Gloria: In reference to your letter dated 11 August 2016 regarding your query on DENR. ‘Administrative Order (DAO) No. 2016-08 or the Water Quality Guidelines and General Effluent Standards of 2016, we wish to clarify the following issues: 1. Protect life 2. Industries will be monitored by EMB on the significant parameters for the specific industry category. The significant parameters specific to the process of an establishment as mentioned in Table 8 (Significant Effluent Quality Parameters per Sector) of DAO 2016-08 will be monitored and included in the Self-Monitoring Reports (SMR). 3. Monitoring will be done on either Biochemical Oxygen Demand (BOD) or Chemical Oxygen Demand (COD) for treated industrial effluents and not both at the same time. As stated in Table 8 (Significant Effluent Quality Parameters per Sector) of DAO 2016-08, establishments will be monitored for either BOD or COD (in addition to other significant parameters assigned to the specific sector), except for PSIC Code 13 (Manufacture of Textiles), 4. Parameters applicable to industries like desiccated coconut production, coconut milk/cream production, coconut water production, and coconut flour production. This type of industry can be categorized under PSIC Code 107 (Manufacture of other food products (except sugar) and the significant parameters are temperature, BOD, total suspended solids, oil and grease. ‘We hope that we have clarified your concerns.
