested to pledge a glass pulverizer
145and the body proposed for the passage of a resolution on the said matter.

147Forester Juana Mansibang informed the body that Jollibee and McDonald has an
148Application for Treatment and Disposal, a monitoring Team of EMB conducts
149inspection before a third party collects and transports the grease waste to Region 3.

151Pastor Bunzo asked Forester Mansibang regarding how this third party manages the
152grease waste, if it is safe. Forester Mansibang explained to the body that the third party
153furnishes their office with their application for manifestation and a materials data sheet
154(MDS) indicating the plate no. and type of vehicle used in hauling. And, she assured
155that it is safe because business establishments place this grease waste in a pail stored
156first before they are collected by a third party.

158Forester Mansibang informed the body that hospitals apply for HAZ Waste in their
159office and private haulers are collected and are brought to Cauayan City then to
160Pampanga where they are treated and disposed.

162DTI representative, Mr. Charles Irvin Tagarino asked and be clarified if the city is
163equipped with a bulb heater because bulbs have lead & mercury content, bulbs with
164lead content can damage of the brain & kidneys, while mercury content of lamps and
165thermometer may also cause “minamata disease”.

167Forester Mansibang suggested that Barangay Captains shall have to consider the
168collection of bulbs in their respective barangays to avoid the throwing of bulbs at
169designated pick pointsand prevent the contamination of hazardous waste disposed.

171The body made some amendments on the Ordinance on the Establishment of Junkshop,
172particularly Section 7 on the guidelines set for the transferring of accumulated junk
173materials for three (3) months.

175Atty. Noel Mora mentioned to the meeting that a conduct of a public meeting shall be
176administered on the said amendment.

178He also discussed the imposition and guidelines on the collection of environment fees
179in relation to the “Polluters Must Pay Principle” to business establishments including
180households.

182City Treasurer, Mr. Buenaventura Lagundi explained the General Guidelines in
183accordance to DILG-DOF JMC No. 2019-01, circular issued guidelines and procedures
184on the use of the LFC toolkit to LGUs in order to come up with scientific computations,
185have to identify and quantify the variable costs for the Routine Activities.

187City Mayor, Atty. Jefferson P. Soriano advised that a passage of a resolution for the
188changing of Collection of Garbage Fee to Collection of Environmental Fee for Business
189Establishments, Households and Other Businesses to be endorsed to the 8 th City Council
190for the preparation of an ordinance. He also requested the City Treasurer to come up
191with the computation of environment fees and they will discuss it separately, the City
192Treasurer also mentioned to the City Mayor that the Local Finance Board should join in
193the discussion of the said matter.

195City Planning and Development Coordinator, Ms. Julie Collado suggested to the body if
196we can up come up with a schedule of collection of wastes – for MWF, only
197biodegradable waste are collected, TTH for residual waste and Saturdays for all types of
198waste.

200President, Magsasaka Syentista, Mr. Eddie Talosig requested for the passage of
201resolution that owner’s of dogs has to tie their dogs at the premises of their houses.

203City Mayor, Atty. Jefferson P. Soriano advised the secretariat to prepare a resolution for
204dog owners to tie their dogs at the premises of their respective houses, otherwise
205corresponding sanctions shall have to be imposed upon the violators. This resolution
206shall be forwarded to the 8th City Council to come up with an Ordinance.

208Atty. Noel Mora informed the body that all suggestions shall be a basis on the revision
209of the collection scheme that has been prepared by the CENRO and shall be presented
210next meeting.
