The National Confederation of Officers' Associations strongly opposes the central government's decision to freeze the Dearness Allowance for executives and non-unionized supervisors in central public sector enterprises. The association argues that the freeze is against the autonomy of CPSUs and detrimental to the growth of the public sector. Additionally, CPSU salaries are not paid from the central exchequer, so there is no justification for the DA freeze in the industrial sector. The association plans to organize agitation programs and other means to force the government to withdraw this "illegal order."

President : Ref-NCOA/ IDA Freeze/01 Dated- 20-11-2020
Alok Roy (IOC) Sub: Press Release on IDA freeze for CPSU Executives and Non unionized Supervisors Secretary General : V K Tomar (MTNL) National Confederation of Officers’ Associations (NCOA) of Central Public Sector Enterprises strongly oppose the Central Govt Decision to freeze the IDA for CPSU Working President : Executives and Non unionized Supervisors. It is against the autonomy of CPSUs and deterrent LAKSHMI NARAYANA (BEL) to the growth of Public Sector. Since the salary, perks and allowances of CPSUs are not being paid from the Central exchequer, there is no justification for such a DA freeze in industrial Treasurer H.M.MALLESH (BEML) sector. While the Union Govt being the owner of CPSUs not taking the responsibility to pay salary for the Sick PSUs like Hindustan News Print Limited for the past 24 months, what Women Vice President moral right to freeze the DA? Ms Geeta Sunatkari (MDL) Different Public sectors are in different Pay Scales owing to the Affordability clause of Pay Secretary Women affair revision guideline issued by the Govt. Cochin Shipyard and IRE are the only CPSUs working Dr Rekha Devadiga (RCF) in Kerala that have implemented the 2017 Pay revision. Three of the CPSUs, ITI Limited Palakkad, HMT Kalamasserry & Instrumentation Limited Palakkad are still continuing in Organising Secretary 1997 Scale of Pay. In these three CPSUs the Officers pay scale starts at Rs.6500/- and they are Anil Kumar G (ITI) some how managing their livelihood only through the increase in IDA. By freezing the DA, this Govt had issued a death warrant to the employees of these CPSUs. Vice Presidents : North :B P Roy (NHPC) Most important aspect is that none of the payment to the employees of CPSU employees are East : Dilip Saha (BSNL) made from Central exchequer. It is being paid by the respective CPSUs from their own West : Parag Dandekar income. Hence the action of Union Govt is wrong, illegal and injustice and we would like to (RCF) register our strong Protest against it. South : Babu Rao (ECIL) Dy.Secretary Generals : NCOA will plan agitation programs as well as other means to force the Government to North : withdraw this illegal order.
